पहाड़को प्रथमिक पाठशालाहरु एका एक बन्द हुनुमा सरकार पक्ष दोषी छ कि शिक्षक-शिक्षिकाहरुको लापारवाही? किन दार्जीलिङ पहाड़को शैक्षिक स्तर दिनोदिन खस्किन्दै गइरहेको छ? प्रथमिक शिक्षा बाल-बालिकाहरुको निम्ति महत्तवपूर्ण हुँदा-हुँदै पनि किन आजसम्म पहाड़को शिक्षा व्यवस्थामा सुधार आउन सकिरहेको छैन?

राजनीति गर्दिनँ भन्नु पनि अर्को राजनीति होः हर्कबहादुर छेत्री

मेरो अधिकारक्षेत्रभित्र पाँच बर्षको लागि जनताको हितको काम गर् भनेर मलाई भोट हालेको हो नि। मलाई थाहा छ यसले जनताको धेरै हित हुन्छ। यसले जनताको हितसँगै पार्टीको पनि हित हुन्छ, आन्दोलनलाई पनि सहयोग पुर्‍याउँछ भनेपछि एकदम निसंकोच भनेर अघि बढ्न सक्छु म। म त्यही काम गर्दैछु।

बघिनी फेरि पुरानै खोरमा

‘समयले मानिसलाई कहाँ कहाँ पुर्‍याउँछ,,,,,,’ कुनै समय रेडियो नेपालबाट बजिरहने यो चर्चित गीतले मान्छेको जीवनमा प्रणयसम्बन्धको आरोह अवरोहले पार्ने प्रभावलाई सुन्दर ढंगले व्याख्या गरेको छ। यो लोकप्रिय गीतको यही एक हरफ कुनै राजनीतिकर्मीको जीवनसँग गाँसेर हेर्दा के उत्तर पाइएला?

साहित्य अनि सर्जकलाई माया गर्ने घिसिङ

80 को दशकमा देशभरिका गोर्खाहरूलाई जातित्वको भावना उत्पन्न गराउने प्रथम नेता सुवास घिसिङको निधनले अहिले घड़ी सम्पूर्ण दार्जीलिङ पहाड़ नै स्तब्ध बनेको छ। गोर्खाहरूका हित अनि अस्तित्वका निम्ति छुट्टै राज्यको बहस लिएर सुवास धिसिङले त्यसताक पहाड़का प्रत्येक गाँऊहरूको भ्रमण गरेका थिए। 22 जुन 1936 सालमा मिरिकको मञ्जु चियाबगानमा जन्म लिएरका सुवास घिसिङले आफ्नो तर्क राख्न एकलै जनसभा गर्थे। घिसिङले सम्पूर्ण गोर्खाहरूलाई एकै शुत्रमा बाँध्न "गोर्खाल्याण्ड" शब्दको जन्म गरेका थिए।

निराश छन् विधायक डा. छेत्री

“बजट सत्रमा के कुराहरू उठान गर्नु पर्ने भन्नेबारे हामीले जीटीएबाट कहिले फिडब्याक पाएका छैनौं” डा छेत्रीले भने। डा हर्कबहादुर छेत्री मोर्चाका प्रवक्ता हुन् अनि कालेबुङका जनप्रतिनिधि। दुइवटा महत्वपूर्ण पदमा बसेका डा छेत्रीलाई अहिलेसम्म जीटीएको बैठकमा निम्ताइएको छैन, पार्टीको राजनैतिक लाइनबारे उनीसँग चर्चा र छलफल नगरिएको त झन कति भयो, उनैलाई हेक्का छैन।

GTA portfolios for executive 14

Darjeeling, Aug. 10: Bimal Gurung today allocated departments to all 14 executive members of the GTA Sabha but even then all the subjects have not yet been covered.

Binay Tamang, the assistant secretary of the Morcha and an executive member, said: “All 14 executive members have been allocated departments. However, there are many subjects that have not been assigned to any GTA Sabha member. This will be done once the entire set-up is finalised.”

Roshan Giri, one of the prominent Morcha leaders, has got charge of school education (primary, secondary and higher secondary), Ram Bahadur Bhujel, the principal of Cluny Womens’ College in Kalimpong, will look after college education, adult education and library services.

Kalyan Dewan, the Morcha vice-president, is in charge of agriculture.

The charge of the cinchona and other medicinal plants plantation, which is the largest public sector undertaking in the hills and provides sustenance to about 40,000 people but is on the brink of a financial crisis, has been given to Samuel Gurung.

Asha Gurung, the Morcha chief’s wife, will handle health. She will also look after the department that deals with registration of birth and death records.

