मोर्चालाई तेलङ्गासितै गोर्खाल्याण्ड हुनुपर्छ भन्नु कुनै अधिकार छैन-क्रामाकपा

देशमा छुट्टै तेलङ्गना राज्य गठन हुनसक्ने परिस्थितिले फेरि मोर्चालाई एकचोटि गोर्खाल्याण्ड भन्न वाध्य गराएको समय मोर्चाको इमान्दारितामाथि क्रामाकपाले शंका गरेको छ| छुट्टै राज्यको मूद्दामा मोर्चा इमान्दार नरहेको आशय पोख्दै तेलङ्गना राज्य गठन हुँदा गोर्खाल्याण्ड राज्य पनि सँगै हुनुपर्छ भनेर मोर्चाले भन्न नमिल्ने वयान क्रामाकपाले दिएको छ|

यहॉंको पार्टी कार्यालयमा आज बसेको दलको बैठकबारे जानकारी दिने क्रममा आञ्चलिक समितिका अध्यक्ष किशोर प्रधानले उपरोक्त मन्तव्य दिएका हुन्| उनका अनुसार, शुरुदेखि नै तेलङ्गनाका आन्दोलनकारीहरू आफ्नो मागदेखि पछि हटेनन्| उनीहरूले कुनै व्यवस्थामा सम्झौता गरेनन्| त्यहॉंका सांसद, विधायकहरू आफ्नो पदबाट राजीनामा गर्नसमेत पछि हटेनन्| आत्मादाह गरेर विद्यार्थीहरूले आन्दोलनलाई अझ सशक्त बनाए| तर तेलङ्गनाको तुलनामा आमाको कसम खाएर गोर्खाल्याण्ड ल्याउँछु भन्नेहरूले अर्को व्यवस्थामा सम्झौता गरे| गोर्खाल्याण्डको नाममा भोट जितेर जाने विधायकहरूले केही गरेनन्| यसैले अहिले आएर गोजमुमोले तेलङ्गनासितै छुट्टै राज्य गोर्खाल्याण्ड हनुपर्छ भन्दा तेलङ्गनालाई आघात पुग्ने उनले बताए|
‘तेलङ्गनाका आन्दोलनकारीहरूले आफ्नो मागलाई निरन्तरता दिए| तर यहॉं त्यस्तो भएन| तेलङ्गनाको पछि बसेर ‘सँगसँगै’ भन्न मिल्दैन’-प्रधानले भने, ‘तेलङ्गासितै गोर्खाल्याण्ड दिनुपर्छ भनेर मोर्चाले भन्नु त तेलङ्गना राज्य दिनुहुँदैन भनेजस्तो बुझिन्छ|’
यथास्थितिलाई हर्दा तेलङ्गनासितै गोर्खाल्यण्ड हुने परिस्थिति छैन| तरपनि तेलङ्गना राज्यको गठनसितै गोर्खाल्याण्ड गठनको प्रक्रिया पनि अघि बढ्नुपर्छ भन्ने आशय प्रधानको हो| यसचोटिको मनसून सत्रमा तेलङ्गना राज्य गठन हुनसक्ने अवस्था भएकोले मनसून सत्र लगयात अन्य दिनहरूमा क्रामाकपाको बौद्धिक एवं सडक आन्दोलन जारी रहने प्रधानले जानकारी गराएका छन्| ८६ को गोरामुमोको आन्दोलन अनि त्यसपछिको गोजमुमोको आन्दोलन गर्ने दुवैवटै दलले आफ्नो इमान्दारिता अनि तर्क सरकारसमक्ष सठीक ढङ्गमा राख्न नसक्दा नै स-साना व्यवस्थाहरूमा जान परेको आरोप पनि उनको छ| आजको परिस्थितिमा गोजमुमोले जीटीए त्यागेको खण्डमा मात्र एउटै मञ्चमा आएर आन्दोलन गर्न सकिने मत पनि उनले प्रकट गरेका छन्|
अर्कोतिर, मोर्चाकै भातृ सङ्गठनहरूले जीटीए रद्द गर्नुपर्ने अनि गोर्खाल्याण्डको मागलाई अघि बढाउनुपर्छ भन्ने आजको ताजा परिस्थिबारे पनि क्रामाकपाले प्रतिक्रिया जहेर गरेको छ|
‘तेलङ्गना गठन हुँदा अन्य दलले गोर्खाल्याण्डको मागलाई अघि बढाएको खण्डमा जनसमर्थन गुम्ने डरले मोर्चाले भातृ सङ्गठनलाई अघि लगाएर गोर्खाल्याण्ड भन्ने लगाएको मात्र हो’-आञ्चलिक सचिव मोहन पौड्यालले भने|
‘जीटीएलाई अझ सहुलियतहरू दिएर क्षमतावान बनाउनुपर्छ भन्ने वार्गेनिङ मात्र हो’-ग्रक्रायुमोका अरुण घतानीले थपे|
क्रामाकपाको आजको बैठकमा, सुदन प्रधान, श्याम गुरुङ आदि पनि मुख्य रुपले उपस्थित थिए| बैठकमा साङ्गठनिक गतिविधि एव वर्तमान राजनैतिक परिस्थतिबारे चर्चा भयो| गोरुबथान, रोङ्गो, कालेबुङ शहर खण्ड १, २, आदि क्षेत्रमा भइरहेको दलको साङ्गठनिक विस्तारलाई द्रुत गतिमा अघि लान आजको बैठकमा नै निर्दिष्ट व्यक्तिहरूलाई जिम्मेवारी सुम्पिएको छ|

Giri flies to Delhi for talks

Darjeeling, July 19: Gorkha Janmukti Morcha general secretary Roshan Giri left for Delhi to meet Union home minister Sushil Kumar Shinde over Gorkhaland on a day its youth wing decided to start collecting donations from people to renew the statehood agitation.

Priyabardan Rai, general secretary of the Gorkha Janmukti Yuva Morcha, today said: “An emergency meeting of the Yuva Morcha was held in Darjeeling today and we have… decided to start collecting donations from the public from tomorrow. We will accept any amount the public donates for the cause.”

The fund is being collected as the Yuva Morcha has decided to start a series of agitations, including a public meeting at Kurseong on July 23.

In the past, the Morcha had done such fundraising rounds.

“During the meeting we decided to form teams of Yuva Morcha leaders for Mirik, Darjeeling, Kalimpong and Kurseong that will oversee our future programmes,” Rai said.

