पहाड़को प्रथमिक पाठशालाहरु एका एक बन्द हुनुमा सरकार पक्ष दोषी छ कि शिक्षक-शिक्षिकाहरुको लापारवाही? किन दार्जीलिङ पहाड़को शैक्षिक स्तर दिनोदिन खस्किन्दै गइरहेको छ? प्रथमिक शिक्षा बाल-बालिकाहरुको निम्ति महत्तवपूर्ण हुँदा-हुँदै पनि किन आजसम्म पहाड़को शिक्षा व्यवस्थामा सुधार आउन सकिरहेको छैन?

राजनीति गर्दिनँ भन्नु पनि अर्को राजनीति होः हर्कबहादुर छेत्री

मेरो अधिकारक्षेत्रभित्र पाँच बर्षको लागि जनताको हितको काम गर् भनेर मलाई भोट हालेको हो नि। मलाई थाहा छ यसले जनताको धेरै हित हुन्छ। यसले जनताको हितसँगै पार्टीको पनि हित हुन्छ, आन्दोलनलाई पनि सहयोग पुर्‍याउँछ भनेपछि एकदम निसंकोच भनेर अघि बढ्न सक्छु म। म त्यही काम गर्दैछु।

साहित्य अनि सर्जकलाई माया गर्ने घिसिङ

80 को दशकमा देशभरिका गोर्खाहरूलाई जातित्वको भावना उत्पन्न गराउने प्रथम नेता सुवास घिसिङको निधनले अहिले घड़ी सम्पूर्ण दार्जीलिङ पहाड़ नै स्तब्ध बनेको छ। गोर्खाहरूका हित अनि अस्तित्वका निम्ति छुट्टै राज्यको बहस लिएर सुवास धिसिङले त्यसताक पहाड़का प्रत्येक गाँऊहरूको भ्रमण गरेका थिए। 22 जुन 1936 सालमा मिरिकको मञ्जु चियाबगानमा जन्म लिएरका सुवास घिसिङले आफ्नो तर्क राख्न एकलै जनसभा गर्थे। घिसिङले सम्पूर्ण गोर्खाहरूलाई एकै शुत्रमा बाँध्न "गोर्खाल्याण्ड" शब्दको जन्म गरेका थिए।

निराश छन् विधायक डा. छेत्री

Gurung to take GTA Chief Executive office on Dec 26

The Janmukti Morcha chief Bimal Gurung, is set to take office as the chief executive of Gorkha Territorial Administration following his meeting with Chief Minister Mamta Banerjee in Kolkata today. Gurung, who had resigned from the Gorkhaland Territorial Administration (GTA) in July in the wake of the renewed statehood agitation, will take oath of office at Raj Bhavan on December 26.
"We had a very good discussion. The Chief Minister has requested me to come back as GTA chief. GTA is my dream and it is also the dream of the CM," Gurung was quoted as saying after the meeting at the state secretariat. This was the first meeting between the two leaders since her visit to Darjeeling for the Uttarbanga Utsav in January this year.
On December 16 the GTA Sabhasads had passed a unanimous resolution to bring back Gurung as the organisation’s chief. Gurung had refrained on commenting on taking the GTA chief position before leaving for Kolkata saying he will take the decision after the meeting with the CM.
On relations between the GJM and the state government following the agitations in June and subsequent resignation by Gurung, he said, "In a family there is a mother, a sister and other children. Problems crop up, but are sorted out. The problems can be resolved through discussions and you (the media) please should not create a hindrance."
Gurung further said, "We are now concentrating how to make the GTA more effective and the Gorkhaland issue was not a point of discussion at today's meeting."
The GJM delegation also held a separate 45-minute meeting with Finance Minister Amit Mitra and Chief Secretary Sanjay Mitra on development and other issues.

कालेबुङ – समालोचना लेख्न लरतरो कुरो होइन यसका लागि अध्ययनको आवश्यकता पर्दछ। तर आजभोलि प्रशंसा गरेर लेख्ने काम नै समालोचनाको नाममा धेर भइरहेको छ जो स्वस्थ समाजको लागि हानिकारक हो अनि लेखक वा सर्जकहरू पनि समालोचकहरूले गरेको प्रशंसामा मक्खै पर्ने गरेको पाइन्छ। सर्जकहरूले नकारात्मक समालोचनालाई स्वागत जनाउनुपर्छ तब मात्र आफ्नो उत्तरवर्ती लेखन अझ मौलाएर जानेछ। सर्जकहरू अतिप्रशंसादेखि जोग्गिनुपर्छ।

Bolt from blue: Malda DM Jayaraman laughs at Kumar remark

Malda, Dec. 2: Malda district magistrate G. Kiran Kumar today said his arrest on Saturday in connection with the alleged funds misuse in the Siliguri Jalpaiguri Development Authority was like a “bolt from the blue”.
“I had never imagined I would be arrested. I had gone to Siliguri to co-operate with the police. It was around 3.30pm on Saturday that Siliguri police commissioner K. Jayaraman suddenly told me that I was being arrested. Jayaraman said he had no other option but to arrest me because outside the office, the DYFI was demonstrating,” Kumar said.
“At first, I thought the police commissioner was joking. However, around 4pm, I was told that I was being taken to court to be produced as I was being arrested. It was like a bolt from the blue,” Kumar said. “I cannot fathom why I was arrested. I was not trying to run.”
In Calcutta, when Jayaraman, now on compulsory waiting, was asked about the district magistrate’s comment on his arrest, he laughed and refused to say anything.
The officer was at Nabanna to meet senior government officials.
District magistrate Kumar, who was granted bail by the assistant chief judicial magistrate’s court in Siliguri on Sunday, arrived at his residence in Malda around 3.30am last night. He left in a car at 5am for Calcutta with his wife and daughter.
He has proceeded on a 15-day leave and is scheduled to go to Hyderabad, Andhra Pradesh, from where he hails. Additional district magistrate Nilkamal Biswas has taken charge as the acting district magistrate.

