TEN THOUSAND WHISPERS AND NOBODY LISTENING

 Anjan Dutt

At the onset let me clarify that I have no political agenda and have always refrained from politics, Left or Right. Never walked in rallies except for joining the mourners at the Maidan at 17, when the theatre actor, Prabir Dutta, was shot by the police, and more recently to escort the 80 plus director, Mrinal Sen, who wanted to join the Nandigram rally. I have great friends who are communists, people fighting for women’s rights and the gay cause. I have deep respect for those who raise their voices against social injustice. But I prefer to shut up and let my work speak for itself. The reason why I chose to write this is because much of what I am stems from the place in question: Darjeeling. Once again the volcano is erupting in the hills and I thought that my audience ought to rethink before jumping to predetermined conclusions.

The issue of Gorkhaland has a very long history. Whether we agree or not, the fact remains that it is an issue that addresses the identity of the people of Darjeeling. By no ideological yardstick can one claim that Darjeeling does not have a cultural/historical identity different from that of the rest of Bengal. It logically could have been slapped onto Sikkim. The British, famous for making blunders, slapped it on to Bengal for convenience and the Bengalis always regarded it as a convenient, quick getaway from the heat. Never was there a concerted effort to integrate the folks of Darjeeling with a Greater Bengal. What has been the average Bengali’s perception of the Gorkhas or Nepalis of Darjeeling? A Daju who works in the tea gardens, or who drives you up to your hotel from Siliguri, or at best a comedian in a Dev Anand movie. How many of us really care to see their true picture as thinkers, national warriors, professionals in all the different fields of life? Why would an average Gorkha or Nepali from Darjeeling be treated like a second-class citizen in our state or country? Why should all the decisive government offices in the hills be situated in Siliguri and not the hills? Is it because most political babus will not be comfortable in that climate or language — which most never even attempt to learn throughout their tenure? Let us not split hairs over exceptions but face the fact that generally we residents of the Bengal of the plains never looked at Darjeeling as anything beyond a tourist spot or a shooting location. We never really called each other brothers. There has been and will forever be a cultural and historical divide.

When Kabir Suman (after his stint in Germany and the United States of America) and then I, started singing our own songs, strumming our guitars, wearing our faded denim, we were not Bob Dylan clones. We were Bengalis redefining our Bengali legacy. And it was Bengalis who embraced us. Not those in power, not the music industry in general, but the average Bengali.

Who gained economically? Which industry grew? The Bengali music industry. I cite this example because it is important at this crucial juncture for all Bengalis to realize that the average folk in Darjeeling are actually fighting for their identity. And any form of real development stems from one’s growth and respective identity.

What has the state been doing apart from trying not to face the real issue here? So let us not raise questions as to whether Darjeeling’s movement has the best possible leadership but ask what the movement is all about. The movement is being led by the Gorkha Janmukti Morcha or Bimal Gurung because they have been chosen by the people. But the movement is not about GJM; it is about the numerous folks of Darjeeling wanting their identity, their autonomy.

Two years ago, the people of West Bengal chose an alternative government. Did anyone at that point ask whether they were choosing the ideal government or leadership? They could have waited 30 more years for the ‘best’ alternative. They did not. They took over 30 years to decry corrupt communists and then took the only alternative they had. I’m not questioning that alternative. That is neither my purpose nor is it relevant here. I am just one rooted Bong who looks at facts. And I am still willing to give my leadership more time. Because I know that it will take time to sort out years of corruption. As I know it will take years to sort out all the problems of Darjeeling caused by our own government’s nonchalance. But for this moment let us not evade the real issue of identity and support those who want their own autonomy for justified historical reasons. Let us realize that things in Darjeeling cannot get any worse. At least, given autonomy or statehood, the leadership will have to be answerable to the people there and perform. As elsewhere, there will be opposition and corruption and the newborn unit will have to steer through collaboration with the neighbouring states.

Let us look at the flip side, in case the powers refuse to give autonomy and again a middle path is accepted by the present local leadership. What guarantee is there that another leader or party will not emerge in the coming years and raise their voice and banner for Gorkhaland again? Again the volcano will begin to boil. There is no short cut out of this historic crisis.