The Yuva Morcha had yesterday demanded the dissolution of the GTA and a renewed agitation for statehood, on which it plans to write to Morcha chief Bimal Gurung.

“We will write a letter to our party president telling him that we do not want GTA and that our struggle for Gorkhaland must carry on,” Rai said.

Sources said yesterday the Yuva Morcha had upped the pitch for statehood with the blessings of Gurung.

The Morcha has tied its movement to the statehood demand for Telangana.

Yesterday, home minister Shide said a decision on Telangana would be reached “soon”.

Giri’s visit to Delhi to meet Shide is being seen in this light in the hills.

The six-member team led by Giri consists of the three hill MLAs — Trilok Dewan, Rohit Sharma and Harka Bahadur Chhetri — along with Darjeeling civic chief Amar Singh Rai and central committee member D.K. Pradhan.

Giri said: “Union home minister, Sushil Kumar Shinde had given us an appointment at 1pm on Thursday. We, however, could not make it yesterday and once we reach Delhi we will try and meet the home minister as early as possible.”

The Morcha believes that the Centre is on the verge of creating a separate state of Telangana.

Gurung and 2 others get bail

Siliguri, July 19: Bimal Gurung and two other leaders of the Morcha were granted bail by a court in Jalpaiguri today.

The chief executive of the GTA Sabha appeared at the chief judicial magistrate’s court in Jalpaiguri today along with party colleagues Ramesh Alley and Saraswati Pradhan. Gurung, who was earlier given interim bail, got his bail confirmed by the court today.

“Earlier, the district and sessions court of Jalpaiguri had granted anticipatory bails for Bimal Gurung and two others. They were instructed by the court to appear at the CJM court within seven days,” Santa Chatterjee, the assistant public prosecutor, said.

“Accordingly, they appeared in court today and were granted bail on personal bond,” he said.

The three Morcha leaders got bail against personal bonds of Rs 1,000 and Rs 4,000, a court source said.

According to a court source, the Morcha president and his colleagues were named in two cases. The first case was registered at Malbazar police station in Jalpaiguri district in 2009 after Morcha workers clashed with a section of local residents and police after they tried to march into the Dooars where prohibitory orders under section 144 of CrPC were imposed.

The second case was registered in 2011, after police and Morcha workers clashed at Sibchu.

Gurung spoke in a relieved tone before leaving the court premises.

“We are happy with the court’s order of granting us bail,” he said.

Yuva Morcha piles statehood pressure

Darjeeling, July 18: The Gorkha Janmukti Morcha’s youth wing today demanded the dissolution of the GTA on the second anniversary of the signing of the memorandum to bring the autonomous body into being.

Sources in the hills said the Yuva Morcha’s call was a pressure tactic with the Gorkha Janmukti Morcha’s blessings as the hill party feels a decision on the Telangana statehood issue is imminent in Delhi.

“We demand dissolution of the GTA as we want Gorkhaland, which is the only means to secure the political identity of the Gorkhas (living in India). The Yuva Morcha has come forward for the cause of Gorkhaland and we will not step back now,” said Priyabardan Rai, general secretary of the Yuva Morcha, at a street-corner meeting at Chowk Bazar in Darjeeling.

Sources in the party said the Yuva Morcha was taking a stand according to the directive of party president Bimal Gurung.

“Bimal Gurung held a closed-door meeting at Gorkha Rangamanch Bhavan on Tuesday when he had made it clear to the youths that the party must not sit idle when the positive developments are taking place with regard to creation of a separate state of Telangana,” said a Morcha leader on condition of anonymity.

Nothing definite on Telangana has emerged from Delhi yet. PTI quoted Union home minister Sushil Kumar Shinde saying today: “The (Congress) party is discussing the matter. I cannot disclose details. But a decision will be taken soon — either this way or that way.”

Asked about the Yuva Morcha’s meeting and the party’s stand, Morcha senior leader Roshan Giri said: “We want Gorkhaland to be formed when Telangana is created.” He refused to take questions.

Lady from USA told to leave Darjeeling Hills over ISI

Darjeeling, 17 July: One Natasha Singh (40), a resident of Oakland, California, had to leave Darjeeling as ordered by the Foreigner’s Registration Office here.
Police said, she, associated with an NGO based in Darjeeling, had met a suspected ISI operative, Misa Sawria at the district correctional home.
The SP, Darjeeling, Mr Kunal Agarwal said that Natasha had visited India on a tourist visa.
“She stayed at Panighatta for a month. She was close to one of the NGOs based in Darjeeling. She had even gone to visit Misa Sawria, ISI’s suspected operative who had been arrested recently from Kurseong.”
He, however, refused to elaborate.
“When the FRO of Darjeeling found out about her, he asked her to leave Darjeeling. She left for Delhi and will be sent back to Oakland from there,” he said.

Tamang accused held after custody slip

Darjeeling, July 17: Dawa Sangay, an accused in the Madan Tamang murder case, was caught after he allegedly tried to flee police custody from Darjeeling district hospital where he had been admitted on June 22.

Sangay was found in a market close to the hospital around 1.30pm, police said. He had been admitted last month with back pain.

Police have said a department probe would be conducted on the two guards posted outside the hospital cell where Sangay was kept.

Kunal Aggarwal, the Darjeeling superintendent of police, said: “We received information that two accused in the Madan Tamang murder case, Dawa Sangay and Tenzing Khambachay, were trying to flee custody since yesterday. We had kept police personnel in plainclothes on the hospital premises and we have video footage to show that Dawa Sangay had come out of his cell at the district hospital and was trying to flee.”

Sangay, Khambachay, Pravin Subba and Amol Lama were among 13 people who surrendered in connection with the Madan Tamang case on June 17. The four were moved to the hospital on June 22 after they complained of various illnesses. All 13 were named in the CID chargesheet in the case. The case is now being probed by the CBI. The four were kept in a separate cell for convicts and undertrials in the hospital and were being guarded by two-security personnel.

According to Aggarwal, Sangay came out of the hospital’s cell on the pretext of undergoing some pathological tests. “He showed some documents to the two constables guarding the accused in the hospital and came out. He was arrested from the market this afternoon.”

The police said Khambachay, too, was trying to come out of the hospital but chose not to venture out when he sensed that plainclothesmen were keeping a watch. “He probably sensed that plainclothes police personnel had already been posted there and immediately went inside the hospital cell,” said Aggarwal.

Police have booked Sangay under Section 224 of the IPC for trying to flee from custody.

A police source said they had information that a vehicle was waiting in the market to help Sangay flee Darjeeling.