Kumar said he had gone to the Siliguri police commissionerate on Saturday to “cooperate with the investigations” in the SJDA case.
The district magistrate said the past two days had been a harrowing experience for him.
“I would be unable to talk at length. The past two days’ experience has made me ill. I had applied for leave and it has been sanctioned for 15 days. I am going home to Hyderabad. I have not gone home for the past six months,” Kumar said.
Kumar was the SJDA chief executive officer from 2011 to 2013 when funds to the tune of Rs 80 crore were allegedly misused.
The court on Saturday remanded him in four days’ police custody against the police’s plea for a 10-day remand. But on Sunday, the police said he was not required in custody.
The 38-year-old IAS officer said reports that he had misbehaved with investigators were incorrect.
“There have been some media reports that I had challenged the police commissioner. That is totally untrue. I had asked the police officers in a light-hearted manner if my arrest was absolutely necessary. I had asked the police commissioner was it necessary to arrest me just because the DYFI was baying for my blood outside? Was I not co-operating?” Kumar said.
He added: “I had answered every call and visited Siliguri. I had even co-operated with the policemen who came to question me in Malda. The police commissioner did not answer these questions and dispatched me to court in a police vehicle.”

Rs 2 lakh grant for spouse of disabled - One-time grant by Sikkim govt

Gangtok, Dec. 2: Sikkim chief minister Pawan Chamling today announced a one-time government grant of Rs 2 lakh to those who marry a physically-challenged person in the state.
Sources in the state social welfare department said the modalities of the scheme are yet to be worked out.
“I today announce a one-time grant of Rs 2 lakh for those who will willingly marry a physically-challenged person. The work on this will commence soon and will be implemented in the state…. The physically challenged persons have an equal right to live a dignified life like other normal people,” Chamling told a workshop on disabilities at the auditorium of Tashi Namgyal Academy here today.
The event today was organised by two NGOs working for disabled people — the National Trust of India and the Spastic Society of Sikkim — a day before the International Day of People with Disability.
Asked about the criteria one had to fulfil to avail himself or herself of the grant, a senior government official said: “The chief minister made the announcement today and the work on finalising the scheme will start soon. It would be too early to comment. The physically-challenged people enjoy other benefits also under different welfare schemes of the state government.”
Draupadi Ghimirey, the founder of Sikkim Viklang Sahitya Samity in Gangtok, said the step would ensure financial security for the people with physical disabilities.
“This is one of the unique steps of the state government to encourage the disabled people. The couple can live a healthy and happy life and can have a secured future,” she said.
The chief minister announced a hike of 25 per cent in the annual government grants given to social organisations, which work for the welfare and betterment of the physically-challenged children.
Chamling also said there would be an increase of 25 per cent in scholarships given to disabled students.
The sources said at present, the government doled out a monthly grant of Rs 700 for each disabled student.
“The state has also decided to build special ramps for disabled people in all government offices and buildings. We have already reserved three per cent of government jobs for the physically challenged people,” said Chamling.

Tourist dies after falling from hotel window

Darjeeling, Dec. 2: A tourist staying at a Chowrastha hotel fell off a grille-less window of his room while admiring the view last evening and landed on an iron gate with spikes that pierced his head, killing him on the spot.
Sobhan Goswami, a 43-year-old businessman from Bharat Nagar in Siliguri, is suspected to have fallen on the tin roof of a structure before hitting the iron gate on the boundary wall of a plot adjacent to the hotel.
Sobhan arrived here yesterday along with his brother-in-law Susapan Adhikary for a day-long trip.
“We had thought of leaving Darjeeling around 5pm yesterday but then my brother-in-law (Sobhan) decided to stay back for the night,” said Adhikary, also from Siliguri.
The duo checked in at Hotel Chalet in Chowrastha around 1.30pm and the room rent was Rs 700 for a night, hotel sources said.


“In the evening, we took a stroll around Chowrastha and returned to the hotel around 8.30pm. I was in my bed when he (Sobhan) called me to tell me that the view from our room was stunning. I got up from the bed to see the landscape. I had only taken two steps towards the window when I saw him losing balance and he fell off the window,” Adhikary said.
All nine rooms in the hotel have large bay windows without any grille.
The hotel is located on the top floor of a building that has a bookstore on the ground floor. From Chowrastha, two rooms on the first floor of the hotel can be seen.
On the northern side, the hotel has three floors. A two-storeyed structure with a tin roof was attached to the hotel building later.

Sources said Sobhan fell from a height of around 50ft.
A dent on the attached structure’s tin roof below the window suggests that Sobhan fell on it, bounced off and landed on the iron gate with spikes.
Police sources said Sobhan was drunk.
“It seems that the deceased had brandy during the day. We have found a bottle of brandy in the hotel room that was almost empty. According to our initial investigation, his brother-in-law was not drinking,” said a police officer.
The police have seized the bottle and a case of unnatural death has been registered.
“Had there been a grille, nothing would have happened. The hotel needs to put it up for the safety of people,” Adhikary said.
The hotel employees said they would put grilles in the windows immediately. “The hotel, which has been functional since the 1980s, has never reported such an accident,” said an employee.
Only two were occupied yesterday.
“The deceased person was very friendly and it seemed that he enjoyed the band performances at Chowrastha,” he added. Local bands performed at Chowrastha yesterday afternoon on World AIDS Day.

Now, Bhutia community ups ante for development board

After the Lepcha community of the Darjeeling hills got a development council, the Tamangs and Bhutias have tabled demands for similar setups for safeguarding and developing their respective communities. The recently-formed Bharatiya Bhutia Association, claiming the Bhutias and Lepchas as the original inhabitants of the Darjeeling hills, today submitted an eight-point deputation to Kalimpong SDO Radhika Aiyer under the stewardship of association president Dr. Dhendup Bhutia and secretary Dr. Latshering Bhutia.
The Bhutias’ deputation states the community has remained socially, linguistically and culturally deprived even after 65 years of independence. Community leaders claimed they have met state government officials several times demanding a development board for the community.
They expressed dissatisfaction with the state government for ignoring the Bhutias while creating the LDC for the Lepchas. Speaking to media personnel today, Dhendup Bhutia said, “Lepchas and Bhutias are the original inhabitants of the Darjeeling hills. How can the Bhutias be left out while the Lepchas get their LDC? There are more than 2 lakh Bhutias in Darjeeling and we have met the prime minister and President with our demand. We have already talked with CM Mamata Banerjee and North Bengal Development minister Gautam Deb and are awaiting their response.”

