पहाड़को प्रथमिक पाठशालाहरु एका एक बन्द हुनुमा सरकार पक्ष दोषी छ कि शिक्षक-शिक्षिकाहरुको लापारवाही? किन दार्जीलिङ पहाड़को शैक्षिक स्तर दिनोदिन खस्किन्दै गइरहेको छ? प्रथमिक शिक्षा बाल-बालिकाहरुको निम्ति महत्तवपूर्ण हुँदा-हुँदै पनि किन आजसम्म पहाड़को शिक्षा व्यवस्थामा सुधार आउन सकिरहेको छैन?

राजनीति गर्दिनँ भन्नु पनि अर्को राजनीति होः हर्कबहादुर छेत्री

मेरो अधिकारक्षेत्रभित्र पाँच बर्षको लागि जनताको हितको काम गर् भनेर मलाई भोट हालेको हो नि। मलाई थाहा छ यसले जनताको धेरै हित हुन्छ। यसले जनताको हितसँगै पार्टीको पनि हित हुन्छ, आन्दोलनलाई पनि सहयोग पुर्‍याउँछ भनेपछि एकदम निसंकोच भनेर अघि बढ्न सक्छु म। म त्यही काम गर्दैछु।

बघिनी फेरि पुरानै खोरमा

‘समयले मानिसलाई कहाँ कहाँ पुर्‍याउँछ,,,,,,’ कुनै समय रेडियो नेपालबाट बजिरहने यो चर्चित गीतले मान्छेको जीवनमा प्रणयसम्बन्धको आरोह अवरोहले पार्ने प्रभावलाई सुन्दर ढंगले व्याख्या गरेको छ। यो लोकप्रिय गीतको यही एक हरफ कुनै राजनीतिकर्मीको जीवनसँग गाँसेर हेर्दा के उत्तर पाइएला?

साहित्य अनि सर्जकलाई माया गर्ने घिसिङ

80 को दशकमा देशभरिका गोर्खाहरूलाई जातित्वको भावना उत्पन्न गराउने प्रथम नेता सुवास घिसिङको निधनले अहिले घड़ी सम्पूर्ण दार्जीलिङ पहाड़ नै स्तब्ध बनेको छ। गोर्खाहरूका हित अनि अस्तित्वका निम्ति छुट्टै राज्यको बहस लिएर सुवास धिसिङले त्यसताक पहाड़का प्रत्येक गाँऊहरूको भ्रमण गरेका थिए। 22 जुन 1936 सालमा मिरिकको मञ्जु चियाबगानमा जन्म लिएरका सुवास घिसिङले आफ्नो तर्क राख्न एकलै जनसभा गर्थे। घिसिङले सम्पूर्ण गोर्खाहरूलाई एकै शुत्रमा बाँध्न "गोर्खाल्याण्ड" शब्दको जन्म गरेका थिए।

निराश छन् विधायक डा. छेत्री

“बजट सत्रमा के कुराहरू उठान गर्नु पर्ने भन्नेबारे हामीले जीटीएबाट कहिले फिडब्याक पाएका छैनौं” डा छेत्रीले भने। डा हर्कबहादुर छेत्री मोर्चाका प्रवक्ता हुन् अनि कालेबुङका जनप्रतिनिधि। दुइवटा महत्वपूर्ण पदमा बसेका डा छेत्रीलाई अहिलेसम्म जीटीएको बैठकमा निम्ताइएको छैन, पार्टीको राजनैतिक लाइनबारे उनीसँग चर्चा र छलफल नगरिएको त झन कति भयो, उनैलाई हेक्का छैन।

