Pass resolution on Gorkhaland in GTA: CPRM

With the Gorkha Janmukti Morcha reverting to the Gorkhaland Territorial Administration, the Communist Party of Revolutionary Marxists wants the party to immediately pass a resolution demanding Gorkhaland in the GTA Sabha and follow it by scrapping the administrative setup. 

CPRM president RB Rai today clarified his party’s stand on the GTA to the press at the party office in Kalimpong. Rai, who is also the vice president of the Gorkhaland Joint Action Committee, said, “The GTA Sabha should convene just for passing a resolution on Gorkhaland, thereafter it must be scrapped. The GJAC is backing the GJM’s move only because it has agreed to revive the GTA just for passing a resolution on Gorkhaland. The CPRM otherwise considers the setup an obstruction on the path to Gorkhaland.”

Rai said this is a big test for the GJM in showing its sincerity towards statehood demand. He said if the GJM diverts from the main issue and keeps holding on to the GTA, the joint action committee’s decision to allow the setup’s revival would be akin to reneging on the statehood cause.

Rai also hinted at the growing differences within the GJAC constituents saying the decision made by the joint platform must be accepted by all. He said the GJAC will continue to exist even if the GJM does not discard the GTA. “The CPRM will keep fighting for Gorkhaland even if we have to go alone,” Rai asserted.

CPRM spokesperson Govind Chettri said, “When Gorkhas across the nation are joining the statehood movement, the GJM sticking to the GTA would be deceiving the people.”

He added the CPRM intends to pursue the statehood demand through the GJAC, while the GTA can also serve as a good platform for the purpose.

GTA gets new chief executive in Binay Tamang

Putting an end to speculations, the Gorkha Janmukti Morcha today decided to re-join what it had earlier termed the “failed” Gorkhaland Territorial Administration, and elected party assistant secretary Binay Tamang, presently under detention, as the administrative setup’s new chief executive.

When asked if there was an underlying message to the state government with the decision to attend the meeting, GJM general secretary Roshan Giri said it is now the government’s turn to show sincerity.

“It is for the state government and the media to interpret our decision to join the GTA again. We did what we had to. But one thing is certain: we want the state government to show its sincerity,” said the GJM leader briefing media persons at the GJM office in Singamari.

Without elaborating, Giri said the reason for re-joining the GTA is also due to some pending works even as he stressed the movement for statehood would continue after October 20.

“We have only suspended our movement till the Dussera festival gets over. We will sit again and decide on programmes after October 20. However, all decisions pertaining to running the GTA or when to leave it will be taken by our party president,” according to the GJM general secretary.

GJM president Bimal Gurung resigned from the GTA chief executive post on July 30 but did not ask the elected members to follow suit. Instead, he said the setup would be scrapped at an appropriate time. He had also asked GTA members not to attend the September 4 meeting held to elect a chief executive unless all the arrested GJM activists were released unconditionally.

Before convening today for the second meeting to elect the chief executive at Gorkha Rangamanch Bhawan - the GTA Sabha secretariat – 34 sabhasads met the GJM president at the party office. They arrived at the meeting venue in a group with a note from the GJM chief endorsing Binay Tamang as the new chief and this was revealed during the meeting.

The session lasted for just a little more than half an hour and was conducted by GTA Sabha chairman Bhupendra Pradhan in the presence of his deputy Lobsang Yolmo and GTA principal secretary RD Meena.

“The House today took two resolutions. One, to elect Tamang as the new GTA chief executive, and secondly to demand the release of all arrested GJM leaders and activists. We have submitted the resolution to the principal secretary who will forward it to the state government,” informed the GTA chairman.

The choice of Tamang, the GTA member from Bloomfield constituency, was unanimously endorsed by all 34 members at the meeting.

Tamang was arrested on August 22 mainly for being involved in the torching of a forest guest house in Takdah and also has other cases slapped on him.

Principal secretary Meena said the one-point agenda of electing a new chief executive was discussed and successfully voted on. “All members voted in favour of Tamang for the chief executive’s post. We will request the Governor for a suitable date to conduct the oath taking ceremony,” he said.

In the wake of such a development, the Gorkhaland Joint Action Committee has decided to adopt a wait and watch stand. “The GJM has taken a resolution to scrap the GTA at an opportune time and we are of the belief the promise will be kept. We also feel this could be the Morcha’s ploy of some sort. We will observe the development and take a decision on Monday,” said GJAC spokesperson Enos Das Pradhan.

A meeting of the joint forum, of which the GJM is a constituent, is scheduled for September 30 to take stock of the situation.

GJM is deviating from main agenda of statehood: GRNM

Gorkhaland Rajya Nirman Morcha president Dawa Pahkrin today said the deviation of the Gorkha Janmukti Morcha from its main agenda of separate statehood will make it easier for the state government to suppress the movement.

Addressing a press conference at the party office, Pakhrin accused the GJM leadership of shelving the statehood issue and weighing the options of Union Territory status, the GTA or even a merger with Sikkim.

He said, “Recent talks with the centre have brought out a Union Territory status as a possible solution. If the GJM keeps looking for alternatives, the importance of statehood will cease to command any importance.”

Pakhrin said the GRNM plans to organise demonstrations in Delhi in December to take the issue of Gorkhaland forward. “We will start demonstrations from December 2 in New Delhi under the banner of the Federation of New States,” he said, adding the GRNM would organise Gorkhaland-centered programmes in the national capital.

The GRNM president also condemned the policy taken up by the state government to suppress the ongoing agitation and blamed it for creating unnecessary problems in the hills by deducting salaries of government employees.

He recalled the agitation launched by the Trinamool Congress against the erstwhile Left Front government pointing out the latter never deducted the salaries of TMC employees.