Brothers commit murder in Kalimpong

Sakyong Gram Panchayat resident Nima Temba Bhutia (50) was on Sunday murdered allegedly by Ajay Tamang (23) and Ranjan Tamang (23), residents of the same area, who have claimed Bhutia had eloped with their mother and married her.
The incident took place around 6pm on Sunday evening when Bhutia was returning home. He was critically wounded and died as he was being taken to North Bengal Medical College and Hospital.
The police have said the duo has confessed to Bhutia’s killing. They were today presented before the ACJM court and sentenced to 14 days judicial custody after being booked under Section 304 of the Indian Penal Code. The police have recovered the murder weapon, a bamboo stick.

Lama vows to undertake statehood odyssey if elected

Noted academician Mahendra P Lama, a consensual candidate from Darjeeling constituency for the 2014 general elections, today kick-started his campaign with the promise of striving towards achieving statehood if the people send him to Parliament.
Without naming any political parties, the former Sikkim University vice-chancellor said the demand for a separate state has not been taken up in earnest even as he vowed to make every possible effort towards fulfilling the more than 100 years old aspiration of the hills if he gets elected MP.
“I don’t want to dwell on the past or on what went wrong. But it is true the demand for statehood has not been taken up in the right way and to the right places. The Darjeeling hills had to suffer prolonged bloodshed and strikes in the name of statehood. Even so, the statehood demand has not cropped up in Parliament except for five to six occasions,” claimed Lama, while addressing the public at the Chowk Bazaar here today.
To pursue his agenda further, the academician formally launched the Darjeeling Dooars United Development Foundation (DDUDF) a week ago which has apolitical bodies and a political support group as its constituents.
According to Lama, a separate state can only be achieved if demand for it is pursued in Parliament through proper channels, and in order to make inroads into the august House, there is need for a member.
He explained, “An MP can go on to become the prime minister; policies and development issues are outlined in Parliament. It was in Parliament where the existing 28 states of the country were formed and one more is on the verge of being created. The ‘Sansad’ is a powerful body and we must place our demand there in the right manner to emerge successful in our endeavour.”
Lama also cautioned DDUDF members against making comments on political parties and their policies and to instead work sincerely towards achieving statehood.
“The DDUDF has not been formed to comment on political parties or to make enemies. We want to move forward for a separate state together,” he said.
Lama’s organisation has a 25-point charter that it aspires to follow to reach its ultimate goal. “The Foundation stands for the people’s thoughts, hopes and beliefs and as such, its objectives are in line with what they desire to realise,” said the academician.
To ensure far-reaching and sustained development of the region, big investors and companies will be wooed to come to the hills and measures taken to make sure central government schemes implemented properly, said the former VC.
“It is not the people who develop a region but ‘sansthas’ (companies),” he told the crowd that had begun to swell up. “Therefore, we must be able to establish institutes of management, technology, medicine and fashion in the hills. We must convince global financial institutions such as the World Bank and Asian Development Bank to enter the region and also pave the way for foreign direct investments. Their entry means the presence of technology, job opportunities and a proper future for our children.”
Further, Lama pointed out the need to open the Jelepla Pass in Kalimpong not just for trade and commerce, but for establishing friendly relations with China.
“After Nathu la in Sikkim was opened, our ties with China have become much warmer and the border has become a ‘soft’ one unlike earlier days when either side could not look at the other in the eye. In the same way, if Jelelpa is opened, trade and bilateral relations with China will flourish and this should be noted by the central government,” said Lama, who had earlier headed the Centre for South, Central, Southeast Asia and South West Pacific Studies at the School of International Studies in Jawaharlal Nehru University, New Delhi.
Lama, who is also a member of the National Security Advisory Board, dwelled on the benefits of bringing the Darjeeling hills under the North East Council (NEC), a move he alleged was being opposed by the state government. Other topics he touched upon were establishing a tea auction centre for Darjeeling tea, according the popular commodity World Heritage Status and re-introducing the three-tier Panchayat system in the hills.

Mirik, Naxalbari join movement

Under the theme ‘Getting Zero’ to make society free of AIDS, Mirik’s National AIDS Control Society today organised various programmes across several places in Mirik and the Terai region to observe World AIDS Day. Society members distributed leaflets and made public announcements to spread awareness on the disease among locals of the region.
Members of health organisations in Mirik along with ICRC councillor Sanjay Thapa were present at a function organised at the district health centre to observe World AIDS Day.
In Naxalbari also, an awareness rally was organised by Gan Ananya Parishad from the Adivasi sports ground to Rathkhola and again up to the Central Bank in Naxalbari Market. The rally was organised by Parishad chief Tarun Kumar Biswas and members including Sheela Rai, Mausami Das and Farid Ali.
The organisers distributed leaflets and informed about various preventive measures and information on AIDS.

CCFF observes World AIDS Day in Kalimpong

The Cluny-Glen Family Foundation of Kalimpong today observed World AIDS Day by organising an awareness programme at its centre in 8th Mile. The main attraction of the event was an AIDS awareness skit by CGFF members and Kalimpong College students. Present at the occasion were CGFF Nepal and India head Sister Anna, Gorkha Dukha Niwarak Sammelan president Uday Kumai, secretary RL Trikhatri, Cluny Sisters, students as well as a few AIDS patients. 
Kalimpong’s Cluny sisters have not only taken care of HIV infected patients of the region but also worked commendably in spreading awareness about creating an AIDS free society. The 8th Mile-based CCGF HIV Care and Support Centre is a premier organisation that provides new life to people suffering from AIDS. The organisation was established in 2007 and runs independently. AIDS patients from various places in the hills, Sikkim, the Dooars and even Nepal have found refuge in the centre and are leading their lives under the love and care of the Cluny sisters.
The sisters and guests lit 62 candles in memory of AIDS patients who had lived and died at the centre. AIDS victims are often neglected by society and perceived as threats, and it is only recently that people have started accepting AIDS victims as part of society due to various awareness initiatives by NGOs and other organisations, noted Sister Rachel Chettri.
Around 80 per cent of AIDS cases in the hills spread through unprotected sex, 15 per cent of patients get infected due to use of unsterilised injections, while 5 per cent of cases are passed on from infected mothers to children. Although there is no total cure for this deadly disease, it can be controlled to some extent with standard medication to allow patients to lead normal lives.