Binay Tamang will be in charge of information and cultural affairs, theatre, cinema halls, entertainment and amusement, apart from printing and stationary, publicity and public relation (regulation of media and cable channels) and GTA establishment section.

Morcha leader from Mirik Phoebe Rai has been given the charge of micro and small-scale industries, while Anit Thapa from Kurseong has been given the important portfolio of public health engineering.

Nari Morcha representatives, Urmila Rumba, a retired associate professor, and Prava Chhetri will take charge of social welfare and women and child development, respectively.

Ramesh Lama from Peskhok-Takling will be in charge of animal husbandry and veterinary facilities while transport has gone to Jyoti Kumar Rai.

“There has been a slight change in the portfolio of the chief executive. Even though he will be in charge of nine subjects, he will be in charge of rural electrification and the department looking after sharing of electricity between the GTA and the state government (also setting up of thermal and hydel projects) instead of weights and measurements and statistics,” Tamang said.

Bank official found dead

Gangtok, Aug. 10: A bank manager was found hanging at his rented house at Rhenock in East Sikkim this morning.

Biplab Das, 47, a resident of Barrackpore near Calcutta, was the manager of Central Bank of India’s branch at Rhenock. His body was hanging from a hook on the ceiling of his room.

A case under Section 174 of CrPc (unnatural death) has been filed at the Rhenock police station. Asked if Das had committed suicide, Rhenock police inspector Bishal Rai said it was too early to comment as the probe was on.

No suicide note was found on the body.

The two hero of the fifth July incident named Mr. ashok Sharma and Mr. ganapati Sharma security guard of golden cross pharma rodathang east Sikkim was felicitated yesterday by the ex service man cooperative society Rongli .Mr. ranjit khaling chief promoter of the society has awarded with cash amount of rs five thousand each to both two security guard .on 5th July the snt bus plying from rodathang to Rangpo was accident at kumrek claimed two dead along with the driver of the bus. it was come to know that 36 staff of golden cross rodathang was sited in the said bus and when the said two security guard suspect that the driver has taken alcohol they has immediately asked all the 36 staff to come down from the bus and was send them by other vehicles .if the security guard has not take the initiatives 36 persons may in danger in the 5th July incident.

Poll rules ready, GTA Act today

Calcutta, March 13: The state government today finalised the rules for elections to the Gorkhaland Territorial Administration, a day before the GTA Bill is enacted through notification.

The Bill, which received Presidential assent on March 7, will be notified as an Act tomorrow and the delimitation process for the election would begin immediately after, chief secretary Samar Ghosh said today.

Ghosh along with DGHC administrator Anil Verma and other officials framed the rules for the GTA poll to be conducted by the state government. “We are going to go ahead with the election. The entire process should not take more than two months, but it could take some more time, depending on some factors,” said Ghosh this evening.

The Election Commission of India — empowered by the Constitution to conduct elections to the Assemblies and Parliament — and the state election commission — given the mandate of conducting panchayat and civic body polls — won’t have a role in the elections to the GTA.

It was agreed upon by the Morcha and the Centre that the state government would be entrusted with the responsibility of conducting the elections to the new body, with the district magistrate as the returning officer.

“We drew up the rules today. The delimitation can start after the notification,” he added. The Gorkha Janmukti Morcha is determined not to allow elections to the GTA till a final decision is taken on the Gorkha-dominated mouzas in the Dooars and Terai that it wants to be brought under the new body.

The Justice Shyamal Sen committee, which is examining the issue, is yet to submit its report. It has missed its six-month deadline and is now working on an extension. It is unclear when the panel will submit its report.

The Morcha has left it to the state government to find “ways and means” of putting the GTA in place and is keen on running the body with nominated representatives as an interim arrangement.

Asked how the government planned to meet the Morcha demand, Ghosh said there was “no scope” for such “considerations”. “The tripartite agreement has been signed (by the Morcha as well). The agreement is exactly reflected in the law that will be notified tomorrow. It clearly states that the election process would be conducted by the state government even if the committee is yet to submit its report on the territorial matter,” said the chief secretary.

“There is no scope now for such considerations. We will go ahead with the elections,” he added. For now, the elections would be held in the current DGHC area that will be delimited within this month. Writers’ Buildings sources said new territories, if added later, would find representation in the body eventually.(TT)

Morcha RS seat plea to Mamata

Darjeeling, March 13: The Gorkha Janmukti Morcha will write to Mamata Banerjee for Trinamul help to get its candidate elected to the Rajya Sabha, holding up hill sentiments to apply pressure on the chief minister and ensure a place for itself in Parliament.

The Morcha plea also indicates that Mamata’s failure to meet the party’s demand will not go down well in the Darjeeling hills which she has been wooing for sometime — starting with the formation of a new set-up for the region and shower of bounties now and then.

