Govt faux pas in court on GTA panel

Darjeeling, April 19: The state government today forwarded a panel of four IAS officers’ names to the GTA Sabha chief executive to choose the next principal secretary of the hill body, minutes after Calcutta High Court had been told that although the list was ready, it was yet to be signed by the chief minister. Of the four officers proposed by the government, three are in the rank of the secretary or the principal secretary, while the fourth one is an additional secretary. The GTA Sabha executive member, Binay Tamang, had approached the court, seeking the appointment of an officer in the rank of the secretary or the principal secretary in the GTA post. Saumitra Mohan who is presently discharging the duties of the GTA principal secretary, is an additional secretary, whose grade is below the secretary and the principal secretary. A government counsel said “lack of communication” between the government and its legal panel had led to the “embarrassing” situation. “We keep asking the government for latest developments in the cases that we handle in court,” a government lawyer said. “Even in this case, we had done the same. However, the government failed to inform us that it had sent a letter to the GTA forwarding a panel of names for selecting the principal secretary.” The names of the four IAS officers proposed by home secretary Basudeb Banerjee are R.D. Meena, who is presently the land reforms commissioner and also the principal secretary of land and land reforms department, Shahidul Islam, secretary of minority affairs and madarsa education department, Kalipada Das, secretary, consumer affairs department, and Sukumar Ganai, additional secretary, higher education department. The letter (No 880-HS/13), which Gurung received from Writers’ Buildings at 11.03am today, is, however, dated April 18, 2013. This essentially means that the letter signed by Basudeb Banerjee was written yesterday. However, before the letter reached the GTA office, the advocate-general, Bimal Chatterjee, told Justice Dipankar Dutta: “The chief minister is indisposed and she could not sign the letter bearing the names of the officials. I pray for two days’ time to carry out the court’s directive.” The court then directed Chatterjee to submit the names on April 24 and fixed the matter for hearing on that day. The AG made the statement around 10.45am. Soon, Tamang, who was present in the court, came out and called up Gurung to inform him about the development. But Gurung told Tamang that he had already received the fax, which contained the names of four IAS officers from the home secretary. The court had earlier directed the state government to provide a panel of three candidates by April 18. However, the case did not come up for hearing yesterday. Chatterjee later said: “I have not received any letter containing the names of officials for the post of principal secretary, GTA. (छेवाङ योञ्जन) पत्रकारितालाईगणतन्त्रको चौथो स्तम्भको रुपमा मान्यता दिएतापनि कथित गणताञ्त्रिक राजनीतिकदलहरुले भने यो चौथो स्तम्भलाई ढाल्ने प्रयास गरेको थुप्रै उदाहरण पाइन्छ। विभिन्नप्रकारका समस्याको सामना गर्दै भारतेली नेपाली पत्रकारिताले एक शताब्दी जतिको खुडकिलोपार गरिसकेको छ । अरु राष्ट्र र भाषाको तुलनामा भारतेली नेपाली पत्रकारिता अझ पनि बामे सर्दै गरेको अवस्थामा छ। प्रारम्भमासामान्य समस्याहरुसँग जुझ्दै विकासको गति पक्रेको भारतको नेपाली पत्रकारिताले एक शताब्दीकोयात्रापछि भने सोझै राजनैतिक हस्तक्षेपको शिकार बन्न परिरहेको अवस्था छ। देशकोकुनै पनि क्षेत्रमा वसोवास गर्ने गोर्खा समुदायका व्यक्तिविशेष अथवा संघ-संस्थालेप्रकाशमा ल्याएको पत्र-पत्रिकाहरु राजनैतिक हस्तक्षेप र दबाउको शिकार नभएको इतिहासकमै पाइन्छ। भारतमा गोर्खाबहुल क्षेत्रहरुको कुरा आउँदा पूर्वोत्तरको चर्चा गर्न सकिन्छ । पूर्वोत्तरराज्यहरुमा वसोवास गर्ने गोर्खा समुदाय सामाजिक अनि राजनैतिक दुवै स्तरको सकसमा बाँच्नुपरिरहेको इतिहास त सर्वविदितै छ। एउटा सिङगो जातिसँगै यस भाषाको पत्रकारिता पनिदिन-प्रतिदिन राजनीतिको निस्सासिँदो वातावरणमा डुब्दै गइरहेको तथ्यहरु उजागर हुन थालेका छन्।