पञ्चायत चुनाउ र मोर्चाको स्थिति

(छेवाङ योञ्जन) पश्चिम बंगाल चुनाउ आयोगले जारी गरेको अधिसूचना अनुरुप आगमी जुलाई महिनाको 2 तारिक देखि राज्यमा त्रिस्तरीय पञ्चायत चुनाउ सम्पन्न हुनेछ। चुनाउ आयोगले तीनवटा चरणमा राज्यको विभिन्न जिल्लाहरुमा पञ्चायत चुनाउ गराउने निर्णय लिएको छ। यसै निर्णयको आधारमा उत्तर बंगालमा आगमी 9 जुलाईको दिन त्रिस्तरीय पञ्चायत चुनाउ सम्पन्न हुनेछ। उत्तर बंगाल राज्यको एउटा महत्वपूर्ण अंग हो। पटक-पटक हुने राजनैतिक उत्तर-चडाउको कारण उत्त बंगाललाई राजनैतिक दृष्टीकोणले पनि पश्चिम बंगालको एउटा सम्वेदनशील अंग मानिन्छ। यसरी नै उत्तर बंगाललाई पटक-पटक समाचार पत्र-पत्रिका अनि मिडियाहरुको हेडलाइन्समा ल्याउने काम अवश्यै पनि तराई अनि डुवर्सले गरेको छ। विगतमा होस वा वर्तमानमा तराई-डुवर्सले स्मपूर्ण उत्तर बंगालको राजनीतिमा नै तहलका मचाउने काम गरेको छ। यसैले आगमी 9 डुलाईमा सम्पन्न हुने त्रिस्तरीय पञ्चायत चुनाउको कारण अहिले तराई अनि डुवर्स सञ्चार माध्यमहरुको हेडलाइन्स भइरहेको छ भने राज्यको राजनीतिक विषलेशकहरुको सम्पूर्ण ध्यान उत्तर बंगालको यी क्षेत्रहरुमा केन्द्रीत भइरहेको छ। आगमी जुलाई महिनामा सम्पन्न हुने चुनाउलाई लिएर हाल तराई अनि डुवर्सको राजनीतिक माहौल निकै गर्मीएको छ। तराई अनि डुवर्समा हुना लागेको त्रिस्तरीय पञ्चायत चुनाउने राज्यको मुख्यमन्त्री देखि क्षेत्रीय स्तरको नेताहरुसम्मको ध्यान केन्द्रीत गरेको छ। तराई-डुवर्सको सम्बन्ध सोझै दार्जीलिङ पहाड संग जोडिएको हुनाले पनि हालको राजनैतिक परिस्थितिको कारण यस क्षेत्रको चुनाउ निकै महत्वपूर्ण बनेको छ। यसैले क्षेत्रीय स्तरदेखि राज्यस्तरसम्मको नेताहरुको ध्यान हाल तराई अनि डुवर्सको चुनाउमा अडिएको छ भन्दा कुनै दुइ मत नहोला। जलपाईगढी जिल्ला अन्तगर्त पर्ने तराई अनि डुवर्सक्षेत्रहरुको जिल्ला परिष्द, पञ्चायत समिति अनि ग्राम पञ्चायत चुनाउमा कंग्रेस, भाजपा, झमुमो, लोक जनशक्ति पार्टी, भाकपा, आरएसपी, फरवर्ड ब्लक अनि मोर्चा पार्थीहरु माझ यस चोटीको पञ्चायत चुनाउमा कडा प्रतिसपर्दा हुनेछ। साधारण तरिकाले हेर्दा उक्त दलहरुको चुनावी प्राथीहरुमाझ नै कडा प्रतिसपर्दा हुने देखिन्छ तर राजनीतिलाई सहज ढगमा लिन मिल्दैन यसैले तराई अनि डुवर्सको पञ्चायत चुनाउलाई तेस्रो आयमलमा हेर्नु अतिआवश्यक छ। गठबन्धन अनि आसनहरुमा समझौता राजनैतिक दलहरुको प्रमुख अनि सहज चुनावी हतियार हो। तराई – डुवर्सको यस चोटीको चुनाउमा अवश्यै पनि केही दलहरुमाझ चुनावी गठबन्धन भएको छ। तर दार्जीलिङ पहाडको सत्तासिन दल गोर्खा जनमुक्ति मोर्चाले तराई-डुवर्समा चुनाउ लडने निर्यण लिएता पनि आफ्नो चुनावी रणनीति भने स्पष्टरुपमा डुवर्सवासी अघि राखेको छैन। मोर्चाले चुनाउमा अंशग्रहण गरेको कारण नै तराई-डुवर्सको चुनाउले प्रमुख्ता पाएको हो। तराई डुवर्सलाई दार्जीलिङ पहाडमा अन्तभुक्त गर्न मोर्चाको आन्दोलन काल देखि कै कसरत हो पहाडको मानचित्र बढाउन अधिकांश डुवर्सवासीले पनि मोर्चाको तीन वर्षलामो आन्दोलनलाई सहयोग नपुर्याएको होइन। मानौ, पहाडको अन्य आन्दोलनहरुको तुलनामा मोर्चाको आन्दलन प्राया नै डुवर्समुखी बनेको थियो। छुट्टै राज्य गोर्खाल्याण्डको माग गर्दै मोर्चाको आन्दोलनले पहाडलाई मात्र होइन तराई अनि डुवर्सलाई पनि उत्तीकै तताएको थियो। तर अलग राज्यलाई भूलेर मोर्चाले जीटीए ग्रहम गरे पछ्यात बिस्तारै तराई अनि डुवर्समा मोर्चाको प्रभुत्व तरल हुँदै गएको तथ्य स्पष्ट छ। तराई अनि डुवर्सको अन्तभुक्ति बिना नै मोर्चाले जीटीएमा सहीछाप गरेर आफ्नो आन्दोलनका महारथी तराई अनि डुवर्सवासीलाई निराश नबनाएको होइन। पछीबाटाको स्यमेल शेन कमिटिको रिपोर्टले त झ डुवर्सवासीलाई छागा बाटा नै खसाएको थियो। जीटीए ग्रहण गरेकोले भन्द जीटीएमा तराई-डुवर्स अन्तभुक्ति नभएकोमा पहाडका अन्य राजनैतिक दलहरुले यसलाई मोर्चाको ठूलो हार भएको भनी टिप्पणी गरेको थियो। तराई डुवर्स अनतभुक्ति नभएकोमा मोर्चाले पनि जीटीएलाई लिएर अस्नटुष्टी नजनाएको त होइन तर राज्यको कुटनीति अघि मोर्चाको केही सिप नचल्दा अन्तमा पहाडमा गाभीन चहाने तराई अनि डुवर्सवासीको एक मात्र सपना पनि चकनाचुर भएको थियो। तर आजा आएर मोर्चाले फेरि डुवर्समा सम्पन्न हुने त्रिस्तरीय पञ्चायत चुनाउमा अंशग्रहण गरेर एकपटक डुवर्सवासीको जनभवनालाई कदर गर्ने प्रयास गरेको छ। माथि उल्लेखित मोर्चा अनि तराई-डुवर्स माझको राजनैतिक उत्तर चडाउको कारणले गर्दा नै तराई-डुवर्सको चुनाउमा मोर्चाको अंशग्रहणलाई महत्वपूर्ण रुपले हेरिन्छ। प्रश्न यो उठाउन सकिन्छ कि आन्दोलन कालमा दिलोज्यानले मोर्चालाई साथ दिएका तराई-डुवर्सको जनताले के यो चुनाउमा पनि मोर्चा प्रती उत्तीकै चासो देखाउँलान त ? चुनाउको निम्ती मोर्चाले तराई अनि डुवर्समा उम्मेद्वारहरु त खडा गरेको छ। तर जितको आकडा लगाउन भने कठिन छ। कारण डुवर्सको मोर्चाको गौडाहरुमा हाल तृणमूल कंग्रेसले आफ्नो प्रभुत्व जमाई सकेको छ। चुनाउ लाई लिएर मोर्चाले तृणमूल कंग्रेस संग गठबन्धन गर्नु भनेको नै जीटीएको खेस्रामा उल्लेखीत 396 वटा मौजाहरु भूलिनु, साथै डुवर्सका मोर्चा समर्थकहरुलाई धोका दिनु हो। कारण गठबन्धन एक प्रकारको समझौता हो। यसैले तराई-डुवर्सवासीको जनभवनालाई कदर गर्दै मोर्चाले तृणमूल कंग्रेससंग चुनावी गठबन्धन नगरेको हुन सकने अनुमान लगाउन सकिन्छ। तर तृणमूल कंग्रेससंगको गठबन्धन बिना तराई डुवर्स पञ्चायत चुनाउमा मोर्चालाई नै धेर नोकसान हुन सकने समभवना देखिन्छ। किन भने जीटीएलाई लिएर अधिकांश डुवर्सका जनता निराश छन्, जीटीएकै कारण डुवर्सका मोर्चा नेतृत्वहरुले पनि दल त्यागेका हुन। दल त्यागने डुवर्सका मोर्चा नेताहरु तराई डुवर्समा मोर्चाको धुरिखाबो थियो जो अहिले तृणमूल कंग्रेसमा सामेल भएर डुवर्समा संगठन विस्तारको काम तिब्रगतिमा गरिरहेका छन्। यसले अवश्यै पनि चुनाउमा मोर्चालाई नकारात्सक प्रभाव पार्नेछ। यता कालचिनीका विधायक विल्सन चम्प्रामारीले तृणमूल कंग्रेस जोइन गर्नाले पनि त्यस क्षेत्रको पञ्चायत चुनाउमा तृणमूललाई फाइदा हुने स्पष्ट भएको छ। मोर्चा नेताहरुले दिलोज्यान दिएर विल्सन चम्प्रामारीलाई कालचिनीको विधायक बनायो तर उल्टा विधायकबाटा नै यस चुनाउमा मोर्चाले नोकसान ख्पनु परिरहेको छ।। यदी तृणमूल संग गठबन्धन भएको भए केही आसनहरुमा मोर्चाको सहज जित हुने थियो। डुवर्सको पञ्चायत चुनाउमा मोर्चाको अवस्था बारे पार्टी प्रवक्ता एवम कालेबुङका विधायक डा. हर्कबहादुर छेत्रीले अघिबाटै स्पष्ट पारिदिएका छन्। चुनाउमा मोर्चाको जित वा हार हुने हो सो डुवर्सको जनतामाथि निर्भर हुने विधायकको भनाइ छ। यसको अर्थ आन्दोलनमा सहयोग पुर्याए झै चुनाउमा पनि डुवर्सवासीले मोर्चालाई साथ दिनु पर्छ भन्ने बुझिन्छ। तर डुवर्सको वर्तमान परिस्थितिमा मोर्चाले आन्दोलनकालको झै जनसमर्थनको अपेक्षा गर्नु बेकार हुनेछ। कारण डुवर्समा हाल तृणमूलको बर्चस्व बढीरहेको छ। तृणमूलको शिर्षत नेताहरु संग हाल मोर्चाको सम्बन्ध सुमधुर रहेता पनि क्षेत्रीय स्तरहरुमा भने मोर्चा अनि तृणमूल क्रायकर्तहरु माझ झडपहरु भइनै रहेकोछ। गत केहि दिन अघि उत्तर बंगाल विकास मन्त्री गौतम देव संग मोर्चाको बैठक भएको थियो। बैठकको औचित्य अन्य रहेको बताए पनि मानिसहरुले बैठकलाई पञ्चायत चुनाउ संगनै जोडेर हेरिरहेका छन्। बैठकको लगतै डुवर्सका मोर्चा प्रतिनिधिहरुले तृणमूल संग गठबन्धन गर्न नहुने मोर्चा प्रमुखलाई जनाए पछि अझ मोर्चाको निम्ती चुनावी रणनीति जटिलरुपमा खडा भएको छ। यस्तो अवस्थामा मोर्चाले चुनावी रणनीति कुन प्रकारले तयार पार्ने हो सो चासोको विषय बनेको छ। चुनाउलाई लिएर हाल मार्चा नेताहरु डुवर्समा खटीरहेका छन। यसै अवधी विभिन्न दलहरु माझ बन्द गर्ने अनि कुटपिटको घटनाहरु पनि भइरहेको छ। आदिवासी विकास परिष्दले मोर्चाको जनसभामा बाधा दिन 32 जुनको दिन बन्द डाकने खुल्ला चुनैती पनि दिएको छ। अन्दोलन कालमा आविपबाटा भरपुर सहयोग पाएता पनि यता पञ्चायत चुनाउको मुखैमा भने मोर्चाले आविपको विरोध सामना गर्नु परिरहेको छ। यी परिस्थितिहरु पनि मोर्चाको निम्ती चुनाउमा माइन्स पोइन्ट हुनेछ। मानौ, डुवर्सको सामाजीक संघ-संस्थाहरुबाट पनि मोर्चाले चुनाउको निम्ती साथ पाइरहेको छैन। आविपको विरोध अनि तराई डुवर्समा घटीरहेको घटनीहरुलाई कारण बनाएर अब के मोर्चाले जीटीए चुनाउमा मुख्य मन्त्रीले लगाएको ऋण तिर्ने हो त? यो भविष्यको गर्भमा लुकेको एउटा महत्वपूर्ण प्रश्न हो। जीटीए चुनाउमा तृणमूल कंग्रेसले उम्मेद्वार खडा गरेता पनि चुनावी मैदानबाटा उम्मेद्वाहरु हटाएर मोर्चा अध्यक्षको सपना साकार तुल्याएको थियो। यो मोर्चाको निम्ती मुख्यमन्त्रीले लगाएको ठूलो ऋण हो। अब डुवर्सको पञ्चायत चुनाउमा मोर्चाले मुख्यमन्त्रीले लगाएको ऋणको पैचो पो तिर्ने हो की ? कारण मोर्चाले डुवर्स चुनाउको निम्ती खुल्ला रणनीति तयार पारेको छैन। गत केहि दिन अघि देखिको तराई-डुवर्सको राजनैतिक उत्तर-चडाउको घटनाहरुलाई हेर्दा मोर्चाको निम्ती मुख्यमन्त्रीको ऋण चुकाउने मार्ग प्रसस्त भइरहेको छ, समभावत तृणमूल कंग्रेसले पनि यसमा अप्रत्यक्ष रुपमा मोर्चालाई सहयोग पर्याउने छ। तराई-डुवर्सको पञ्चायत चुनाउमा मोर्चाको जित कतिको महत्वपुर्ण छ? तराई-डुवर्स अनि सिलगढी मिलाएर एउटा सिङ्गो राज्य गठन गरिनु पर्ने पहाडवासीको दिर्घाकालीन माग हो। छुट्टै राज्यको मागमा पटक पटक उठेको पहाडको आन्दोलनले कहिले सिलगढीलाई छोडने काम भएको छ भने कहिलेकाही तराई डुवर्सलाई भूलने काम भएको छ। मोर्चाले पनि छुट्टै राज्यको आन्दोलन उठाएर शुरु देखिनै तराई डुवर्सलाई साथमा लिइएको थियो तर आन्दोलन जीटीएमा आएर अडिए पछि विगतमा झै यस चोटी पनि तराई डुवर्सलाई धोका भएको छ। जीटीए प्रतिनिधि अनि डुवर्सवासीको मन बुझाउन सरकारले स्यामेल सेन किमिटि गठन गरे पनि कमिटिको रिपोर्ट राज्य सरकारको पक्षमा गएको कारण मोर्चा संगै डुवर्सवासी निराश बन्न पुग्यो। तर मोर्चाले प्रतेक चोटी तराई डुवर्सलाई नभूलेको दावी गरिरहेको छ। सो स्पष्ट पार्न पनि मोर्चाले चुनाउमा आफ्लो अंशग्रहण देखाउन अनिवार्य थियो। तर चुनाउमा अंशग्रहण गर्नु भन्दा धेर मोर्चाको जितले महत्व राख्दछ। सर्वप्रथम त मोर्चाले चुनाउ जितेर स्यामेल सेन कमिटिको रिपोर्टलाई झुठो प्रमाणित गर्नु छ। यदी तराई डुवर्समा सयप्रतीशत जित हासिल गरे मोर्चाले आफ्नो प्रभुत्व देखाएर पुन एकचोटी सरकार समक्ष तराई डुवर्स अन्तभुक्तिको मुद्धा राख्नु सकनेछ। यसै पञ्चायत चुनाउ मार्फत मोर्चाले दल त्यागेर तृणमूल कंग्रेसमा सामेल भएका डुवर्सका नेताहरुलाई पनि पाठ सिकाउनु पर्ने छ। यदी पञ्चायत चुनाउमा सयप्रतीशत मोर्चाको जित भए यसले तराई डुवर्समा मात्र होइन पहाडमा पनि बिग्रँदै गइरहेको मोर्चाको धरातललाई थप मजबुत पार्नेछ। मोर्चा वाहेक अन्य दलहरुको चुनावी लक्ष्य केवल तराई अनि डुवर्समा शासन गर्नु मात्र हो भने, तराई डुवर्सलाई लिएर मोर्चाको चुनावी लक्ष्य अन्य दलहरुको भन्दा फरक छ। तर मोर्चाको चुनावी लक्ष्य पुरा हुनेहो या होइन त्यो चुनावी रणनीति अनि दलको इमान्दारीता माथि नै निर्भर गर्नेछ।

