राज्यपालको कालेबुङ भ्रमणः फेरि आश्वासन

राज्यपाल एमके नारायनन आज दोस्रोपल्ट भुइँचालो पीडितहरूको निरीक्षण गर्न कालेबुङ आइपुगे। कालेबुङको भुइँचालो प्रभावित क्षेत्रको पहिलो भ्र्रमणमा तिनले केवल म्याकफार्लेन चर्च अनि ट्रेजरी भवनको निरीक्षण गरी महकुमाकार्यालयबाट नै भुइँचालाले पुर्‍याएको क्षतिबारे जानकारी लिएका थिए।
दोस्रोपल्ट कालेबुङ आएका राज्यपाल नारायनन्ले अघिल्लोपल्ट भ्रमण नगरेका क्षेत्रहरूको भ्रमण गरे। सर्किट हाउसमा बसेका राज्यपालले क्षतिग्रस्त दुर्पिन गुम्पाको निरीक्षण गरे। त्यसपछि तिनी सोझै भालूखोप झरे। जहॉं भुइँचालोको कारण विस्थापित बनेका लमिनी गाउँ अनि चाम्रा गोदामका पीडितहरूसित चम्पामाया स्कूलमा राखिएको राहत शविरमा नै भेटघाट गरे। भुइँचालोले चर्काएको लेप्रोसी डॉंडाले पैह्रो निम्ताउने डरले शिविरमा बसेका पीडितहरूले क्षेत्रको भूसर्वेक्षण हुनुपर्ने अपील जिल्लापाल र महकुमा शासकलाई गरेको भए पनि आधिकारिकरुपले यसबारे कुनै पहल हुन नसकेको गुनासो पीडितहरूले राज्यपाललाई राखे। क्षेत्र नै व्यापकरूपले चर्किएकोले जबसम्म भूसर्वेक्षण हुँदैन तबसम्म आफूहरू शिविरमा नै बस्नुपर्ने बाध्यता आइपरेको पीडितहरूले बताएपछि राज्यपालसित साथमा रहेका जिल्लापाल सौमित्र मोहन अनि महकुमा अधिकारी एलएन शेर्पालाई शीघ्र्र नै भुसर्वेक्षण गराउने निर्देश दिए।
यसैबीच कालेबुङ कृषक कल्याण सङ्गठनको पक्षमा विष्णु छेत्रीले भालूखोप चर्किएकोले असुरक्षित रहेकोबेला यहॉं डम्पिङ गर्ने भनेर चलिरहेको कुराहरूबारे अवगत गराउँदै शीघ्र नै बनविभागसित मैला फ्यॉंक्नको निम्ति जमीनबारे कुराकानी गरिदिने अपील गर्दै ज्ञापन चढाए। छेत्रीले जिल्लाभरिका कृषकहरूको खेती गरिखाने जमीन भुइँचालोको कारण नष्ट भएकोले उनीहरूलाई क्षतिपूर्ति हुनुपर्ने माग गर्नै ज्ञापन चढाए। राज्यपालले भालूखोपपछि कन्या उच्चत्तर माध्यमिक विध्यालय अनि एसयुएमआईको पनि निरीक्षण गरे। यसपछि राज्यपाल नारायनन्ले पत्रकारहरूसित कुराकानी गर्दै पहाडको भुइँचालोले पुर्‍याएको क्षतिबारे केन्द्र सरकारलाई अवगत गराइसकेको बताउँदै चॉंढै नै केन्द्र सरकारले अतिरिक्त राहत राशि प्रदान गर्न सक्ने बताए। भुइँचालोले विस्थापित बनाएकाहरूको पुनर्वास अनि क्षतिग्रस्त भवनहरूको मरम्मतिको निम्ति केही समय लाग्ने भए पनि पूर्ण अनि आंशिक क्षति पुगेका घरहरूलाई पनि राहत राशि प्रदान गर्ने कार्य भइरहेको बताए। भालूखोपबासीले माग गरिरहेको भुसर्वेक्षणको सम्बन्धमा आफूले सर्वेक्षणको निम्ति कमिटीलाई निर्देश दिइसकेको बताए। राज्यपाल नारायनन्ले आफूले अहिले भुइँचालो प्रभावित क्षेत्रहरूको निरीक्षण गरिरहेको अनि समाधानको सूत्र निकाल्नेबारे सोंचिरहेको बताए। तिनले अब शीघ्र नै पहाडमा सूधार आउनसक्ने सम्भावना व्यक्त गरे।