पहाडको तीनवटा महकुमाहरूको निम्ति सम्विधान संशोधन गराएर त्रिस्तरीय पञ्चायत चुनौ लागु गराउने छौं। हामी 3देखि 6 महीनाभित्र यो काम गरेर देखाइ दिनेछौं’ डा लामाले भने। लोकसभा चुनाउमा तिनको जीतलाई लिएर शंका जाहेर गर्ने खेमालाई पनि डा लामाले जवाफ फर्काएका छन। कुनै दल र व्यक्ति विशेषको नाम नलिए पनि तिनले आफ्ना विरोधी शक्तिहरूलाई ठूलै चुनौतिको भाषामा प्रतिक्रिया दिएका छन। ‘कसको अनुभव कति छ, त्यो त समयले बताउँछ’, तिनले भने, ‘यो पनि
एउटा परीक्षाको कुरा हो’ तिनले आफ्नो संगठन शून्यशत्रु(जिरो इनिमी)-को सिद्धान्तलाई पालन गरेर अघि बढेको बताउँदै मुद्दाको हितको निम्ति आफू कसैसँग शत्रुतापूर्ण सम्बन्ध राखेर अघि बढ्ने पक्षमा नरहेको कुरा दोहोर्‍याएका छन। तिनले आफ्नो यस अडानबारे जोर दिँदै भने, ‘हाम्रो मूल लक्ष्य भनेको छुट्टै राज्य गोर्खाल्याण्द हो। यो मुद्दाप्रति सरोकार राख्ने सबैसँग मैत्रीसम्बन्ध राखरै काम गर्ने हाम्रो सोच छ। अरू दल र संगठनहरू पनि हामीसँग मिलेर काम गरून् भन्ने हाम्रो आग्रह पनि छ’ तिनले छुट्टै राज्यको मुद्दामा संघर्ष गर्ने शक्तिहरूले वृहत सोचकासाथ काम गर्न जरूरी रहेको बताएका छन। नयाँ राज्य बनिँदा लाभ पुग्ने गैरगोर्खा समुदायहरूलाई समेत विश्वासमा लिएर काम गर्नु पर्ने तिनको भनाइ छ। ‘हामी अलग राज्यको निम्ति ठूलो सोच लिएर काम गरिरहेका छौं। किनभने राज्य प्राप्तिको लडाइँ गर्नु कठिन कार्य हो। यसमा सबैको सहयोग र सहभागिताको खाँचो छ’ तिनले भने। तिनले नव गठित फाउण्डेशनले छुट्टै राज्यको दीर्घमियादी संघर्षलाई जारी राखे पनि पहाड र डूवर्सको ढाँचागत विकासको तत्कालिन आवश्यकतालाई पनि महत्व दिएर नै काम गर्ने बताएका छन। ‘छुट्टै राज्य नहुञ्जेल विकासका कुरामा काम गर्ने सोच बनाएका छौं’ डा लामाले भने। डा. लामाअनुसार, फाउन्डेसनले 25 सूत्रिय कार्यक्रम तय गरेर जनसम्पर्क अभियान जारी राखेको छ। जसको प्राथमिकतामा छुट्टै राज्यको मुद्दालाई राखिएको छ। यसबाहेक अलग राज्य नभएसम्म पहाडमा विकास गर्ने संस्थानहरू ल्याउने, चारवटा अन्तर्राष्ट्रिय सिमानामा हुनसक्ने व्यापार, पहाडलाई उत्तर-पूर्विय परिषदमा अन्तर्भुक्त गर्ने, विश्‍व व्याङ्कहरू ल्याउने, विदेशी निवेशकहरूलाई आकर्षित गर्ने योजनाहरू तयार गरी काम गर्ने दिशामा फाउन्डेसनले सोचेको कुराहरू जनतासमक्ष पुर्‍याउने कार्य युद्धस्तरमा रहेको तिनले बताएका छन। फाउन्डेसनले उठान गरेका मुद्दाहरूप्रति आम मानिसको चासो र सरोकार बढीरहेको घटनाले आफूलाई सन्तोष लागेको तिनको भनाइ छ।

Sharad Pawar outlines visions for NE states

Union Agriculture and Food Processing minister Sharad Pawar, who is presently in Sikkim, today attended the inaugural session of the North Eastern States Conference of Animal Husbandry, Dairy and Fisheries Ministers.
Outlining his vision for the NE states, Pawar said the region needs to develop the livestock and fisheries sector to ensure better nutrition for its residents. He said this should be done through a multipronged strategy for increased yields, output through scientific breeding, nutrition market development, accelerated development of post harvest processing and value addition, among others.
The minister said, “The fishery sector has made a significant contribution in the overall socio-economic development of the country,” adding the North East region is blessed with rich biodiversity and fishery resources. “As more than 90 per cent of the population eats fish, there is an urgent need to expand fisheries through enhancement of productivity of existing water bodies and by promoting intensive aquaculture, reservoir fisheries and diversification of species in the region,” said Pawar further.
He added the 12th Plan aims to address the major challenges faced by the country’s fishery sector.
Pawar further said the North Eastern states can suggest innovative initiatives for the development of the livestock sector. Although efforts have been made, the average productivity of dairy animals in the region is still below par compared to other parts of the country. The minister said the Centre will supplement the efforts of the NE state governments with quality inputs through various central government schemes in the 12th Plan - namely the National Programme of Bovine Breeding and Dairying (NPBBD), Dairy Entrepreneurship Development Scheme and the World Bank-aided National Dairy Plan.
Meanwhile, chief minister Pawan Chamling said the animal husbandry, dairy and fisheries sectors of Sikkim are being developed on priority basis to uplift the living standards of rural area people engaged in livestock rearing and processing of animal products. He added the state government has been using these sectors as a tool for the socio-economic development of the rural population.
Chamling further said the state government has worked on genetic enhancement of indigenous livestock through breeding, induction of high yielding breeds and introduction of better genetic pools in order to increase production. “We are self sufficient in broiler chicken and milk production. The state government is grateful to the Centre for enabling us to achieve this target,” said the CM. He added intensive capacity building programmes are also being undertaken to make livelihood options more viable and sustainable.