“We want Trinamul to help us nominate one of our members to the Rajya Sabha. We will be writing to Mamata Banerjee in this regard soon,” said Morcha general secretary Roshan Giri. The Morcha has four MLAs in the Assembly (one of them is an Independent backed by the party).

“The hills have always sent members to the Rajya Sabha,” he added.

The Left Front had regularly nominated a hill candidate to the Rajya Sabha. When it was in power, the Left had sent R.B. Rai and Dawa Lama, prominent leaders of the Communist Party of Revolutionary Marxists who were once with the CPM, and the CPM’s S.P. Lepcha and Saman Pathak to the Upper House. All four were from the Darjeeling hills. Pathak is one of the five MPs from Bengal whose seats will fall vacant on April 2.

Asked if the Morcha had chosen its candidate for the Upper House, the election to which will be held on March 30, Giri said: “Finalising a name is not much of a problem if Trinamul accepts our demand.”

Of the five seats, Trinamul will get three because of its 185-member strength in the 294-seat Assembly. The party will have only 38 votes in its kitty after its three nominees are elected with 49 votes each. (The figure is arrived at by dividing the number of Assembly seats that a party holds by the Rajya Sabha vacancies plus one.)

Under the circumstances, a fourth candidate from the Morcha for the Upper House is possible if Trinamul gets an additional seven votes from the Congress to reach the magic figure of 49.

According to a Trinamul source, Mamata may get a Morcha candidate nominated for the seat, saying that it would be the right move to uphold the interest of Darjeeling.

“In that case, the Morcha will get all our 38 votes…plus we can then ask the Congress to cast the remaining votes for the Morcha (which will have its four MLAs) from their kitty. This could be an option by citing the greater interest of peace and tranquillity in Darjeeling,” a Trinamul MP said.

The Congress has 43 MLAs, including Independent Hamidul Rahman. But the Congress itself has decided to field its own candidate and AICC’s Bengal-minder Shakeel Ahmed had called on chief minister Mamata Banerjee on Saturday, requesting her to back the nominee. The Congress needs six votes to get its nominee elected to the Rajya Sabha. “We are considering fielding our nominee for the Rajya Sabha polls,” Ahmed today said from Delhi. A state Congress leader made it clear that his party would never vote for a Morcha candidate. “Instead, we want Trinamul to help our candidate sail through by giving only six votes out of its kitty of 38 extra votes,” he added.

Despite Ahmed’s statement and PCC president Pradip Bhattacharya camping in Delhi to prepare a list of three party nominees for party president Sonia Gandhi, the Congress’s chances have thinned with the Left announcing today that it would not lend its extra votes to others.

In the past, the Congress had taken Left help to send its candidate (Pranab Mukherjee in 1994) to the Upper House. But today the Left made it clear that its extra votes would be cast in favour of its own candidate. The Left also said that trade union leader Tapan Sen would be re-elected to the Upper House.

“We decided at today's meeting that the number of votes which will be in excess of that required to elect our candidate would also be cast in favour of Tapan Sen. We were unanimous in this regard,” Left Front chairman Biman Bose said at Alimuddin Street this evening after a meeting with the partners.

The Left has 61 MLAs and it will have an excess of 12 votes in its kitty after electing Sen. “All the 12 votes will be cast in favour of the CPM nominee. Why shall we support other parties,” RSP leader Monoj Bhattacharyya asked.(TT)