चुनाउ प्रचारको निम्ति जॉंदैमा अशान्ति कसरी?-मोर्चा

कालेबुङ, 21 जून। मोर्चा अध्यक्षको प्रवेशले डुवर्समा अशान्ति हुने सम्भावना देखेको हिल तृणमूलको वयानमाथि मोर्चाका सहसचिव विनय तामाङले प्रतिक्रिया जाहेर गरेका छन्‌। हिल तृणमूलका नेतृत्वहरूको आरोपको प्रतिक्रिया दिइरहन कुनै आवश्यकता नरहेको बताउँदै भएपनि उनले मोर्चा प्रमुख चुनाउ प्रचारमा जॉंदैमा डुवर्समा अशान्ति हुन्छ भन्नेकुराको अवमानना गरेका छन्‌। ‘मोर्चा अध्यक्ष बिमल गुरूङ चुनाउ प्रचारको निम्ति डुवर्स जॉंदैमा कसरी अशान्ति हुनसक्छ? अध्यक्षको प्रवेशले त्यहॉं अशान्ति हुन्छ भन्नेकुरा कतैबाट पनि सान्दर्भिक छैन। एक जना नेता चुनाउ प्रचारको निम्ति कुनै पनि क्षेत्रमा जानै सक्छन‘-उनले भने। भोटियाको आरोपको खण्डन गर्दै उनले अझ भनेअनुसार, चुनाउको निम्ति मोर्चाले जीएलपी परिचालन गरेको होइन। उनीहरू त मतदान गर्न घर फर्केका हुन्‌। भोटियाले लगाएको जम्मै आरोप निराधार रहेको उनले बताए।

प्रज्ज्वल छेत्री कालेबुङ, 21 जून। पञ्चायत चुनाउलाई केन्द्र गरेर मोर्चा अध्यक्ष बिमल गुरुङको डुवर्स प्रवेश भएलगत्तै हिल तृणमूल कङ्‌ग्रेसले अब डुवर्समा अशान्ति सृष्टि हुनसक्ने लख काटेको छ। ‘मोर्चाले पहाडमा अशान्ति र संत्राश फैलाउने काम गरपछि अब डुवर्समा पनि त्यही बाटोमा हिँड्‌ने प्रयास गर्नेछ। चुनाउ प्रचारको नाममा अब डूवर्समा पनि अशान्ति सृजना हुनसक्छ’- हिल तृणमूल कङ्ग्रेसको कालेबुङ महकुमा समितिका अध्यक्ष छेवाङ भोटियाले मोर्चा अध्यक्षको डुवर्स प्रवेशलाई केन्द्र गर्दै उपरोक्त मन्तव्य दिएका हुन्‌। ‘यदि डूवर्समा राजनैतिक हिंसा भए मोर्चा प्रमुख विमल गुरूङ यसको जिम्मेवार हुनेछन्‌’-चेताउनी दिँदै उनले थपे। डुवर्सको पञ्चायत चुनाउमा मोर्चासँग कुनैै ठोस मुद्दा नभएको दाबी गर्दै हिंसा र संत्रास फैलाउनकै लागि मोर्चा प्रमुख डुवर्स प्रवेश गरेको आरोप उनले लगाएका छन्‌। उनीअनुसार, विमल गुरूङसँग गाडीका गाडी जीएलपीहरू साथमा हिँड्‌दैछन्‌। उनीहरूले चुनाउको छेकमा डुवर्समा अशान्ति सृष्टि गर्नसक्छन्‌। उनीहरूको कोशीश पनि त्यही हुनेछ। ती युवाहरूसित प्रशस्त हात-हतियारहरू साथमा रहेको आरोप लगाउँदै अब डुवर्समा हत्या र हिंसाको सम्भावना बढेको अनुमान उनले लगाएका छन्‌। डुवर्समा राजनैतिक हिंसा हुने सम्भावना देखापरेकोले प्रशासनले पनि सतर्कता आप्नाउनुपर्ने सुझाउन उनको छ। उनले अझ भनेअनुसार, पहाडका जनताले मोर्चाको साथ छोडिसकेका छन्‌। यसैले मोर्चाले जीएलपीलाई लगाएर पाखुराको बलमा राजनीति गर्न खोेजेको आरोप उनको छ। ‘केन्द्र सरकारले चॉंडो जीएलपीको सञ्चालनमाथि प्रतिबन्ध लगाउनुपर्छ। कुनै पनि राष्ट्रिय दलसित समेत फौज हुँदैन। तरपनि मोर्चाले फौजको रुपमा जीएलपीको प्रयोग गर्दैछ‘-उनले भने। मोर्चा नेतृत्वहरूको डुवर्स प्रवेशले त्यहॉं अशान्ती छाउने सम्भावना देखेको हिल तृणमूलले चुनाउ प्रचारअवधी प्रशासनले सर्तकताका थाथ कार्य गर्नुपर्ने आह्वान गरेको छ।

आगलागीमा दुइवटा घर अनि दोकान नष्ट

प्रज्ज्वल छेत्री कालेबुङ 21 जून। स्थानीय थानाडॉंडामा बिहिबार राती 11 बजातिर भएको आगलागीमा दुइवटा घर अनि दुइवटा दोकान पूर्ण रुपले जलेर नष्ट भएको छ भने अन्य दुइवटा दोकान पनि आगोको चपेटमा परेको छ। काठ अनि सिमेन्टद्वारा निर्मित ती दोकान अनि घर लस्करै रहेको हुँदा आगो सल्किँदै गएको बताइएको छ। आगलागीमा अनुमानित तीस लाख रुपिँयाको सम्पत्ति नष्ट भएको छ। हमाल कुमार भुजेलको घर र दुइवटा दोकान पूर्ण रुपले जलेर नष्ट भएको छ। यो घटना राजु राईको घरमा सर्टसर्किट हुँदा भएको हुनसक्ने अनुमान छ। घटनाको राती राजु राई घरमा एक्लै सुतेका थिए। यता, घटनाको सूचना पाएलगत्तै अग्निशमन विभागको तीनवटा दमकल घटनास्थलमा आइपुगेको थियो। अग्निशमन विभागका कर्मी, पुलिस र सर्वसाधारणको सहयोगमा झण्डै एक घण्टाको मेहनतपछि आगोलाई नियञ्त्रणमा लिन सम्भव भएको थियो। यो घटनामा घर र दोकान गरी हमल कुमार भुजेलको मात्र करीब 20 देखि 25 लाख मूल्य बराबरको सम्पत्ती जलेर नष्ट भएको बताइएको छ। उनका परिवारले शरीरको लुगाबाहेक अन्य समाग्रीहरू केही बचाउन नपाएको बताएका छन्‌। भुजेल अनि उनका छोराले छुट्टाछुट्टै चलाउने दुइवटा दोकान र त्यसैसितै संलग्न रहेको घर आगोको चपेटमा परेर खरानी भएको छ। यसरी नै भुजेलका छिमेकी राजु राईको चियापसल र घर पनि पूर्ण रुपले नष्ट भएको छ भने राजु राईको घर र पसलसँग संलग्न रहेको फलव्यापारी सुरेश शाह अनि दुलाल मण्डलको होटललाई आंशिक क्षति पुगेको छ। ‘आगलागी हिजो राती करीब 11 बजी भएको होे। क्षेत्रका मानिसहरूले मेरो घरबाट धुवा र मुस्लो निस्किरहेको देखेर हल्लाखल्ला गर्न थालेपछि मात्र मैले आगो सल्किसकेको थाहॉं पाएँ’-घटनाका पिडीत हमाल कुमार भुजेलले भने। उनीअनुसार, घटनाको समय तिनका परिवारका सबै सदस्यहरू मस्त निद्रामा थिए। मानिसहरूको हल्लाखल्लाले निद्राबाट ब्युँझिएपछि उनलाई घर जलेको दूर्गन्ध अनुभव भयो। उनले आफ्ना परिवारका सदस्यहरूलाई सुरक्षित बाहिर निकाल्न पाउँदा नपाउँदै आगोको लप्टाले सारा घरलाई आफ्नो चपेटमा लिएको थियो। तिनका छोराले चलाउने स्टेशनेरी दोकानमा राखिएका दुइ सेट जेरोक्स मशिन अनि दुइसेट कम्प्युटर र अन्य प्राविधिक सर सामग्रीहरू जलेर नष्ट भएको छ। ब्याङ्‌कबाट ऋण काढेर किनेको चर्को मूल्यको जेरोक्स मशिन जलेर खरानी भएपछि भुजेलका परिवार अहिले गहिरो आर्थिक संकटमा पुगेका छन। ती दुइवटा मशिनकको ऋणको किश्ती रकमसमेत चुक्ता भइनसकेको मणिराज भुजेलले बताएका छन। यता, बस्ने घर पनि आगोले स्वाहा पारेपछि अहिले भुजेलका परिवार आँगनको सानो छाप्रोमा आश्रय लिएर बस्न बाध्य भएका छन। अर्कोतिर, महकुमा कार्यालयका डेप्युटी मेजिष्ट्रेट हिरक रोयले आज बिहान घटनास्थलको निरीक्षण गरी तथ्य संग्रह गरेका छन। तिनले यस आगलागीमा दुइवटा घर अनि दुइवटा दोकान पूर्ण रुपले नष्ट भएको अनि दुइवटा अन्य दोकानलाई पनि आंशिक रुपमा क्षति भएको पुष्टि गरेका छन्‌। अर्कोतिर, क्षेत्रिय सभासद सुनिल प्रधानले पनि आज बिहान घटनास्थलमा पुगेर निरीक्षण गरेका थिए भने पिडीतहरूलाई भेटेर सहानुभूति पनि प्रकट गरेका छन। सभासद प्रधानले जीटीएका उपप्रमुख रमेश आलेमार्फत मुख्य कार्यपाल बिमल गुरुङलाई पनि घटनाबारे सन्देश प्रेषित गरिएको जानकारी गराएका छन्‌। घटनाका पिडीतहरूलाई तत्काल राहतका रुपमा तारपोलिन र चामल उपलब्ध गराइएको छ भने म्याजिस्ट्‌ेरले महकुमा अधिकारीसँग बिमर्श गरेपछि अन्य सहयोगबारे तय गरिने बताएका छन्‌। घटनामा नीजि सम्पती नष्ट भएपनि मानवीय क्षति हुनबाट बॉंचेको छ।