गोर्खाहरु वसोवास गर्ने उत्तर पूर्वीय राज्यहरुमध्ये दार्जीलिङ पहाडलाईगोर्खाहरुको पोलिटिकल बेस मानिन्छ अनि यही क्षेत्रमा पत्र-पत्रिकाले राजनीतिकहस्तक्षेपबाट निकास पाउन सकिरहेको छैन। पत्रकारितालाई समाजको दर्पण मानिए पनिदार्जीलिङ पहाडको परिप्रेक्ष्यमा भने यो विधाले कहिले पनि समाजको दर्पणको रुपमास्थापित हुने औसर पाउन सकेको छैन। दार्जीलिङ पहाडमा नै घरि-घरि राजनैतिक उतार चडाउदेखापर्ने हुनाले प्रत्येक पल्टको पोलटिकल स्टन्टमा यहाँको पत्रकारिता नै राजनैतिकहस्तक्षेपको दलदलमा भासिन्दै गइरहेको पाइन्छ। प्रत्येक चोटीको राजनीतिक हुरीलेकुनै न कुनै पत्रपत्रिकाको अस्तित्व हराउँदै लगिरहेको छ। पहाडबाट प्रकाशमा आएको दैनिकहरु हिमालचुली, सुनचरी, आजभोलि, हाम्रो पहाड,सुनखरी, गोर्खाभारती आदि किन हराए अनि कसरी यी समाचार पत्रहरुको अस्तित्व मेटियो भन्ने कुरा आज एउटा गहन चिन्तनको विषय बनेको छ। पहाडमा एउटा पत्रिकाको दीर्घकालीन इतिहास पटक्कैपाइँदैन । फष्टिँदै गइरहेको एउटा पत्रिकालाईराजनीतिक शिकार बनाएर त्यसलाई झरैबाट उखेल्ने परम्परा रहेको पहाडमा कसरी पत्रिकाकोदीर्घकालीन इतिहास निर्माण हुन सक्छ? राजनीतिमा फाइदा भए मात्र पत्र-पत्रिका अनिपत्रकारहरुप्रति सहानुभूति देखाउने कुसंस्कार पालेका छन् यहाँका राजनीतिक दल साथैनेताहरुले। राजनीतिक हिलोछेपाईको भुमरीमा अचानो भएर बाँच्नु परेको छ पहाडकोपत्रकारिता र पत्रकारहरु । राजनीतिक दलहरुको मुद्धा बिग्रियो कि पत्रकारहरु आखाँकोछारो भइहाल्छन्। कुनै पनि सार्वजनिक मञ्चबाट पत्रकारहरुलाई खुल्लेआम ज्यान-मालको धम्की दिने काम हुन्छ। “पत्रकारले राजनीतिमा हस्तक्षेप गर्यो, मुद्दा बिगार्यो, अब गोर्खाहरुको भविष्यको जिम्मेवार पत्रकारहरुले लिनु पर्छ” भन्ने जस्ता धम्कीहरु उपहारको रुपमा पाउँछनपहाडका पत्रकारहरु। अझै एउटा मनमा लाग्ने कुरा त के भने राजनीतिक दलका शीर्षनेताहरुले नै जनसभाबाट भन्ने गर्छन् – “छ्यासीमा त पत्रकारहरु पनि मारिएका थिए।“ नेताले खुलेआम पत्रकारहरुलाई धम्की दिएपछि तिनकाकार्यकर्ता र समर्थकहरुले पनि पत्रकारहरुको गल्ती देखी हाल्छन्। अनि पत्रकारहरुमासामाजिक असुरक्षाको भाव उत्पन्न हुनु स्वभाविक हो। निर्भीक अनि निषपक्ष पत्रकारिताकोमार्गमा हाल यी विषयहरु नै वाधक बनेका छन। पत्रकारिता जस्तो गम्भीर अनि सम्वेदनशीलविधालाई जबसम्म राजनीतिक दलहरुले सही प्रकारले बुझ्ने प्रयास गर्दैनन् तबसम्म पहाडको पत्रकारिताले दीर्घकालीनआयु पाउन सक्दैन भन्दा कुनै अत्युक्ति नहोला। सरकारी साहुलियत अनि सुविधाहरुबाटबञ्चित यहाँका पत्रकारहरुलाई राजनैतिक दलहरुले हेर्ने मानसिकता अर्कै भइसकेको छ। यहाँपत्रकारहरुलाई एलियन स्वरुप हेरिन्छ अर्थात अर्कै ग्रहको मानिसलाई जस्तो।पत्रकारहरुले अब पहाडमा जातिविरोधीको संज्ञा पाउन मात्र बाँकी छ। राजनैतीक दलहरुकोयस प्रकारको सोचले पहाडको प्रगतिशील पत्रकारितामा वाधा सृजना हुने गरेको छ। समाजमा असुरक्षित अनुभव गरेर कसरी असल पत्रकारिताको धर्म निर्वाह गर्नसक्छन पत्रकारहरुले? वेतन होइन पारिश्रमिक मात्र पाउँछन् यहाँका पत्रकारहरुले तरपनि अचानो भएर सामाजिक दायित्व काँधमा लिएर पत्रकारिताको गरिमालाई अक्षुण्ण राख्न जोखिम उठाएर लागी परिरहेका छन्। सरकारी सहुलियतअनि सुविधाको अनुहारसमेत देख्न नपाएका पत्रकारहरु आधारहीन आरोपहरुको शिकार भइरहेकाछन्। व्यक्तिगत अनि संस्थागतरुपमा अघि वढीरहेकासंघर्षशील पत्रकारहरुलाई पोलिटिकल तारगेट बनाएर सत्तामा बसेको दलले चौथो स्तम्भलाईमास्नै खोजेको हो त ? पहाडमा आज पत्रकारहरु किन राजनीतिक दलहरुको छारो भइरहेका छन? यस दिशामागहन चिन्तन र वहस गर्नुपर्ने समय नजिकआइसकेको छ। जब जब सत्तासिन दलहरुको नकारात्मक कुराहरुपत्रकारहरुले उजागर गर्छन तब तब तिनीहरुले पत्रकारितामाथि हमलागर्ने गरेको घट्नाहरु देखिने गरेको छ।समाचार पत्रहरु बन्द गर्ने, जलाउने गरेको घटनाहरु बिगतका दिनदेखि हुँदै आइरहेकोघटना राजनैतिक पार्टीहरुको हैकमवाद नै हो भन्दाकुनै फरक पर्दैन । यहाँको राजनीतिक दलहरुको पत्रकारिताप्रतिको नकारात्मक सोचको कारण पनि यस क्षेत्रमा दिनोदिन विसंगति र विकृतिहरु देखा पर्न थालेका छन। एकथरी पत्रकारहरुलाई धम्काउने काम गरिन्छ भने अर्का थरीकाहरुलाई दलहरुले किन्नेप्रथा पनि स्थापित भइसकेको छ पहाडमा । पत्रकारहरुलाई किन्ने अनि नमाने धम्काउनेप्रथाले नै यस क्षेत्रमा विसंगति र विकृतिहरु उत्पन्न हुन थालेको हो। जातीयचिन्हारीको दिशामा भाइटल पोलटिक्स गरिरहेका पहाडका दलहरुले क्षेत्रीय पत्रकारितालाईआफ्नो छारो बनाउनु भनेको , जातीय एकतामादेखा पर्ने एउटा लज्जास्पद विषय हो। पत्रकारितालाई आफ्नो हस्तक्षेपको शिकार बनाएर के राजनीतिक दलहरुले सहीकाम गरिरहेका छन् त ? एउटा जातिलाई प्रतिनिधि गरेर दिशानिर्देश गरिरहेको सत्तासिन दलले प्रेसस्वतन्त्रतामाथि सोझै हस्तक्षेप गर्छ भने त्यस दलले कसरी समाजमा गणतन्त्र स्थापितगर्ने ? असुरक्षित अनि असहज वातवरणमा बसेर एकजनापत्रकारले असल पत्रकारिता गर्छ भन्नु तर्कसंगत त हुँदैन तर हाल पहाडका पत्रकारहरुलेयसरी नै यस विधालाई अघि बढाइ रहेका छन्।