‘अलग राज्य गोर्खाल्याण्ड प्राप्तिको सङ्घर्ष हाम्रो जीवन मरणको प्रश्न हो अनि यस आन्दोलनलाई देशभरिका उत्पीडित जनता अनि विप्लवी शक्तिहरूको साथ र समर्थन दिए हाम्रो जातीक मुक्तिको सङ्घर्ष सफल हुनेछ। देशभरिका उत्पीडित श्रेणीको सङ्घर्षमा हामी लड्नेछौँ अनि हाम्रो जातीक सङ्घर्षमा विप्लवी शक्तिहरूको साथ अनि एकताको प्रतिवद्धतालाई पनि सदैव काँधमा लिएर हिड्नेछौँ। गणतान्त्रिक भारतमा उत्पीडित अल्पसंख्यक जातिहरूको जातीय सङ्घर्षलाई देशभरिका जनताले बल प्रधान गरुन भन्ने उद्देश्यले हामी दिल्ली आएका छौँ।’ – भारत स्वाधीनता संग्राममा ‘भारत-छोडो’ आन्दोलनको ऐतिहासिक दिन पारेर दिल्लीको जन्तर मन्तरमा ‘भ्रष्ट्रचारको विरोध अनि सबैलाई रोजगार’-को मागमा आइसा अनि आर.वाई.ए आयोजित कार्यक्रमलाई सम्बोधन गर्दै क्रामाकपाका छात्र-युवा प्रभारी कमरेड शेखर छेत्रीले बताए।दार्जिलिङबाट यस कार्यक्रममा गणतान्त्रिक क्रान्तिकारी युवा मोर्चाले अंशग्रहण गरेका थिए। देशभरिबाट लगभग दस हजारभन्दा बडी युवा-विद्यार्थीहरूको जमायत रहेको उक्त कार्यक्रममा देशमा फैलिएको भ्रष्टचारबारे बोल्दै शेखर छेत्रीले बताए- ‘देशमा भ्रष्ट्रचार केन्द्रदेखि क्षेत्रीय तहसम्मै जुन रूपमा फैलिएर गएको छ यसबाट देशका उत्पीडित श्रेणीसहित सम्पूर्ण देशको विकाश प्रक्रियालाई सङ्कटग्रस्त पारेको छ। देशका शासकवर्गले आफ्नो हित अनुकुल ऐन-कानुन निर्माण गरेर जनाकांक्षालाई जसरी निर्ममतापुर्वक दबाउने कोसिश गरिरहेका छन्, त्यो भर्त्सनायोग्य छ।’ उनले थप बताए ‘आज देशमा भ्रष्टचारको विरोध गर्न अघि आएका उदार शक्तिहरू कमजोर मनोबल अनि आन्दोलनको अस्पष्ट रूपको कारण शाषकवर्गले सहजै लत्याउदै आएको छ यसलाई केवल विप्लवी शक्तिहरूको एकता अनि जुझारू आन्दोलनले मात्र सही उत्कर्षतिर दोहोऱ्याउन सक्छ।’कार्यक्रमलाई सम्बोधन गर्दै ए.आई.सी.सी.टि.यु –का महासचिव सपन मुखर्जीले भने ‘देशमा विद्धमान भ्रष्टचार जस्तो रोग सहनशील र कमजोर आन्दोलनको भरमा मात्र निमिट्यान्न पार्न सकिन्न। सरकारलाई भ्रस्टचारलाई उखेलेर फ्याक्ने प्रभावशाली उपाय ग्रहण गर्न वाध्य बनाउने हो भने विप्लवी अनि जुझारू आन्दोलन निर्माण गर्नु पर्छ।’अल इन्डिया स्टुडेन्ट एसोसिएसनका राष्ट्रिय सचिव रवि रायले भने ‘बिगत बर्षमा हामीले जन्तर मन्तरमा भ्रष्टचारकै विरोधमा प्रशासनबाट जन्तर मन्तरमा धरनाको निम्ति तोकिएको मियादको अवामानना गर्दै जनताको आवाज फैलाउन १०० घन्टे बेरिकेड-को कार्यक्रम गरेका थियौँ। यसचोटी हामी संसद भवनतिर पस्न अघि लगाइएको प्रहरी ब्यरिकेड तोडेर देशका शासकवर्गलाई यो चेतावनी दिन चाहन्छौँ कि आगामी दिन हामी भ्रष्टचारको विरुद्ध देशव्यापी रूपमा यसभन्दा घनिभुत आन्दोलन निर्माण गरेर लैजानेछौँ।’कार्यक्रममा सी.पी.आई.एम.एल (लिबरेसन)-का महासचिव दीपंकर भट्टाचार्य, आईसा नेता अबुध्या, आइसा नेत्री सुचिता दे, आर.वाई.ए-का राष्ट्रिय अध्यक्ष मोहम्मद सलिम आदिले पनि सम्बोधन गरेको उक्त कार्यक्रममा युवा-विद्यार्थी संस्कृतिक कर्मीहरूले जन-संगित प्रस्तुत गरेर कार्यक्रमलाई रोचक तुल्याए।कार्यक्रमको दोस्रो चरणमा हजारौंको संख्यामा देशभरिका विप्लवी युवा-विद्यार्थीहरू संसदको ब्यारीकेड तोड्न जन्तरमन्तरबाट ठुलो जुलुस निकालेर संसद भवनतिर बढ्यो।यसमा अलग राज्य गोर्खाल्याण्डको मागसहितको ब्यानर लिएर गणतान्त्रिक क्रान्तिकारी युवा-मोर्चा अनि गणतान्त्रिक क्रान्तिकारी विद्यार्थी मोर्चाका कार्यकर्ता अनि नेतृत्वहरू पनि ब्यारिकेड तोड्ने कार्यक्रममा सहभागी बने। पहिलो ब्यारिकेड तोडेर दोस्रो तोड्ने कोशिसमा सङ्घर्ष हुँदा प्रहरी बलले जता-ततै लाठी चार्ज गर्न थाले। जसमा जे.एन.यु आइसा-का विद्यार्थी नेता अभिषेक यादवलाई शीरमा गहिरो चोट लाग्यो। जे.एन.यु-कै विद्यार्थी परिषदकी अध्यक्ष सुचिता दे लगायत अन्य ४०-४५ युवा युवती पनि घाईते भए। यस सङ्घर्ष पछी प्रहरी बलले आईसा, आर.वाई एफका लगभग ६० कार्यकर्तालाई हिरासतमा लिए। तर पछी समर्थकहरूले आफ्नो नेता मुक्त नगरिएसम्म त्यो क्षेत्रबाट नहट्ने अड्डी लिएपछी प्रहरीले पक्रा गरेका सम्पूर्ण राष्ट्रिय नेतृत्व अनि युवा-विद्यार्थीलाई मुक्त गरिदिए। त्यसपछी जुलुस नारा अनि जनसंगित गाउँदै पुन जन्तर-मन्तरको सभास्थलमा आएर कार्यक्रमको औचित्य पुरा अनि सफल भएको घोसणासितै कार्यक्रमको अन्त गरियो।