“The Left Front government did not cut salaries of statehood supporters here during the 1986 agitation. All government employees should submit a deputation to the government demanding it to withdraw the move,” said Pakhrin.

Further, the GRNM chief condemned the TMC-led state government of adopting a dictatorial attitude towards hill residents and urged for the immediate and unconditional release of all those under arrest.

CPI (M-L) backs demand for Gorkhaland

The CPI (M-L) New Democracy has assured full support to the statehood agitation being led by the Gorkha Janmukti Morcha, which it says is justified.

Addressing the media today after meeting GJM chief Bimal Gurung in Darjeeling, CPI (M-L) New Democracy state secretary Sujan Chakraborty said the demand for a Gorkhaland state is justified and constitutional. “We wholeheartedly support the GJM’s demand and will contribute towards it according to our capacity,” he added.

At the same time, Chakraborty clarified his party would not be able to support the cause in the hills due to absence of a base and financial constraints, but it would definitely do so in regions where the CPI (M-L)’s organisational strength is to be reckoned with.

CPI (M-L) state committee member Chandan Pramanik said the party condemns the arrests of GJM activists and leaders including Gorkhaland Territorial Administration sabhasads and demands their immediate and unconditional release. He said, “The state government, using its machinery, has violated human rights and is committing accesses in the hills. We condemn such atrocities on innocent people. We demand the release of all those arrested and recall of central forces immediately.”

Pramanik also cited some instances of the TMC-led state government’s highhandedness. “The state government has not withdrawn cases against people involved in the Singur, Jangal Mahal and Nandigram agitations. The cases are being used to silence agitators labeling them as criminals,” he said.

More than 1,500 activists have been arrested in the hills since July 29 on pending cases even though the GTA agreement states all cases against GJM activists and leaders are to be withdrawn barring those involving murder. All arrests that have been made so far are related to the first phase of the GJM’s agitation about three years ago.

Accusing the state government of adopting a divide and rule policy, Pramanik said the establishment under chief minister Mamata Banerjee is trying to give the peaceful movement here a separatist colour.

“Banerjee has a history of fanning a spark into an inferno to suit her political motives. She is using the same ploy to give the Gorkhaland agitation a separatist shape,” he asserted.

GJM participation in GTA meeting

The Chief Judicial Magistrate (CJM) court of Darjeeling today granted bail to a Gorkha Janmukti Morcha leader, but rejected the applications of three others, including that of Binay Tamang, the GJM assistant secretary.

Satish Pokhrel, the Gorkhaland Territorial Administration elected member from Relling in Kalimpong, had been arrested along with Tamang from the Darjeeling-Sikkim border last month on the charge of torching a forest guest house in Takdah.

“Four arrested GTA members had applied for bail today. However, the court granted bail only to Pokhrel on merit basis as no incriminating evidence was found against him. All four had applied for bail citing tomorrow’s GTA meeting,” informed Pankaj Prasad, the assistant public prosecutor.

The other two bail applicants were Mahendra Pradhan, GTA member from the Sonada-Pachyang constituency, and Kalyan Dewan from the Gidabling-Nimbong constituency.

However, only Tamang and Dewan appeared in person before the CJM court, while bail papers were produced by defence lawyers for Pokhrel and Pradhan.

Apart from the above four, other GTA members presently under detention are Prabha Chettri from the Mahanadi-Tindharia constituency, Anush Thapa from Tung-St Mary’s, Yogendra Rai from Kurseong Town Deorali 1, Anit Kumar Thapa from Kurseong-Giddeypahar and Neema Tamang from the Homes-Bhalukhop constituency. GTA member Ramesh Lama from Takling-Peshok constituency is out on bail.

Meanwhile, Pokhrel’s bail approval has given rise to speculation that the GJM could be attending Friday’s meeting to choose a new GTA chief executive. GJM president Bimal Gurung has declared all those arrested including GJM leaders should be released unconditionally if the sabhasads are to participate in the GTA meeting.

When asked for comments, GJM assistant secretary Jyoti Kumar Rai said, “All decisions pertaining to participation in the GTA meeting will be taken on Friday morning. On Pokhrel getting bail, we have nothing to say as it is a legal matter.”

Sources have also said the GJM leadership could have a change of heart and attend Friday’s meeting.

Public must stop supporting Morcha if GTA is revived: UGRF

The United Revolutionary Gorkha Front wants the common man to withdraw his support to the GJM as the party appears to be reverting to the GTA setup.

Talking to reporters today, UGRF leaders Ajay Dahal and Rudra Paudyal said even if the GJM leadership decides to continue running the GTA, the section within the party that is fully committed to the cause of a separate state must move on with the agitation.

UGRF president Dahal said the GTA is a good platform, but those in charge of it are completely selfish. “It would be incorrect to say the GTA is useless, but the mindset of those who are running it is important,” he said. “If the Morcha deceives the people again in the name development to fill its pockets, we will oppose it vehemently, but if the party uses the setup to strengthen the statehood cause, it would be most welcome.”

At the same time, Dahal pointed out that the GJM’s decision to continue with the GTA would go against the statehood demand. “The GJM’s decision to continue with the GTA would be against the aspiration for statehood. It would be almost impossible for the party to run the administrative setup and simultaneously continue with the demand for Gorkhaland.”

Continuing with the UGRF chief’s observations, Rudra Paudyal said, “The Gorkhaland agitation is in a problematic situation at present. The GTA is a state government-induced setup with the word ‘Gorkhaland’ included as a ploy to divert attention from the real issue of a Gorkhaland state. The state government will continue to play a major role in the GTA’s administration. Hence, if the GJM sticks with the GTA, the people must discard the party or break ranks and rise in revolt to take the statehood movement forward to its rightful conclusion.”