Balkanization has been our legacy since the British left. In my childhood, I drew a different map of my country. Our sons will perhaps draw a slightly different one. But the democratic republic has survived in spite of all divisions. I have faith in our democracy. Considering our population growth, poverty, the political threats from neighbours, I find it functioning far better than many other democracies. And within this democracy, I do not subscribe to denying a failed marriage. I find a healthy divorce far more productive.

As a Darjeeling boy, I know that finally a name does not matter. What matters is that the basic standard of life improves. If recurring bandhs and constant bad vibes are done away with, basic life will have to improve. From the plains, the West Bengal resident’s lopsided sense of nostalgia does not want Darjeeling to break away from ‘Sonar Bangla’. But at the cost of what? Years of denial of the true Gorkha identity? These citizens of Bengal just somehow want the bandhs to stop so they can again run off for a quick holiday. True, many survive on tourism, but do the tourists from the plains know that during the peak season, while they enjoy and waste water in the hotels, the local people suffer badly from water shortage? What steps have been taken to improve roads? Why is there not a decent hospital in this hilly part of ‘Sonar Bangla’?

The government, for obvious reasons, will not allow autonomy easily and will play its political cards to perfection. Politically, no state leadership would want to face the issue benevolently. Benevolence has no place in politics. What matters more is political loss of face. So my guess is that the murky past of the Gorkha leadership will be raked up. More murk will be dug up. Political arm-twisting will continue after which things would get worse. There were five contingents of the Central Reserve Police Force sent there. Now 10 more have been sent. The place will soon look like a red zone. Whereas, we all know, Gurung and his colleagues have shown total restraint till date. This does not mean that I am a member of the GJM. I am just a thinking individual of India who has always stayed away from all political parties and will continue to do so.

But there are times when political issues cross all political borders and become a social cause. A national phenomenon. The war in Bangladesh was sparked off by a similar issue; it crossed all geographical boundaries and became an international issue. The Free Tibet movement is no longer restricted to Tibet. How can anyone expect the numerous ordinary people of Darjeeling to ignore the Telangana factor as if it never happened? Numerous priests, professors, lawyers, doctors, shopkeepers, drivers, students, housewives, drivers, coolies are trying make people see their point of view for quite some time. They do not want to destroy Bengal. They do not want to create a different land. They only want what is due to them historically. They want peace, brotherhood and above all their identity.

I spent my formative years in a boarding school in Darjeeling and when I returned to Calcutta in 1970, it took me quite a few years to actually find my roots. I was a hardcore Darjeeling fish totally out of water and, like Jhumpa Lahiri’s Gogol, came to terms with my identity and roots as a Bengali through a lot of pain and emotional devastation. I know what it is to be an outsider and also what it means to find one’s roots. So for me the issue of identity is of utmost importance in life. To me, any form or growth, economic or cultural, is directly linked to one’s identity.