ग्रकायुमोको दिल्ली धरना: प्रेष विज्ञप्ती

दिल्लीको जन्तर मन्तरमा क्रान्तिकारी मार्क्सवादी कम्युनिष्ट पार्टीको भात्रृ संघठन गणतान्त्रिक क्रान्तिकारी युवा मोर्चा अनि विद्यार्थी मोर्चाको संयुक्त आयोजनामा अलग राज्य गोर्खाल्याण्डको निम्ति धरना कार्यक्रम आयोजित गरियो। पहिलो दिनको यस धरनामा भाकपा (माले)-का पोलिट ब्युरो सदस्य कम. रामजी राय, सी.पी.आई.एम एल (लिबरेसन) केन्द्रिय समिति सदस्य का कम. प्रभात, एसी.सी.टी.यू का महा-सचिव कम. सपन मुखर्जी,क्रामाकपा दिल्ली साखाका संयोजक कम. उत्तम छेत्री, हरियाणा राज्य संयोजक किरण बी.के आदि उपस्थित रहेर सम्बोधन गरे। जनसाँस्कृतिक टोलीले जन-संगित प्रस्तुत गरेर धरना कार्यक्रमको शुरुवात गरियो। कार्यक्रममा अलग राज्य गोर्खाल्याण्डको सवालमा आफूहरूको पूर्ण साथ अनि सहानुभूति रहेको कुरालाई विश्व दलित परिषदका राष्ट्रिय सभापति श्री लालसिंह भुमेवालकर चमारद्वारा हस्ताक्षरित पत्रद्वारा व्यक्त गरे।
धरना कार्यक्रममा दिईएका वक्तब्यका मुख्य अंश:
१)अरूण घतानी,महासचिव ग्र.का.यु मो: भारतमा गोर्खाहरूको उपस्थिति अनि सङ्कटलाई सरकारले अनदेखा गरेर दार्जीलिङमा जी.टी.ए.सभा भनेर चिनिने जुन व्यवस्था लागु गरेको यसबाट सरकारको भारतभरिका गोर्खा जातिप्रतिको मनोभाव स्पष्ट हुन्छ। आज हामी सधैँजस्तै धरनाको निम्ति आएका छौँ तर सरकार अघि याचनाको झोली फैलाउन होइन। गोर्खाल्याण्ड हाम्रो संवैधानिक अधिकार हो यसलाई त हामी लिएरै छोडछौँ तर दार्जीलिङका जनताको राजनैतिक हक र अधिकारको सपनाको साटो पैसा र प्रलोभनमा फुस्लाउन खोज्ने सरकारको हास्यस्पद पहल हामीलाई स्वीकार्य छैन। अनि सरकारलाई यो जनाउनु छ कि गलत राजनैतिक पहलको परिणाम ठिक हुदैन। अबका दिनमा दार्जीलिङको जातीक पहिचानको सङ्घर्ष मरेर जाने होइन तर यसले अझ गत्तिलो रूपमा अघि बढ्नेछ। हामी सरकारलाई बताउन चाहन्छौँ कि अबको आन्दोलन सरकारले आफ्नो इच्छा र प्रयोजनमा अघि बढाउने सोच्नुसम्म पनि ठुलो गलती हुनेछ। जातीक आन्दोलनमा लागिपरेका सम्पूर्ण जातिमा एकता निर्माण गर्नु पर्ने विषयमा जोड दिदै उनले थप बताए: ’भारतवर्षमा आज जाति समस्या अनि सवालमा फँसेका सम्पूर्ण जाति-गोष्ठीहरू ठुला राष्ट्रिय राजनैतिक दलको आश्वासन अनि भोट राजनीतिको शिकार मात्र बनेको तथ्य लुकेको छैन अब भारतबर्षमा यी समग्र जातीक सङ्घर्षमा लागेका दल अनि समुहहरू सरकारको यस्तो उपहास अनि नौटंकीको विरोधमा खडा भएर सङ्घर्ष गर्नु पर्नेछ।’
२).कम. टीकाराम राई : गोर्खाहरूको राष्ट्रिय पहिचानको सम्वेदनशील सवाललाई राज्य अनि केन्द्र सरकारले विकासको मुद्दा बनाएर समस्या बुच्याउने जुन उपाय लिए त्यो खतरनाक छ यसले भविष्यमा दार्जिलिङमा अशान्ति अनि हिंसालाई फैलाएर जाने सम्भावना छ। जी.टी.ए.एस नामक व्यवस्थाबाट त्यहाँका जनता खुशी छैनन् अनि दार्जिलिङमा गणतान्त्रिक माहौलको अभावलाई केन्द्र सरकारले गम्भिरतापुर्वक लिउन।