On being asked for comments about GJM chief Bimal Gurung hinting at starting a violent agitation after October 20, Paudyal said, “There is no such thing like a peaceful or violent struggle when it comes to the question of statehood. It is not as simple as buying vegetables with a list prepared in advance and things have to be decided in accordance to the prevailing situation.”

एक महीना लामो बन्द र राजनैतिक कार्यक्रमको अभ्यासपछि अन्ततः मोर्चा जीटीएतिरै फर्किने भएको छ। तर यसपालि जीटीएलाई एउटा अस्त्रको रुपमा प्रयोग गरी राज्यको प्रहारको कौशलगत सामना गर्न चहान्छ मोर्चा। आगामी 27 सेप्टेम्बरमा जीटीए प्रमुखको चयन गर्न डाकिएको  बैठकलाई केन्द्र गरी मोर्चाले ग्रहण गरेको ताजा लाइन यही हो। सोमबार दार्जीलिङमा सम्पन्न मोर्चाको शीर्ष समितिको बैठकमा पार्टी नेतृत्वले व्यापक छलफल गरी यही निस्कर्ष निकालेको विश्वस्त सूत्रले जनाएको छ। दार्जीलिङबाट विश्वस्त सूत्रले दिएको जानकारीअनुसार पार्टीको 27 तारिकको बैठकको बिहान मात्र नयाँ जीटीए चीफको नाम सार्वजनिक गर्ने भएको छ। सोमबार सिंहमारीस्थित पार्टी कार्यालयमा केन्द्रीय समिति सदस्य र सभासदहरूको बैठकले ‘केही समयको निम्ति’ जीटीएमा फर्किनु पर्ने कुरामा जोड दिएको थियो। सभासद र केन्द्रीय समिति सदस्यहरू गरी कूल 28 जनाको उपस्थिति रहेको यस महत्वपूर्ण बैठकमा मोर्चा अध्यक्ष बिमल गुरुङ अनुपस्थित रहेको सूत्रको भनाइ छ। बैठकमा सभासदहरू लोपसाङ लामा अनि रतन थापाको पनि  अनुपस्थिथि थियो। अहिलेको ताजा परिस्थितिमा जीटीएलाई तत्कालै छोड्न नहुने बैठकमा उपस्थित अधिकांश नेतृत्वको मत थियो। जीटीएलाई अहिले नै चटक्क छोड्नको साटो एउटा विशेष समयावधीसम्म सञ्चालन गरी रणनीतिपूर्ण तरिकाले छोड्दा बुद्धिमत्ता हुने कुराबारे बैठकमा निकै विमर्श गरिएको थियो। बैठकको निष्कर्षबारे पछि एउटा टोलीले मोर्चा प्रमुख बिमल गुरुङलाई पातलेबाँसमा भेटेर जानकारी गराएको सूत्रले जनाएको छ। सूत्रको भनाइअनुसार बैठकमा नयाँ जीटीएप्रमुखको नाममा भने मोहर लाग्न सकेन। ‘पार्टीले कसलाई जीटीए प्रमुखको पदभार दिन्छ भन्ने तय भएन। मोर्चा अध्यक्ष आफैले यसको निर्णय लिउन् भन्ने सबैको धारणा थियो’ स्रोतले बैठकमा भाग लिने एकजना नेतालाई उद्धृत गर्दै भनेको छ। सूत्रले मोर्चाद्वारा मनोनित सभासद बिर्खू भुसाललाई जीटीए सभासद बनाउन सकिने कुरालाई पनि खारेज गरेको छ। जीटीएकानूनमा मनोनित सदस्यलाई कार्यपालको पदमा बहाली गर्न सकिने प्रावधान नरहेका कारण तकनीकि दृष्टिले भुसालको नामको अनुमान सही नरहेको सूत्रले भनेको छ। यता, अहिले बन्दी अवस्थामा रहेका सभासदहरूलाई 27को बैठकमा भाग लिन जीटीएसभाले सूचना जारी गरेको छ। राज्य सरकारले बैठक अघि बन्दी सभासदहरूलाई पीआर बोण्डमा छोड्न सक्ने सम्भावना बढेको छ। अर्कोतिर, गोर्खाल्याण्ड जोइण्ट एक्शन कमिटिका घटक दलहरू क्रामाकपा अनि भागोपले मोर्चा जीटीए सञ्चालनको दिशामा अग्रसर भए यस दलको बैमानी र जनताप्रति विश्वासघात हुने प्रतिक्रिया व्यक्त गरेका छन। क्रामाकपा प्रवक्ता गोबिन्द छेत्रीले मोर्चालाई सत्ता र सहुलियतको लोभमा फस्न नहुने सल्लाह दिँदै भने, ‘जीटीएमा बसेर गोर्खाल्याण्ड आन्दोलन हुँदैन। यदि साच्चै मोर्चाले यस्तो निर्णय लिन्छ भने यो जनतासँग विश्वासघात हुनेछ। गोर्खाल्याण्डको निम्ति जनताले गरेको त्याग, समर्पण र संघर्षको हिसाब मोर्चाले दिनुपर्छ अनि उनीहरूले पनि जनताबाट यसको जवाफ पाउनेछन’ मोर्चा जीटीएमा फर्किएको अवस्थामा गोजोएकको स्थिति के हुनेछ भन्ने प्रश्नको उत्तरमा तिनले भने, ‘मोर्चा जीटीएको सत्ता सञ्चालनमा फर्किन्छ भने यो क्रामाकपालाई स्वीकार छैन। यस्तो परिस्थिति निर्माण भए हामी आफ्ना घटक दलहरूसँग बिमर्श गरी एउटा ठोस निर्णयमा पुग्नेछौं’