निर्वासित तिब्बत सरकारका प्रधानमन्त्री लोब्साङ साङ्गे आज कालेबुङ आइपुगे। स्थानीय मानेलाखाङ गुम्पामा तिनले कालेबुङमा रहेका कैयौं तिब्बती शरणार्थीहरूसँग भेट गरे। मानेलाखाङ गुम्पाको प्रेक्षागृहमा तिनले कालेबुङका तिब्बती शरणार्थीहरूको भेलालाई सम्बोधन गरे। प्रधानमन्त्री लोब्साङ साङ्गेले तिब्बती शरणार्थीहरूलाई सम्बोधन गर्दै आफू किसान परिवारमा दार्जीलिङको लामाहट्टा नौं माइलमा जन्मेर दार्जीलिङमा नै जन्मी हुर्की त्यहींका स्कूलहरू पढेको बताउँदै शिक्षामाथि जोर दिए। तिनले धर्म गुरू दलाई लामालाई तिब्बत फर्काउने अनि तिब्बतलाई स्वतन्त्र गर्न युवाहरुले लक्ष्य राख्नुपर्ने बताए। स्वतन्त्र तिब्बतको निम्ति युवाहरूमाथि जिम्मेवारी सुम्पिइएको बताउँदै तिनले भने, युवाहरूलाई जुन जिम्मेवारी सुम्पिएको छ, यसलाई गम्भीरतापूर्वक निर्वाह गर्नुपर्छ। पुर्वजहरूले स्वतन्त्र तिव्वत अनि तिब्बती शरणार्थीहरूको निम्ति जुन कार्य गरिरहेका छन्‌, त्यसलाई नभुलिकन युवाहरूले कार्य गर्नुपर्छ।
तिनलाई कालेबुङ आउनुको उद्देश्यबारे प्रश्न गर्दा तिनले भने, म पढेको दार्जीलिङको सेन्ट्रल स्कूल फर टिबेटनको तीन दिवसीय स्वर्ण जयन्तीको समापन समारोहको अवसरमा अंशग्रहण गर्न आएको थिएँ। मेरो ससुराली पनि कालेबुङको बाघधारा नै हो। कालेबुङ नआएको पनि धेरै समय भएको थियो, यहॉं मेरा धेरै मित्रहरू छन्‌। तिब्बती शरणार्थीहरू छन्‌, उनीहरूसित पनि भेट गर्न आएको थिएँ। तिनले कालेबुङमा अन्य कुनै कार्यक्रम नरहेको बताए पनि फेरि कालेबुङ आउने पनि बताए। तिनी भोलि दिल्ली प्रास्थान गर्नेछन्‌ भने दिल्लीबाट नै धर्मशाला फर्कनेछन्‌। प्रशिद्ध हलिवुड अभिनेता रिचर्ड जीयर शीघ्र नै धर्मशालामा आफूहरूलाई भेट गर्न आउने बताउँदै त्यसपछि तिनको युके अनि युरोप भ्रमणको कार्यक्रम रहेको बताए।