Another officer said the police would also make an appeal in court to have a team of doctors examine all the four accused who have been shifted to the hospital.

Gurung calms hill SC, ST quota nerves

Darjeeling, July 17: The Darjeeling District Schedule Caste and Schedule Tribe Joint Action Committee today said that Bimal Gurung had assured its members that the GTA would grant jobs to SCs and STs as proposed in a recent resolution.

Hem Baraily, the general secretary of the SC and ST Joint Action Committee, said Gurung had also assured them that the GTA Act would be amended soon so that seats would be reserved for SC and ST candidates in the next GTA elections.

“Morcha president Bimal Gurung called us for a meeting in Darjeeling yesterday where he assured us that the GTA would follow the 100-point roster system in all recruitments that will be made by the GTA in the coming days. He also assured us that he would ensure that the GTA Act is amended in the upcoming monsoon session so that seats are reserved for the SC and ST candidates in the next GTA election,” Baraily said.

According to the 100-point roster system, 22 per cent of jobs have to be reserved for the SC community and 6 per cent for STs. The Other Backward Classes (OBCs) enjoy 27 per cent quota.

The election seats are reserved according to the community’s population in constituencies.

The SC community was up in arms against the Morcha after it came to light that the GTA had not followed the 100-point roster system while appointing 575 teachers in primary schools.

Recently, the SC community started a poster campaign demanding implementation of the 100-point roster system and reservation for SC and ST candidates in the next GTA polls scheduled in 2017.

On Saturday, the GTA passed a resolution on the two issues.

But the next day, the SC and ST Joint Action Committee adopted a resolution to write to Gurung seeking his support for academician Mahendra P. Lama for the Darjeeling Lok Sabha elections.

Lama, a resident of Darjeeling who is now based in Delhi, is from the ST community.

The SC and ST community makes up 43 per cent of the hill population and their request, could have put the Morcha under pressure.

But today, Baraily said the SC and ST Joint Action Committee would not write to Gurung requesting him to support Lama.

“Since our two main demands are being fulfilled, we have decided to keep in abeyance our decision to write to Gurung seeking support for Lama,” Baraily said.

Asked if Lama’s issue cropped up during their interaction with Gurung in Darjeeling yesterday, Baraily replied in negative.

“Neither Gurung nor our members broached the issue,” he said.

Teesta enters rural poll campaign

Chief minister Mamata Banerjee may have turned the waters of the Teesta into a contentious issue, but for her party, Teesta is a success story in the panchayat polls.

Erosion caused by

the Teesta, lack of progress in the Teesta Barrage Project in the past three decades and the deplorable condition of the bridges over the river, such as the bridge on NH31D, have been highlighted by Trinamul leaders for several years.

But this year, Mamata’s refusal to share Teesta water with Bangladesh was the best thing that happened to the river and the people living on its banks in a long time, Trinamul claims.

The party also claims that the new government has worked to prevent erosion and flooding by the river and has planned a tourist hub on the river.

“We are highlighting Teesta as one of our success stories,” said north Bengal development minister Gautam Deb.

“Our government vehemently opposed the Centre’s decision to provide additional water to Bangladesh. In the past two years, this government could bring in more arable land under the Teesta Barrage Project. We could carry out flood protection measures and have even retrieved land that was gobbled up by the river earlier by constructing embankments,” he added.

Mamata Banerjee had earned the displeasure of both the UPA government and Bangladesh for refusing to share Teesta water with the neighbouring country.

The river, which originates in north Sikkim as a trickle, runs through almost the entire length of the state and widens as it plunges into the plains of north Bengal at Sevoke Bazar, 20km from Siliguri.

It flows through the Darjeeling, Jalpaiguri and Cooch Behar districts before entering Bangladesh to merge with the Brahmaputra.

The river crosses Rajganj, Sadar and Mainaguri blocks of Jalpaiguri and Mekhliganj and Haldibari blocks of Cooch Behar.

“People appreciate when we refer to our chief minister’s refusal (to share the Teesta water) and her desire to help farmers of north Bengal with the water. We have also released water on the left bank of the river through canals that are linked to the river at Gazoldoba,” said Khageswar Roy, the Trinamul MLA of Rajganj.

Trinamul leaders, especially from Rajganj, are talking about the state’s plan to develop a mega tourism hub in Gazoldoba, where the barrage on the river is, costing around Rs 1,800 crore through a private-public partnership.

Tenders for the project would be floated soon, said a state tourism official.

“It is the largest tourism project planned in north Bengal on the bank of the Teesta. We are highlighting the prospects of employment of local educated youths. Rajganj is an agricultural belt with only a handful of industrial units. Opening of this mega tourism hub would generate employment, right from the commencement of the construction,” Deb said.

“Unlike earlier years, when officials and contractors of the irrigation department would only come when the river would swell during the monsoons and gobble up our land, in the past two years, we have seen repair and construction of embankments,” said Rathin Burman, a resident of Gourikon in Rajganj block.

The state irrigation department could reclaim 20acre of fertile land that was washed away by the Teesta in Gourikon, situated on the bank of the river.

But Brojen Roy of Mondolghat, 30km downstream in Jalpaiguri Sadar block, is sceptical.

“We cannot simply believe the promises made by Trinamul leaders. During the Left Front rule we saw CPM leaders speaking in a similar manner but nothing was done. Mamata Banerjee has rightly refused providing additional water to Bangladesh, without there being a prior assessment of the farmers’ needs for water. We do not have proper irrigation facilities. We mostly use Teesta water in our fields that are on the river banks.”

Congress and Left Front leaders in Cooch Behar and Jalpaiguri districts dismissed many claims made by the Trinamul.

“The Gazoldoba tourism hub is yet to turn into reality and we have serious doubts about the project. Regarding the anti-erosion measures, Trinamul has done nothing exemplary in the past two years. Even last year, there was huge loss of property after the Teesta floods. Several areas in Rajganj, Jalpaiguri and Mekhliganj were flooded,” Salil Acharya, a district CPM leader of Jalpaiguri, said. “Our state government had invested hundreds of crores in the Teesta Barrage Project,” he added.

“Because of shortage of funds we could not expedite the task of the canal network. Trinamul could use only a part of the funds allocated by the Centre. There should have been more progress,” Acharya said.

The Centre has allocated Rs 3,000 crore and one fourth of the amount has already been dispersed to the irrigation department for the Teesta Barage Project.

Congress leaders said the recent work was possible because of funds from the Centre.