४).रामजी रोय, भाकपा(माले) पोलिटब्युरो सदस्य : गोर्खाहरूले दीर्घ दिनदेखि उठाउदै आएको माग एक लोकतान्त्रिक अनि संवैधानिक माग हो। यो मागलाई राष्ट्रविरोधी वा अलगाववादी माग होइन अनि यदी यसलाई सरकारले त्यस्तै दृष्टिकोणले हेर्छन् भने देशमा गोर्खा रेजिमेन्ट नै स्थापित गरेर बसेको सरकार स्वयम अलगाववादी भनेर सिद्ध हुनेछन्। गोर्खाहरू सहित देशमा अलग राज्य तथा स्वायत्त राज्य आदिको माग उठाईरहेका जातीक संघर्षहरूलाई गम्भीरतासित लिएर सरकारले फेरी राज्य पुनर्गठन आयोग नै गठन गर्नु पर्छ भनेर पनि भाकपा(माले) माग उठाउद्छ।
५).किरण बी.के., क्रामाकपा हरियाणा शाखा संयोजक : उमेरले शताब्दी नाघीसकेको गोर्खा जनताको राजनैतिक आकांक्षाप्रति सरकारको रवैया सही छैन तर यही सिलसिला चलीरहे गोर्खा जाति जिवनमरणको पर्वाह नगरी संघर्षको मैदानमा होमीनेछन्। सरकारले जसरी एउटा समस्याको अर्कै समाधान दिएर जनतालाई दिग्भ्रमित गर्ने कोसिश गरेका छन् यसप्रकारको गलती अनि जनविरोधी कार्यको हामी बिरोध जनाउदछौँ अनि हाम्रो संघर्षलाई अझ जोड-तोडले बढाएर अघि लैजानेछौँ।
६).कार्यक्रमलाई सम्बोधन गर्दै ग्रकायूमो, उपाधक्ष्य, केन्द्रिय-समिति एन. खम्बुले भने : भारतवर्षमा गोर्खाहरू भुमिसितै आएका हुन् तर सन्१९५० साले भारत-नेपाल सन्धी का कतिपय बुँदाहरूको कारण भारतवर्षका मूल भारतीय गोर्खा जातिको उपस्थितिलाई शंका गरेर हेर्न छोडिएको छैन त्यसैले भारत-नेपाल सन्धिलाई पनि भारत सरकारले पुनर्मुल्याङ्कन गर्नु जरूरी छ। भारत वर्षका गोर्खा जातिको राजनैतिक पहिचान अनि अस्मिताको सवाललाई सरकारले यथोचित कदर गरेन भने यसबाट निकट भविस्यमा नयाँ समस्या खडा हुनु निश्चित छ।कार्यक्रममा गोर्खा जातिको राजनैतिक पहिचानको सङ्घर्षलाई हत्या गर्ने सरकारी षड्यन्त्रको विरोधमा एकजुटता अनि जागरुकतासित अघि बढ्ने कुरालाई ग्रकायुमो केन्द्रिय समिति सदस्य कम. राजेश प्रधानले बताए। कार्यक्रममा ग्रकाविमो सदस्य दिपेन खवास, ग्रकायुमो सदस्य विक्रम खवास, सुनिल छेत्री, अरूण छेत्री आदिले पनि सम्बोधन गरेका थिए भने धरना कार्यक्रमको सन्चालन कम. एस. चामलिङले गरेका थिए।

Rice to Sikkim halts

Gangtok, Aug. 7: Rice from Bengal has not gone to Sikkim for a week because truck drivers have refused to ply their vehicles if the Food Corporation Of India (FCI) does not relax their fines and the truck owners don’t raise their salary.