साहित्यलेखनप्रति विद्यार्थीहरुलाई प्रोत्साहन गर्न कविता प्रतियोगिता

कालेबुङ 18 अप्रेल। साहित्यलेखनप्रति झुकाउ भएका विद्यार्थीहरुलाई प्रोत्साहन दिने उद्देश्यले नेपाली साहित्य अध्ययन समितिले आज कविता प्रतियोगिताको आयोजना गरेको थियो। समितिले महकुमा स्तरको यो अन्तरविद्यालय कविता प्रतियोगिताको आयोजना बीपी कोइराला भारत-नेपाल प्रतिष्ठानको सहयोगमा गरेको थियो। समितिका अध्यक्ष एमबी प्रधानको सभापतित्वमा यहाँको वर्सिप सेन्टरमा सम्पन्न सो कार्यक्रममा क्षेत्रका वरिष्ठ लेखक साहित्यकारहरु सानुमति राई, टीबी ठकुरी, बीआर छेत्री आदि विशिष्ट अतिथि थिए। कालेबुङसंलग्न क्षेत्रहरुलगायत अलगडा, पेदोङ, टिस्टा,गोरुबथान आदि क्षेत्रका माध्यमिक तहका विद्यार्थीहरुले कविता प्रतियोगितामा भाग लिएका थिए। यहाँका एसयुएमआइ, कुमुदिनी विद्याश्रम, जुबली उच्चतर माध्यमिक विद्यालय, कालेबुङ कन्या पाठशाला, इण्डो टिबेटन हाई स्कूल, प्रणामी बालिका विद्या मन्दीर, सरकारी हाई स्कूल, साई इन्सटिट्युट, सप्तश्री ज्ञानपीठ, सेंट अगष्टिन स्कूल, स्प्रिङडेल एकाडेमी, चन्द्रमाया हाई स्कूल, गनेश हाई स्कूल, गंगोत्री हाई स्कूल, अलगडा उच्चतर माध्यमिक विद्यालय, पेदोङको सेंट जर्ज स्कूल, टेण्डर बड्स, टिस्टा उच्चतर विद्यालयका कूल 35 जना विद्यार्थीहरुले प्रतियोगितामा भाग लिएका थिए। यीमध्ये जुबली उच्चतर माध्यमिक विद्यालयकी छात्रा बबिता खवास पहिलो, गङ्गोत्री हाई स्कूलका त्रिरत्न राया दोस्रो अनि कुमुदिनी विद्याश्रमका दिल कुमार सुब्बा तेस्रो भएका थिए भने टिस्टा उच्चतर माध्यमिक विद्यालयकी छात्रा साङ्डोमा शेर्पालाई सांतवना पुरस्कार प्राप्त भएको थियो। यी चारजना विजेती विद्यार्थीहरुलाई समितिका अध्यक्ष एमबी प्रधानको बाहुलीबाट नगद राशि पुरस्कार र प्रमाण पत्र प्रदान गरिएको थियो। कविता प्रतियोगिताको निर्णायक मण्डलीमा कथाकार सञ्जय विष्ट, कवि मनोज बोगटी, कविलेखक टीकाभाइ अनि पत्रकार प्रदीप लोहागुण थिए। यसै कार्यक्रमबीच साहित्य अकादमी अनि युवा साहित्य अकादमी पुरस्कारले सम्मानित लेखक-कविहरु उदय थुलुङ अनि मनोज बोगटीलाई पनि समितिले अभ्यर्थना जनाएको थियो। कार्यक्रमका आमञ्त्रित अतिथिहरुको बाहुलीबाट प्रशस्तीपत्र अनो दोसल्ला ओडाएर यी युवासर्जकहरुलाई समितिको पक्षबाट बधाई र अभिनन्दन प्रकट गरिएको थियो। यस अवसरमा समितिले नियमित प्रकाशमा ल्याइरहेको साहित्यिक पत्रिका साहित्य संकेतको 33औं अङ्क सार्वजनिक गरिएको थियो। कार्यक्रममा कवि मनोज बोगटी, टीकाभाइ अनि प्रदीप लोहागुण अनि बिशाल राईले कविता पठन पनि गरेका थिए भने साहित्यकार उदय थुलुङले साहित्यसृजनासम्बन्धी आफ्नो विचार प्रकट गरेका थिए। यता, अध्ययन समितिका सचिव बलभद्र शर्माले आज सम्पन्न महकुमा स्तरको प्रतियोगिताका बिजेताहरुले जिल्ला स्तरको प्रतियोगितामा भाग लिने अवसर पाएको बताएका छन। तिनले दार्जीलिङ, खरसाङ अनि डूर्वसमा पनि महकुमा स्तरको प्रतियोगिताको आयोजना गर्ने काम पूरा भएपछि जिल्ला स्तरको कविता प्रतियोगिता आगामी जूनको अन्तिम सातातिर आयोजना गरिने बताएका छन। शर्माले साहित्य लेखनको क्षेत्रमा विद्यार्थीवर्गलाई प्रेरित गर्ने उद्देश्यले समितिले बीपी कोइराला भारत-नेपाल प्रतिष्ठानको सहयोगमा सामयिक रुपले प्रतियोगितात्मक कार्यक्रमहरुको आयोजना गर्दै आएको जानकारी दिएका छन।

मोर्चाबाट अनापत्ति पत्र ल्याए एचपीसी च्यानल पुनर्प्रसारण गर्न हामी तयार छौं - ओ साइनी

कालेबुङ 18 अप्रेलः कालेबुङको लोकल समाचार च्यानल एचपीसीको प्रसारण बन्द गरिएको घटनाबारे राजनैतिक दल र सर्वसाधारणको चासो बढेपछि स्काइस्क्यान केबलको प्रबन्धनपक्षले आज प्रतिक्रिया दिएको छ। केबल मालिक ओमकार साइनीले आज सञ्चारमाध्यमहरुसँग आफ्नो प्रतिक्रिया जनाउँदै मोर्चाबाट अनापत्ति पत्र प्राप्त भए एचपीसीको पुनर्प्रसारण शुरु गर्न आफूलाई कुनै असुबिधा नभएको बताएका छन। केही दिनयता च्यानल बन्दको विवाद चुलिए पनि तटस्थ बसेका केबल मालिक ओमकार साइनीसँग आज पत्रकारहरुले तिनको अडान जान्न सम्पर्क गर्दा यस आशयको प्रतिक्रिया दिएका हुन। “एचपीसीसँग केबलपक्षको कुनै मतभेद र शत्रुता छैन। च्यानल प्रबन्ध पक्षले मोर्चाबाट अनापत्ति पत्र ल्याए यसको पुनर्प्रसारण गर्न हामी तयार छौं” टेलिफोनिक कुराकानीमा साइनीले भने। यता,एचपीसीको प्रसारणमा मोर्चाले कथित रोक लगाएको समाचारको सम्बन्धमा दलका प्रवक्ता डा हर्कबहादुर छेत्रीले जारी गरेको बयानप्रति च्यानल प्रबन्धपक्षले असन्तोष प्रकट गरेको छ। एचपीसीले प्रसारण गरेको समाचारलाई झूठो बताउने कालेबुङका विधायक डा. छेत्रीको च्यानलका निर्देशक सन्दिप कुलुङले खण्डन गरेका छन। तिनले मोर्चा प्रवक्ताले राजनैतिक स्वार्थ प्रेरित भएर यस्तो वयान जारी गरेको दाबी पनि गरेका छन। मोर्चाले आपत्ती जनाएको समाचार एचपीसीले 14 मार्चका दिन कालेबुङ न्यायलयबाट प्राप्त सुचनाको आधारमा गरेको कुलुङको भनाइ छ। सोही समाचारलाई नेपाली दैनिकहरुले पनि प्रमुखतासित प्रकाशन गरेको तिनले बताएका छन। “तर सो समाचारलाई केन्द्र गरी हामीमाथि मात्र किन दबाउ बनाउने काम भयो? त्यो समाचार गलत भए ती समाचार पत्रहरूविरुद्ध मोर्चाले किन कुनै आपत्ती जनाएन? तिनले प्रश्न गरेका छन्‌। एचपीसीद्वारा प्रसारित समाचारबारे स्पष्टिकरण दिँदै कुलुङले बताएअनुसार कालेबुङको एडिशनल चिफ ज्यूडिसिल मेजिष्ट्रेटले वर्ष 2009-10 का विभिन्न मामिलाहरूमा आरोपीहरूविरूद्ध वारन्ट जारी गरेको र यी विभिन्न मामिलाहरूमध्ये जीआर 127/09 मा नै धेरजसो अभियुक्तहरूको नाममा वारन्ट जारी भएको हो। आन्दोलनकालमा सरकारी अनि निजी सम्पतीहरूको आगजनी, तोडफोड र नोक्शान गरेको आरोपमा सुनवाइ चलिरहेका मामिलाहरुमा कोर्टमा नियमित उपस्थिति नदिने 135 जना आरोपीहरुविरुद्ध वरण्ट जारी गरिएको समाचार एचपीसीले प्रसारण गरेको थियो उक्त समाचारलाई केन्द्र गरी मोर्चाले च्यानललाई तारो बनाएको तिनले आरोप लगाएका छन। पत्रकारिताबारे दह्रो पकड राख्ने डा. छेत्री जस्ता विज्ञ व्यक्तिले यस्तो स्वार्थ प्ररित वयान दिएको घटनाले पत्रकारिता गर्ने युवा जमात कै मनोबल खस्किएको कुलुङले दावी गरे। तिनले प्रेस स्वतन्त्रता र गणताञ्त्रिक मूल्यको रक्षा गर्न नागरिक समाजका सचेतवर्ग र पत्रकारजमात अघि आउनु पर्ने अनुरोध पनि गरेका छन।