“Whatever embankment repair or construction work was carried out recently, they are projects planned by our leader and former state minister Manas Bhunia. He was the irrigation minister from May 2011 to September 2012,” Biswaranjan Sakrar, a Congress leader from Jalpaiguri, said. “Funds for the barrage project are being released by the Centre since 2009. But Trinamul leaders conveniently forget that during their campaigns.”

HS council book plan in court

Calcutta, July 17: The West Bengal Council for Higher Secondary Education today placed a proposal before Calcutta High Court for settling the impasse over printing of Class XI textbooks requesting for status quo for this year.

Justice Sanjib Banerjee after hearing out the proposal directed the council’s lawyer, advocate-general Bimal Chatterjee, to hold meeting with the representatives of both the publishing houses — Orient Blackswan and Punascha — and inform the court about the outcome tomorrow.

The advocate-general today accepted that justice had not been done to Punascha, the publisher that moved court citing a discrepancy in the tender process of the HS council.

According to the council’s proposal, Orient Blackswan should be allowed to publish textbooks on six subjects this year and Punascha should print books on two other subjects.

However, for the next two years, Punascha would be allowed to publish textbooks for six subjects and text books for the two other subjects would be printed by other publishers, according to the council’s proposal.

“Advocate-general will hold a discussion on the council’s proposal with the two publishing houses and inform the court about the outcome of the discussion by tomorrow,” the judge said.

Punascha, a city-based publishing house had moved the case in the high court challenging the legality of the tender process adopted by the council for printing this year’s Class XI books.

The petitioner alleged that even though it had agreed to pay a royalty of 35 per cent, the council had awarded tender to Hyderabad-based Orient Blackswan to print the textbooks of six subject against a payment of only 26 per cent royalty. The council had asked Punascha to publish textbooks only of two subjects.

In response to the petition, Justice Banerjee had issued an interim order restraining the council from proceeding with the tender process till further order of the court.

Deadline for civic poll date

Calcutta, July 17: Calcutta High Court today directed the state government and state election commission to sit together by tomorrow and fix within three days the dates of polling for 13 municipalities whose terms ended on June 29.

A division bench of Chief Justice A.K. Mishra and Justice Joymalya Bagchi passed the order in response to a PIL moved by advocate Basabi Roy Chowdhury alleging that the state government was trying to postpone the elections to 13 municipal bodies.

“The state government is directed to sit with the state election commission by tomorrow and fix the date of 12 municipal bodies’ polls within next three days,” the division bench said in its order.

Appearing for the petitioner, advocate Subrata Mukhopadhyay, said: “ The state government has been taking a dilly-dally process in holding of elections to 13 municipalities, whose terms had expired in the meantime.”

Commission counsel Behani said: “My client wants to hold the election in 12 municipalities on September 22. But the state government is saying that election should he held on September 7.”

The bench then passed the order.

The municipalities, where elections are due are Burdwan, Guskara, Habra, Diamond Harbour, Dubrajpur, Alipurduar, Mekhliganj, Haldibari, Dalkhola, Panihati, Chakdah and Balagarh.

Five-year terms of these municipalities had ended on June 29 this year.

The five-year term of Midnapore municipality had also ended on June 29.

But, advocate L.C. Behani, the counsel who appeared for state election commission, informed the court today that since the delimitation process of the municipality had not been completed yet, election to Midnapore municipality would not be possible before November.

SC, ST seek Morcha seal for Lama

Darjeeling, July 16: The Darjeeling District Schedule Caste and Schedule Tribe Joint Action Committee will write to Gorkha Janmukti Morcha chief Bimal Gurung requesting him to support academician Mahendra P. Lama as the Lok Sabha candidate from Darjeeling.

The decision was taken at a a joint action committee meeting here on Sunday.

The SCs and STs make up 43 per cent of the hill population and their support for Lama is bound to put the Morcha under pressure.

The current Darjeeling MP is the BJP’s Jaswant Singh.

“The joint action committee has decided to approach Bimal Gurung, requesting him to support Mahendra P. Lama on the ground that Lama is not just a well-known academic but an institution in himself. He is also a son of the soil,” said Hem Baraily, general secretary of JAC.

Lama, a Darjeeling resident, is based in Delhi. He is the pro-vice-chancellor of Indira Gandhi National Open University. He was the founding vice-chancellor of Sikkim University till 2012 and member of the national security advisory board.

“I will approach all parties, including Morcha and leaders of different communities. I do not have plans to pull down the parties in power but want to work with all as my agenda and that of other parties (from hills) is the same with regard to Gorkhaland,” said Lama, who is an ST.

He said he would contest as an Independent and consensus candidate. “We will also seek support from the plains.”

Baraily, who expressed gratitude to the Morcha for adopting a resolution for the SCs and STs in GTA jobs on Saturday, said: “We will wait for 20-25 days for his (Gurung’s) reaction after which we will take a stand on the issue,”

A Morcha leader said: “We have not discussed the issue.”

Arrears protest in govt estates

Darjeeling, July 16: The Gorkha Janmukti Morcha-affiliated trade union has started an hour-long pen-down strike daily in three hill gardens owned by the West Bengal Tea Development Corporation demanding payment of arrears to employees that amounts to Rs 1.5 crore.

The union has threatened to intensify its strike, converting it from an hour-long protest to an indefinite one, after July 25 if the dues accumulated between April 2011 and February 2012 are not cleared.

“Despite repeated reminders to the West Bengal Tea Development Corporation, arrears to the tune of Rs 1.5 crore have not been cleared by the management. We have been forced to call a series of agitations in the gardens,” said Milan Pradhan, the media secretary of the Darjeeling Terai Dooars Plantation Labour Union.

The West Bengal Tea Development Corporation manages Rangaroon, Padam and Rangmuk-Cedar tea gardens in the hills, apart from Hilla and Mahua in the Dooars.

The Morcha union has been organising an hour-long pen-down strike from July 15 in the hill gardens. The agitation will continue till tomorrow.

Everyday, officials in the three gardens do not work for the first one hour. Plucking, though, has not been affected.

“The pen-down strike will be observed for two hours (every day) from July 18 to 20 after which the agitation hours will be increased to four hours till July 25. After 25 July, the pen down strike will be observed throughout the day for an indefinite period,” said Pradhan.

He added that the management of the three gardens has failed to clear the arrears accrued over a period of 10 months.

“The workers’ wages were increased from Rs 67 to Rs 90 (per day) with effect from April 1, 2011. The management has not cleared the 10-month arrears till date. The wages of the staff and the sub-staff were also hiked by 34 per cent (from April 2011) but this, too, has not been implemented in the WBTDC-managed gardens,” said Pradhan.