Madan Tamang murder case transferred to Kolkata

In what could have significant ramifications to the political landscape of the hills, the additional and district session’s (third court) judge today issued an order that the case record of the Madan Tamang murder be transferred to the Principal District and Session’s court in Kolkata.
As many as 30 Gorkha Janmukti Morcha activists and leaders were named in the charge sheet filed by the CID when investigations on the gruesome murder began.
"The Darjeeling court today ordered the Madan Tamang murder case to be transferred to the principal district and session’s court in Kolkata.
The order came following directions from the Supreme Court," informed Seshmani Gurung, the defence lawyer.
Notably, Bharati Tamang, widow of the murdered All India Gorkha League president had filed a petition in the Supreme Court on November 2012 against the CBI alleging it had failed to satisfactorily investigate her husband’s case. She had also demanded a Special Investigation Team to make a fresh examination of the murder.
Interestingly, Bharati was denied permission to meet chief minister Mamata Banerjee even after making several requests. However, when ties between the GJM and the state government broke down earlier this year in the wake of the fresh statehood demand, the CM acquiesced in meeting Bharati.
Tamang was murdered in broad daylight on May 21, 2010 in Darjeeling while overseeing preparations for a party meeting. Both the CID and the CBI have pointed at the involvement of GJM activists and leaders after investigations.
So far, 27 individuals owing allegiance to the GJM have been arrested.
The Darjeeling court has granted bail to nine among the lot. But Nicole Tamang, a GJM central committee leader and the prime accused, is absconding after he managed to give the CID sleuths the slip during interrogation in Siliguri.
Meanwhile, Dil Kumar Rai, who was named in the charge sheet, was found murdered in 2011, while Dinesh Subba alias Gok ko Kaila is still on the run.
The Darjeeling court has also directed all those linked to the former AIGL president’s murder case and presently on bail to appear before the principal district and session’s court in Kolkata on December 13.

Farmers’ body demands Eco-City status for structural development

The Kalimpong Farmers’ Welfare Association has demanded inclusion of Darjeeling, Kalimpong, Kurseong and Mirik under the central eco-city project. Association secretary Bishnu Chettri today submitted a deputation to Deputy Magistrate B Lepcha and requested her to forward it to Union Forests and Environment minister Jayanthi Natarajan.
The Central Pollution Control Board grants eco-city status to urban areas that have the potential of environment promotion. Chettri said the project that was initiated during the 10th five year plan must include the four towns of the Darjeeling hills to promote and conserve environment and tourism. Noting the Darjeeling hills hold a unique place in the state owing to its topography and rich biodiversity, the association secretary said the inclusion is also necessary for the structural development of the region.
“Darjeeling is famous for tourism but is facing myriad problems. There are scores of issues including lack of parking, waste management, mismanagement of tourist spots, forests, water sources and an absence of planned development,” he said, adding “structural development of this region is possible if the government includes it in the eco-city scheme”.
Chettri also noted the region’s municipality bodies are directly responsible for the problems under their jurisdictions and as such, they too must take initiatives to solve the issues. (EOIC)

Assault on women members

Accusing the police of negligence on cases of violence against women, the Kalimpong Farmers’ Welfare Association today demanded an in-depth investigation into such incidents.
This comes after two of its female members, Deepa Katiyar and Kiran Basor, were brutally beaten up by one Rakesh Basor and his uncle Sankhar Basor on the night of November 15. The two women lodged at the guest house in the SDO office premises had also accused Rakesh of hitting Kiran with a sharp weapon to cause serious head injuries.
The victims have alleged the police showed laxity in handling the case. Since both victims are associated with the Farmers’ Welfare Association, the organisation has come forward to raise their issue.
Association secretary Bishnu Chettri said the incident and the apparent police negligence subsequently is a grave indicator of how insecure women are in society. Deputations will be sent to the local Law Protection Committee, SDO and Police OC demanding proper investigation of the case, added the secretary.

GNLF convener gets anticipatory bail

The Kalimpong ACJM court today granted anticipatory bail to Gorkha National Liberation Front leader Maurice Kalikotay.
Kalikotay had been arrested on November 14 from his Eastmen Road residence for conducting a rally in Algarah without seeking permission from the administration, which allegedly created an air of tension in the area. He was also charged for selling GNLF-commissioned CDs following an FIR by a person named Ruben Subba.
The GNLF leader had been earlier charged under Sections 143/186 and 506 of the IPC and sent to 14 days judicial custody. His lawyer had applied for anticipatory bail and it was accepted by the court. Kalikotay is presently undergoing medical treatment at the North Bengal Medical College and Hospital due to some health problems. Several GNLF members had gathered at the ACJM court premises in the morning hopeful of Kalikotay’s release.