कालेबुङ 19 अप्रेल। “सधैँ गौरव राख्नेछौं गोर्खाको” यही नारा लिएर अघि आएका गोर्खालीगका संस्थापक डम्बरसिंग गुरुङले गोर्खा जातिको कति गौरव राखे भन्ने कुरा छुट्टै वहसको विषय हो तर कालेबुङको डम्बर चोकमा अवस्थित तिनको सालिग स्थलको दूरावस्था देख्दा यो जातिले तिनको गौरव राखेको छ कि भन्ने स्वभाविक प्रश्न खडा हुन्छ। कालेबुङ शहरको मुटु मानिने डम्बरचोकमा गोर्खाहरुका यी राजनैतिक प्रणेताको सालिग राखिएको स्थल उपेक्षित मात्र छैन तर दूर्व्यवसनी र दूर्गन्धीहरुको आश्रयस्थल बनेको छ। दूर्गन्धीहरुले यहाँ आश्रय लिएर यसलाई दूर्गन्धित र प्रदुषित मात्र पारेका छैनन तर मानसिक रुपले विक्षिप्त केही मानिसहरुले डम्बर बाबूको सालिगसँग छेडछाड गर्ने गरेको घटना सामान्य भएको छ। यिनीहरुले कहिले तिनको सालिगमा मैलाझुम्रा लुगाहरु ओडाइ दिने काम गर्ने गर्छन भने कहिले सालिगलाई नै नोक्सान पुर्याोउने प्रयास गरेको पनि देखिन्छ। यीबाहेक डम्बर चोकको यो सालिग स्थल अहिले शहरका दूर्व्यवसनीहरुको मुख्य अड्डा बनेको छ। डम्बरसिंगको सालिग स्थललाई दूर्व्यवसनीहरुले अहिले नशालु पदार्थको किनबेचको केन्द्र बनाएका छन। यति मात्र होइन, सालिग स्थल परिसरमा साँझपख राखिने ठेलागाडीहरु पनि चोकको संरचनालाई दूर्गन्धित पार्न जिम्मेवार छन। ठेलावालबाट फाष्टफूड किनेर खाने मानिसहरुले खाएको पेपर प्लेटहरु पनि चोकको घरभित्र फ्याक्ने गरेकोले पनि सालिग स्थलमा दूर्गन्ध बढेर गएको छ। कालेबुङ शहरको मुख्य भागमा रहेकोले मात्र यो महत्वपूर्ण भएको होइन तर एक शताब्दीभन्दा लामो इतिहास बोकेर बाँचेको यो संरचना आफैमा एउटा धरोहर हो। सन 1902 मा कालेबुङको मुख्य भाग(आजको डम्बरचोक)-मा यो संरचनाको निर्माणसँगै महारानी भिक्टोरियाको अर्धकार्य सालिग पनि स्थापित गरिएको थियो। महारानीको मूर्ति स्थापना गर्ने कार्यमा त्योबेलाका प्रतिष्ठित मानिसहरु सत्तलसिंह मण्डल,रामचन्द्र मिञ्त्रीलगायत भूटानका तत्कालिन राजदम्पत्ती जिग्मी दोर्जी अनि चुन्नु दोर्जीसमेतको पनि विशेष भूमिका रहेको थाहा लागेको छ। नेपालका काष्ठकलाकारहरु मगाएर खूबै कलात्मक ढाँचामा निर्माण गरिएको यो काठको संरचनाभित्र महारानीको मूर्ति राखिएपछि यसलाई महारानी चोक भनिन थालियो। ब्रिटिश शासकहरुले भारत छोडेर गएपछि पनि महारानीको सालिग सुरक्षित राखिएको थियो। 70 को दशकसम्म तत्कालिन महारानी चोकमा तिनको मूर्ति रहेको बूढापाकाहरुको भनाइ छ। सत्तरको मध्य दशकमा कालेबुङका केही राष्ट्रप्रेमी युवकहरुले दासत्वको प्रतीक मानेर महारानी भिक्टोरियाको सो मूर्ति त्यहाँबाट हटाएर कालेबुङ थानालाई सुम्पिदिएको बूढापाकाहरुको सम्झना छ। महारानीको मूर्ति हटाएर सालिगस्तम्भ खाली भएपछि अस्सीको दशकको शुरुआती बर्षमा अभागोलीले त्यहाँ दलका संस्थापक डम्बरसिंह गुरुङको सालिग स्थापित गरेको थियो। यसबीच अस्सीको मध्य दशकमा गोर्खाल्याण्डको आन्दोलन चरममा पुगेको अवस्थामा केही अज्ञात मानिसहरुले डम्बरसिंग गुरुङको मूर्ति तोडी दिएका थिए। लामो समयसम्म सालिगविहीन रहेको स्तम्भमा गोर्खालीगले डम्बर बाबूको मूर्तिको पुनर्स्थापना गर्ने जमर्को गरेको थियो। यस दलले केही बर्ष अघि चोकको संरचनाको रंगपचेरा गरेर हेर्न लायकको बनाएको थियो। यसैबीच, नगरपालिकामा मोर्चासमर्थित बोर्ड गठन भएपछि नगरप्रशासन र मोर्चाको तत्परतामा डम्बरसिंह गुरुङको सालिगको पुनर्स्थापना गर्ने कार्य सफल भएको थियो। भारतका गोर्खाहरुमा राजनैतिक चेतनाको बिजारोपण गर्ने प्रणेता डम्बरसिंग गुरुङको मूर्तिको पुनर्स्थापना गरेर मोर्चाले तिनको योगदानको कदर त गरेको छ तर यस ऐतिहासिक स्थलको रखरखाउ र संरक्षणको दिशामा महकुमा अनि नगर प्रशासन दुवैको उदासिनता देखिएको छ। पर्यटन व्यावसायमा निर्भर रहेको कालेबुङका यस्ता ऐतिहासिक महत्वका स्थल र विभूतिहरुको सालिगको देखरेख र संरक्षणको निम्ति सम्बन्धित प्रशासन र नागरिक समाज दुवै जागरुक हुनु आवश्यक छ। कालेबुङको जागरुक नागरिक शमसेर अलीले पनि यसको उचित रखरखाउ र संरक्षण गरिनु पर्ने कुरामा जोर दिएका छन। यो स्थलमा डम्बरसिंगको मूर्ति राखेर तिनैको नाममा चोकको नामाकरण गरिएको कुरा उपयुक्त र सान्दर्भिक रहेको तिनको धारणा छ। “शहरको मूल भागमा यो संरचना र डम्बर सिंगको सालिग हुनु सबै दृष्टिकोणले महत्वपूर्ण छ। गोर्खा समुदायको निम्ति डम्बरसिंगको स्थान विशिष्ट छ अनि यो ऐतिहासिक धरोहरको पनि छुट्टै स्थान र महत्व छ। यो स्थलको नियमित सरसफाइ र संरक्षण हुनु जरुरी छ। यसका साथै सम्बन्धित निकायले यसलाई धरोहरको मान्यता दिलाउने दिशामा पनि पहल गर्नु पर्ने देखिन्छ” अलीले भने। यता, कालेबुङ नगरपालिका अध्यक्ष एलबी परियार पनि यसको संरक्षण हुनु पर्ने कुरासँग सरोकार त राख्छन तर नगरपालिकाबाट मात्र यो सम्भव नरहेको धारणा पनि व्यक्त गर्छन। यस ऐतिहासिक स्थलको संरक्षणको निम्ति नागरिक समाज पनि अघि आउनु पर्ने तिनको विचार छ। शालिक स्थलको संरचनाको रखरखाउ र संरक्षणको निम्ति पुलिसले समेत नियमित निगरानी काम गर्नु पर्ने तिनको भनाइ छ। “हामी समय समयमा यसको साफसफाइ र रंगपचेरा गर्न तयार छौं। तर यसको व्यवस्थापन र संरक्षणको निम्ति नगरप्रशासनलाई मात्र जिम्मेवार मान्नु ठीक होइन। नागरिक समाजका सचेत र जागरुक मानिसहरु पनि अघि आउनु पर्छ” नगरप्रशासनका प्रमुख परियारले भने।