Morcha tells traders to clear dues - Hill party requests govt to extend deadline till March 31 to pay sales tax arrears

Darjeeling, June 20: The Gorkha Janmukti Morcha has asked the traders in the hills to clear the sales tax dues accumulated during the three-year non-co-operation movement, reversing the party’s earlier directive that no arrears should be paid. The hill party, however, has written to the state government seeking an extension of the deadline (June 30) for the payment of the dues to March 31, 2014. In May, the state had asked the hill traders to clear the dues of around Rs 20 crore by June 30. The Morcha general secretary Roshan Giri had written to the Bengal chief secretary last week demanding that a directive be issued to waive the sales tax. The party’s sudden u-turn is being seen as a move to keep the relation with the state government cordial. The new decision was made public at a meeting of the traders here yesterday. The merchants from Darjeeling, Kalimpong and Kurseong gathered to discuss the recent amendment to the West Bengal Finance Act. Recently, the state inserted sections 32 and 33 in the Act that stated traders would have to pay sales tax dues by June 30, 2013, and the government would not levy any interest or charge late fee. Those who have already paid the taxes during the agitation period will not get a refund of their interest or late fee, says the Act. “We realised that the business community has already collected the sales tax from the common people. We cannot tell them to keep the amount with them. They should clear it,” Giri said. “They will not have to pay any penalty for the period during which taxes were not paid. We have sent a letter to Sanjay Mitra, Bengal chief secretary, stating that traders should be given time till March 31, 2014, to clear the dues.” Hill residents had been told by the Morcha not to pay taxes or bills to the state and the Centre from April 1, 2008. People only started paying taxes from July 2011 after Morcha signed on the GTA agreement. Electricity bills worth Rs 72 crore, telephone bills of Rs 10 crore and sales taxes amounting to around Rs 20 crore had accumulated during the non-cooperation period. “While we hoped that the Morcha would take up the issue (with the state), we were blankly told on the face that the outstanding amounts had to be cleared,” said a trader who did not want to be named. “During 2008-2011 when taxes were not being paid, sale tax was levied at the rate of one per cent on gold items and four per cent on garments,” said a commercial tax official. Defaulters of sales tax returns, which are filed quarterly, have to pay an interest of one per cent per month on the total taxable amount. “When we wanted to pay the sales tax, government employees refused to accept the amount fearing a backlash. Now, we are suddenly being told to pay the tax. The business community had helped the Morcha during the agitation and this is a big letdown,” said a trader. “We cannot clear it in such a short time.” Chief minister Mamata Banerjee had said the dues had been waived off. “The business community could not pay taxes when the movement was on. We have waived it,” she had said on June 9, 2012. But later, the government set a deadline to pay up the dues. B.M. Garg, president of Darjeeling Chamber of Commerce, said they would pay the tax. “We have requested the Morcha to apprise the government that we should be given a time limit of at least a year.” Observers said the Morcha was asking the traders to pay up because it does not want to ruffle feathers with the state and it understood that the amendment had been made and it would be difficult to make further changes. Local people fear that the hill party would now ask them to clear the electricity and telephone bills also. But Giri said: “Under no circumstances will the public be told to clear the electricity and telephone bills.”

CBI remand

Darjeeling, June 20: The chief judicial magistrate’s court here today remanded 11 of the 13 Gorkha Janmukti Morcha supporters, who had surrendered on Monday in the case related to the murder of ABGL leader Madan Tamang, in CBI custody for three days. The CBI did not apply for the remand of the two other accused, Sona Sherpa, a woman Morcha activist, and Naresh Rai, and only sought the court’s permission for their interrogation in judicial custody. The 11 accused will be produced in the court on Saturday.

Sikkim tourists recount Kedarnath trip - Pilgrimage aborted after flood, group of 40 spends night in bus

Gangtok, June 20: Around 20 pilgrims from Sikkim, who were part of a 40-member group from north Bengal, had to cancel their Kedarnath trip midway because of flash flood and multiple landslides across Uttarakhand. The pilgrims reached Haridwar this afternoon and spoke to The Telegraph over the phone recounting their experience. “We started from Siliguri on June 4 and our plan was to visit Bodhgaya, Kashi, Ayodha, Haridwar, Yamunotri, Gangotri and Kedarnath. We started from Haridwar on June 14 to go to Kedarnath. We were singing bhajans on the way not knowing what was in store for us,” said Sikkim resident Khakra Bahadhur Upreti. The trip was organised by Siliguri-based Across Tours and Travels and around 40 people from Sikkim, Kalimpong, Darjeeling and Siliguri, all aged between 45 and 75 years, were in the group. “When we reached Chamoli, 25km from Kedarnath, it started raining heavily. I have never seen such heavy rain. our guide told us to stay inside the bus because landslides on the Haridwar-Kedarnath route had blocked the road,” said 63-year-old Upreti, a resident of Lingdok village in East Sikkim. According to him, of the 20 Sikkim residents, 12 were from Lingdok, four from Pakyong and four from Rongli subdivision in the East district. “The rain was so heavy that we could hardly hear each other in the bus. We cooked rice, dal and pumpkin curry on the bus. The food items were brought by the travel agency people. After spending a sleepless night in the bus we started walking to Chamoli. After a 7km-long trek, we reached the town and somehow got few rooms at a hotel in Chamoli Market. The rain had stopped by then,” said Surya Mandan Chettri, 55. At least five people had to share a room meant for two. “There was no electricity and we could not charge our mobilephones or watch the news. Our guide requested the hotel owner to provide us with a space to cook. Luckily, there was firewood and the water supply was not affected. We stayed in the hotel for four days. We called up our relatives from the hotel landphones and sometimes from the local police station,” he said. The group headed back to Haridwar yesterday. “We reached Haridwar this afternoon,” said tour operator Manorath Adhikari. He added that they would take a bus to Dehradun on Friday and from there, another bus to Delhi. The team will board a train from Delhi to Siliguri. They are likely to reach Siliguri by Tuesday. Sikkim’s information and public relations department secretary, D. Anandan, today said: “A list of stranded tourists from Sikkim has been faxed to the chief secretary of Uttarakhand. We are yet to get a response.”

Parishad threat of shutdown

June 19: The Akhil Bharatiya Adivasi Vikas Parishad has threatened to call a 24-hour strike in the Dooars on June 23 if the Gorkha Janmukti Morcha and the JMM hold a public meeting in the region that day. Morcha president Bimal Gurung is slated to address the meeting in at Nagrakata as part of the panchayat election campaign. The Parishad is opposed the Morcha’s demand of including the Dooars and Terai in the GTA area as well as making the region a part of its Gorkhaland demand. The Parishad today said it apprehended trouble would follow after the Morcha-JMM meeting. The Parishad has sent letters to the Jalpaiguri district magistrate and the superintendent of police threatening a shutdown. “We are not concerned that the meeting has been planned as part of the rural polls. Bimal Gurung and his party, and the JMM are in favour of Gorkhaland and the inclusion of the Terai and Dooars in the GTA area,” said Rajesh Lakra, the general secretary of the north Bengal regional unit of the Parishad. “We apprehend that there could be breach of peace in the Dooars after the meeting and we won’t allow them to hold it. If the administration grants permission for the meeting, we will observe a general strike in the Dooars the same day,” Lakra said. The Morcha and the JMM have forged an alliance to fight the rural polls. The meeting is scheduled to be held at the European Club ground at Nagrakata. The Morcha and the JMM said they wouldn’t be deterred by the Parishad’s threats. “The Morcha is an ally of the JMM and we are contesting the polls together. We have every right to hold a public meeting. On June 23, our party president Bimal Gurung will speak at the meeting. There is no doubt that the meeting would be held at the scheduled date and venue. The Parishad is trying to deny us the democratic rights,” said Morcha general secretary Roshan Giri. He said: “At the meeting, our president will address common voters and elaborate on our candidates’ agenda for development through panchayats once they are elected to respective posts.” Raju Bara, the general secretary of the north Bengal committee of the JMM, said: “Anybody can organise public meetings ahead of the polls as part of the campaign. The Parishad is apprehensive of receiving a drubbing in the elections and that is why it is raising such an irrational demand.” “The meeting would be organised in a proper manner with all necessary permission from the administration. We would urge the authorities to maintain law and order and prevent the Parishad from inciting people to trigger tension ahead of the polls.” Smaraki Mahapatra, the district magistrate of Jalpaiguri said, she hadn’t received any letter from the Parishad. “We have not yet received any such letter. I have no other information on the issue.” The Jalpaiguri police chief also denied that he had received any communication from the Parishad.