A day’s breather to ongoing shutdown

Darjeeling
30 Aug 2013
With virtually no progress to show from its month-long agitation despite resorting to various tactics to break the state government, the Gorkha Janmukti Morcha has decided to wait till September 1 to announce future programmes.
The much-anticipated Gorkhaland Joint Action Committee meeting convened today failed to yield any solution even after three long hours of deliberation. However, the joint forum, of which GJM is the key constituent, did announce a number of things-to-do in the coming days.
For starters, the GJAC has given a day’s breather on Saturday to the strike to enable people to restock essentials and foodstuff. And on Sunday, a delegation comprising former and present MLAs and MPs from the Gorkha community will head to New Delhi.
“Looking at the plight and difficulties the people are facing, we decided on a relaxation on August 31. The next day, a delegation comprising former and present MLAs and MPs will leave for Delhi to meet the union home minister and other central leaders with our demand,” informed GJAC chairman Enos Das Pradhan after the meeting.
Incidentally on August 28, the GJM had convened an emergency meeting of its frontal organisations seeking their written views on the question of lifting the strike and future course of action. But a final decision on the bandh was to be taken by the GJAC today with the consent of all members.
The GJAC also announced a two-day ‘ghar bhitra janta’ (people inside their homes) programme on September 2 and 3, coinciding with chief minister Mamata Banerjee’s visit to the Hills. She is scheduled to attend a programme in Kalimpong organised by the Lepcha community.
“Our previous ‘ghar bhitra janta’ programme proved successful due to people’s support. As such, we have decided to hold a similar agitation for another two days and hope the people will give the same response,” said Pradhan.
The GJM was forced to modify its bandh call after the Calcutta High Court adjudged all forms of strike as illegal. When asked the reasons for calling the two-day agitation, GJM spokesperson and Kalimpong MLA Harka Bahadur Chhetri said, “Don’t ask us reasons because this the decision we took. From September 4, the agitation will continue in its present form comprising ‘sadak ma janta’ (people outside the house) programmes.”
The decision on when to reopen schools and colleges has also been deferred till September 1.
“We did discuss it during the meeting today. But a final decision will only be taken after we sit for a meeting with students and teachers organisations and forge a consensus,” said Chhetri.
Following the meeting with the students and teachers, another meeting of the GJAC is scheduled later on the same day.
Replying to questions on the possibility of the GJM participating in the Gorkhaland Territorial Administration meeting on September 4 and the ongoing Lepcha demonstration in Kalimpong, GJAC coordinator and GJM assistant secretary Raju Pradhan said, “As it stands, there are very little chances of us participating in the GTA meeting. On the Lepcha issue, we have nothing to comment.”
Representatives of the Gorkhaland Rajya Nirman Morcha failed to turn up for the meeting today, while those of the Communist Party of Revolutionary Marxist, Bharatiya Gorkha Parisangh, Gorkhaland Task Force and the Hills units of the BJP and Congress were present.
The All India Gorkha League and the Gorkha Rashtriya Congress have already parted ways with the GJAC citing ideological differences.
Meanwhile, the GJM distributed aata, dal and vegetables in the town area in the afternoon and the distributions will continue on Saturday.

Kalimpong bureau chief of Nepali daily receives ransom demand

KALIMPONG
28 Aug 2013

News of demand for a ransom of Rs5 lakh from Ajay Agarwal, the Kalimpong bureau chief of Nepali daily ‘Himalaya Darpan’, has shocked many in the hill town.

Agarwal today filed an FIR with Kalimpong police station as he was reportedly receiving threats since the past few days. He said a group of men visited his residence in the morning and threatened to vandalise his property, prompting Agarwal to file a police complaint. The bureau chief has demanded an investigation into the matter and the immediate arrest of the culprits.

In his FIR, Agarwal has identified two people from the group of six who came to his house and they are local residents Gyane Subba and Rajiv Gajmer.

The daily got embroiled in a controversy a few days ago over a news report stating GJM assistant secretary Binay Tamang had been arrested from Nepal and not Sikkim as reported by other media.

Following this, the GJM has barred the sale of the newspaper in the hills despite Himalaya Darpan rectifying the error in the next edition of the newspaper. It has been reported that people are refraining from buying the newspaper, although one cannot say for sure whether this is out of fear of the ruling establishment or their own free will.

Meanwhile, Kalimpong police have started investigations into the ransom incident. (EOIC)

CPRM team back after Gorkhaland debate in Jadavpur Varsity

A CPRM team that had been to Kolkata to participate in an interactive debate on the topic ‘Gorkhaland and National Identity Question’ organised by the All India Students’ Association of Jadavpur University, returned to Kalimpong today. Seen in high spirits, they said people from other communities discussed actively about the identity problem of the Gorkhas. The CPRM team believes that a positive atmosphere towards the Gorkhaland issue can be built among people of other communities.

CPRM youth leader Arun Ghatani, who was among the participants, said, “Even non-Gorkha students shouted ‘Jai Gorkha, Jai Gorkhaland’ after the programme concluded.”

The CPRM’s Arun Ghatani and Kishor Pradhan from CPRM, Gorkhaland Task Force’s R Moktan, CPI (ML) labour wing leader Basudev Basu and Jadavpur University Professor Kunal Chatterjee were among the speakers at the interactive programme. Many JU students from Darjeeling and the Dooars were present along with many others from various communities.