Yesterday, the FCI, its contractors and truckers were to meet at the food corporation’s office in New Jalpaiguri but the contractor of the FCI failed to turn up so the meeting did not take place.

“The contractor who was summoned to listen to the problems of the drivers and the truck owners did not turn up,” said Uttam Rai, the president of the drivers’ association.

Around 40 trucks from the FCI godown in New Jalpaiguri carry 40 quintals of rice each to two godowns of the FCI located in Sikkim everyday. One godown is at Rangpo and another is at Jorethang in South Sikkim.

The Janmukti Himalaya National Highway Drivers’ Association called the strike a week back demanding a hike in their pay and seeking an exemption for loss of rice of up to 50kg.

Some quantity of rice is lost on every trip a truck makes because of leaking sacks.

“We have to face the harassment of FCI officials who penalise us. For every kg of rice lost, the truck owner has to pay Rs 37 at the food godowns in Sikkim. The truck owners then deduct the same amount from our pay,” Rai said.

“The salary of the drivers on an average is Rs 3,500, not sufficient to run a family. We demand the truck owners to increase the salary up to Rs 9000” a truck driver said.

“We (truck owners) have decided to increase the salary of the driver to Rs 4,500,” said Madan Chhetri, the president of the Darjeeling Gorkha Hill Truck Owners’ Association.

“We have a buffer stock for one month in 27 godowns of the state,”said Jemima Pradhan, secretary of the food and civil supplies department.

वाहनहरुको हडताल जारी

7 अगस्त (कालेबुङ):- ट्रक मालिक अनि सरकारी राशन आपूर्ति गर्ने
ठेकेदारहरुले आफूहरुसँग अन्याय गरेको आरोप लगाउँदै सिक्किम राज्यमा
एफसीआईको राशन बोक्ने ट्रक चालकहरुले आज नौ दिन पनि वाहनहरुको हडताल जारी
राखेका छन।
जनमुक्ति हिमालयन राजमार्ग चालक संगठनको ब्यानरमा एफसीआईको राशन बोक्ने
ट्रकका चालकहरुले गत 29 जुलाईदेखि आफ्ना वाहनहरु ठप्प पारेका छन।
चालकहरुले आफ्नो पाँच सूत्रीय मागहरुबारे ट्रक मालिक र राशनका
ठेकेदारहरुले सहमति जनाएपछि मात्र वाहनहरुको चलाचल सुचारु गर्ने अडान
लिएका छन। संगठनलाई सिलगडीको 31ए राजमार्ग ट्रकचालक संगठनको पनि समार्थन
रहेको यस संगठनको भनाई छ। विशेष गरी सिलगढीबाट एफसीआईको राशन लिएर
सिक्किम लाने चालकहरुलाई राशनको मात्रा केही कम भएको खण्डमा बाहनका
मालिकहरुले उनीहरुको वेतनबाट पैसा काट्ने गरेको गुनासो छ। यसबारे ट्रकका
मालिकहरुमाथि दवाउ बनाउन चालकहरुले मालिकहरुको कार्यको प्रतिवाद जनाउँदै
वाहनहरुको चलाचल बन्द गरेको भए पनि राशनका ठेकेदारहरुले पनि मालिकबाट
यसरी नै पैसा काट्ने गरेको कुरा मालिकपक्षले स्पष्ट पारेपछि अहिले दुवै
पक्ष राशन आपूर्ति गर्ने ठेकेदारहरुको विरोधमा खडा भएको छ। चालकहरुले
प्रतिवादस्वरुप आफ्ना वाहनहरु टिस्टा पूल नजिक राजमार्गमा खडा गरेका छन।
यस मामिलामा चालकहरुको हितमा निर्णय नभैञ्जेल वाहनहरुको चलाचल ठप्प
राख्ने संगठनको भनाई छ। यसबाहेक राशन लोड गर्दा पनि ठेकेदारहरुको
वाहनहरुलाई प्राथमिकता दिएर पालो पर्खेर बस्ने चालकहरुले समस्या भोग्ने
परेको उनीहरुको भनाई छ। वाहनमा निर्धारित मापदण्डभन्दा धेर राशनबोक्ने
गरेको कुरामा पनि आपती जनाएका छन। आज चालकहरुले यस मामिलामा कालेबुङ
पुलिसलाई आपती जनाए पछि पुलिसले एफसीआईको राशन बोक्ने ट्रकहरुलाई ओभर
लोडको मामिलामा चलान गरी सिक्किम जान छोडि दिएको छ। यता चालकहरुले
आफूहरुसँग अन्याय भएको गुनासो पोखेका छन। राशनका ठेकेदार अनि ट्रक मालिक
दुवै पक्षबाट चालकहरु पिडीत बन्नु परिरहेको उनीहरुको दावी छ। चालक
संगठनका अध्यक्ष उत्तम राईले यस समस्याबारे प्रकाश पार्दै मामिलाको उचित
ढंगमा सम्झौता नभैञ्जेल ट्रकहरुको हडताल यथावत राख्ने बताएका छन। उनले
चालकहरुको उद्देश्य सिक्किमका जनतालाई दुःख दिन नरहेको तर बिषम
परिस्थितिको कारण चालकहरुले यो निर्णय लिन बाध्य हुनु परेको जनाएका छन।