Darjeeling, June 19: President Pranab Mukherjee will attend the closing ceremony of the 125th year celebration of St. Joseph’s School North Point in Darjeeling on November 10. Mukherjee will be flying from Bagdogra to Darjeeling on November 10 to attend the event at the school, the first by a President in 23 years. R. Venkataraman was the last President to visit Darjeeling in 1990. The school will also host governor M.K. Narayanan in October. Santy Mathew, the rector of North Point, said: “While the President of India will be present at the closing ceremony of the 125th jubilee celebration of North Point, Bengal governor M.K. Narayanan will be present on October 4, the school’s anniversary day.”

Brake on bail nod in Madan case

Darjeeling, June 18: Calcutta High Court has directed the Darjeeling district and sessions court to refrain from confirming the interim bail of four Gorkha Janmukti Morcha leaders accused in the Madan Tamang murder case till the high court passes an order on an appeal for the revision of the bail judgment. Legal experts said an accused could be granted interim bail under certain conditions and once it is confirmed, the restrictions may be lifted. The high court passed the order on Saturday on the appeal by Madan Tamang’s wife Bharati for the revision of bail to the four. The district and sessions court had granted interim bail to Alok Kant Mani Thulung, Kismat Chhetri, Keshav Raj Pokhrel and Puran Thami on May 18. While Thulung is the president of the Morcha’s youth front, Thami is the general secretary. Chhetri and Pokhrel are the president and general secretary of the Morcha’s student wing, respectively. The names of the four figure in the chargesheet filed by the CID. They were arrested on February 15, 2013, by the CBI which has taken over the probe. Madan was assassinated on May 21, 2010. Pratap Khati, the general secretary of the ABGL and also a lawyer, said: “Bharati Tamang had on June 13 sought a revision of the order passed by the Darjeeling district and sessions court. On June 15, Calcutta High Court passed an order stating that the bail of the four accused should not be confirmed until it passes an order on Bharati’s appeal for the cancellation of the interim bail.” The four Morcha leaders were given interim bail on conditions that they must not leave Darjeeling and should report to the investigating officer every fortnight. Moreover, the interim bail has been granted for a certain period and needs to be renewed. The district and sessions court today extended the interim bail for the four till July 8. However, if the interim bail is confirmed by the court, then the four will not be bound by any conditions and they would not have to seek the extension of the bail repeatedly. A total of 31 Morcha activists were named in the chargesheet and 14 of them are at present on bail. Khati said Bharati’s appeal for the cancellation of the bail was likely to be listed for hearing soon. Seshmani Gurung, a defence counsel, said: “We have not yet seen the order and we are not appealing for confirmation of the bail. We are satisfied by the interim bail order. The trial is expected to start soon and once the trial starts, the interim bail will be automatically confirmed.” Gurung said the district and sessions court had already transferred the case of the 14 accused who were currently on bail to the additional session judge (third court) for trial. “The trial court has asked all the 14 to appear on July 21. After they appear, the court will set a date for the prosecution (CBI) to frame the charges. After that, the trial is expected to start,” said Gurung.

Deb claims Cong grip slipping in north - Trinamul uncontested in three panchayats in South Dinajpur and Malda

June 18: Trinamul has bagged three gram panchayats in South Dinajpur and Malda, prompting party minister Gautam Deb to comment that the Congress’s was losing grip over bastions in north Bengal in areas where Trinamul was making inroads. Trinamul has emerged uncontested in two panchayats in Malda, according to the data with the administration of five north Bengal districts. But going by the figures, it is unclear whether only the Congress’s supposed loss of turf has proved to be Trinamul’s gain. Two of the three gram panchayats that Trinamul has in its bag now were earlier with the CPM. Trinamul was uncontested in all 21 seats in Nowda-Jodupur and all 14 in Mozampur . Both the panchayats are under Kaliachak-I block in Malda, once the stronghold of Congress leader A.B.A. Ghani Khan Chowdhury. Nowda-Jodupur was with the CPM, Mozampur was a Congress stronghold. Trinamul was also uncontested in the Damdama panchayat in Gangarampur block of South Dinajpur. The panchayat was with the CPM. “There are six seats in the panchayat, of them Trinamul has five uncontested,” an official of the district administration said in Balurghat today. The party is also uncontested in nine other panchayat seats in the district. “We had fielded candidates in all the six seats but Trinamul, through intimidation, forced them to withdraw in five seats,” said Narayan Biswas, a former minister and CPM leader. “The figures prove the growing popularity of our party in north Bengal. The condition of the Congress is pathetic and that is why it could not field candidates in several seats,” north Bengal development minister Deb said. However, Sourav Prasad, a Congress leader in South Dinajpur, said: “It would be wrong to interpret that we are losing our base in South Dinajpur. Trinamul-backed goons are intimidating our candidates and workers. Many of them have not filed nominations or withdrawn the papers.” Congress leaders in Jalpaiguri, who left around 1,000 seats vacant in the two lower tiers, said they were hopeful of forging a post poll alliance with the Akhil Bharatiya Adivasi Vikas Parishad. “We have willingly left the seats vacant to send a message to the tribal population that our party is interested in forging an alliance,” said Biswaranjan Sarkar, a district Congress leader of Jalpaiguri. “It is incorrect to perceive that we have lost our base.” Deb today said: “We have serious doubts whether the Congress, which used to claim north Bengal as its bastion, can prove this is their support base in the polls. It has become clear that wherever Trinamul is making inroads, the Congress is losing support and could not even find candidates to field,” he added. Trinamul has also bagged two panchayat seats in Metelli block in Jalpaiguri uncontested. The Congress has two panchayat seats at Changmari Tea Estate in Nagrakata block of Jalpaiguri. The party is uncontested in one seat at Goalpokhor block in Cooch Behar. The Left Front has two seats on Upper Changmari in Nagrakata block and one seat at Bholardabri in Alipurduar-I block Jalpaiguri district without any contest. In the panchayat samiti in Malda, that has 423 seats, Trinamul has fielded candidates in 419 seats and the Congress in 408 seats. In South Dinajpur, there are two dummy candidates of the Front in the zilla parishad. In the panchayat samiti with 190 seats, the Congress has fielded 134 candidates.

Trench plan to stop jumbos

Siliguri, June 18: The Naxalbari panchayat samiti has decided to dig trenches to prevent the intrusion of elephants into human habitats that fall in the Mechi-Sankosh elephant corridor. Elephants enter villages like Baromaniramjote, Kilaram, Jabra, Oldangi, Rakamjote and Trihanamore in Naxalbari block frequently and attack humans and destroy properties. The decision to dig the trenches along the edge of villages was taken at a meeting of the representatives of the panchayat samiti last week. Sunil Ghosh, the ban karmadhyaksha of the panchayat samiti, said today that the project would be taken up under the Centre’s 100-day work scheme. “We will employ local people and use funds for the 100-days-work scheme to dig trenches on different sides of these villages. The trenches would deter elephants from foraying into the human habitats and minimise the destruction of property and attack on humans every year,” he said. “Each of these trenches will be 10ft X 10ft and 10ft deep. They will be dug along a distance of 4km on the edge of villages located close to forests like Kalabari, Dalka and Rakamjote,” he added. Sailesh Anand, the divisional forest officer of Kurseong, said the trenches would stop the elephant depredations in the villages to a large extent. “The pits will definitely help villagers keep the elephants at bay. As elephants move with calves, they are very much protective about the young ones and do not dare to walk across such trenches. Once the animals come across such trenches, they stop and return,” said Anand. Another forest officer said a herd of around 150-odd elephants, comprising adults and calves, was roaming in the forests of Naxalbari block now. The villagers generally burst crackers to scare the elephants away, but the high-decibel explosives haven’t been made available by the foresters during the ongoing corn harvest. So, the animals have destroyed corn in the villages, 30km from Siliguri.