DDUDF inaugurates new office in Darjeeling

The Darjeeling Dooars United Development Foundation, a newly formed apolitical body, today established its main office in Darjeeling town. The DDUDF is the brainchild of Mahendra P Lama, former vice chancellor of Sikkim University, who is contesting in the upcoming general elections from Darjeeling as an independent candidate.
Bereft of any political allegiance, the organisation’s primary agenda is of achieving a separate state and also the all-round development of both the Darjeeling hills and the Dooars.
Speaking today from the new office located in the Upper Clubside Stand, Lama said, “The DDUDF is a noble, innovative and comprehensive initiative by the members of civil society, and social, political and professional formations of Darjeeling district and the Dooars. It has been born out of the need to enhance the level of consciousness and standard of debate and discourse on politics, development and environmental, educational, professional and other critical issues that concern Darjeeling and the Dooars.”
Lama, who is also the president of the organisation, said the DDUDF will act as a robust, forward-looking and independent forum and also as a think-tank for all people to participate and contribute to issues of social, cultural, political, economic and environmental and other public concerns and interests. The DDUDF will also propagate and advocate the most modern yet appropriate strategies, traditional yet time tested frameworks and cost-effective and all-inclusive approaches to political, social, economic and environmental, public and national issues.
The DDUDF has set a 25-point objective to address the issues of securing for the people of Darjeeling and the Dooars a ‘purna swaraj’ (complete self governance) in the form of a separate state within the constitutional framework of the country. It will aim to bring forth the critical issue of identity of Indian Gorkhas at the highest decision making bodies both at the state and national levels and come up with a durable and permanent solution. The DDUDF will also ensure adequate representation of the people of Darjeeling and the Dooars in policy-making bodies such as the state assembly, Parliament and other regional and national institutions.

SKM supporters ambushed while returning from meeting

Sikkim Krantikari Morcha supporter Wangdi Lepcha sustained a severe head injury on Monday evening following an ambush allegedly by SDF cadres.
The SKM in a press release today accused SDF supporters of pelting stones at the convoy in which SKM supporters were travelling after attending a public meeting in Chakhung, West Sikkim. Lepcha received 17 stitches on his head and is presently undergoing treatment at the STNM hospital. Along with Lepcha, SKM supporters Megnath Basnet and Manorath Dahal were also injured in the ambush.
Agitated SKM supporters today gathered before the Kaluk police station and shouted slogans demanding the arrest of the culprits including area MLA Chandra Maya Subba. The West Sikkim police have so far arrested four people in connection with the incident.
The SDF have also lodged a complaint at the Kaluk police station related to the incident.
Meanwhile, the SKM today held its first constituency level meeting at Yangyang Bazaar and formed a constituency level committee for the Rangang-Yangang Constituency. SKM leader MK Subba presided over the meeting that welcomed 75 families into the party.

Kalijhora CPRM meets NHPC manager over 18 demands

The Kalijhora unit of the Communist Party of Revolutionary Marxist today submitted a deputation containing 18 demands to NHPC Stage 5 chief manager Dr. Chottopadhayay urging development of the region.
Among the demands include proper investigation of the quality of the protection wall, rebuilding it on RCC lines and installation of low tension electricity lines at some places in the area. The CPRM has also demanded increasing the number of counters at the local bank, establishment of a 24-hour service 8-bedded primary health centre and free domestic electricity for locals, school bus for students and a water pipeline in the area, among others.
The CPRM team that met the NHPC manager included central committee member Arun Ghatani, Bharat Chettri, Anand Ghatani, unit secretary Dilu Lohar, Aiti Lohar and Sankhar Sharma. (EOIC)

कालेबुङबाट शुरु भएको हस्तक्षेप जमातको सडक अवतरण सडकमा कविता आज दोस्रो चोटी टिस्टा बजारमा सम्पन्न भयो। फूलबारी साहित्य समितिको सह आयोजनामा सम्पन्न उक्त सडक कवितामा राजनैतिक, सामाजिक तथा सांस्कृतिक अराजकता बिषयमा कविहरुले चोटिला कविताहरु वाचन गरे। टिस्टा बजारको सोमाबरे हाट भर्न आएका मानिसहरु सौदाहरु किन्दै थिए। आलु, प्याज, टमाटर, माछा मासु किन्नेहरु किन्दै थिए। सब्जिहरुको दाम बडेको सन्दर्भमा गन गन गर्नेहरु पनि त्यतै गन गन गर्दै हिडँदै थिए। त्यहीँ कोलाहल हाटबजारको मुखैमा कविहरु सडकमा कविता सुनाउँन लाग्दा मानिसहरु सबै एकाएक अवाक बनेर आलु, प्याजको दाम सोध्न छोडेर कविता सुन्न लागे। हाटबजारको कोलाहलमय वातावरण अनि त्यही कोलाहलमय वातावरणमा बिभिन्न राजनैतिक पार्टीहरुले आफ्नो राजनैतिक शक्ति देखाउँदै अस्तित्व बँचाएर राख्न जता ततै गाडेका पार्टीका रगी बिरंगी झण्डाहरु फर्फराईरहेको थियो। टिस्टा नदीबाट सोझै आएका हावाहरुले पार्टीको झण्डा फर्फराईरहेको समयमा यता कवि बिशाल राई कविता भन्दै थिए – ‘बरु देशले खाएको अनुहारको मानचित्र सोध्नुहोस/ पोहोर आन्दोलनमा हराएको छोराको खबर सोधुहोस / बरु सोध्नुनै हुन्छ भने प्याजको भाऊ सोध्नुहोस/ झण्डा सोध्नुहुन्छ हजुर / मेरो कुनै झण्डा छैन”। राजनैतिक आराजक र झण्डाहरुले ल्याएको बिभाजन प्रति कटाक्ष गरि लेखिएको कविता वाचान गर्दा सबैले थप्पडी बजाएर सडक कविता सुनिरहेका थिए। यसैक्रममा अर्का युवा कवि एंव पत्रकार प्रदिप लोहागुणले आफ्ना सुन्दर गजल प्रस्तुत गरे। “पात्राहरु नयाँ छन खेल त पुरानै हो / बन्दिहरु नयाँ छन जेल त पुरानै हो” प्रदिप लोहागुणले समसामायिक धारामा लेखेका गजल प्रस्तुत गर्दा सडक कवितहारु सुन्नेहरु अझै बडीसकेका थिए। यसरी एकपछि अर्को गर्दै एका एक कविहरुले कविता भनिरहेकै समयमा अहिलेघरीका उम्दा युवा गायक पुष्पन प्रधानले “पैसा होईन पासो छ पर्देशमा” भन्ने सुन्दर गीत गाएर सडक कविताको कार्यक्रमलाई संगीतमय बनाईदिए। डुवर्सका युवा गयक पुष्पन प्रधान अहिले नेपालमा चर्चित युवा गायक हुन। सडक कविताको कार्यक्रममा बिशेषरुपले उपस्थित बनेका प्रधानले पनि सम सामायिक बिषयमा रचेका सुन्द गीत प्रस्तुत गरेर कार्यक्रमको अझ सोभा बडाईदिएका थिए। गाडीहरु कुदीरहेको थियो, मानिसहरु हिडीरहेका थिए अनि त्यही चला चल सडकमा कविहरु कविता भनिरहेका थिए। नेपाली साहित्य एकाडमी द्वारा युवा पुरस्कारले सम्मानित युवा कवि मनोज बोगटीले पनि यसैक्रममा राजनैतिक आराजकता बिषयमा नै आफ्नो कविता प्रस्तित गर्दै भने “भित्र बस्नु पनि खत्रा छ / बाहिर बस्नु पनि खत्रा छ”। यसरी टिस्टाको सडकमा कविता वाचन गर्दै कविहरुले सबैलाई सडकमा आकर्षित गरेपछि बिभिन्न पार्टीका नेताहरु पनि सडकमा कवित सुनीरहेका थिए। उक्त सडक कवितामा छेवाङ योञ्जन, शान्ति साहरा, लाठपञ्चरका मिलन लामा, गेबु लेप्चा, शरण छेत्री, शरण मोथे आदिले काविता वाचन गरे भने कृबु संयमी, कृष्ण बुढाथोकी आदिको पनि बिशेष उपस्थिति रहेको थियो।