Youth Front president Ghatani said when the state government is trying to crush the statehood movement with all its force, discussions about Gorkhaland at Jadavpur University is a matter of pride and encouragement for the hills.

“The interactive programme has helped those from other communities to understand the demand for Gorkhaland is not a chauvinistic one,” asserted Ghatani.

He also said intellectuals of Leftist bent have extended their support to the Gorkhaland demand on the basis of Lenin’s ‘Theory of Right to Self Determination’.

The youth leader added Gorkha students studying in JU have expressed their dissatisfaction with the compromising attitude of the leadership in the hills.

“The students opined that it is due to a lack of determination and sacrifice among the leadership that Gorkhaland hasn’t been formed yet. They complained of a compromising attitude, lack of unity among parties and the GJM’s programmes held outside the purview of the GJAC,” informed Ghatani.

bail granted to Morcha leaders Benoy Tamang

Gorkha Janmukti Morcha (GJM) Joint Secretary and Gorkhaland Territorial Administration (GTA) Sabha Member Benoy Tamang has been granted bail in the Sibchu case. Chief Judicial Magistrate Choudhary Hifajat Karim accepted the bail appeal made in behalf of the plaintiff by Swarup Mandal, Sandeep Dutta and Dinesh Rai.
It may be noted that on 8th February 2011, GJM cadres and supporters led by party president Bimal Gurung had marched from Kumani near Kalimpong and defying Section 144 and breaking barricade set by the Police. The ensuing melee had resulted in police firing at the protesters and causing the death of three GJM cadres.
According to sources, Tamang’s bail has also pointed to the fact that a tactic understanding has been reached between the State Government and the GJM whereby the imprisoned GJM leaders and cadres will be released and the GJM would participate in the GTA.

Mirik holds ‘janta sadak ma’ rally; Ghising invited to Hills

DEEP PRADHAN
MIRIK
26 Aug 2013
The GJM’s ongoing ‘janata sadak ma’ programme, backed by the GJAC, was marked today by a massive rally in Mirik. All GJM affiliates joined the huge rally shouting slogans in demand of Gorkhaland and against the state government and police administration.
The rally ended at Krishnanagar where the participants were addressed by GJM youth leader Arpan Rai and students’ front Mirik unit secretaty Rabin Giri. Another rally was organized from Manju Fatak to Phuguri. Leaders including NK Rana, Binod Khaling and Budhimaya Rai addressed the supporters. They asserted the people’s aspiration must be respected by the GJM leadership and nothing besides Gorkhaland should be accepted by Bimal Gurung.
Meanwhile, a poster has surfaced in Mirik urging GNLF chief Subash Ghising to come to the Darjeeling hills. The poster, under the banner of ‘Darjeeling Janta’, reads “Subash Ghising must climb up to save the Hills and protect the people of Darjeeling.” Although the poster created some speculation, its creator is yet to be identified.

National-level movement needed: Shestha, Pradhan

The spirit of the statehood agitators is on a high after nearly a month of the renewed agitation. Parties have come together on the GJAC platform pumping new energy in the public. Amid such an environment, the leadership must take the Gorkhaland movement to the national level rather than limit it in the hills only. These views have been presented by well-known dramatist and intellectual CK Shestha, who doesn’t owe allegiance to any political setup, but is a close observer of the ongoing movement.
Shestha has expressed the view that Gorkhas across the country should be involved and a huge movement built up that would be worth presenting at the national level. He suggested the leadership has to launch programmes of greater impact as the current activities are limited to the hills. “The leadership must accept the fact that the level at which the movement is being organised is not enough. A lot more has to be done to take the demand to higher levels. It is of course essential to maintain an intense struggle out here, but nothing will be achieved if everything gets concentrated in the hills,” observed Shrestha.
He added, “Everybody’s answer to the question ‘Why Gorkhaland?’ should be the same, and the answer should have weigh enough to be worthy to be placed before Parliament.”
Further, he described the coming together of the CPRM and the GJM as “very positive” as they are the two largest parties in the hills. Shrestha noted that the energy these two sides used to waste by making comments against each other will now be channelised in the proper direction.
In the meantime, Bhataria Gorkha Parisangh president Dr. Enos Das Pradhan said he joined the GJAC with the idea of working effectively in the struggle for statehood.
“We have joined this joint front with a broad thought; to take the statehood demand and agitation to a national level.” he said.
Pradhan informed the GJAC would meet on August 30 to discuss elaborately about the future course of action.