Many a time in the Bunglow, he stayed resounded with his sublime and joyful voice in rhyme, songs and recitations. What a surprise after the couple of year of constructing of primary health
sub centre at Duga by health and family welfare department the concerned
authority is not serious to construct path or way to go to the PHSC complex.
Till today patients has to reach to check their health in a steep path or
village level kuttcha slim path which is too much risky and uncomfortable to
reach the patients to PHSC.Along with the department the Panchayat has also
responsibility to look into the matter and problem  and everyday also
Panchayat members see this condition but ignoring the problem is too much
unfortunate. For constructing C C PATH area Panchayat has also adequate fund
to construct but the Panchayat team is also not serious over the issue. it
is also suggested that either the C C Paath may be constructed or shift the
PHSC at the proper place  where the patient reach easily .in other side  it
was also come to know that drinking water problem is created in the Pendam
primary  health sub centre. Before one year the repair works of the
pipelines was done and after a year again water crises in the centre has
created the  work quality suspicious.immeadetly the department, concerned
authorities or the Panchayat of the area may take inneatives to provide
drinking water in the centre.

A consultation workshop on Earthquake Resistant House Design

Gangtok, 21st October 2011: A consultation workshop on Earthquake
Resistant House Design was held at the conference hall of Rural
Managament and Development Department, today. Consultation workshop on
the aftermath of the earthquake was attended by Dr. Ravi Chopra and
Shri Rajesh Kumar - representatives of People’s Science Institute a
Dehradun based NGO. The objective of the workshop was to learn from
the expertise of the Peoples Science Institute who  have long
experience in the field of earthquake safe/resistance housing. The
members from the institute visited the parts of earthquake affected
areas of North and East Sikkim during the last two days to see for
themselves the types of damages causes by the recent earthquake that
hit the state. The workshop chaired by Secretary RMDD was attended by
the civil engineers, architects, representatives from NGO’s and
administrators.
Dr. Ravi Chopra while talking about the various activities of PSI said
that disaster mitigation and response, environmental quality
monitoring and developing innovations for preparedness, mitigation,
relief and rescue are the major thrust area of the institute.
Shri Rajesh Kumar, during his presentation “DHARTI HIL JAAYE JAN NA
JAAYE” discussed about the various methodologies which can be adopted
for the construction of earthquake safe houses. During his
presentation he gave examples of various earthquakes around the
country and the types of damages  occurred in the houses during the
earthquake. Strressing on the various types of damages caused due to
earthquake during his presentation he also dealt on the various
methodologies which can be adopted while constructing houses inorder
to make them earthquake safe houses.
Dr. Sandeep Thambe Additional Secretary, RMDD during his presentation
on “ Rural Housing – Post Earthquake Strategy” talked about structural
weakness of the houses damaged by the earthquake and structural
strength of the houses which withstood the earthquake.
Shri Doniv Rai, Sr. Architect, RMDD made a presentation on the layout
of architectural drawings for Houses under Chief Minister Rural
Housing Mission which was discussed at length during the workshop.
The workshop after the deliberations and discussions decided to design
the earthquake safe houses under the Chief Minister Rural Housing
Mission based on the feedback received from the stakeholders including
the architects, civil engineers, NGO’s and the representatives of the
Peoples Science Institute.

Four Member Gorkha Janmukti Morcha Returned Back To The Hills On Thursday

Darjeeling, October 21-The four member Gorkha Janmukti Morcha (GJM) team led by President Bimal Gurung, camping in Delhi since October 17, returned back to the hills on Thursday. "We had three separate meetings in Delhi, one with Member of Parliament Jaswant Singh, one with the GJM Delhi unit and another with
the GJM Dehradun unit. The Delhi visit was purely organizational in nature" claimed GJM General Secretary Roshan Giri.

"We met the GJM unit of Uttarakhand. The State will be holding Assembly elections in 2012. We asked our Uttarakhand unit to conduct a ground survey based on which we will chalk out our strategy for Uttarakhand elections. There is a sizeable Gorkha population residing in Uttarakhand" remarked Harka Bahadur Chettri, GJM Spokesperson.