यता, भारतीय गोर्खा परिसघका राष्ट्रीय अध्यक्ष डा एनोसदास प्रधानले पनि मोर्चा जीटीए सञ्चालनमा जाने निर्णय लिएको घटनाले मुद्दाप्रति उनीहरूको इमानदारी र प्रतिबद्धता कति छ भन्ने कुरा प्रष्ट भएको प्रतिक्रिया जाहेर गरेका छन। तिनले जीटीएलाई अचल राख्ने मोर्चाको प्रतिश्रुतिको आधारमा गोजोएकलाई अस्तित्त्वमा ल्याइएको बताउँदै यसले मोर्चाको बैमानी प्रमाणित हुने टिप्पणी गरेका छन। ‘जीटीए चलाएर गोजोएकमा बसिरहनु हामीलाई स्वीकार छैन। जीटीए नचाहने जनताको चाहना र चापकै कारण यो मञ्च बनिएको हो।यदि उनीहरू फेरि जीटीएतर्फ उन्मुख हुन्छन भने उनीहरूको इमानदारी पनि प्रष्ट हुनेछ’ यद्यपि तिनले यस्तो परिस्थिति सृजना भएको अवस्था पनि गोजोएक विद्यमान रहने अनि यसले अलग राज्यको निम्ति काम गरिरहने दाबी गरेका छन। ‘यदि मोर्चाले  जीटीए चलाउने मन बनाएको छ भने उनीहरू स्वतः गोजोएक छोडेर गएको उचित हुनेछ। तर हामी रहल दलहरू यही मञ्चमा बसेर अलग राज्यको निम्ति काम जारी राख्नेछौं’ डा एनोसदास प्रधानले भने।

तेलङ्गना गठनको घोषणापछि निर्माण भएको नयाँ राजनैतिक परिस्थितिबीच गत 16 अगस्तका दिन गोर्खाल्याण्ड जोइण्ट एक्सन कमिटि अस्तित्वमा आएपछि यही मुद्दालाई अघि बढाउन भारतीय गोर्खा परिसङ्घको तत्परतामा गठित गोर्खाल्याण्ड टास्क फोर्स अप्रत्यासित ढंगले ओझेलमा परेको छ। गोटाफोको माउ संगठन भागोपलगायत सबै समावेशी दलहरू गोजोएकमा सामेल हुन पुगे पनि गोटाफोलाई आधिकारिक रुपले विघटन गरिएको छैन। मोर्चाले छुट्टै राज्यको आन्दोलनलाई शिथिल परेर जीटीए व्यवस्था जान अग्रसर भएपछि गोर्खाल्याण्डपन्थी दलहरूलाई एकबद्ध गरी अघि बढ्न भागोपले गोटाफो सूत्रपात गरेको थियो। भागोपले क्रामाकपा, गोर्खालीग अनि गोरानिमोलाई लिएर अलग राज्यको निम्ति साझा रुपले काम गर्न गोटाफो गठन गरेको थियो। तर जीटीएलाई असफल भन्दै गोर्खाल्याण्डको निम्ति सामुहिक नेतृत्वको अवधारणामा अघि बढ्न मोर्चाले सबै दलहरूलाई आग्रह गरेपछि गोटाफोका पदाधिकारीहरूलगायत  यसमा सामेल सबै दलहरू मोर्चासहितको गोर्खाल्याण्ड जोइण्ट एक्सन कमिटि गठन गर्न सहमत भएका थिए। तर गोजोएकमा सैद्धान्तिक विभेद चर्केपछि पहिले गोर्खालीग त्यसपछि गोरानिमो अनि गोराकंले क्रमिक रुपले यो साझा मञ्चबाट खुट्टा झिके। अहिले गोजोएकमा सक्रिय तवरले मोर्चा, क्रामाकपा अनि भागोपलाई देखिएको छ भने राष्ट्रीय कङ्ग्रेस अनि बीजेपीको पहाडे नेताहरूले पनि हैँसेमा होष्टे मिलाइ रहेका छन। यसबीच गोजोएकको तदर्थ समितिलाई स्थायी समितिको मर्यादा दिँदै यसका पदाधिकारीहरूमा व्यापक फेरबदल गरी अलग राज्यको निम्ति अझ दह्रोसँग काम गर्ने सङ्केत पनि दिएको थियो। तर यो समितिले तय गरेको अघिल्लो चरणको कार्यक्रमको मियाद पूरा नभइ मोर्चा अध्यक्ष बिमल गुरूङले आन्दोलनको नयाँ दशा र दिशाबारे विरोधाभासपूर्ण बयान जारी गरेपछि गोजोएकको अस्तित्व र स्थायीत्वबारे अचानक प्रश्न खडा भएको छ। आफै गोजोएकको अध्यक्ष रहेर पनि मोर्चा प्रमुख बिमल गुरुङले आउँदो दिनमा आन्दोलनको स्वरुप हिंसात्मक हुन सक्ने बयान जारी गरेपछि सामुहिक नेतृत्वको यो आवधारणा र पहल स्वभाविक रुपले अघि बढ्न सक्ला कि भन्ने संशयहरू देखा परेको छ। यस्तो अवस्थामा अहिले निष्क्रिय रुपले विद्यमान रहेको गोटाफोको  भूमिका र औचित्यप्रति राजनीतिसचेत मानिसहरूको चासो बढेको छ। गोटाफो आधिकारिक रुपले बिघटन नभएको स्थितिमा गोजोएक छोडी सकेका दलहरू गोर्खालीग अनि गोरानिमोले अब कुन प्रकारले गोर्खाल्याण्डको निम्ति काम गर्ने हुन् भन्ने सरोकारवालाहरूको चासो छ। तर गोटाफोका समावेशी दलका नेताहरूले भने यसबारे फरक मत जाहेर गरेका छन। गोटाफोको एउटा घटक दल गोरानिमो अध्यक्ष दावा पाखरिनले यस साझा मञ्चको ताजा स्थितिबारे आफू अनभिज्ञ रहेको मन्तव्य प्रकट गरेका छन। कारणवश गोजोएक असफल भएको स्थितिमा दलहरू फेरि गोटाफोमा फर्किन सक्ने अवस्था छ भन्ने स्वर्णभूमिको प्रश्नको उत्तरमा गोरानिमो अध्यक्ष दावा पाखरिनले भने, ‘अहिले नै खुलेर भन्न सक्ने परिस्थिति छैन तर गोटाफोमा फर्किने सम्भावना भने कमि देखिन्छ। ज्याकले यो आन्दोलनलाई लामो लैजान सकेन भने अरु विकल्प खोज्नैपर्छ। तर अहिलेको परिस्थितिमा ज्याकलाई मौका दिइ हेरौं भन्ने हाम्रो दलको सोँच छ” तिनले मोर्चा अध्यक्षको ताजा बयानले ज्याकको दिशा र कार्यक्रममा सामुहिकताको अभाव देखा परेको विचार पनि व्यक्त गरेका छन। ‘ज्याकले आफ्नो कार्यक्रमको समीक्षा र आन्दोलनको प्रभावको आङ्कलन गर्ने काम गरेको छैन’ पाखरिनले भने। तिनले भागोप राष्ट्रव्यापी कार्यक्रम गर्नको साटो ज्याककेन्द्रित बनेको टिप्पणी पनि गरेका छन। यता गोर्खालीग महासचिव प्रताप खातीले पनि गोटाफोका समावेशी दलहरू अर्को शिविरमा स्थानान्तर भएपछि यो साझा मञ्चको औचित्य नै विलिन हुन पुगेको मन्तव्य जाहेर गरेका छन। तिनले अब गोटाफोलाई गोजोएकको विकल्पको रुपमा हेर्न सकिने वातावरण समाप्त भएको दावी पनि गरेका छन। “अब गोटाफो नै चै हुँदैन। गोर्खालीग एकमात्र अडान परिवर्तन नगर्ने दल हो। अरु साथीहरू सुविधावादी राजनीति गर्छन्। साथीहरू कुरा फेर्छन्। दोहोरो नीति भएका साथीहरूसित मिलेर फेरि गोटाफोमा फर्किनु सारो छ। बरू हामीले मान्छे चिन्यौ, त्यो पो राम्रो भयो’ खातीले भने। अर्कोतिर, क्रामाकपा नेता जेबी राईले गोटाफो बिघटन नभएको तर निष्क्रिय रहेको बताउँदै अहिलेको परिस्थितिमा गोजोएकलाई नै मजबूत पार्दै अघि बढ्नु पर्ने कुराको पैरवी गरेका छन। राईले भने. ‘हामीबीच त्यस्तो मनोमालिन्य केही भएको छैन। ठूलो भूलबुझाइ पनि होइन। केही साथीहरू आफ्नो जिदमा अडेको कारण आफै ज्याक छोडेर गएका हुन तर छुट्टै राज्यको सवालमा उनीहरू कटिबद्ध नै छन। यसर्थ परिस्थितिवश गोटाफोमा फर्किन परे सारै गाह्रो होला भन्ने लाग्दैन’