District Cong wants GJM to aim agitation at Centre

Report by:
PRADIP LOHAGUN
KALIMPONG
26 Aug 2013
Amid the ongoing statehood agitation in the hills and the attempts by the state government to suppress the movement, the Darjeeling District Congress has appealed to Gorkha Janmukti Morcha leaders to focus on taking the statehood agenda directly to the centre.
District Congress secretary Dilip Pradhan, while addressing the media in Kalimpong today, said despite the constant pressure on them from the party high command, they have participated in the sessions of the Gorkhaland Joint Action Committee and are working proactively in the hope of achieving separate statehood.
“Why can’t we unite and demand statehood when all parties at the centre can voice their same stereotype statement of not allowing the division of Bengal?” asked Pradhan.
He said district Congress representatives have already met party officials at the Centre and apprised them of the problems prevailing in the Darjeeling hills. He claimed Congress president Sonia Gandhi has appealed to all hill-based parties and organisations to stand united in the statehood demand.
Commenting on the departure of some parties from the newly formed GJAC, Pradhan appealed to them to learn lessons from ongoing agitations in other regions of the country.  He said division among hill-based parties at a time when state-level parties are protesting together against the statehood demand is a shameful development.
Further, Pradhan said the district Congress appeals the GJAC to target the Centre in their future meetings while stressing on the necessity of a representative body at the national capital. He also appealed to all incumbent and former MPs, MLAs and intellectuals in the hills to take the agitation to the Centre.
The meeting was also addressed by GTA sabhsad CP Poudyel. He slammed the policy of the state government and its move to suppress the agitation.
“The state government is trying to suppress the agitation on the basis of allegations that have no evidence with the ulterior motive to portray it as violent,” remarked Poudyel.
The meeting was also attended by GJM leaders Ramesh Allay, Norden Lama and Bijay Sundas, CPRM leader PB Ghatani and many people from town and its surrounding areas.

Invitation for talks with eye on LS polls: Harkabahadur Chettri

Report by:
PRADIP LOHAGUN
KALIMPONG
25 Aug 2013
The renewed agitation for statehood in the hills that has been on since the past one month does not seem to have move the central government much. But at the same time, it is ready to sit for talks with those demanding the new states of Karvi Anglong, Bodoland and Kamtapur, among others. In the backdrop of such a situation, the strategy for the Gorkhaland agitation must be prepared after considering several significant aspects.
The above observations were made today by GJM spokesperson and Kalimpong MLA Dr Harkabahadur Chettri while interacting with journalists in Kalimpong.
Chettri acknowledged the fact that Gorkhaland cannot be created overnight and said, “The movement has to be taken forward in a sustainable manner. The Gorkhaland demand is not an issue that can be solved with the stroke of a pen. We have to observe the political moves of the central and state governments and launch effective programmes.”
He revealed discussions on these lines have been going on in meetings under the aegis of the Gorkhaland Joint Action Committee, but declined to elaborate further.
Notably, even as the central government has reportedly invited those demanding statehood elsewhere for talks, the GJM has been left out. Commenting on this, Chettri said, “The centre is thinking about 2014. Mamata is also doing the same. She is not opposing out agitation; in fact she is happy with things here. She is just looking for an opportunity to increase the number of her MPs by showing she has kept the Gorkhaland agitation under control with an iron hand. We are agitating for Gorkhaland here whereas the centre and the state are busy making calculations for next year’s polls. It is because of this selfish interest they have not bothered to invite us for talks.”
The GJM spokesperson remarked that according scant respect to the people’s aspirations in a democracy reveals the petipness of the ruling establishment. When the people are raising a constitutional demand, the government isn’t ready even for talks and this clearly exposes the true nature of the government, he said.
“Bengal is a champion in diplomacy,” said Chettri. “The Gorkhas have been victim to Bengal’s communal politics and hegemony till date, but this is not the case with other aspirants for statehood.”
Further, the Kalimpong MLA noted that most other statehood aspirants who have been invited for talks by the centre are Congress ruled. “Assam is PM Manmohan Singh’s parliamentary region, and the Congress has called them (the parties demanding separate states in Assam) for talks with an eye on the 2014 Lok Sabha elections,” claimed Chettri.
Addressing a public meeting later in the day, Chettri lashed out at the state government, saying it is almost impossible to believe that the government, which couldn’t provide funds to the GTA, would do so for the Lepcha Development Council.
“The CM’s visit to the hills is to create a division between the Gorkhas and Lepchas,” according to Chettri.
He also came down hard on those who used the NBSTC bus service, saying, “Many leaders and supporters are in jails, while elderly people, youths and even children are out on the streets demanding Gorkhaland. But a few selfish people are boarding the state government-provided buses, which is demoralising the agitators. Due to such selfish acts, we ourselves are providing the government a space to hit out at us. If there is even a little self-respect and pride in yourselves, let the buses go empty tomorrow onwards.”
The GJM spokesperson also appealed to the people to refrain from accepting rations that the government has announced for distribution across 17 outposts on Monday.