Darjeeling, June 17. Thirteen Gorkha Janmukti Morcha activists, including a woman, named in a chargesheet for their alleged role in murdering ABGL leader Madan Tamang, surrendered before a court here today after being on the run for more than three years. Legal sources said the surrender might have been prompted by the fact that 14 of 31 accused in the case were out on bail. “Since all the 14 people arrested in the murder case were granted bail, there is a possibility that the 13 others who surrendered today will be released on bail. That is why they have given themselves up,” said a lawyer. Seshmani Gurung, a defence lawyer, said: “Thirteen people named in the chargesheet filed by the CID surrendered before the chief judicial magistrate’s court today and they have been remanded in 14 days of judicial custody. They will be produced in the court again on July 1.” Madan Tamang, one of the most well known anti-Morcha leaders in the hills, was hacked to death in broad daylight with a sharp weapon when he was preparing to address a public meeting on May 21, 2010 at Upper Clubside in Darjeeling. The thirteen who surrendered today are Suraj Singh, Nagendra Pradhan, Dawa Sangay Sherpa, Keshar Rai, Arun Moktan, Sanjay Tamang, Bhanu Rai, Kamal Sinha, Tenzing Khambachay, Amal Lama, Naresh Rai, Pravin Subba and a woman Morcha activist Sona Sherpa. The case was handed over to the CBI following the escape of an accused, Nickole Tamang, on August 22, 2010 when he was in CID custody at Pintail village near Siliguri. Lawyer Gurung said: “The CID had named 30 people in its chargesheet, while the CBI which later took over the case named one Morcha leader Dipen Mallay also. Till date, 14 of the arrested, including Mallay have been granted bail.” Mallay is an elected GTA Sabha member who won the election from behind bars. Of the 31 named in the chargesheets, Dinesh Subba alias Kaila is absconding, while Dil Kumar Rai was found murdered at Singla, about 30km from Darjeeling, on December 28, 2011. Another accused, Sangay Yolmo, is bed-ridden at present. A resident of Singamari, Yolmo was hit by a bullet during a clash on the day Madan Tamang was assassinated and is paralytic with the bullet having pierced his spinal chord. The CID in its chargesheet had said a mobile phone with a SIM card bearing the number 9733166826 and registered in the name of Nickole Tamang was found at the murder site. Regarding Dinesh Subba, the CID had in its chargesheet said: “At this time, Madan Tamang was trying to persuade his supporters not to flee from the spot. In the melee he was also hit by a stone on his forehead and one Dinesh Subba, alias Kaila, assaulted Tamang on his neck with a sharp cutting sword.” The chargesheet had been prepared by Ardhendu Sekhar Pahari, investigating officer of the case. According to the chargesheet, Sona Sherpa is among the seven people who were seen moving around the venue of the meeting that Madan Tamag was to have addressed. The CID said they were keeping a watch over the arrangements so that an attack could be carried out at an opportune moment. The other six are Nickole Tamang, Sanjay Tamang, Sudesh Raijmajhi, Dinesh Gurung, Dinesh Subba and Babita Ganguly. The investigators said the group had first assembled at Chowrastha and made its way to the venue through Nehru Road. Another woman accused in the case, Babita Ganguly, was arrested by police and is among the 14 who are currently on bail. Pankaj Prasad, an assistant public prosecutor, said: “The accused have been booked under Sections 147/148 (rioting/rioting with deadly weapons), 149 (unlawful assembly), 427 (mischief causing damage), 506 (criminal intimidation), 302 (murder) and 120 (conspiracy) of the Indian Penal Code.” Legal observers believe the CBI is likely to approach the court to seek the remand of the 13 who surrendered today. Pratap Khati, the general secretary of the ABGL, welcomed the surrender. “The surrender of influential people of the Morcha suggests that one cannot run away from the law for long. We are confident it is just a matter of time before justice will be delivered. We are confident that all those named in the FIR, including Bimal Gurung and Roshan Giri, will be implicated for masterminding the murder.” Giri refused to comment on the surrender today.

School teacher held for assault

Gangtok, June 17: The teacher of a West Sikkim school who had been accused of physically assaulting students was arrested yesterday evening. Sameer Tamang, 22, a teacher of Denzong Padma Choling Academy in Pelling, was produced in a court in Geyzing today and remanded in judicial custody for 15 days. School director Sonam Yongda was also accused of beating up the students regularly. Police said he was in Delhi and would be arrested once he returns to Sikkim. Tamang is a resident of Darjeeling and had been working as a teacher in the school for the past two months. He was also the hostel warden. On Friday, a volunteer from Canada teaching in the school had lodged a compliant with Gangtok police alleging that Yongda and Tamang assaulted students often. “Police arrested the teacher on Sunday evening. The school’s director is away in New Delhi for some personal work. He would be arrested once he is back,” said the superintendent of police (west), D.B. Giri. The duo have been booked under Sections 336 (endangering life), 341 (wrongful restraint), 323 (punishment for voluntarily causing hurt), 352 (assault) and 109 (abetment) of the IPC. All are non-bailable offences. Sarah Antwis, 44, claimed she had video recordings of Tamang chasing children with a cane and of a student crying and showing his bruises. “The students are beaten up mercilessly and I would fight for them. I would not mind coming here again and again,” Antwis said from Gangtok. This is her first trip to the country. She had lodged a complaint with Tikjuk police on June 7 and following that, three children were taken for medical tests. “I have the medical report that says there were injury marks and bruises on the bodies of the children,” Antwis said. According to her, Tikjuk police ignored her complaint and she filed another report with Gangtok police last week. A copy of the complaint has also been submitted to the chairperson of the Protection of the Child Rights in Gangtok. “The commission would investigate the matter,” chairperson Manita Pradhan said in Gangtok today. The private school that has Classes from nursery to X is affiliated to the CBSE board.

Call for e-waste recycling

Gangtok, June 17: All government offices in the state have been instructed to submit a list of computers which have fallen into disuse so that they can be sent for recycling. “E-waste is one of the world’s fastest growing waste streams. Computers and its peripherals like monitors, circuit boards, printer cartridges and other accessories are considered as e-waste. These all are made of toxic materials like lead, mercury, arsenic and plastic and if disposed off carelessly, they can harm the environment and pose great threat to health,” said the director of information and technology department, Rajesh Verma. “The government has decided not to dump e-waste and send them for re-manufacturing,” he added. According to officials, there are 500 such computers in the different Community Information Centres of the IT department and a list has already been prepared. The department targets to collect around 2,000 unused computers and related gadgets from across the state before sending them for recycling. “Recyclers collect e-waste and extract all hazardous elements like arsenic, lead, mercury and put them back to the manufacturing process,” said an official. Sources said the IT department would prepare a list of unused computers and once the number reaches to 2,000, tenders would be floated for the recycling process to begin. “The highest bidder would be asked to deposit the bidding amount in the state government treasury and collect the material for re-cycling,” said Verma. Senior scientist of the State Pollution Control Board Dr Gopal Pradhan said dumping of e-waste in the open was prohibited according to the E-waste Management and Handling Rule, 2012. ‘This is a very good task taken up by the state government. It will also promote the concept of re-use and re-cycle,” Pradhan said.

Forcible marriage slur on TMC man

Durgapur, June 17: A 14-year-old girl in Durgapur was allegedly abducted from her home by a Trinamul worker who married her in a temple and forced her into a physical relationship before she was rescued following a court order. The girl’s mother tried to lodge a kidnapping complaint against the Trinamul worker but police allegedly registered a missing persons diary. The local Trinamul councillor also tried to persuade the girls’ parents to settle the matter amicably in presence of the police. However the girl, who is a Class VII student in a Hindi-medium school, was produced in the Durgapur additional chief judicial magistrate’s court by the police and handed over to her parents on May 3 after her father, a security guard at a housing complex in Delhi, filed a case of kidnapping in court. The girl’s family alleged that for the past one-and-a-half months, local Trinamul workers and the police have been threatening it with dire consequences if the case is not withdrawn. On Friday, the girl’s elder brother was allegedly beaten up by Trinamul workers. The girl’s parents today lodged a complaint with the sub-divisional officer of Durgapur, Kasturi Sengupta. The accused Trinamul worker, 20-year-old Sukanta Lohar, and some of his relatives allegedly abducted the girl on April 17. They took her to a Kali temple in Asansol. Lohar allegedly bribed the priest to perform the rituals. “The priest had initially refused as I am a minor. But when Lohar offered him money, he agreed. After the temple marriage, Lohar took me to his elder sister’s in-law’s home in Purulia town and forced me into a physical relation,” the girl said. The Trinamul councillor of ward number 5 of Durgapur Municipal Corporation, Krishnendu Acharya, called the girl and the party worker to his office on April 21 after the girl’s mother approached the police. Acharya allegedly tried to persuade the girls’ parents to settle the matter amicably in presence of the police but the girl protested. “The Trinamul councillor told me that my parents were poor and nobody would marry me after what had happened to me. He asked me to accept the marriage. But I refused and said I am a schoolgirl and wanted to study,” the girl said today after meeting the SDO. A lawyer in the Durgapur court said the marriage was illegal as the girl was a minor. “The marriage is illegal. Besides, registration of marriage is compulsory now,” he said. The girl’s father moved the court and lodged a kidnapping case against Lohar and his relatives on April 25. The police produced the girl in court on May 2, following a directive. The family alleged that since then, local Trinamul workers and some policemen have been threatening them. “The police and local Trinamul workers have been threatening us to withdraw the complaint. They beat up my son while he was returning from work on Friday. The police initially refused to accept the complaint when I went to the local B-zone outpost but later registered it following my lawyer’s intervention,” the girl’s father said. “The police told me I would not be able to continue with the case for long given my economic constraints. They told me to withdraw the case. The local Trinamul workers threatened to drive us out of the town. I told the SDO about my plight,” the father said. Asked why Lohar had not been arrested even though the court had ordered so, the police said the accused was absconding. The SDO said she had received a complaint and necessary action would be taken