यद्यपि क्रामाकपा उपाध्यक्ष राईले गोटाफोमा फर्किने कुराको साटो गोजोएकको सोँच र कार्यक्रमलाई शुद्धिकरण गर्दै अघि बढ्ने आफ्नो दलको प्राथमिकता रहेको विचार ब्यक्त गरेका छन। अहिले गोजोएकमा देखा परेको विरोधाभासलाई स्वाभाविक प्रक्रिया मान्दै तिनले भने, ‘हामीले यसको आचारसंहिता तयार पार्न नसकेको कारण समस्या देखा परेको हो। आउँदो बैठकमा यसको आचार संहिता निर्माण गरी त्यसलाई पालन गर्दै अघि बढ्ने छौं। आचारसंहिता बनिएपछि पछि दलहरूले आ आफ्नै पारामा काम गरी रहे हामीलाई पनि त्यहाँ बसीरहने कुनै औचित्य छैन’ यता, भागोपका राष्ट्रीय अध्यक्ष डा एनोसदास प्रधानले गोटाफोलाई गोखाल्याण्ड चहाने दल र संगठनहरूलाई एकसाथ लिएर अघि बढ्ने भागोपको अभियानको अङ्ग बताउँदै यसलाई किन विघटन गरिएन भन्ने स्पष्टसँग खुलाउन चाहेनन। यद्यपि, तिनले गोटाफो विद्यमान रहीरहे यसलाई विकल्प मञ्चको रुपमा हेर्न सकिने सम्भावना पनि कायम रहने बताएका छन। ‘अहिलेको परिस्थितिमा हाम्रो लक्ष्य भनेको गोजोएकलाई मजबूत बनाएर आन्दोलनलाई अघि बढाउने हो। किनभने यो नयाँ मञ्च दलहरूको इच्छाबाट नभएर जनताको चाहनाले जन्माएको हो। केही बाङ्गो टेडो कुराहरू देखा परेका छन जसलाई सुधारेर अघि बढ्न सकिन्छ’ डा प्रधानले भने। तिनले भागोप सम्भव भएसम्म ज्याकमै बसेर काम गर्ने पक्षमा रहेको बताउँदै गोजोएकमार्फत जनताको चाहनालाई सम्बोधन गर्न नसकिने परिस्थिति निर्माण भएको अवस्थामा गोटाफोलाई पुनः अघि बढाउन सकिने मत जाहेर गरेका छन।