Officials said although the workers were paid the revised wages of Rs 90 per day after February 2012, the revised salaries of the staff and the sub-staff had not been paid.

पत्रकारहरूसित कुराकानी गर्दै हिमालयन फरेस्ट भिलेजर्स अर्गनाइजेशन कालेबुङ महकुमा समितिका अध्यक्ष किशोर थापाले उक्त कुराको जानकारी गराएका हुन्| उनीअनुसार,कालेबुङभित्र ९ वटा रेञ्ज अन्तर्गत २९ वटा पञ्जिकृत वन बस्तीहरू रहेको छ| ती बस्तीहरूको विकासको निम्ति सरकारबाट माइक्रो प्लान अन्तर्गत विकास कोष आउने गरेता पनि २००४ देखि लागु उक्त योजनाबाट कालेबुङका बन-बस्तीहरू वञ्चित हुनपरेको आरोप उनले लगाए| ‘दोस्रो चरणमा २००८ देखि नै कोष आएपनि यता लागु गरिएन’-उनले भने, ‘यो सब बन-बिभागको ढिलाईको कारण हो|’
उनले जानकारी गराएअनुसार, उक्त कोषबाट नै वन बस्तीमा पेय जल परियोजना, विद्यालय निर्माण लगायतका कुराहरू गर्न सकिन्छ| दार्जीलिङ, खरसाङमा यी योजनाहरू लागु भएपनि कालेबुङमा हुन नसकेको उनले बताए| सम्बन्धित विषयमा अर्गनाइजेशनले ११ पल्टसम्म वन विभागका अधिकारीहरूसित भेट गरिसकेको भएपनि आश्‍वासनबाहेक केही पाउन नसकेको उनको भनाइ छ| ‘अधिकारीहरूले दिएको आश्‍वासनको अन्तिम मिति समाप्त भएकोले हामी आज डीएम कार्यलयमा आइपुगेका थियौं| तर अधिकारीहरूसित भेट हुन सकेन’-अध्यक्ष थापाले भने, यतिञ्जेलसम्म पनि विकास योजना लागु नहुँदा आन्दोलनमा जाने निर्णय लिएका हौं|’

SC stays Madan murder trial - State, CBI told to file replies in 4 weeks

New Delhi, July 15: The Supreme Court today stayed for eight weeks the trial for the murder of ABGL leader Madan Tamang on a petition filed by his widow, who alleged that the CBI and the state government were shielding the accused for political reasons.

Petitioner Bharati Tamang alleged that the state government was cosying up to the Gorkha Janmukti Morcha, whose leaders and workers were accused of masterminding and executing the assassination for political benefits. Alleging that the CBI was acting in a biased manner, she approached the court for the transfer of the probe to the National Investigation Agency and a stay on the trial. In the written submission, though, Bharati pleaded for probe by a court-appointed special investigation team. Madan Tamang was hacked to death in Darjeeling on May 21, 2010. The trial, scheduled for committal from the chief judicial magistrate’s court in Darjeeling, was stayed by a bench of Chief Justice Altamas Kabir and Justices Ibrahim Kalifullah and Vikramjit Sen. Advocates Mukul Rohtagi and Pragya Bahel appeared for Bharati in the court. After briefly hearing their submission, the court directed the Bengal government and the CBI to file their response within four weeks. “…The state respondents No. 1 and 2 have been manipulating the investigation at every stage to broker a political settlement with the perpetrators and conspirators of the crime as a result of which the investigation has not been conducted in a fair, transparent and bona fide manner,” alleged Bharati. She also said that “the political backdrop against which the entire investigation was conducted” showed that the “state respondents were concerned with brokering any sort of political peace in the Darjeeling hills and for this purpose requisitioned the entire investigation of the case at the cost of justice and at the cost of the victim, his family and relatives”. The petitioner also assailed the May 18 order of the sessions court to grant bail to five accused persons. The counsels said the judgment had been passed on erroneous ground and the CBI chose not to appear in court to oppose the bail pleas. According to Bharati’s counsels, the CBI arrested the five accused from Darjeeling on February 15 after the Supreme Court had issued a notice in December last year to the investigating agency on the slow progress of the case. The arrested were Kismat Chettri, Dinesh Gurung, Alok Kanti Mani Thulung, Keshav Raj Pokhrel and Puran Thami. The Supreme Court was told that the sessions judge in Darjeeling had granted bail to the five on the wrong premise that they had remained in custody for about seven months while the fact was that they had been arrested only on February 15. Bharati’s plea said the order of May 18, 2013, “shockingly demonstrates that none appeared on behalf of the CBI before the sessions court to oppose the bail applications filed by the accused persons”. As a result, the court granted them bail without any contest “from the CBI in a case of grievous nature where the accused persons were absconding for three years”. “The manner of the disposal of the bail application with utmost respect is unsatisfactory as the court granted bail ex-parte to the said accused persons… and that too (on incorrect facts and premise) without hearing the counsel for the CBI,” the petition said. Bharati sought a directive from the apex court to appoint “an independent special investigation team” that consisted of senior officers, headed by a “competent person or authority of impeccable credentials” to conduct a fresh probe into the conspiracy and murder of Madan Tamang. Those who are accused by Bharati of being co-conspirators in the murder are GTA Sabha chief executive and Morcha president Bimal Gurung, executive sabha members Asha Gurung and Roshan Giri and 12 others. Madan Tamang, who was one of the most well-known anti-Morcha leaders in the Hills, was hacked in daylight with a sharp weapon, when he was preparing to address a public meeting on May 21, 2010 at Upper Clubside in Darjeeling. Following the murder, the state’s CID had taken up the investigation, which named 30 people in its chargesheet. The CBI, which later took over the case, had filed an additional charge sheet naming Morcha leader Dipen Mallay. Of the 31 named in the chargesheets, Nickole Tamang and Dinesh Subba alias Kaila is absconding. One of the accused Dil Kumar Rai was found murdered at Singla, about 30km from Darjeeling on December 28, 2011. Another accused Sangay Yolmo is currently bed-ridden after he was allegedly hit by a bullet fired during the clash and is paralytic with the bullet having pierced his spinal cord. Among those arrested, 14 accused are currently on bail, while 13, who had surrendered before the chief judicial magistrate’s court on June 17 are lodged in the Darjeeling correctional home. Seshmani Gurung, defence lawyer of the accused, said: “The court of the district and sessions judge has already committed the case of the 14 accused to the additional session judge (3rd court) and we were hopeful that trial would start soon. However, if the Supreme Court has passed the order the trial will be stayed.”