Based on the report by the GJM Uttarakhand unit, the GJM will decide whether to go at it alone, support a political party or forge a seat sharing alliance. "Our next meeting will be held as soon as the GJM Uttarakhand unit is ready with the report" added Chettri.

Though GJM is an ally of the BJP, having supported the BJP candidate Jaswant Singh and ensure his victory from Darjeeling constituency in 2009. GJM lately has taken an inclination towards the Congress, extending unconditional support to the Congress and Trinamool Congress candidates in the plains during the West Bengal Assembly elections in April-May 2011.

संग्रह गरेर गएपनि अझसम्म घटनाको जडसम्म पुग्न भने प्रसाशनको टाउको दुखाई बनेको छ | अनि आरोपको आधारमा बन्दी बन्न परेका छन् सन्तोष सुब्बा | आरोपका आधारमा बन्दी रहेको सन्तोष सुब्बा नै एम थेगिम हुन्  वा उनी राजनैतिक षड्यन्त्रको शिकार भएका हुन्  भन्ने कसैलाई थाहा छैन | अनि थाहा छैन कहिले मुक्ति हुने हुन् भनेर पनि | आरोपी सुब्बालाई कालेबुंग पुलिसले पक्राउ गरेर एम थेगिमको रहस्य पत्तो लगाउन नसकेतापनि प्रयाश भने जारी राखेको छ | यधपि प्रसाशनको हातमा उपलब्धि भने शुन्य नै रहेको छ | सीआईडी र फरेन्सिक जाँचका अधिकारी अनि पुलिसका उच्च अधिकारीहरु आए तर रहस्य अझै रहस्यमय नै बनेको छ | आरोपी सुब्बाबाट सत्यता सम्म पुग्न पुलिसले अदालतमा पेश गरेर यस अघि दुई चोटि रिमाण्डमा समेत लिईसकेतापनि कति सम्म सत्यताको नजिक पुग्न सके त्यो प्रसाशनलाई मात्र थाहा छ | आरोपी सन्तोष सुब्बालाई तीनचोटि अदालतमा पेश गरिसकेतापनि अझसम्म घटनाको गुत्थी भने सुल्झाउन सकेको छैन | 
एकातिर सुब्बाले आफुलाई निर्दोष रहेको दाबी गरेको छ भने अर्कोतिर पुलिस प्रसाशन भने आरोप सिद्ध गर्ने प्रयासमा जुटेको छ | सुब्बालाई पुलिसले पुन: भोलि कालेबुंग अदालतमा पेश गरिने भएको छ | कालेबुंग पुलिसले रहस्यमय घटनाको जडसम्म पुग्न भोलि तिनलाई अदालतमा पेश गरेर रिमाण्डमा लिने अर्जी अदालतलाई चडाउने सम्भावना रहेको छ | अदालतले पुलिसले चडाएको अर्जी स्वीकार गरे तिनलाई पुन केरकारको निम्ति पुलिस हिरासतमा राखिने भएको छ | तर पुलिसले एम थेगिन सम्म पुग्न भने सक्लान के भन्ने प्रश्न भने उत्तिकै टटकारो बनेको छ | यता जेलबाट निर्दोष साबित भएर जीएलओ प्रमुख तथा सन्तोषका पिता छत्रे सुब्बा यस सम्बन्धि मौन बसेका छन् | तिनी घरमा आइपुगेको भोलिपल्ट मात्र पत्रकारसंग कुराकानी गर्दै यदि दोषी पाए सजाय दिनुपर्ने होइन भने आफुलाई जस्तो जेलमा राख्नु नहुने माँग गरेका थिए | तर त्यसदिन देखि भने आजसम्म आफ्नो छोरा सम्बन्धि केही प्रतिक्रिया गरेका छैनन् | हाल मौन बसेका छत्रे सुब्बा भोलि आफ्नो छोरालाई भेट्न अदालत जानेहुन्  वा होइनन त्यो कसैलाई थाहा नभएपनि सन्तोष सुब्बा नै एम थेगिन हुन् भन्ने प्रश्नको प्रश्नको उत्तर पनि अहिले प्रसाशन पक्ष समेतमा छैन | जसको कारण तिनीहरुको टाउको दुखाई अझसम्म कम हुन सकेको छैन |