पहाड़मा शान्ति कायम राख्न सरकारले कड़ा पदक्षेप लिनेछ - मन्त्री देव

दुइदिनको निम्ति कालेबुङ भ्रमणमा निस्केका उत्तर बंगाल विकास मन्त्रीले गौतम देवले 41 नम्बर गिटडाब्लीङ निम्बोङ स्मष्टीमा आफ्नो दलको समगठन विस्तार गर्नको साथ-साथै पहाड़मा चलिरहेको छुट्टै राज्य गोर्खाल्याण्ड आन्दोलनको कड़ारुपमा आलोचना गरेका छन्।

41 नम्बर स्मष्टिको निम्बोङमा सम्पन्न भएको तृणमूल कंग्रेसको आजको जनसभालाई सम्बोधन गर्दै मन्त्री देवले पहाड़मा राजनीति होइन तर विकास अनि शान्तिको आवश्यक्ता रहेको बताए। ‘म समतल अनि पहाड़ दुवै क्षेत्रमा बन्द चाहन्न’ तिनले भने ‘वामपन्थी दलहरुले सिलगढ़ीमा बन्द गर्ने प्रयास गर्दा मैले बन्दको विरोध गरेको छु’। मन्त्री देवले आज मोर्चा प्रमुख विमल गुरुङले आन्दोलन सम्बन्धी दिइरहेको बयानहरुको आलोचना गर्दै पहाड़मा भारत अनि पाकिस्तान बिचको लगाई झै अवस्था निमत्याउन नहुने बताए। तिनले भने दयी मोर्चा अध्ययक्ष गुरुङले पहाड़मा अशान्ति फैलाउँछ भने सरकारले पनि यहाँ शान्ति बहालीको निम्ति कड़ा पदक्षेप लिनेछ। उत्तर बंगाल विकास मन्त्री देवले आज सभामा उपस्थित आफ्नो समर्थकहरुलाई सम्बोधन गर्दै 2014 को लोकसभा चुनाउमा तृणमूलले करिब 35 प्रतिसत चौकी हत्याएर केन्द्रको सरकारमा अंशग्रहण गर्न सक्ने अनुमान लगाउँदै पहाड़बाट पनि आफ्नै दलको सांसद चुनाउमा जित हासिल हुने दावी गरेका छने। तिनी कालेबुङको यात्रामा  रहँदा विभिन्न क्षेत्रका मानिसहरुले भेट गरि आन्दोलनको कारण भोगीरहेको समस्याहरु बारे अवगत गराएको अनि पहाड़ बन्द रहँदा जनसाङरणले व्यापक समस्याहरु भोग्नु परेको कुराहरु पनि आफू कहाँ आएको बताएका छन्। मन्त्रीले आज पहाड़मा चलिरहेको छुट्टै राज्यको आन्दोलन बारे टिप्पणी गर्दै यहाँ कासमिरको झै खतरनाक अवस्था उत्पन्न भइरहेको बताए। राजनीति गर्ने अधिकार संविधानमा छ तर पहाड़मा विमल गुरुङले संगठन विस्तार गर्न दिँदैन, तृणमूल कंग्रेसमा सामेलहुनेहरुलाई मोर्चाले कुटपिट गर्ने काम गर्छ, भन्दै तिनले मोर्चा विरुध आरोप लगाएका छन्। ‘यहाँ म राजनीति गर्न आएको होइन’ तिनले भने ‘पहाड़वासीलाई मानसिक पतड़ार्नबाट छुटकार दिन म पहाड़ आएको छु, आजसम्म 70 चोटी भन्दा धेर मेरो पहाड़ भ्रमण भइसकेको छ’। आन्दोलनको कारण पहाड़वासी समस्यामा परिरहेको दावी गर्दै तिनले अब पहाड़मा विमल गुरुङको तालिवानी फर्मान नचल्ने बताए। जीटीएको गठन पछि सरकारले पहाड़ विकासको निम्ति धेरैवटा योजनाहरु पारित गरिसकेको बताउँदै मोर्चाको आन्दोलनको कारण नै विकास कार्यमा बाधा भइरहेको आरोप लगाएका छन्। तिनले भने यस भन्द अघि उत्तर बंगाल विकास विभागबाट पहाड़मा कुनै प्रकारको विकास कोशहरु प्रदान गरिन्दैन थियो तर तृणमूल सरकारले पहाड़ विकासको निम्ति कड़ौरको योजनाहरु उत्त्र बंगाल विकास विभागबाट पारित गरिरहेको छ। पहाड़मा चलिरहेको छुट्टै राज्य गोर्खाल्याण्ड आन्दोलनको कारण पारित भइसकेको योजनाहरु पनि कार्यरुपमा आउन नस्केको तिनको भनाइ छ। तिनले आन्दोलन अवधि पहाड़मा सरकारी भवनहरु जलाएको काण्डलाई केन्द्र गर्दै यसले पहाड़को अर्थीक अनि सामाजिक विकासमा बाधा हुने बताए। ‘मुख्यमन्त्री आउँछन् अनि जान्छन तर आन्दोलनको कारण सरकारी सम्पतीहरु नष्ट गरिनाले यहाकै सामाजिक अनि आर्थीक अवस्थमा नकारात्मक प्रभाव पर्छ’ तिनले भने ‘बन विभागको कार्यलय अनि भवनहरु जलाउनले हाल यहाँको पर्यटन उद्योगमा प्रभाव परिरहेको छ’। तिनले आजको जनसभाबाट सम्बोधन गर्दै पहाड़ अनि समतल माझ तालमेल राखेर विकास कार्यहरु अघि बढ़ाउनु पर्ने अपिल गरेका छन्। पहाड़को विकासको निम्ति नै आगमी वर्षदेखि सिलगढ़ीमा राज्य सचिवलय सञ्चालन हुने आसवशन दिएका छन्। ‘1 जनवरी 2014को दिन सिलगढ़ीमा राज्य यचिवलाय उदघाटन हुने छ’ तिनले भने। आन्दोलनको कारण पहाड़को शिक्षा व्यवस्थामा नकारात्मक प्रभाव परेको बताउँदै तिनले भने व्यक्ति स्वर्थको निम्ति विद्यार्थीहरुलाई राजनीतिमा समावेश गर्न हुँदैन। अन्तमा तिनले पहाड़को आर्थीक, सामाजिक अनि बेरोजगार समस्यामा सुधार ल्याउन सरकारले सकारात्मक पहल गर्ने दावी गरेका छन्। 41 नम्बर स्मष्टिमा तृणमूलको सांगठनिक विस्तार गर्न शक्रबार नै मन्त्री गोतम देव कालेबुङ आइपुगेका थिए। कफेरको एउटा लजमा रात विताए पछि मन्त्री देवले निम्बोङसम्मको कच्चा सड़कको यात्र पुरा गर्दै आजको जनसभामा भाग लिएका थिए। सभालाई सम्बोधन गर्दै तिनले गिटडाव्लीङ निम्बोङ स्मष्टि अन्तगर्त रहेको कच्चा सड़कहरु अनि पिउने पानीको निम्ति उत्तर बंगाल विकास विभागबाट योजनाहरु पारित गर्ने बचन दिएका छन्। बाग्राकोटको मार्ग पक्रेर तिनी आज नै समतल झरेका छन्।