च्यानल बन्द प्रती टीएमसीको प्रतिवाद

कालेबुङ 17अप्रेल। कालेबुङको क्यबल समाचार च्यानल एचपीसीको प्रसारणमा मोर्चाद्वारा कथित रोक लगाइएको खबर प्रकाशमा आएपछि हिल तृणमूलका नेतृत्वले घटनाको तीव्र प्रतिवाद जनाएका छन। हिल तृणमूलका नेताहरु प्रवीण रहपाल अनि ननिता गौतमले आज यस विषयलाई केन्द्र गरी महकुमा अधिकारी कार्यालयका डेप्युटी मेजिष्ट्रेट प्रितम लिम्बूसँग भेटेर कुराकानी पनि गरेका छन। महकुमा अधिकारीको अनुपस्थितिमा यी हिल तृणमूल नेताहरुले लिम्बूलाई भेटेर च्यानलको प्रसारणमा राजनैतिक दवाउ भएको खबरको सम्बन्धमा प्रशासनिक पदक्षेप ग्रहण गर्नु पर्ने माग गरेका छन। हिल तृणमूलका सचिव प्रबीण रहपालले यस घटनालाई प्रेस स्वतञ्त्रमाथि हस्तक्षेप बताउँदै स्थानीय प्रशासनले यस मामिलासँग सम्बन्धित सबै पक्षलाई डाकेर एउटा बैठक आयोजना गर्नु पर्ने माग गरिएको बताएका छन। “तृणमूल कङ्ग्रेसले प्रेसस्वतञ्त्रतामाथि कहिल्यै हस्तक्षेप गर्दैन। राजनैतिक स्वार्थपूर्तीको निम्ति मिडीयाकर्मीहरुको मौलिक अधिकारको हनन हुने कार्य भएको छ। यस्तो राजनैतिक हस्तक्षेपको हामी घोर बिरोध गर्दछौ” रहपालले भने। तिनले जीटीएद्वारा लोकल च्यानलहरुलाई लाइसेन्स प्रदान गरिने कुरालाई भ्रामक बताउँदै भने, “यहाँ समाचार च्यानल सञ्चालनको निम्ति जीटीएले लाईसेन्स दिने हल्ला चलिरहेको छ। वास्तवमा यो केवल भ्रम फैलाएर आफ्नो स्वार्थ पूर्तिको निम्ति च्यानल सञ्चालन गर्ने षडयन्त्र हो। यदि यहाँ कुनै पनि राजनैतिक पार्टीले आफ्नो स्वार्थ पुरा गर्न मन नपरेको च्यानल बन्द गर्ने कार्य गरे त्यसलाई हिल तृणमूलले सहन गर्ने छैन। आवश्यक परे हामी उच्च न्यायलयमा मुद्दा दर्ता समेत गर्नेछौ” तिनले कालेबुङका लोकल च्यानलहरुमा धेरै जना शिक्षित बेरोजगारहरु निर्भर रहेको बताउँदै प्रशासनले एचपीसीको पुनर्प्रसारण बहाली गर्न यथाशिघ्र पहल गर्नुपर्ने कुरामा जोर दिएका छन। तिनले पहाडमा गणताञ्त्रिक वातावरणको पुनर्बहाली र प्रेस स्वतञ्त्रता सुनिश्चित गर्न तृणमूल कङ्ग्रेसले आफ्नो स्तरको हरसम्भव काम गर्ने दाबी पनि गरेका छन। यता, हिल महिला तृणमूल अध्यक्ष ननिता गौतमले पनि एचपीसीमाथि लगाएको प्रतिबन्धको प्रतिवाद जनाएकी छन। ‘पत्रकारहरूले निष्पक्ष रुपमा काम गर्न पाउनुपर्छ। राजनैतिक दवाव दिएर एसपीसीको प्रसारण बन्द गर्ने कार्यको हिल तृणमूल घोर विरोध गर्छ’ श्रीमती गौतमले भनिन्‌। तिनले मोर्चाको निर्देशमा समाचार च्यानल बन्द भएको घटनालाई दुर्भाग्यपूर्ण बताउँदै पत्रकारहरुले पनि निष्पक्षता र निर्भिकताकासाथ पत्रकारिताको धर्म निर्वाह गर्नु पर्ने सुझाव दिएकी छिन। “पत्रकारिता खूबै दायित्वपूर्ण पेशा हो। पत्रकारहरुले पनि आफ्नो कार्य गर्दा कुनै पक्षपात गर्नु हुँदैन। कतिपय समाचारमा पक्षपात भएको हामीले अनुभव गरेका छौ। राजनैतिक दलको दबाउमा आएर बिपक्षी दलको समाचारलाई उपेक्षा गर्नु उचित होइन” तिनले भनिन।

Ghisingh spent force: Gurung - Morcha chief’s barb comes on day GNLF announces revival of hill committees

Darjeeling, April 18: Bimal Gurung today called Subash Ghisingh a “spent force” in the hills, hours after the ousted hill leader’s party GNLF said it would be revive its branch committees soon. It is not known whether Gurung, who heads the autonomous GTA Sabha, had knowledge of the GNLF’s decision to revive its branch committees, which were once powerful bodies in the hills, but sources in the Gorkha Janmukti Morcha said the party was watching the GNLF keenly. At a gathering of the Morcha-affiliated Janmukti Asthai Karmachari Sangathan at the Gorkha Rangamanch Bhavan, Gurung said: “I get to hear that some people are trying to organise themselves in various parts of the hills but there is nothing to worry about.” He said: “Ghisingh is a spent force and even his age is against him. Even during the 1986 agitation, 40 per cent of the hill population was with the CPM.... Even then the CPM could do nothing and at this moment, the GNLF too can do nothing in the hills.” In the last few weeks, around 200 Morcha supporters have moved to the GNLF, which has been inactive in the hills since 2008. The numbers may not worry the Morcha but the GNLF’s effort to regroup is a cause of some concern. A senior Morcha leader, on condition of anonymity, said: “Our party president’s speech is a clear indication that the re-emergence of the GNLF is not a comfortable situation. The party has to be on the vigil even though we don’t see the GNLF as an immediate threat.” That the GNLF managed to muster around 5,000 supporters in Simulbari for its foundation day on April 5 would not be lost on the Morcha. Gurung today said Ghisingh practised the “politics of lies”. “We are in the hills now (as a political force). Even though no political person can claim to last forever, we are not like Ghisingh who would only believe in the politics of lies. He dropped the demand for Gorkhaland but continued to say ‘we want Gorkhaland’. The Morcha, has not dropped the statehood demand,” he said. “You (GNLF supporters) could be practical and move with the times.” Hours before Gurung spoke, M.G. Subba, recently appointed the Darjeeling convener of the GNLF, said the party is ready to revive its branch committees in Darjeeling, Kalimpong and Kurseong within a fortnight. “Many of our supporters are coming out in the open. We have decided to revive the party’s branch committees in Darjeeling, Kalimpong and Kurseong within a fortnight,” he said here. At the Gorkha Rangamanch Bhavan, Gurung today lamented the lack of work culture among GTA employees but also promised to regularise jobs of the 6,000-odd GTA employees. “If you need work, I too will demand work from you. In these eight months (of running the GTA), I have realised that the work culture is extremely poor...,” he said. “We will soon form a subordinate selection board and we will regularise your jobs.” But administrative sources said that regularising a 6,000-strong work force would not be easy as financial sanction for salaries would have to come from the state.