GJM seeks proactive participation of youngsters in statehood movement

Darjeeling
25 Aug 2013
The Gorkha Janmukti Morcha has begun using every bit of arsenal at its disposal to thwart the state government that is breathing down its neck, attempting to crush the ongoing statehood agitation. Already, more than 800 party leaders and activists have been detained by the police since July 29.
In a fresh, GJM president Bimal Gurung today made a call to youngsters aged between 12 and 18 years to come forward and participate in the separate state agitation.
The development is not surprising given the fact that on earlier occasions too, the GJM has used school-going kids (under the party’s student forum) to voice its statehood demand.
Party leaders are tightlipped about the development, but sources said Gurung addressed a massive gathering comprising enthusiastic youngsters today at Malidhura ground near Patlebas, 6 km from Darjeeling town.
One of the sources said the GJM president asked the children to voice their demand for separation from Bengal by taking our rallies and holding public meetings from August 27 for five days.
“The youngsters must come out on to the streets now and demand statehood. You (adolescents) will now conduct rallies and public meetings from August 27 to 31,” the GJM chief told the gathering who had braved the afternoon downpour to hear their leader.
Gurung also urged the youngsters not to fear the police. “Don’t be afraid of the police or the central forces as they cannot lathicharge or arrest you,” he said amid cheers from the huge crowd that had come in trucks chanting “Jai Gorkha, Jai Gorkhaland”.
The source added Gurung is of the opinion that youngsters aged between 12 and 18 are fresh of mind as they do not carry the burden of thinking about jobs and the future.
“When you are in your twenties you tend to think about the future and job opportunities. But between 12 and 18, you are much more free which augurs well for our movement,” the source said citing the GJM chief.
Further, Gurung has reportedly asked tech-savvy students to propagate the Gorkhaland state demand through the Internet.
“Make use of social networking sites to take forward the statehood demand,” said Gurung, who himself uses a popular social networking site to send out messages and make announcements.
The Gorkha Janmukti Vidhyarthi Morcha, the student wing of the party, has pledged to take forward the movement that is seeing a setback with the state government using its administrative machinery to scuttle the GJM’s agitation, while the Calcutta High Court has termed calling strikes illegal.
“In a democratic country everyone has the right to voice their demand. We will take to the streets as the statehood demand is also our aspiration for a better future. We will stage rallies and demonstrations in the entire hills for the five days,” said GJVM central committee member Rohit Vikram Sharma. The students will also submit a memorandum to the Darjeeling district magistrate against the state government’s atrocities and send its copies to the President, Chief Justice and the human rights commission chairman.
Meanwhile, the seventh day of the ongoing “people’s agitation” remained peaceful with the GJM and the CPRM holding a joint rally and meeting in Darjeeling. Shops and business establishments continued to remain closed.