कालेबुङ, 16 जून। गोर्खाल्याण्ड टास्क फोर्सले दार्जीलिङ,तराई र डुवर्सको राजनैतिक परिस्थितिलाई अध्ययन गरेपछि साङ्गाठानिक कार्यसूची डुवर्सतिर मुखरित गर्ने भएको छ। वास्तवमा जीटीएको कारण पहाड र तराई-डुवर्सको सम्बन्ध राजनैतिकरुपले राम्रो छैन। गोटापोले यही सम्बन्धमा सुदार ल्याउने प्रयास गर्ने भएको छ। तराई र डुवर्सका विभिन्न वर्गका मानिसहरूसँग विमर्श गरी गोटाफोले अलग राज्यको निम्ति नयॉं तर्क र उर्जासँग काम गर्नु पर्ने स्थिति उत्पन्न भएपछि नै यो दिशामा कसरत गर्ने भनिएको छ। गोटाफोका मूल सचिव मुनिष तामङ अनुसार ताजा राजनैतिक परिस्थितिमा संगठनको रणनीति र अलग राज्यको सवालमा तय गरिनुपर्ने आन्दोलनका खॉंकाहरूबारे आज चर्चा गरियो। यहॉंको मेनरोडस्थित भागोपको कार्यालयमा सम्पन्न गोटाफोको आन्तरिक बैठकमा भागोप अध्यक्ष डा एनोसदास प्रधान, उपाध्यक्ष सुखमन मोक्तान, प्रो. मुनिष तामाङ, संयोजक आर मोक्तान, प्रभाकर देवान, क्रामाकपाका जेबी राई, मोहन पौड्याल, किशोर प्रधान, गोरानिमोका दावा पाखरिन आदि विशेषको उपस्थिति थियो। बैठकपछि मुनिष तामाङले अलग राज्यको निम्ति आन्दोलन गर्ने दलको गलत तर्क र रणनीतिका कारण पहाड र तराई-डुवर्सबीच विभाजन देखा परेको टिप्पणी गरेका छन। तिनले प्रस्तावित अलग राज्यको मानचित्रमा पहाड र तराई-डुवर्सको एकार्काका सम्पर्क रहेको बताउँदै जीटीएले यी क्षेत्रमा कृत्रिम विभाजन ल्याएको आरोप लगाए। प्रस्तावित राज्यको मागमा तराई-डुवर्सको अन्तर्भुक्तिको निम्ति आन्दोलन गर्ने दलहरूले राखेको तर्क नै गलत भएको प्रो. तामाङको ठहर छ। तराई-डुवर्सका गोर्खाबहुल क्षेत्रहरूको अन्तर्भुक्तिको तर्क राख्नुु नै आन्दोलन गर्ने दलबाट ठूलो भूल भएको तिनको दाबी छ। तिनले भने, हामीले शुरुमै गलत टेक राख्यौं। बंगालभन्दा यी क्षेत्रहरू अलग हुन्‌ भन्ने कुरा हामीले स्थापित गर्न सकेनौं किनभने गोर्खाबहुल क्षेत्रको माग गरेर हामीले गलत तर्क राख्यौं। यही तर्कको आधारमा श्यामल सेन कमिटिको गठन गरिएको हो। अनि यसको परिणाम के भयो भन्ने कुरा हाम्रोसामु स्पष्ट छ। तिनले डुवर्स बहुजातिहरूको मिश्रित संस्कार र संस्कृति क्षेत्र भएको कारण यसैलाई बॉंकी बंगालसँग विभाजनको आधार बनाउनु पर्ने तर्क राखेका छन्‌। तिनले गोर्खाबहुल क्षेत्रहरूको साटो गैरबंगाली बहुल्य क्षेत्रको आधारमा क्षेत्रविभाजनको तर्क पेश गरेका छन्‌। गोर्खालगायतका विभिन्न जात-जातिको साझा र विशिष्ट सांस्कृतिक चरित्र भएको डुवर्स स्वतः बॉंकी बंगालभन्दा अगल भएर प्रस्तुत हुने प्रो. तामाङको भनाइ छ। तिनले तराईडुवर्सको यही मिश्रित संस्कृतिको उपज जात-गोष्ठीलाई साथमा लिएर काम गर्ने दिशामा गोटाफोले सोँच निर्माण गरिरहेको जानकारी पनि दिएका छन्‌। तामाङले गोटाफो नेतृत्वले हालै गरेको पहाड, तराई र डुवर्सका क्षेत्रहरूको भ्रमणको अवधीमा यहॉंका सचेत नागरिक र सर्वसाधारण मोर्चाले ग्रहण गरेको नयॉं व्यवस्थासँग असन्तुष्ट रहेको कुरा उजागर भएको दाबी पनि गरेका छन्‌। एकातिर जनतामा अहिले पनि अलग राज्यको चहाना कायम रहेको सम्पर्क अभियानबाट थाहा भएको तिनको भनाइ छ भने अर्कोतिर मोर्चाले जीटीए ग्रहण गरेयता अलग राज्यको माग उठान गर्न चर्को हुँदै गएको अनुभव पनि तिनले सुनाएका छन। गोर्खाल्याण्डको मुद्दाको उठान गरेर घरिघरि कुनै एउटा व्यवस्थामा सम्झौता गर्ने स्वार्थी नेतृत्वको चरित्रका कारण इमान्दार अनि कटिबद्ध दल र नेतृत्वलाई पनि काम गर्न असहज र अप्ठयारो वातावरण बनिएको तिनको भनाइ छ। तिनले भने, केन्द्र सरकारले नयॉं राज्य गठन गर्ने नीति ग्रहण गरे पनि गोर्खाल्याण्ड होला भन्ने हामीलाई अहिलेको परिस्थितिमा विश्वास छैन। सरकारले धेरै भन्दा धेरै जीटीएमा केही मौजा थपिदेला। जीटीएको ग्रहण पछि मोर्चासहित अन्य दलहरूबाट पनि दह्रो गरी गोर्खाल्याण्डको मुद्दाको उठान हुन नसकेको कारण पनि यस्तो सम्भावना बढेको तामाङको दाबी छ। राष्ट्रीय विमर्शबाट ओझेल बन्दै गइरहेको अलग राज्य गोर्खाल्याण्डको मागबारे सरकारले तलङ्गनासँगै विचार गर्ला भन्ने धारणा राख्नु गलत हुने तिनले बताएका छन। तिनले जीटीएलाई अगल राज्यको मार्गको बाधक बताए। तिनले भने, जीटीए डाइभर्सन होइन, रोडब्लक हो। यो बाधा रहुञ्जेल अलग राज्य प्राप्त गर्न सकिँदैन।

Deb-Morcha meet fuels tie-up buzz Channel for talks open

Darjeeling, June 16: Trinamul minister Gautam Deb met senior Gorkha Janmukti Morcha leaders in Darjeeling today, which sources said could be a first step for a panchayat election understanding between the two sides for the Dooars. For the record, north Bengal development minister Deb said “development issues related to the GTA” were discussed. Morcha leader Roshan Giri, who attended the meeting also spoke about the talks veering around the GTA. Sources in the hills, however, attached significance to Deb’s visit at this time. A senior Morcha leader said: “Following today’s meeting there is a possibility of an alliance in the Dooars.” The meeting was called to ensure that a proper communication channel is opened with Trinamul to discuss the issue of the upcoming panchayat elections, the sources said. Trinamul, however, would not like to be seen overtly supporting a pro-Gorkhaland outfit in the Dooars, a region where many tribals are against being part of the state the Morcha is demanding. Chief minister Mamata Banerjee has also said that she favours a united Bengal, a stand that earlier led to widespread protests in the hills earlier this year. A Morcha source said the party could have an understanding with Trinamul either to support its candidates where the hill party has not put up any of its names. There could also be a post-election understanding. About today’s meeting, a Morcha source said: “Even though an alliance was not discussed in detail, the meeting has cleared certain misunderstandings.” According to the source, Deb was to meet Morcha leaders in Darjeeling on June 7 to discuss a possible panchayat election tie-up. “He did not turn up for the meeting. Later, we found out that the minister was instead trying to woo our supporters in the Dooars. This created an atmosphere of mistrust, and expectedly our party president (Bimal Gurung) was not very happy with the development,” said the source. Today’s meeting seems to have cleared the misunderstanding to a certain extent. “When we are trying to work closely with the state government, such misunderstandings will not help. Even if Trinamul had openly stated that they would not want an alliance with us we would have accepted (that) as every party has its own compulsions,” said the source. But Gurung had himself said on June 12 that he was “open for talks” with Trinamul. “Such actions (Deb wooing Morcha supporters) was unacceptable to us,” the Morcha source said. Today’s meeting could have cleared the air and there is a possibility of a panchayat election alliance in the Dooars, sources in the Morcha said. “We are definitely interested in an alliance even now as in many seats we have not fielded candidates but our supporters can still be a decisive force. If things go well, even now we can ask our voters to vote for Trinamul candidates. Moreover, the need for each other in the post-election scenario and especially when forming the zilla parishad, panchayat samiti or choosing a panchayat pradhan from the elected gram panchayat cannot be ruled out,” said a source. The Morcha has fielded candidates in 183 gram panchayat seats, 37 in panchayat samiti seats and four candidates in zilla parishad seats. Deb, while interacting with the media after the meeting said: “Elections come and go but the state government wants to work with the GTA to ensure that there is peace and stability in the region. It is for this reason that the meeting was held so that ideas could be shared regarding the development of the hills.” The minister stressed that there was no discussion on panchayat elections but that “greater issues” were discussed. Asked about points about the GTA that featured in the discussion, Deb said there was no specific point-by-point discussion. “We believe that such meetings should be held on a monthly basis and we will again hold such meetings after July 15, when the panchayat elections are over.” Giri, general secretary of the Morcha and also an executive Sabha member, spoke on similar lines. “The meeting was held in a cordial atmosphere and the general functioning of the GTA was discussed,” he said. The other Morcha leaders present were Trilok Dewan, the Darjeeling MLA, and Harka Bahadur Chhetri, the Kalimpong MLA.

Cong drought in tea belt

June 16: The Congress has not fielded candidates in more than 1,000 seats in the two lower tiers of the panchayat in Jalpaiguri district, raising doubts whether its support base has dwindled. The Congress said it had left vacant 1,052 seats — 931 in panchayats and 121 in panchayat samitis — for the convenience of entering into an alliance with regional parties. But political observers said the emergence of regional parties and the growth of Trinamul, especially in the Dooars, had weakened the Congress. The final lists of candidates published by the district administration on Friday show that the Congress is contesting in 1,415 of 2,346 seats in gram panchayats and 301 of 422 seats spread across all 13 panchayat samitis. “The data point to the Congress’s downfall in Jalpaiguri district, especially in the tea belt where the party has fielded less candidates. This is largely because the Congress’s trade union, Intuc, has grown weaker in tea gardens. The trade union base of the Left Front constituents has also eroded, but they could find adequate candidates for gram panchayat and panchayat samiti seats,” said an observer. In the Dooars, the panchayat elections are largely fought on the basis of the strength of tea garden unions. Since the last panchayat election in 2008, the PTWU, the union backed by the Akhil Bharatiya Adivasi Vikas Parishad, and John Barla’s splinter tribal group that has joined the JMM have made inroads. The Parishad came into prominence because of the Gorkhaland movement, which it vociferously continues to oppose. Trinamul, which does not have union presence in the Dooars gardens, has of late reported that tribals from other parties were drifting towards it. In 2008, the Congress had won 360 panchayat seats and 54 seats in panchayat samitis. A Congress leader who didn’t want to be named admitted to the party’s dwindling support base in the Dooars. “The trade unions of new outfits like the Akhil Bharatiya Adivasi Vikas Parishad and the Gorkha Janmukti Morcha had eaten into the cadre base of the Intuc in the tea belt. That is why the party couldn’t field enough candidates for the last two tiers of the panchayat system,” said the Congress leader. Officially, the Congress refuted the theory that the party was contesting lesser seats because of loss of strength. “It would be wrong to say our support base has weakened in some parts of the district. As part of our strategy, we have left these seats vacant so that an alliance can be forged with regional organisations even after the nomination process,” said Biswaranjan Sarkar, a former district president of the Congress. But Sarkar couldn’t clarify why the 1,052 seats were left vacant when the Parishad hasn’t fielded candidates in so many seats.