Barla duo join Didi, tie-up in doubt

April 17: The Trinamul Congress’s sustained campaign in the Dooars and Terai has snared two John Barla loyalists who have added to the steady stream of leaders drifting to the ruling party from the Gorkha Janmukti Morcha and the Left. The latest to join Mamata Banerjee’s party are Bidhan Sarkar and Parasnath Baraik, who went to Calcutta and joined Trinamul in the presence of party general secretary Mukul Roy on Monday. Sarkar was the joint general secretary of the north Bengal committee of the Jharkhand Mukti Morcha and Baraik the joint general secretary of Progressive Tea Workers’ Union, which has mostly Barla loyalists. In Birpara, around 2,000 leaders and workers of Gorkha Janmukti Morcha joined Trinamul today, making this the single largest switch from any party to Trinamul in recent months. Led by Shalini Chhetri, the president of the Dooars committee of Gorkha Janmukti Nari Morcha, they joined the party. Sarkar, who reached north Bengal today, said: “During Left rule, no development work was carried out in the Dooars. The present state government, and the chief minister in particular, are focusing on the Dooars and have taken up a number of initiatives, including the decision to form the development council.” He said: “We could no longer bank on John Barla or on parties like the JMM and the GJM (Morcha) which so far, have not taken up any activity or initiative to meet the basic demands of the deprived populace in the region. Trinamul and the state government are plugging these critical gaps. This is why we have joined the party.” The departure of this duo ahead of the panchayat polls has upset John Barla, who till a few weeks back was suposedly in talks with Trinamul for an alliance for the rural elections. “When we have made repeated assertions from our end that we are ready to forge an alliance with Trinamul, it is unbecoming on their part to induct our leaders into the party,” Barla said today. “Though their departure would not affect our organisation, we feel it is an inappropriate act and would surely give second thoughts to our proposal for an alliance.” Political observers and JMM insiders said leaders and workers were rushing to join Trinamul to win berths in panchayat polls. “Trinamul is desperate to win the maximum possible seats in the Dooars. There are serious doubts whether it would eventually tie up with Barla unless the latter severs its ties with the Morcha. As activities of Trinamul and the state government in the Dooars have gone up in past four-five months, most of these leaders and workers, who were in JMM, Morcha, or the Left parties, are making a rush to get in to the party,” a source said. “One of the principal causes is their hope that Trinamul would perform excellently in the upcoming rural polls and they would bag a seat in the three-tier panchayat system,” the source added. “There are equal chances of getting nominated as a member of the proposed (Terai Dooars development) council.” While the state and district leaders are welcoming entry of such leaders, Trinamul workers at the grassroots are a bit upset with the new leaders joining the parties from other outfits. Today, as Sarkar and Baraik reached Banarhat from Calcutta, local Trinamul leaders did not welcome them. Chandan Bhowmik, the Jalpaiguri district Trinamul president, said: “It is not the question of poaching on other parties but they (the leaders) are acting spontaneously, seeing the sincerity of Mamata Banerjee and activities of the government and our party workers.” He added: “Several hundreds of people, including prominent leaders and MLAs, have joined Trinamul. The process would continue in the coming days.” Asked about the resentment in Trinamul ranks, he said: “Discussions would be held with concerned leaders to resolve the issue.” In Birpara, Shalini Chhetri said: “We joined Trinamul as the Morcha has miserably failed to include Dooars under GTA and have cheated the Gorkha populace of Dooars.”