विकास अनि शान्ति खोज्दै मोर्चा समर्थकहरु तृणमूलमा सामेल

कालेबुङ महकुमा अन्तगर्त पर्ने 41 गिटडाव्लीङ निम्बोङ स्मष्टिका लगभग दर्जनौ गाँऊका मोर्चा समर्थकहरु आज तृममूल कंग्रेसमा साले भएका छन्। स्मष्टिका तृणमूल कंग्रेस नेता छिरिङ शेर्पाले आज निम्बोङ सर्वजनिक भवनमा एउटा जनसभाको आयोजना गरि क्षेत्रमा मोर्चा समर्थकहरुलाई आफ्नो दलमा सामेल गराएका छन्। उक्त क्षेत्रका मोर्चा समर्थकहरुलाई तृणमूलमा सामेल गराउन आज उत्तर बंगाल विकास मन्त्री गौतम देव नै निम्बोङ आइपुगेका थिए। तृणमूल नेता ब्रुनौ लेप्चाको अध्यक्षतामा सम्पन्न भएको तृणमूल कंग्रेसको आजको जनसभामा दलका शिर्ष नेताहरु कृष्णा पाल, बिनी शर्मा लगायत पहाड़का तृणमूल नेताहरु राजेन मुखिया, केएन सुब्बा, एनबी खवास, छेवाङ भोटीया आदि उपस्थित थिए। उक्त स्मष्टि अन्तगर्त पर्ने लङ्गरुप, यलबोङ, बरबोट, निम्बोङ, दलपचंद, गिटडाब्लीङ, पाबरिङ, समथार लगायत 42 नम्बर स्मष्टि अन्तगर्त पर्ने गैरीबाँस अनि गोङ्नु क्षेत्रहरुबाट पनि आज मोर्चा समर्थकहरु दलत्यागी तृणमूल कंग्रेसमा सामेल भएका छन्। निम्बोङको जर्वजनिक भवनमा आज सम्पन्न भएको जनसभामा मन्त्री देवले आफ्नो दलमा सामेलहुनेहरुलाई दलको झण्डा प्रदान गरेका थिए। समर्थकहरुलाई झण्ड प्रदान गर्ने क्रम पछि स्मष्टिका तृणमूल नेता छिरिङ शेर्पाले सभालाई सम्बोधन गर्दै तृणमूल कंग्रेस मार्फत आफ्नो क्षेत्रमा विसाक कार्य शुरु गर्ने बचन दिएका छन्। तिनले आफ्नो सम्बोधनमा मोर्चा अनि यस दलका नेताहरुको पनि आलोचना गरेका छन्। ‘पाँच वर्षसम्म मेरो घर’ तोड़यो तिनले मोर्चाको राजनीतिक नीतिको आलोचना गर्दै भने ‘यो कस्तो गान्धीवादी आन्दोलन जनता संग-संगै मैले पनि दुख पाएको छु’। पाँच वर्षपछि आज फेरि आफु गाँऊको नजिक आएको बताउँदै तिनले मोर्चाको राजनीतिक यात्राले आफ्नो क्षेत्रको नैतिक आचरणसम्मेत बिगारेको आरोप लगाए। ‘ठूलोहरुलाई नमस्कार गर्नसमेत छोड़ेछ साह्रै दुख लाग्यो’ तिनले भने। शेर्पाले आजको जनसभाबाट मोर्चाले सयदिने रोजगारमा व्यापक घोटला गरेको आरोप लगाएका छन्। यो जीटीए भन्ने बढ़ा मजाको रहेछ, पोस्टमास्टरहरुलाई फाइदा भएको छ, जब कार्डले जनतालाई होइन नेताहरुलाई रोजगार दिएको छ तिनले भने। सरकारबाट प्राप्त हुने साहुलियत अनि अधिकारहरु जनतासम्म पुग्नु पर्ने तिनले बताए। तिनले आजको जनसभा अबधि नै मन्त्री देवलाई क्षेत्रवासीको निम्ति पिउने पानी अनि बन विभागको अधिनस्थ रहेको रड़कहरु निर्माण गरिनु पर्ने मांग गर्दै ज्ञ्यापन पत्रहरु पेस गरेका छन्। तिनले मोर्चा अध्यक्ष विमल गुरुङको बयानको आलोचना गर्दै भने ‘खुनको खोलाको के कुरा निधारमा गोली खानेको पनि देखेको छु’। तृणमूल नेता शेर्पाले छुट्टै राज्य गोर्खाल्याण्ड निम्ति पहाड़मा चलिरहेको आन्दोलनको वास्ता नगरि पहाड़मा हाल विकास अनि शान्तिको आवश्यक्ता रहेको दावी गरेका छन्। निम्बोङमा आज सम्पन्न भएको जनसभालाई तृक नेताहरु छेवाङ भोटीया, राजेन मुखिया, शारदा सुब्बा, मनोज देवान आदिले पनि सम्बोधन गरेका थिए। आफ्नो सम्बोधनमा नेता राजेन मुखियाले हाल समस्यामा परिरहेका सरकारी कर्मचारीहरुलाई आफुकहाँ आएर सम्पर्क गरिदिने अनुरोध गरेका छन्। आजको जनसभा अवधि नै क्षेत्रवासीको पक्षमा विभिन्न संस्थाका प्रतिनिधिहरुले गाँऊ विकासको मुद्दाहरुलिएर मन्त्री देवलाई धेरैवटा ज्ञ्यापन पत्रहरु पनि पेस गरेका छन्। मन्त्री देवले आफ्नो अधिकार अनुरुप क्षेत्रको विकासको निम्ति ती मुद्दाहरुबारे सकारात्मक पहल शुरु गर्ने बचन दिएका छन्। आजको जनसभामा स्मष्टिका विभिन्न गाँऊहरुबाट लगभग ढेड़यस मानिसहरु उपस्थित बनेका थिए।