Political parties protest against high toll-taxes

Several political parties today protested against the high toll-taxes which has been decided to be collected from December 1 by the GTA at Rohini road. The Hills Congress had protested on Sunday and decided to meet the concerned department of the GTA demanding reduction of the presently decided toll rates. The Hill convener of Congress Saroj Khati said the high toll rates will be a burden on the commuters.
Protesting against the same issue, the Trinamool Congress started pasting posters across Kurseong today. A team of Hill TMC leaders led by sub-division convener Kundan Mangrati today submitted a deputation to the Kurseong SDO U Swaroop and said the party is not happy with the present decided toll-tax. He added, “Paying Rs. 200 to 300 as toll-tax everyday is a burden for all the vehicle drivers. The rates should be reduced to Rs. 5 to 50 per day as there are a lot of vehicles crossing the toll booth daily.”
Meanwhile, the Communist Party of Revolutionary Marxist leadership also criticized the rates of the toll taxes and said that if the rate is not corrected, than they will start an agitation. CPRM spokesperson Govind Chettri said, “If the GTA is concerned about the development and interest of the Gorkha Community then the toll-tax rate should not exceed Rs.1.” He added, “Even at the rate of Rs.1, money worth lakhs will be accumulated which is enough for proper maintenance of the road.” Further, the high toll tax is injustice to the common people as it will burden them in the name of development. “Such activities indicate what these people can do if a separate state of Gorkhaland is formed,” said Chettri.

Nominations for ‘Parasmani Purraskar’ start in Kalimpong

The ‘Nepali Sahitya Adhyaan Samiti’ of Kalimpong has started choosing nominees for annual literary award ‘Parasmani Purraskar’, starting today. Samiti secretary Balbhadra Sharma said, “The award is given every year on January 26. We have started selecting the candidate for the award.”
The Samiti today made a press release and announced the different criterion for winning the award. Sharma added the Samiti will make the names of nominees’ public on December 21. He added people who consider themselves eligible for the award can personally approach the Samiti. According to the released statement, candidates applying for the award should be an Indian citizen with minimum 25 years of contribution to literature. The winner might also be chosen based on their contribution to various papers, magazines and books. The award was given to poet Birendra Subba last year.

Ram Krishna organization to conduct pre-board coaching classes

The Ram Krishna organization of Kalimpong today appealed all political parties and social groups to support them for their gargantuan endeavour of changing the prevailing education system in the Hills. Founder Sisir Sharma through a press release today highlighted on the falling education system in the Hills. He also went to the extent of appealing support from academician Dr. Mahendra P Lama.
As a part of its endeavour, the organization has decided to conduct coaching classes in Kalimpong for students preparing for their board exams during the winter. For students residing in other parts of the Hills the organization will conduct classes in their respective schools. He added the decision has been taken after considering the necessity of students who stay away from the town.
The organization will soon start its venture by contacting the schools spread across different hill sub-division, following which they will decide on the schedules. (EOIC)

Bimal Gurung hints at assuming GTA chief executive post again

GJM president Bimal Gurung has once again hinted at taking over the top post in the GTA.  Addressing a meeting today at Mahanadi in Kurseong, he said he had sacrificed the GTA chief’s chair for the sake of statehood and the Gorkha people.
“Considering the general public interest, I may sit on the chief executive’s chair again when the time approaches,” he said.
Notably, while addressing a meeting in Kalimpong a week ago, Gurung had expressed doubts on whether the sabhashads would be able to run the GTA without him saying he would again take the helm of the administrative body if needed.
The GJM chief also promised a number of development projects for Mahanadi including a Rs4-crore bridge connecting Jungpana tea estate with Mahanadi. He said a mini bus would be deployed on the Mahanadi route within a month to make transportation easier and also come up with an alternative road for the area’s residents as the existing routes have been damaged by landslides.
Gurung also inspected the landslide affected area at 14th Mile, where the NH55 has been out of operation since June 2010.