21अक्टोबर,(कालेबुङ):- रोगी लिएर कालेबुङतिर आइरहेको सिलगडीको एउटा नर्सिङ होमको एम्बुलेंस रम्बी थानानजिक रियाङमा दूर्घटनाग्रस्त हुँदा एक जनाको ज्यान गएको छ भने चार घाइते भएका छन्। राष्ट्रीय राजमार्ग 31एमा आज बिहान लगभग साढे तीन बजीतिर भएको यस दूर्घटनामा मर्ने व्यक्ति 67 बर्षीय राम बहादुर राई कालेबुङको 5 माइल पोस्योर बस्तीका वासिन्दा रहेको थाहा लागेको छ भने घाइतेहरुमा मृतकका छोरा एडवर्ड राई, छोरी अल्बिना राई अनि छिमेकीहरु कमल गुरुङ र टाशी भुटिया छ्न। पुलिसबाट प्राप्त जानकारीअनुसार सिलगडीको आनन्दलोकमा उपचाराधीन रहेका राम बहादुर राईलाई उपरांत उपचारको निम्ति यस नर्सिङ होमले अन्यत्र रेफर गरेपछि रोगीको परिवारले उनलाई सोही नर्सिङ होमको एम्बुलेंसमा कालेबुङ ल्याइ रहेको थियो। कालेबुङतिर आईरहेको अवस्थामा रम्बीबजिक राजमार्गमा तीव्र गतिमा बिपरित दिशाबाट आइरहेको एउटा ठूलो वाहनलाई देखेर चालकले नियञ्त्रण हराउँदा यो दूर्घटना भएको थियो। बोलेरो वाहनले राजमार्ग छोडेर रियाङ खोलामा झर्दा वाहनमा सवार यात्रीहरुमध्ये बिमारी अवस्थाका राम बहादुर राईलाई टाउकोमा गम्भीर चोट लागेको थियो। पुलिस र स्थानीयहरुको सहयोगमा घाइतेहरुलाई रम्बी प्राथमिक स्वस्थ्य केन्द्रमा पुर्‍याइए पछि डाक्टरले राईलाई मृत घोषित गरे। अन्य घाइतेहरुलाई प्राथमिक उपचारपछि अन्यत्र रेफर गरिको छ। रम्बी पुलिसले दूर्घटनाग्रस्त वाहनका चालक निताई दासलाई आफ्नो हिरासतमा लिएर आज कालेबुङ कोर्टमा पेश गरेको थियो भने शवको पोष्टमार्टमको निम्ति कालेबुङ महकुमा अस्पतालमा ल्याइएको छ

Namchi October 20: An Awareness Programme on Vector Borne Disease was organized by Department of Health Care and Family Welfare, South District at Wok, Primary Health Sub Centre, which comes under Poklok Kamrang constituency, which is also the home constituency of the Chief Minister Mr. Pawan Chamling.

Health Educator, Ms. Roshini Thapa of Jorethang Primary Health Centre conducted this programme and educated the people and the students from the area about the vector borne diseases and its preventive measure.

She also conducted a quiz about the same and the winners were awarded with small gifts.

In the same venue C.A.T.C.H programme was also organized and more than 200 people were screened  under the supervision of Dr. Solomit Lepcha, Medical Officer In charge Jorethang P.H.C

During the programme Medical Mobile Unit also provided the people with lab tests.

Besides minor ailments people from the area were found to be fairly healthy and they were also provided with medicines like calcium and iron tablets.

The State Government has constituted a Committee to examine and address grievances of the students in the State of Sikkim vide a Government Gazette Notification dated 19th October 2011.