Resolution for SC, ST quota in GTA jobs - Reservation also in hill body’s elections

Darjeeling, July 14: The GTA Sabha has passed a resolution in favour of reserving 22 per cent for Scheduled Castes and 6 per cent for Scheduled Tribes in GTA jobs.

The executive Sabha of the GTA, which passed the resolution yesterday, has also decided to follow reservations in the GTA elections that would reflect the 33.72 per cent presence of STs and the 9.82 per cent of SCs in the hills. The moves are being seen as a way to woo SCs who had spoken out against the lack of reservations for teachers’ jobs in the hills. The hills also have a sizeable tribal population. Among them are Lepchas, whom Trinamul tried to woo after the state set up a Lepcha development board. Roshan Giri, an executive member of the GTA, used the word “reservation” yesterday while talking about the hill election system but did not specify the quota percentage for SCs and STs. “The GTA has passed a resolution to provide seat reservations to SC and ST communities in the next GTA elections,” Giri, a senior Gorkha Janmukti Morcha leader, said. About GTA job recruitments, he said: “The Sabha had also decided to maintain a 100-point roster system in all future appointments made by the GTA.” According to the 100-point roster system, 22 per cent of jobs have to be reserved for SCs and 6 per cent have to be set aside for STs. Members of Other Backward Classes enjoy a reservation of 27 per cent. Giri said the GTA Act would have to be amended to reserve seats in the hill body, which means the resolution would require the state government’s sanction. The GTA has 45 elected members and five nominated ones. None of seats is reserved. The resolution was adopted at a meeting of the executive body here yesterday. The SC community had criticised the Gorkha Janmukti Morcha for denying them their constitutional rights while appointing 575 primary school teachers recently. SC leaders had said 127 candidates from the community needed to be appointed as the teachers, but only 80 had been given jobs. They had threatened to approach the National Commission on Schedule Castes with the matter. The SC leaders couldn’t be contacted today for a reaction on the Gta’s resolution. Observers believe the GTA’s decision to pass a resolution on reservations in the hill body’s seats as well as jobs was the fallout of the SC community’s protest. “This is a move aimed at wooing the SC community. Moreover, the Morcha would be on the back foot if they (the SC community) approach court or the National Commission for Schedule Castes against the GTA for not following quota in teachers’ recruitment,” said an observer. The SC community, led by Kamasingh Ramudamu, were among the first to support the Morcha in 2007 as the Sixth Schedule demand raised by GNLF leader Subash Ghisingh did not have any provision for reserving seats for the SCs. But for STs, there was a provision to reserve 10 of the 28 elected seats of the council proposed to be created under the Sixth Schedule. Ramudamu was made the vice-president of the Morcha, a post he held till he died in 2009. Many also believe the GTA decided to seek the seat reservation to curry favour with the Lepchas, who belong to the ST community. Earlier this year, the GTA and the state government were at loggerheads over the formation fo a Lepcha development board. The Morcha wanted a Lecha development board under the GTA, but the state government, after talks with Lepcha leaders, set it up in February under the state government’s backward classes welfare department. The GTA executive body also passed a resolution to demand ST status for 10 Gorkha communities. “The 10 Gorkha communities are Rai, Gurung, Sunwar-Mukhia, Khas-Hitkari, Bhujel, Newar, Dewan, Mangar, Thami and Jogi. The Centre and state had agreed to pursue the demand in the memorandum of agreement,” Giri said.

Last-minute rush as India stops telegram service today

Delhi 14 july : Thousands of Indians crammed into telegram offices today to send souvenir messages to friends and family in a last-minute rush before the service shuts down after 162 years. Today is the last day that messages will be accepted by the service, the world's last major commercial telegram operation, and the Central Telegraph Office in New Delhi said it was geared up to tackle the expected rush.