कालेबुङ, 15 अप्रेल। पहाडमा गणतन्त्र रहेको घोषणा गर्ने गोर्खा जनमुक्ति मोर्चाले कालेबुङको एक निर्भिक र स्वच्छ पत्रकारिता गर्ने हिमालयन पिपल्स च्यानल(एचपीसी)को प्रसारणमा रोक लगाएको घटना प्रकाशमा आएको छ। एचपीसी का निदेशक सन्दिप कुलुङले एक पत्रकार सम्मेलन गरेर च्यानलमा राजनैतिक हस्तक्षेप भएको आरोप लगाएका छन्‌। तिनी अनुसार च्यानलले 14 मार्चको दिन मोर्चाका नेताहरूको नाममा निस्किएको वारन्टको समाचार प्रसारण गरेको थियो। मोर्चाका 135 जना कार्यकर्ताहरूको नाममा कालेबुङ न्यायलयले वारन्ट जारी गरेको थियो। वारन्टमा जीटीएका केही सभासद् लगाएर उच्चस्थ पदका नेताहरूको नाम पनि सामेल थियो। उनीहरू मध्ये प्रमुख नेता एवं सभासद्हरूको नाम समेत च्यानलले समाचारमा उल्लेख गरेको थियो। यो च्यानल लगायत नेपाली दैनिकहरूले पनि ती नै प्रमुख नेताहरूको नाम समाचारमा उल्लेख गरेको थियो। 15 मार्चको दिन स्काइस्कान एवं मदन क्याबल पक्षबाट ओ. सइनीले एचपीसी निदेशक सन्दिप कुलुङलाई सोही समाचार देखाएको र समाचारमा गोर्खा जनमुक्ति मोर्चलाई आपत्ति रहेको फोनद्वारा बताएर उप्रान्त एचपीसीको प्रसारण बन्द गरिएको सूचना दिएका थिए। सन्दिप कुलुङले भने, केबल पक्षले मोर्चा अध्यक्ष विमल गुरूङद्वारा नै आपत्ति रहेको र तिनकै निर्देशनमा च्यानल बन्द गरेको बताएका थिए। तिनले च्यानललाई एउटा पत्र लेखेर आपत्ति सम्बन्धमा पार्टीसित बैठक गर्ने निर्देश दिँदै कालबुङ महकुमा मोर्चा शाखाका सचिव कुमार चामलिङद्वारा हस्ताक्षरित एउटा पत्र पनि सोही पत्रसित खामेर पठाएका थिए। कुमार चामलिङद्वारा हस्ताक्षरित पत्रमा एचपीसीको समाचारमा आपत्ति रहेको र यसबारे स्पष्टिकरण नदिए न्यायलयमा मुद्दासमेत हाल्ने धम्की दिइएको छ। सन्दिप कुलुङले बताए अनुसार यस सम्बन्धमा पार्टीसित धेरैपल्ट बैठक पनि भयो। यहॉंसम्म कि जीटीएका सूचना एवं सांस्कृतिक विभागका सभासद् बिनय तामङसित पनि धेरैपल्ट बैठक भयो। विनय तामङले क्याबल सम्बन्धित विभाग जीटीएमा रहेकोले जीटीएले नै यस्ता लोकल च्यानलहरूलाई लाइसेन्स दिने बताए। तिनले यसो भनेपछि लाइसेन्स दिने भएदेखि अथवा विभागले च्यानललाई व्यवस्थित गर्ने भएदेखि जुन नियम कानून बनिन्छ त्यसलाई अक्षरस्‌ पालन गर्ने च्यानलले तिनलाई बताइसकेका थियो। तर जुन दिनदेखि नियम लागूहुन्छ त्यसदिनसम्म त च्यानल चल्न दिनुपर्छ भन्ने माग गर्दा ‘हेर्छु’ भनेता पनि अहिलेसम्म जीटीएबाट च्यानल व्यवस्थापनबारे कुनै नोटिफिकेशन जारी गरेको छैन अर्कोतर अहिलेसम्म नै एचपीसीको प्रसारण पनि रोकेर राखेको छ। सन्दिप कुलुङले भने, जीटीएले जारी गर्ने कुनै पनि नियम पालना गर्नेछौं। तर नियम त सबै च्यानलहरूलाई बराबर लागू हुनुपर्ने हो। सभासद्द्वारा च्यानल अवैद्ध छ भन्ने गरिएको छ। अवैद्ध छ भने अन्य च्यानलहरू किन प्रसारणमा आइरहेको छ अनि किन एचपीसीलाई मात्र रोक लगाएको हो त? यसलाई हामीले पार्टीको हस्तक्षेप अथवा दवाबकोरुपमा बुझेका छौं। एचपीसी च्यानल कालेबुङको चर्चित च्यानल रहेको छ। यसले धेरै समाजोपयोगी कार्यक्रमहरू गर्दै आइरहेको छ। भर्खरैमात्र फर्जी कम्पनीहरूले जनतालाई गर्ने हानीबारे बहस कार्यक्रम गरेको थियो। जसमा विभन्नि कम्पनी, प्रसासनिक अधिकारीहरूले अंशग्रहण गरेका थिए। यस च्यानलले कुनै दलको चाप्लुसी गरेको देखिएको छैन। सबैलाई उस्तै प्राथमिकता दिने यो च्यानललाई मोर्चाद्वारा यसरी बन्द गरिँदा नगरमा व्यापक चर्चा चुलिएको छ। ‘गोरामुमोले यस्ताखाले दादागिरी गर्ने गर्थ्यो, के मोर्चा पनि सोही ड्याङको मूला हो त?’ भन्ने पार्टीमाथि भइरहेको व्यङ्‌ग्य व्यापक सुनिन थालेको छ। पत्रकारिता समाजको चौथो स्तम्भ रहेको भए पनि एचपीसीलाई यसरी बिनाकारण बन्द गर्दा मोर्चाले पत्रकारितामाथि नै हस्तक्षेप गरेको देखिएको छ। कानूनविद्हरूसित सम्पर्क गर्दा कसैको पनि वारन्ट जारी भएमा उनीहरूको नाम प्रकाश गर्न वा प्रसार गर्न पाइन्छ। मोर्चाका नेताहरूको जुन वारन्ट निस्किएको थियो त्यो आन्दोलनकाल अथवा 2009-10 मा सरकारी सम्पति नष्ट गर्ने वा सरकारीलाई हानी पुराउनेहरूको विरुद्ध रहेको छ। मोर्चाले एचपीसीले वारन्टमा जारी नाम उल्लेख गर्न नहुने बताए पनि कानूनविद्हरूले उल्लेख गर्न मिल्ने बताइरहेकोले वारन्टमा आएको नाम प्रसारण गर्दा नै च्यानल बन्द गर्नुको खास औचित्य रहेको छैन। तरै पनि च्यानल बन्द गर्नुलाई एचपीसीले सरासर पार्टीको दवाब र अत्याचार बताएको छ। एचपीसीका छेवाङ तामङले भने, प्रसारित समाचारको कुन कुरा अवैद्दानिक छ। यस विषयमा कुनैपक्षले सही उत्तर हामीलाई दिएको छैन। च्यानल प्रसारणको वैद्धतालाई लिएर कुरा गर्ने हो भने पनि हामी जस्तै अन्य चार पॉंच वटा च्यानलहरू वेरोकटोक प्रसारण भइ रहेको छ-तिनले भने। प्रसारण रोकिएकोले आज कालेबुङ महकुमा अधिकारीको तर्ङ्गबाट जिल्लापाललाई एक ज्ञापन दिएको सन्दिप कुलुङले जनाए। तिनले भने, यो अन्यायको विरूद्द प्रसासनिक हस्तक्षेपको माग गर्दै ज्ञापन बुझाएका हौ। यदि प्रशासनले उचित पहल नगरे क्यामरा संगै महकुमा अधिकारी कार्यलयमा अन्शन पनि बस्न सक्छौं। 12 जना वेरोजगारहरूको रोजगारको सवाल त छदैं छ तर त्यो भन्दा पनि प्रेस स्वतन्त्रताको कुरा प्रमुख हो। एचपीसी पत्रकार प्रज्वल छेत्रीले प्रेस स्वतन्त्रतामाथि भइरहेको हननको विरोध पत्रकारिता जगतले मात्र होइन गणतन्त्र प्रेमी सचेत जमातले गर्नुपर्ने बताएका छन्‌। तिनले भने, जिल्लापाललाई पठाइएको ज्ञापनमा च्यानलमा रोक र प्रेस स्वतन्त्रतामाथि मोर्चाद्वारा भएको हस्तक्षेपले विभिन्न समस्या निम्त्याउन सक्ने भएकोले प्रशासनिक हस्तक्षेपको माग गरिएको छ। कालेबुङको पत्रकारितालाई सम्मानित पत्रकारिता मानिने भएकोले यसमाथि भएको हस्तक्षेपको विरोधले अन्य स्वर लिनसक्छ। यसकारण प्रशासनको हस्तक्षेप अनिवार्य छ। यदि प्रशासनिक हस्तक्षेप नभए क्याबल र च्यानलको वैद्धता सम्बन्धमा प्रशासनलाई प्रश्नचिह्न उठ्‌नसक्छ। हामी अधिकारको निम्ति लड्‌न कटिबद्ध छौं। यस सम्बन्धमा क्याबल प्रसारक ओ. साइनीसित सम्पर्क हुन सकेन भने कालेबुङ महकुमा मोर्चाका सचिव कुमार चाम्लिङले पत्रकारहरुको फोन उठाएनन्‌।

GTA demands on president table

A team of the GTA, led by Bimal Gurung, met the President and submitted a three-point memorandum, which demanded the setting up of a central university, transfer of reserved forest areas to the GTA and a tripartite meeting with the Centre and state government. Gurung, the Gorkha Janmukti Morcha chief, was accompanied by party general secretary Roshan Giri, the Morcha Kalimpong MLA Harka Bahadur Chettri and GTA councillor RB Bhujel. The GTA delegates reached Gangtok at 2pm and met the President at Raj Bhavan around 4pm. The meeting lasted for almost half an hour. “The President has asked the GTA to scout for a suitable land in Darjeeling for the establishment of the central university. He said he will consider the demand,” Giri said after the meeting. Giri said the central university was a long-standing demand of the Morcha. “During the tenure of Arjun Singh, the Union human resource development minister, an announcement was made on setting up the central university in the hills but for some reason, it failed to see the light of the day,” the GTA memorandum read. Gurung said one of the important demands in the memorandum is the transfer of the reserved forests to the GTA. “We have been demanding that the central government transfer the reserved forest to the GTA.” Giri said the meeting with the President was positive. “The interaction with the President was positive. He said the process to set up a central university in the hills would be initiated immediately. The President was inquiring about the land status and we told him that the GTA has land in Sonada where the university can be set up.”