The State Government has constituted a Committee to examine and address grievances of the students in the State of Sikkim vide a Government Gazette Notification dated 19^th October 2011. The committee will be chaired by the Commissioner cum Secretary, Commerce and Industries Department and the Director of Human Resource Development Department shall be the Member Secretary of the Committee. The Secretary, Social Justice, Empowerment and Welfare Department; Secretary, Human Resource Development Department; Secretary, Sports and Youth Affairs Department and Secretary, Law and Parliamentary Affairs Department will be the Members of the said committee.

The Committee will look into the complaints received and effectively liaison and coordinate with the line departments to ensure that the complaints of the students are addressed and will work out a mechanism for guidance and evolve a methodology to redress the problems of the students. The Committee will also take into account all the relevant rules and regulations implemented in the state to address such complaints. While acting as a bridge in interpreting the views of the administration to the staffs/students and vice versa the Committee will make such recommendations to the Government, if necessary for the benefit of the students and will also provide a forum for students to ventilate their grievances relating to school matters.

 

 

Inorder to bring transparency in the implementation of the various public oriented Schemes and to make the public aware about the various schemes being implemented by the government and the benefits accruing from such schemes to the people at large the State Government has through a Government Gazette Notification dated 19^th October 2011 made mandatory that prior to implementation of any sanctioned scheme, a public hearing should be given at the Gram Sabha Level in the Panchayat Raj Institution and also at the Area Sabha level within the Urban Local Bodies in order to sensitize and bring awareness to the public at large of the objectives and benefits of the Schemes.

According to the Notification, before the implementation of any Scheme the implementing Government Department should ensure that the details of the estimate along with the name of the project/location/area etc. is made public through a Gram Sabha or Area Sabha. The financial implication and source of funding of the scheme along with the scope of the project/scheme proposed to be implemented and the time schedule fixed for the completion of the scheme should also be clearly indicated to the public. While directing the implementing departments to follow the notification in letter and spirit it has further been notified to share any other information that is deemed essential so as to ensure proper quality and transparency in the implementation of the scheme.