कालेबुङ, 15 जून। बर्ष 2000-को 12 नोभेम्बरमा भएको बहुचर्चित तीनकटहरे मामिलाका आरोपीहरूविरुद्ध आज कालेबुङ अदालतमा चार्ज फ्रेम हुने तय भएपनि सरकारी वकिल(एपीपी)-को नियुक्ति हुन नसकेको कारण आज यो प्रक्रिया पूरा हुन सकेन। आज यहॉंको अतिरिक्त जिला सत्र न्यायलयले एपीपीको चाडोे नियुक्ति गर्न जिल्लापाललाई आदेश जारी गरेको छ। यसैले तीनकटहरे मामिला काण्डको ट्रायल अब चाडैै शुरु हुने तय छ। यहॉंको अतिरिक्त जिला सत्र न्यायलयले आज यस मामिलाको निम्ति एपीपीको शीध्र नियुक्ति गर्न जिल्लापाललाई आदेश जारी गरेकोले मामिलाको ट्राइल चॉंडै शुरु हुने सम्भावना बढेको हो। यस मामिलाको अघिल्लो सुनवाइ 10 जुलाईको दिन हुने भएको छ। आज भएको सुनवाइको प्रक्रियालाई केन्द्र गरी यस मामिलाका आरोपीहरु छत्रे सुब्बा, पूर्व गोरामुमो विधायक एनटी मोक्तान, पूर्व गोजमुमो नेता अमर लामा, नोर्देन लामा, बिजय छेत्री लगायतका तेह्रजनाले आज न्यायलयमा उपस्थिति दिए। स्मरण गराइन्छ, 2000 सालको 12 नोभेम्बरमा भएको बहुचर्चित तीनकटहरेे काण्डमा छत्रे सुब्बालाई मुख्य आरोपी बनाएको छ भने यस मामिलामा कूल 19 जनामाथि आरोप लागेको छ। तीमध्ये 13 जना आरोपीहरूले यस मामिलाको सुनवाइमा नियमितरुपले उपस्थिति दिइरहेको भएपनि रहल 6 जना शुरुदेखि नै लापता रहेका छन। यी 6 जना आरोपीहरूलाई कोर्टले भगौडे घोषित गरेको छ। यस मामिलाका आरोपीहरुबिरुद्ध भारतीय दण्डसंहिताको धारा 120/121/121ए/122/123/124ए/302/306/307 अन्तर्गत सत्ताबिरोधी गतिविधि, हत्या, हत्याको प्रयास, आपराधिक षडयञ्त्रजस्ता गम्भीर मुद्दा दर्ता गरिएको छ। थप जानकारी गराइन्छ, जीएलओ प्रमुख छत्रे सुब्बाले नागा जङ्गीहरुको सहयोगमा पहाडका युवकहरुलाई सामसिङनजिक तीनकटहरेको जङ्गलमा सशस्त्र क्रान्तिको निम्ति प्रशिक्षित गराएको आरोप लागेको थियो। 11 नोभेम्बर 2000 सालमा कालेबुङ अनि जलपाइगुडी पुलिसले संयुक्त रुपले घटनास्थलको निरीक्षण गर्दा पुलिस बल र कथित जीएलओ जङ्गीहरुबीच मुठभेड पनि भएको थियो। यस मुठभेडमा पुलिसका एकजना होमगार्ड लालबहादुर राईको मृत्यु भएको थियो भने एकजना जीएलओ जङ्गी घाइते भएका थिए।

प्रसङ्गः सैन्य सेवाबाट गोर्खाहरू बञ्चित प्रवीणलाई भाया राज्य आउने केन्द्रको सुझाउ

कालेबुङ, 15 जून। केन्द्रिय अर्धसैनिक बल साथै अन्य सैन्य सेवामा भारतीय गोर्खाहरूले पाउँदै गरेको विशेष छुट हटाइनु नहुने मागमा गरेको पत्रचारको जवाब केन्द्रिय गृह मन्त्रालयबाट पिपल्स्‌ फोरमका महासचिव प्रवीण गुरुङलाई प्राप्त भएको छ। गुरुङको पत्रचारको जबाव दिँदै भारत सरकारको गृह मन्त्रालयले उपरोक्त मागमा उनलाई राज्य सरकार भएर नै केन्द्रसम्म आउनुपर्ने सुझाउ राखेको छ। गृह मन्त्रालयका केन्द्रिय सचिव आरपी सातिद्वारा हस्ताक्षरित 6 जूनमा जारी गरिएको उक्त पत्र गुरुङले प्राप्त गरेको आज पुष्टि गरेका छन्‌। स्मरण गराइन्छ, केन्द्रिय अर्धसैनिक बल लगायत अन्य सैन्य सेवामा यसवर्षदेखि गोर्खा युवा-युवतीहरू वञ्चित हुनुपरेको आरोप उनको थियो। भारत सरकारद्वारा गोर्खाहरूलाई सैन्य सेवामा उमेर, उचाइ, छातीको नाप जस्ता कुराहरूमा विशेष छुट दिने गरेको थियो। तर 2013 को स्टाफ सेलेक्सन कमिशनद्वारा जारी अधिसूचनामा गोर्खा शब्द हटाएर जीटीए क्षेत्र भनी उल्लेख गरेको आरोप उनको थियो। यस्तो गरिँदा जीटीए क्षेत्रबाहिरका गोर्खाहरू सैन्य सेवामा पाउने सहुलितबाट वञ्चित हुने उनको भनाइ थियो। जीटीए सम्झौताको 58 औं बुँदामा जीटीए क्षेत्रका युवाहरूलाई अर्धसैनिक बलको नियुक्तिमा विशेष छुट दिने कुरा उल्लेख भएको नै यसै बुँदालाई सरकारले आधार बनाएको उनको भनाइ थियो। फलस्वरुप यसमा चॉंडो पहल गर्नुपर्ने माग गर्दै उनले गत 22 अप्रेलको दिन केन्द्रिय गहमन्त्रालयमा पत्रचार गरेका थिए। यसको प्रत्युत्तरस्वरुप केन्द्रले पठाएको पत्रको जवाबसित उनी सन्तुष्ट छैनन्‌। भारतीय गोर्खाहरूलाई निमिट्यान्न पार्न यो राज्य अनि केन्द्रको षड्यन्त्र हुनसक्ने सम्भावना उनले व्यक्त गरेका छन्‌। भारतीय संविधानको धारा 16 अन्तर्गत गोर्खाहरूलाई सैन्य सेवामा यी छुटहरू दिने गरेको छ। केवल जीटीए क्षेत्रका गोर्खाहरूलाई मात्र अर्धसैनिक बलमा विशेष छुट दिइने कुरामा केन्द्रले नै हस्तक्षेप गर्नमिल्छ। यद्यपि, केन्द्रको सुझाउ मानेर भाया राज्य जान गुरुङ तयार छन्‌। तर वर्षौदेखि भारतीय सविधानको आधारमा गोर्खाहरूलाई दिइने सहुलित अहिले एकास्सी हहटाएकोमा उनको आपत्ती छ। गृह मन्त्रालयको सुझाउअनुसार राज्य सरकार भएर जॉंदा पनि केन्द्रले कुनै पहल नगरे आफूहरूले ठोस्‌ कदम चाल्ने चेताउनी उनले दिएका छन्‌। यस मुद्दामा अन्य राज्यका गोर्खा सङ्घ-सङ्गठन राजनैतिक दल, व्यक्ति विशेषलाई पनि अघि आएर आवाज उठाउने आह्वान गुरुङले गरेका छन्‌।

तृणमूल नेता छेवाङ हमलाकाण्डमा अझ एकको पक्राउ

कालेबुङ, 15 जून। हील तृणमूल कङ्‌ग्रेसका नेता नेता छेवाङ भोटियामाथि कालेबुङमा भएको प्राणघातक हमलाको आरोपमा पुलिसले हिजो राती थप एकजना आरोपीलाई पक्राउ गरेको छ। हिजो राती करीब 7 बजी यहॉंको हरिजन रोडबाट पुलिसले डा. ग्राहम्स होम्स निवासी विनय दियालीलाई पक्राउ गरेको हो। पुलिसले आरोपी दियालीलाई आज न्यायलमा पेश गरेको थियो। उनको पक्षबाट जमानतको निम्ति आवोदन गरिएको भएपनि उनले जमानत पाएनन्‌। उनलाई 7 दिनको न्यायिक हिसारतमा पठाइको छ। स्मरण गराइन्छ, छेवाङ हमलाकाण्डमा अहिलेसम्म जम्मा 8 जना आरोपीहरू पक्रा परिसकेका छन्‌। जसमा पहिलेबाटै पक्रा पर्ने सातजनामध्ये केहीले जमानत पाइसकेको छ भने प्राथमिकीमा नाम हुने युवा मोर्चाका शीर्षर्थ नेतृत्वहरूको खोजी अभियान जारी राखेको पुलिस सूत्रले जनाएको छ।