Education imperative for statehood: Mahendra P Lama

Noted academician Mahendra P Lama today held an interactive session at the Mangal Maity Bhawan in Darjeeling More where he stressed on the need for education.

“If students in the hills are forced to lead the agitation for a separate state, who will become IAS and IPS officers?” he wondered. “Future generations of Gorkhas need to be highly educated to achieve this goal, and this is very important.”

Lama was directing his words towards GJM chief Bimal Gurung who has called on students to lead the statehood agitation. He said a Gorkhaland would not be achieved even in 40 years’ time if students are involved in politics and agitations, adding they should first be highly educated so as to be able to make crucial decisions for the entire community.

The academician pointed out the fact that there are only a handful of IAS and IPS officers from the Gorkha community and their numbers should increase. He also slammed Darjeeling MP Jashwant Singh for keeping mum when Trinamool MPs caused a furore against the statehood demand in Parliament last month and that the legislator should have undertaken a hunger strike during the shutdown in Darjeeling.

According to Lama, the Gorkhaland movement now stands at a juncture where the leaders are still blindly searching for the right path.

“We should have learned from the agitation of 1986 and accordingly made plans to achieve our goal,” he said. “We lack a proper strategy to fight for a separate state. We should also involve people from the Bengali, Bihari, Adivasi and other communities and at the same time understand their sentiments as also impress upon them as to why they should support the statehood demand. We cannot fight just for the identity of the Gorkhas as statehood cannot be achieved on that basis alone.”

Several people from the hills and the Terai-Dooars region had gathered to hear Lama speak today and they unanimously agreed to support his candidature for the Lok Sabha seat from Darjeeling in next year’s general election.

‘Janta’ posters surface in Kalimpong again

Posters signed by the ‘Janta’ vilifying the Gorkha Janmukti Morcha leadership have again surfaced in the town’s main road and super market areas taking readers by surprise.

They have raised questions on the present activities of GJM chief Bimal Gurung and condemned his dictatorial attitude. The writings also warn people against following Gurung blindly as doing so would show they lack self respect and fear him.

The GJM chief’s call to employees to sacrifice their salary for three months has been ridiculed with the ‘Janta’ wondering how people would lead normal lives if Gurung’s diktats were to be followed.

The administration seems to be clueless about the source of the ‘Janta’ posters that crop up time and again across the hills. It may be noted that similar posters targeting the GJM leadership had surfaced in Kalimpong right after chief minister Mamata Banerjee’s visit here last month.

Again, North Bengal Development minister Gautam Deb was in town on Friday and another of those ‘Janta’ posters have surfaced. Interestingly, the handwriting in the latest posters is identical to the earlier ones, say observers. (EOIC)

Tshibo-Tashiding GJM leader Subba produced before court

GJM leader Vikki Subba from Tshibo-Tashiding who was arrested on Friday evening for on the charge of burning a car on August 27, was today presented before the Kalimpong ACJM court. Subba, the GJM president of No. 33 constituency, was denied bail on account of several non-bailable charges slapped against him by the Kalimpong police.

He is suspected to have engaged in arson, especially involving a Nano car with registration number WB 74 W 6285, which was on its way to Siliguri from Pedong. According to the car owner, a group of masked men had forced the passengers out and burned down the car. The police have booked Subba under Sections 147/148/149/435/427 of the IPC and Section 25 (1) A/ 27 of the Arms Act. Four other suspects in the case are already behind bars.

GJAC’s cultural movement completes Day 9

The agitation in demand of statehood by way of showcasing cultural uniqueness of the residents of the hills that was launched by the GJAC on September 13 completed its ninth day today. As part of the month-long strategy, demonstrators dressed in traditional attire gathered outside the municipality office and submitted deputations demanding the release of the arrested GJM cadres and a political solution to the Gorkhaland demand.

The day’s programmes were initiated by Ward No. 40 with GTA sabhashad Dawa Lepcha, including leaders such as Palden Bhutia, Tikaram Sharma and Kalawati Acharya, leading the rally and demonstration.

GTA sabhashad Dawa Lepcha and others addressed the gathering at the Ramakrishna Rangamancha demanding the unconditional release of the arrested people and condemning the repressive measures of the state government to crush the statehood movement.