"We have increased the number of staff in the expectation that the number of people will grow at our counters," telegraph senior general manager Shameem Akhtar told AFP. "We will take the final telegram at 10:00 pm today and try to deliver them all the same night and the remaining would be sent on Monday," he added as dozens waited to hand over messages handwritten on slips of paper. Leave for all staff has been cancelled in a bid to handle the volume of messages, which cost a minimum of 29 rupees and are hand-delivered by delivery workers on bicycles. On Sunday morning joggers, housewives and students were among those sending messages to loved ones. Many were seen making calls on their mobile phones to get the postal addresses of their friends so they could send the last dispatch. "I have never seen such a rush before. They are some people who are sending 20 telegrams in one go," said Ranjana Das who is in charge of transmitting the telegrams. "The service would not have been killed had there been this kind of rush through the year," added worker Vinod Rai. The service, known popularly as the "Taar" or wire, will close on Monday because of mounting financial losses. "While we communicate with improving modern means, let us sample a bit of history," said one of the last telegrams sent. "Keep this safely as a piece of history. Mom," read another. In the days before mobile phones and the Internet, the telegram network was the main form of long-distance communication, with 20 million messages dispatched from India during the subcontinent's bloody partition in 1947. At its peak in 1985 the state-run utility sent 600,000 telegrams a day across India but the figure has dwindled to 5,000 at present, telegraph senior general manager Shameem Akhtar told AFP. Most of these are believed to be sent from government departments. "Since 2008 we started redeploying our telegraph staff... and at present more than 90 percent have been redeployed and only 968 telegraph staff remain," Akhtar said. युद्धस्तरमा चुनाउ प्रचारलाई अघि बढाउँदै आश्‍वासनको पोको बोकेर शनिबार उत्तर बङ्गाल उन्नयन मन्त्री गौतम देवले सामसिङ, चिलाउने कमान अनि मटेलीमा कार्यकर्ताहरूसित सोझो सम्पर्क कार्यक्रम गरे| प्रचार-प्रसार कार्यक्रमा मन्त्री गौतम देवसित चन्दन भौमिक लगायत तपन मित्र, सोना सरकार, ब्लक संयोजक महेन्द्र प्रधान आदि उपस्थित रहेका थिए| मन्त्रीको नेतृत्वमा सामसिङ बस स्ट्याण्डदेखि स्कूल लाइनसम्म पदयात्रा निकालेपछि क्षेत्रको विविध समस्याहरू सामाधान गर्ने भन्दै मन्त्री देवले उपस्थित तृणमूल सरकार आम जनतासमक्ष पुग्ने बताए| ‘परिवर्तनको हाम्रो सरकार प्रत्येक जनतासमक्ष पुग्नेछ| सामसिङभित्रको श्रमिकहरूको धेरै समस्या सामाधान गर्नुछ’-सभालाई सम्बोधन गर्दै मन्त्री देवले भने| उनले अझ भनेअनुसार, तृणमूल सरकारले अघिबाटै वचन दिइसकेको सामसिङ चियाकमानको पानीको समस्याको यथाशीघ्र सामाधान निकालिनेछ| वर्ष २००९ मा सामसिङ चियाकमान खोल्नका निम्ति निकालिएका एक हजार श्रमिकहरूको निम्ति पनि ठोस व्यवस्था गरिने उनले आश्‍वासन दिएका छन्| आफूहरू सरकारमा भएको कारणले नै यहॉंका पीडीत श्रमिकहरूको समस्या सामाधान गर्न तत्पर रहेको बताउँदै निकालिएका श्रमिकहरू राशिन जस्ता मूलभूल सहुलियतहरूबाट वञ्चित हुनुनहुने उनले बताए॥ सम्झौताअनुसार, अहिलेसम्म कुनै पनि श्रमिकले पुनः चियाकमानमा रोजगारको अवसर नपाएकोले उनीहरूको रोजगारको व्यवस्था गरिदिने पनि उनले वचन दिएका छन्| क्षेत्रको बेलाह अवस्थामा रहेका सडकहरूको पुनःनिर्माण गरिने लगायत अन्य सुहिलयतहरू उपलब्ध गराउने वचन दिदै उनी सामसिङपछि प्रचार-प्रसारको क्रममा चिलाउने चियाकमानका मानिसहरूसित भेट गर्न पुगेका थिए| चिलाउनेमा पनि उनले विकास गरेर नै परिवर्तनको सरकार हरेक जनतासमक्ष पुग्ने तिनले बताए| चिलाउने कमानपछि मटेली मोडमा एउटा पथसभालाई सम्बोधन गर्दै उनले तृणमूल सरकारद्वारा डुवर्समा धेरै विकासका कार्यहरू भइरहेको जानकारी गराए| मटेलीमा चॉंडै आईटीआई संस्थान निर्माण गर्ने, मङ्गलबारी प्राथमिक स्वास्थ्य केन्द्रलाई पदोन्नति गराइने, बाघपुल सेतूको समानान्तर अर्को सेतू बनाउने तृणमूलको परिकल्पना रहेको कुरा पनि उनले सार्वजनिक गरे| उनले अझ भनेअनुसार, परिवर्तनको सरकार जनसाधारण समक्ष विकास पुर्‍याउन चाहन्छ| जनतासम्म विकास पुर्‍याउन ग्राम पञ्चायत, पञ्चायत समिति र जिल्ला परिषद्ले सेतूको काम गर्नेछ| यसैले आगामी पञ्चायत चुनाउमा तृणमूललाई भारी मतले जिताउने आह्वान गरे| मटेलीमा कंग्रेस अनि वामफ्रण्टले कुनै ठोस् विकास कार्य नगरेको पनि उनले आरोप लगाउँदै विकास कसरी गरिन्छ सो तृणमूल सरकारले देखाइदिने बताए|

कवि केवलचन्द्र लामालाई भाइचन्द स्मृति पुरस्कार

कालेबुङ, १४ जुलाई्| यसवर्षको भाइचन्द स्मृति पुरस्कार कवि केवलचन्द्र लामालाई प्रदान गरियो| नेपाली साहित्य अध्ययन समितिद्वारा यहॉंको रामकृष्ण रङ्गमञ्चमा आयोजित दुइदिने भानु जयन्ती कार्यक्रमको आज दोस्रो दिनमा लामालाई यो पुरस्कार प्रदान गरिएको हो| मुख्य अतिथिको रुपमा उपस्थित कवि मोहन ठकुरीको बाहुलीबाट कवि केवलचन्द्र लामालाई यो पुरस्कार प्रदान गरिएको थियो| पुरस्कारको रुपमा तिनलाई अंगवस्त्र ओडाएर प्रशस्तीपत्र, स्मृतिचिन्ह अनि नगद राशि प्रदान गरिएको थियो| लामालाई यो पुरस्कार आखेँझरी कविताकृतिको निम्ति प्रदान गरिएको हो| पुरस्कार अलंकरण समारोहमा विशिष्ट अतिथिहरूमा विधायक डा हर्कबहादुर छेत्री, पुरस्कारदात्री साहित्यकार सानुमति राई आदि विशिष्ट उपस्थित थिए| पुरस्कार ग्रहण गरेपछि कवि केवलचन्द्र लामाले आफू कृतार्थ बनेको प्रतिक्रिया व्यक्त गरे| तिनले अझ गम्भीर र दायित्वशील बनेर साहित्य सृजनातिर लाग्न पुरस्कारले हौसला थपेको बताए्| यसअवधी उनले पुरस्कृत सङ्ग्रहबाट दुइवटा कविता सुनाएर आफ्ना श्रोता र शुभचिन्तकहरूलाई मुग्घ पारेका थिए्| कवि लामाको परिचय सुधीर छेत्रीले प्रस्तुत गरेका थिए भने भाइचन्द प्रधानको साहित्यिक व्यक्तित्व र कृतित्वबारे प्रा जोग चामलिङले प्रकाश पारेका थिए्|

जीटीए दिनु भनेकै गोर्खाल्याण्ड नदिनु , सरकारको घर ज्वाइँ बसेर गोर्खाल्याण्ड आन्दोलन हुँदैन

दार्जीलिङ 14 जुलाई : जीटीए नत्यागी गोर्खाल्याण्ड आन्दोलन शुरू गर्ने गोजमुमोको बयानप्रति तीव्र प्रतिक्रिया गर्ने पिपल्स फोरमका सचिव प्रवीण गुरूङ(Peoples forum general secretary Pravin Gurung)ले सरकारको घरज्वाइँ बसेर गोर्खाल्याण्ड आन्दोलन सम्भव नहुने बताए। ससुराले दिएको खाएर, ससुराले नै दिएको सबथोक लगाएर आन्दोलन हुँदैन। यदि सॉंच्चै गोर्खाल्याण्ड आन्दोलन गर्छौ भने पहिला जीटीए रिजाइन गर।