Attack on GNLF duo

Darjeeling, April 16: A group of alleged Gorkha Janmukti Morcha supporters today vandalised the house of one GNLF leader and assaulted his party colleague at a time the ousted outfit is trying to make a comeback in the hills. Bhanu Lama, a former DGHC councillor, and Deepak Gurung, the former GNLF Darjeeling branch committee president, have been politically inactive for the last four years. Gurung was assaulted outside his house, which he was forced to abandon in 2008. The death of a Morcha supporter, Pramila Sharma, from a bullet allegedly fired from Gurung’s house on July 25, 2008, had set off a wave of attacks on GNLF supporters in Darjeeling. The houses of several of GNLF leaders, including Gurung and Lama, had been burned down and the two were forced to flee the hills, along with party chief Subash Ghisingh. Gurung, who had been staying in Siliguri ever since, had just returned to Darjeeling when he was assaulted. While Lama has not been assaulted, he alleged that Morcha activists vandalised his home. Both GNLF leaders’ homes are in Darjeeling town. Lama has filed an FIR with the Darjeeling Sadar police station but Gurung tried to downplay the incident and said he had no plan to lodge a police complaint. In his FIR, Lama said a group of 25-30 men and women, led by Gorkha Janmukti Yuva Morcha leader Tilak Chhetri, raided his apartment, smashing windowpanes, breaking furniture and a washbasin. Lama has named in the FIR Chhetri, who is also the commissioner of conservancy department in Darjeeling municipality, Morcha activists Deepak Thapa and Pema Pradhan. Lama had left his house near Dr Zakhir Hussian Road an hour before the attack that took place around 12.45pm. Other than a few workers who were renovating the flat, nobody else was present when the vandals struck. The mob also beat up two of the workers. Police sources said the same group had assaulted Gurung before proceeding to Lama’s house, which is 500m away. Gurung was roughed up when he was about to enter his house. The boundary wall of his house is shared by the compound of the quarters of Damayanti Sen, the deputy inspector-general, Darjeeling range. Asked about the assault, Gurung said: “Small boys had come over and it was a minor incident. I had merely come to collect my daughter’s cupboard and some other things. I do not plan to file and FIR.” The police sources said Gurung, who came from Siliguri to Darjeeling today, left without taking his daughter’s belongings. Lama had been staying in his Darjeeling home for the past few months. The attacks have happened at a time when the GNLF was attempting a comeback in the hills. GNLK leaders had claimed that Morcha members had joined their party in recent weeks. Lama today said: “I have been politically inactive for the past four years. I fail to understand why they vandalised my house. Is this the democracy that they (Morcha) talk about?” He added: “I have a house in Darjeeling and it seems I do not have the right to stay at my own house. I had come to repair the house. They beat up the workers and vandalised the entire room.” Sudeep Sarkar, the additional superintendent of police, Darjeeling, said a police picket would be posted at Lama’s house immediately. “We have also got some names (of the attackers) and after the verification, we will immediately swing into action.” Chhetri, who is the president of the Darjeeling town committee of the Yuva Morcha, denied the charge against him. “I know nothing about the incident and I am not involved. My name is being unnecessarily dragged into it.” Asked about the attacks, Morcha general secretary Roshan Giri said: “I don’t know anything about the incidents.”

Hill estate to reopen after worker arrests

Darjeeling, April 14: The management of Ging Tea Estate has decided to reopen the garden tomorrow after seven workers accused of assaulting the garden’s assistant manager surrendered in a Darjeeling court. Sandeep Mukherjee, the principal advisor of the Darjeeling Tea Association, said: “The management of Ging Tea Estate has decided to reopen the garden tomorrow after it was learnt that all seven workers involved in attacking the assistant manager surrendered in a court here.” Two workers, one of them garden supervisor Harsha Gurung, surrendered in the court of the chief judicial magistrate on Friday. The other five surrendered today. All the accused have been remanded in judicial custody for 14 days. The decision to reopen the garden, locked since April 10, was taken after the management and the Gorkha Janmukti Morcha affiliated Darjeeling Terai Dooars Plantation Labour Union, held a meeting in Darjeeling today. The management had, however, specifically blamed the seven workers for the attack and not the union. “During the meeting the union leaders gave an undertaking to the management that such indiscipline would not occur in future and all differences would be solved amicably through a negotiation process as laid down in the industry’s norm,” said Mukherjee. On April 9, a group of workers, led by Harsha had attacked the garden’s assistant manager, Dipesh Kumar Gupta, 28, while he was on his way for lunch. “We are still unclear about the reason. It could be a personal grudge,” said Mukherjee. The management had alleged that the assistant manager was hit with iron roads and empty bottles and other executives who had gone to intervene were pelted with stones. “The assistant manager is still in the ICU. He has suffered cranial injury and his shoulder has been dislocated. There was also heavy loss of blood,” said Mukherjee. Suraj Subba, general secretary of the Morcha’s tea garden union, said: “We are happy that the management has decided to reopen the garden. We will also go to the workers to inform them about the need to abstain from violent activities. “We, were always of the opinion that the majority of the workers should not suffer because of the handiwork of a handful of workers,” he added. The garden owned by B.D. Tea Estates Pvt. Ltd, has a plantation area of 254 hectares and employs 776 workers.

Call all-party meet: Asok

Siliguri, April 14: Former Bengal minister and CPM leader Asok Bhattacharya today demanded that the administration call an all-party meeting to “restore peace and democracy” in Siliguri in the wake of the clashes between the supporters of the Left Front and the Trinamul Congress in the town on April 10. “Keeping in view the recent unrest in Siliguri following the attack on the CPM office on Hill Cart Road and arrest of several members of our party, the administration should call an all-party meeting to restore peace and democracy here. We are of the opinion that the recent incidents are against the political culture of the town,” said Bhattacharya, who is also the convenor of the Darjeeling district Left Front. More than 50 Left Front leaders and supporters, including Bhattacharya, had been held here on April 10 following repeated clashes between cadres of the Left and Trinamul. The clash broke when the Trinamul had taken out a rally in Siliguri town to protest the attack on finance minister Amit Mitra by alleged Left activists in Delhi. The former urban development minister said the CPM and different wings would not hold any public events in Siliguri for few a days in order to avoid any confrontation with political rivals. “Our supporters have been told to refrain from holding any public meetings or taking out rallies in Siliguri and the surrounding areas for sometime to avoid clashes with other parties. The leader of the Opposition in the Bengal Assembly, Surjya Kanta Mishra, is expected to visit Siliguri on April 19. He will hold an indoor meeting with party supporters,” said Bhattacharya. A Left team today submitted a memorandum to Siliguri deputy police commissioner O.G. Paul and demanded her intervention to stop police atrocities on Left workers.