Doc blamed for boy death

Darjeeling, Aug. 6: An orphanage in Darjeeling has filed a case of alleged negligence against a doctor of Darjeeling District Hospital, blaming him for the death of one of its boarders, a 15-year-old boy.

Anuja Ghalay, the in-charge of the Eric Wilkins Street Children Foundation, today filed an FIR at the Darjeeling Sadar police station saying Anish Thapa, an orphan at the foundation’s accommodation, died on August 5 because of the alleged negligence of S. Ghosh, the doctor who was treating him.

Anish was enrolled in a pre-vocational training course run by the foundation. “He was admitted to the hospital on July 26 after he complained of abdominal pain. The doctor asked us to get a blood culture done which showed that his haemoglobin count was low. A unit of blood was given to him on July 27,” Anuja said.

“We are now being told that a kidney profile should have been done. However, the doctor merely went about giving antibiotics and pain killers,” the foundation’s in-charge added. Anuja did not clarify which doctor told the foundation about the kidney test.

Anish underwent an ultrasonography on July 30 at a private diagnostic centre, as the radiologist of the Darjeeling hospital was on leave. Ghosh had apparently told the foundation to get the test done on the boy.

“We gave the doctor the report on July 30 but it was only on August 1 that he asked us to take the Anish to Siliguri for a CT scan and for better treatment. We took Anish to Siliguri on August 2. After the test, the doctors of a private diagnostic centre in Siliguri said he was suffering from a multi-organ disorder,” Anuja said.

“The condition of Anish soon deteriorated. We were advised to take him to the North Bengal Medical College Hospital but as it had no ventilator we took him to a private hospital and he was put on ventilator.” When his condition did not improve even after 48 hours, Anish was taken to the North Bengal Medical College Hospital on August 4. He died the next day around 7.30am.

Ghosh today said he had told the foundation to take the patient to Siliguri and so could not be accused of negligence. He said the foundation’s members did not act promptly.

The Darjeeling doctor said the attendant with Anish was hesitant to take the boy to Siliguri on July 31. “I again told them on August 1 that he was being referred to Siliguri but they took him to Siliguri only on August 2, after a delay of more than 24 hours,” Ghosh said.

Ghosh said the patient’s pulse rate was stable when he was sent to Siliguri. “While conducting a CT scan, a dye is often used and this at times could lead to dye toxicity. I think the condition of the patient deteriorated because of dye toxicity.” Calcutta-based critical care specialist Subrata Moitra said that sometimes such dyes cause allergies that can turn fatal.

Police have registered a case of negligence under Section 304 of the IPC. “We have asked the hospital to form a medical board to verify the allegation of negligence,” said L.T. Bhutia, the inspector in charge of the Darjeeling Sadar police station. Bhutia said the body has been sent for a post-mortem.(TT)

Sikkim molest & rape arrests

Gangtok, Aug. 5: Sikkim police yesterday arrested two men, one for allegedly raping a hearing-impaired woman, and the other for alleged molestation of a lady with the same disability.

The first complaint came from Melli where a villager was accused of sexually assaulting a 30-year-old hearing impaired woman on August 2.

The victim’s mother had lodged a complaint with Melli police which led to the arrest of Bhim Bahadur Chettri, 59. He has been booked under Section 376 of the IPC that deals with rape and is non-bailable.

The second case was registered at Pakyong police station against 73-year-old Man Prasad Dahal who allegedly molested a 30-year-old hearing-impaired woman on July 24. The accused is a pandit who had gone to the victim’s place on the pretext of pasting a Nag Panchami poster.

Dahal has been booked under Section 354 of the IPC that deals with outraging the modesty of a woman. He has got bail. Mahendra Gurung, police inspector, Pakyong subdivision said “the culprit from Pakyong incident has been granted bail today but the chargesheet would be filed in couple of days. IPC 354, outraging the modesty of a woman is a bailable offence.”

Subadhra Rai, chairperson of the state women commission, said the panel could act suo motu only if the incident is reported in the media. “Section 354 of the IPC is too weak. The accused can walk free.”