Golay meets SKM supporters in Soreng

Sikkim Krantikari Morcha leader Prem Singh Golay, who is presently campaigning in Soreng, West Sikkim, on Thursday met and interacted with a large number of party supporters.
He condemned the injustice being meted out on the people of Sikkim by the SDF-led government. The SKM stands to restore the lost rights of the people and to fight against social injustice, claimed the leader. Golay also welcomed several new members into the SKM during the occasion.

SDO appeals for reconsideration of block division decision

SDO Radhika Aiyer today appealed to GTA chief secretary and the district magistrate to reconsider their decision to divide Kalimpong Block as doing so would put Teesta under the Takdah block. A recent meeting between GTA sabhasads and the administration had finalised the issue of transferring Teesta and its surrounding Gram Panchayats from Kalimpong BDO to Takdah. But the decision was met with protests from both area residents and political parties. 
Residents of Teesta Bazaar and its surrounding areas have been demanding for the merger of the area’s six GPs into one and the formation of a Block Development Office in Teesta. The protestors have also formed a committee called the New Block Formation Committee to press on with their demands.

Tripartite talks positive

With the Gorkha Janmukti Morcha’s relations with the state government back to warm terms, things ahead are looking bright more so as today’s tripartite meeting in Kolkata concluded on a cordial and positive note.
Further, during the bipartite talks on Wednesday, the state government assured to extend all support to the GTA and also not to interfere in its affairs. The process for the release of more than 2,000 GJM leaders and activists behind bars has also started.
After the meeting, GJM general secretary Roshan Giri informed over phone most of the demands placed before the state and central governments were met with positive responses.
“The meeting went off in a positive note where a number of issues related to the Darjeeling hills were placed and discussed in detail. Both the state and centre have given positive assurances on our demands,” he said.
According to the GJM general secretary, a team from the Union ministry of environment and forest and a fact finding committee will visit the hills shortly to review the demand for placing reserved forests under the Gorkhaland Territorial Administration and inclusion of mouzas of the Dooars.
“Central government representatives have said a team of the environment and forest ministry will be sent to the hills to look in to our demand for putting the reserved forest under the GTA. Further, a fact finding committee on the issue of inclusion of more mouzas in the GTA will conduct a field visit,” said Giri.
On the question of placing the Darjeeling hills in the North East Council (NEC), Giri said the government would explore the possibilities, while the process of according Gorkha communities tribal status, except the schedule caste, would be expedited.
“A lot of progress has been made in terms of giving tribal status to all Gorkha communities barring the SC. The central government has assured to explore the possibility of putting Darjeeling in the NEC, which indicates the positive attitude of both the state and central governments,” said the GJM general secretary.
The day’s meeting in Nabanna, the new state secretariat in Howrah, also saw a decision being taken on the Centre consulting the Attorney General for implementing the three-tier panchayat system in the hills, besides approving the backward region fund.
“The Union government has assured us of holding consultations with the AG and the rural development department on the issues of the three-tier panchayat system and backward region fund to Darjeeling. We have been promised the home minister will personally take up the issue,” accordint to Giri.
The GJM also placed its demands of creating an alternative national highway and establishing a central university and a National Institute of Technology (NIT) before the state and central government representatives.
“We have been asked to identify land for a CU and NIT, which we have already done, and will notify the authorities. As for the alternative national highway estimated at Rs193 crore, a detailed project report will be prepared,” said Giri.
Discussions were also held on issues such as allocation of Rs553 crore for a new GTA secretariat and housing and offices for sabhasads, jobs for Gorkha youths in the paramilitary forces, special waiver on taxes and incentives and subsidies, among others. The GTA has been asked to send a proposal seeking a raise in compensatory allowance allotted to the hills.

Leaders apathetic toward environment issues, says conservationist

Noted academician, environmentalist crusader and writer Ajay Singh Rawat has lamented the apathy of politicians in including environmental concerns in their political manifesto while citing rampant misuse of power in Uttarakhand.
Presently in town for the first Tenzing Norgay Memorial lectures on Himalayan issues organised by St. Paul’s School, Rawat said, “It is sad that in our country, environment issues have taken a back seat. Not a single political party has mention of environmental issues in its manifesto.”
He stressed on the need to preserve and conserve the environment, failing which it could create havoc in the near future. “Very soon, the third World War will be fought for water because of rampant deforestation of forest areas,” warned the environmentalist.
Delivering his key note address on the fragile Himalayan belt, Rawat pointed out its significance and importance. “Nearly 0.3 per cent of the world’s total plantation area is found in the Himalayan belt, but it harbours only 10 per cent of the world’s vegetation. In fact, the very concept of forest culture originated in the Himalayas. Deforestation is affecting global climate change and it is the Himalayan forests that are slowing the process,” he said.
Rawat was also of the view that a holistic approach should be adopted to preserve the Himalayas’ ecology. “Every plant found in the Himalayas has medicinal value and as such the region is a rich and abundant area to meet human needs. Therefore it becomes imperative we preserve the prized Himalayas,” the environmentalist told a gathering comprising students, teachers, and prominent dignitaries.
Rawat’s hour-long speech also touched on several incidents of environment violation in Uttarakhand by influence people and their legal implications, and he urged the residents of the Darjeeling hills to take recourse to Right to Information (RTI) and Public Interest Litigation (PIL).
“I took the help of RTI and filed many a PIL to stop illegal mining and haphazard construction of roads in Uttarakhand, which has eventually resulted to a decline in such activities,” informed Rawat. “Hills residents here can take preventive measures against such activities if there are any to stop destruction of the environment.”
St Paul’s principal Joy Haldar explained the necessity felt to hold the lecture on Himalayan issues. “The day’s lecture is not a one-off thing,” he said. “We will continue to have similar lectures going forward. The idea behind holding such lectures and activities is to make a meaningful impact to stakeholder across the country. Besides conducting lectures, we will also come up with newsletters to provide factual information to people.”
Responding to a question about the lecture being associated with Everester Tenzing Norgay, Haldar said, “We wanted the lecture to be conducted in the name of an icon from the hills. After a lot of brain storming we came to the conclusion that the legendary mountaineer was the ideal personality as his very name is synonymous with the Himalayas.”