तब पो सरकारले पत्याउँछ। आन्दोलनको पनि प्रभाव हुन्छ, गोजमुमोको बयानप्रति उनले यसरी आज प्रतिक्रिया गरे। जीटीएको कुर्सी नछोड़ी गोर्खाल्याण्ड आन्दोलन गर्ने मोर्चाको बयान बगमफुस्से कुरामात्रै रहेको बताउँदै यसले जनतालाई दिग्भ्रमित पार्ने बताए। गोजमुमोको घरज्वाइँको प्रवृत्तिकै कारण पनि सरकारले गोजमुमोलाई पत्याउनै छोड़ेको दावी गर्दै गुरूङले भने, दिन्छु भनेर लेखापढी गरिसकेको कुराहरू त सरकारले अहिलेसम्म दिएको छैन भने गोजमुमोलाई अब गोर्खाल्याण्ड भन्दा झन्‌ कहॉं पत्याउँछ! सरकारले पत्याउनै छोड़ेको गोजमुमोले गोर्खाल्याण्ड माग्नुभन्दा पहिला सम्झौता भइसकेको जीटीएमा विभाग मागेर देखाओस्‌, हटाइदिन्छु भनेको कानूनी मुद्दाहरू माफ गराएर देखाओस्‌। सम्झौतामा भनिएको 6 सय करोड़ त अहिलेसम्म जीटीएमा आएको छैन भने घरज्वाइँ बसेर मागेको गोर्खाल्याण्ड दिन्छ र ! यी कुराहरूले नै सरकारले गोजमुमोलाई कत्तिको पत्याउछ, र सरकारसमक्ष गोजमुमोको के कस्तो औकात छ भनेर स्पष्ट हुने पनि उनको भनाइ छ। इमान्दारीको साथ गोर्खाल्याण्ड आन्दोलन गरेर जनताको विश्वास जित्न चाहन्छ भने गोजमुमोले सबभन्दा पहिला जीटीएबाट रिजाइन गर्नुपर्छ भन्ने आफ्नो अड़ान राख्दै यसो गरेमात्रै सरकारले पनि गोजमुमोलाई पत्याउला नत्र घर ज्वाइँ बसेर चै गोर्खाल्याण्ड कदापि हुँदैनपनि उनले भने। अनुसूचित जाति र जनजातिलाई आरक्षण दिने कुरामा पनि प्रतिक्रिया जनाउँदै आरक्षण उनीहरूको सम्वैधानिक अधिकार रहेकोले मोर्चाले नदिएतापनि कोर्ट आफैले दिइहाल्ने गुरूङले बताए। अन्य 10 गोर्खा समुदायभित्रका जातिहरूलाई जनजातिको दर्जा दिलाउन सरकारलाई चाप दिइने कुरामामाथि भने व्यंग्य गदगुरूङले भने, सबैलाई जनजाति बनाउनु भनेको पहाड़मा छैटौं अनूसचि लागु गर्नु हो । यसो गर्ने हो भने पहिला चै किन छैंटौं अनुसूचिको विरोध गरियो? सबै जातिलाई जनजाति बनाउने कुरा सुवास घिसिङले 2005 मै उठाएको हो। बीचमा गोर्खासमुदाय जात-जातमा फाटिने तर्कहरू गरेर गोजमुमो आफैले यसको विरोध गऱ्यो। अहिले 8 वर्षपछि फेरि उनीहरू नै जनजातिको कुरा उठाइरहेका छन्‌। गोजमुमो जनजातिको कुरा गर्छ भने जीटीएभन्दा छैटौं अनुसूचि राम्रो भन्ने कुरालाई स्वीकार गर्नुपर्छ । यसो गर्न सक्दैन भने जाति- जनजातिको कुरा छोड़ेर जीटीएबाट तुरून्तै रिजाइन दिएर कुनै सरकारी दबाउबिनै सोझै गोर्खाल्याण्ड आन्दोलन गर्नुपर्छ, भनी उनले तर्क राखे। जीटीएको चौकीबाट गोजमुमोको जरा उख्लिन शुरू भइसकेको दावी गर्दै गोजमुमोले सही समयमा सही निर्णय नलिए पतन अब टाड़ो नरहेको उनले बताए। तेलेङ्गना राज्य गठनको निर्णय भइसकेको दावी गर्दै गुरूङले अब यसको घोषणा गरिनुमात्रै बॉंकी रहेको बताए। उनको भनाइअनुसार, जीटीए खारेज नगरिञ्जेल गोर्खाल्याण्ड हुने कत्तैबाट पनि सम्भावना छैन। किनभने तेलेङ्गना राज्यको निम्ति कुनै वैकल्पिक व्यवस्थाहरूमा सम्झौता गर्ने कुरा त्यहॉंका आन्दोलनकारीहरूले कहिल्यै गरेनन्‌। राज्यबाहेक अन्य जम्मै सरकारी प्रस्तावहरू पनि खारेज गर्दै वान पोइन्ट डिमाण्डमा नै उनीहरू अडिग रहे। तर गोजमुमो भने गोर्खाल्याण्डको नाममा धेरैवटा व्यवस्थाहरूको दुईमुखे कुराहरू गरिरहे। फलस्वरूप आज तेलङ्गना राज्य बनिनै लाग्दा गोर्खाल्याण्ड अस्थायी जीटीएमा अड़किरहेको छ। सरकारले जीटीए दिनुको मूल कारण नै गोर्खाल्याण्ड नदिनु रहेको उनको दावी रहेको छ। जीटीए सम्झौतापत्रमा गोर्खाल्याण्ड आन्दोलन नत्यागी जीटीए थापिएको कुरा उल्लेख रहेतापनि योसितै जीटीएमार्फत्‌ पहाड़ बंगालको अभिन्न अङ्ग भएर रहनेछ भनेर पनि स्पष्ट लेखिएको उनको भनाइ छ। यस हिसाबमा सरकारले गोजमुमोलाई बंगालकै अधीनमा बसेतापनि गोर्खाल्याण्डको नाममा आफ्नो दुनो सोझ्याइराख्ने बाटो खुल्ला राखिदिएको उनले बताए। सम्झौतामा यस्तो कुरा उल्लेख हुनु भनेको सरकारले गोर्खाल्याण्डमा नाममा आफ्नो दोकान चलाइरहने पर्मिशन दिएको पनि उनले बताए। जबसम्म जीटीए खारेज गरिदैन तबसम्म सरकारले गोजमुमोलाई पटक्कै नपत्याउने अनि गोर्खाल्याण्ड आन्दोलन पनि बगमफुस्सेमात्रै ठान्ने गुरूङको भनाइ छ। Source: http://www.mungpoo.org