ममताको ममता कि मुद्दा दबाउने काइदा? तेस्रो मोर्चाबाट हुने हो कि फाइदा

सबैले एकैस्वरमा भन्दैछन्‌ कि ममताको ममताभित्र मुद्दा दबाउने काइदा लुकेको छ। मुख्यमन्त्री ममता व्यानर्जीकोे त्यो ममता जो केवल विकासको निम्ति हो मुद्दाको निम्ति होइन। विकासबाट हटेर हेइन विकासमा रहेर पनि छुट्टैराज्यको आन्दोलन मोर्चाले गर्‍यो भने ममताको ममता त्यही रहनेछ त?किन भने तिनले विकासको निम्ति हो भने सबै कुरा दिन सक्छु तर बङ्गाल विभाजनको कुरा भने हुन सक्दैन-भनेर दार्जीलिङबाट नै घोषणा गरिसकेकी छन्‌। तिनको यो घोषणालाई समर्थन गर्दै मोर्चा अध्यक्ष विमल गुरूङ अनि तिनका समर्थकहरूले थप्पडी मारिसकेका छन्‌। जीटीएको सम्झौताको दिन पनि यही घटना घटेको थियो। अहिलेसम्म पनि मुख्यमन्त्री ममता व्यानर्जीले बङ्गाल विभाजन हुँदैन भनेको मोर्चा बाहेक अरु कसैलाई मन परेको छैन।  छुट्टैराज्य प्रस्तावित क्षेत्रको ऐतिहासिक तथ्यहरूलाई ममताको बयानको विरोधको रुपमा उनीहरूले खडा गरेका छन्‌। बङ्गालको हुँदै नभएको भूभागलाई देखाएर विभाजन हुँदैन भन्दा पनि गोर्खा जनमुक्ति मोर्चाको विरोध नहुनुलाई पनि विपक्षले निक्कै गम्भीररूपमा नै लिएको देखिएको छ। किन भने जुन भूभाग बङ्गालको होइन त्यहॉंकाःतराई र डुवर्सका) भूभागहरू गोर्खाबाहुल मात्र भनेर छुट्याउनुलाई पनि विपक्षमा रहेका दलहरूले उचित मानेको छैन। बजेटसत्रमा दार्जीलिङका सांसद जसवन्त सिंहले दार्जीलिङमा भइरहेको आन्दोलनको कारण पनि विकासलाई देखाएका थिए। तिनको गोर्खाल्याण्ड आन्दोलनको कारण विकासलाई देखाउनुलाई पनि गलत प्रचार गरेर सांसदले गोर्खाल्याण्डको आवाज उठायो-मा जोडेको पनि उनीहरूको आरोप छ। वाम सरकारलाई गोर्खा जनमुक्ति मोर्चाले छुट्टैराज्यबाहेक कुनै पनि कुरामा सम्झौता हुन नसक्ने बताएपछि कुरा मिलेको थिएन। वाम सरकारले त्यसबेला मोर्चालाई विकासको निम्ति हो भने पहाडमा स्वायत्ता शासन स्थापना गर्नेसम्मकोे अफर गरेको थियो। त्यसलाई मोर्चाले मानेन। यता तृणमूल कंग्रेस सरकारमा आएपछि मोर्चाले स्वायत्त शासन होइन, बङ्गाल सरकारकै हस्तक्षेपमा नै सञ्चालित  विकास एजेन्सीमा कुरा ठामठिम पारेको पनि विपक्षको आरोप छ।
गोर्खाल्याण्डको मुद्दालाई छोप्न यता ममता व्यानर्जीले स्वीट्‌जरल्याण्डको अवधारणा मोर्चामा हाबी गराएको पनि उनीहरू भन्छन्‌। अनैकौं विकास प्याकेजहरूको घोषणा गर्दै बारम्बार नै ममता व्यानर्जीले दार्जीलिङ जिल्लालाई स्वीट्‌जरल्याण्ड बनाउने कुरा गरेपनि ती विकास प्याकेजहूरले स्वीट्‌जरल्याण्ड पटक्क बन्न नसस्ने त जिल्लामा ग्राम पञ्चायत चुनाउ नगर्नु रहेको पनि बतिाएको छ।जति पनि विकास प्याकेजहरू छन्‌ सबै सङरकेन्द्रित गरिएको ले   बङ्गालको राजनीति नगर केन्द्रित रहेको अनि आम नागरिक जो गाउँमा बस्छन्‌ उनीहरूलाई शोषण गरेर उपनिवेशवादी शक्तिको स्थापना गरिरहेको पनि भनिएको छ। भर्खर नै परिवारलाई घुमाउन ल्याएका कृषि व्यवसाय मन्त्री अरुप रोयले सिन्कोनालाई दिल्लीमा आउने वर्ष हुने प्रदर्शनीमा राख्ने भनेर दिएको मन्तव्यलाई नै हेर्नु हो भने पनि बङ्गालका मन्त्रीहरू दार्जीलिङको विकासको निम्ति कति हद्सम्म गम्भीर छन्‌ भन्ने कुरा बुझिन्छ। यता कालेबुङ आएका जेल मन्त्रीले कालेबुङ जेललाई पुनर्निर्माण गर्ने भनेर आश्वासन दिए पनि वास्तवमा शहरको मुटुमा रहेको अंग्रेजकालीन शंसोधनागृहलाई त्यहॉंबाट नै हटाएर अन्यत्र लार्नु पर्ने कुरामा मुख खोल्दै खोलेन्‌। न त अरूप रोयले पहाडको कृषि उब्जनीलाई राष्ट्रिय बजारमा ल्याउने काइदा नै बताए न त ग्रामीण व्यवसायलाई उन्नतशील बनाउने कुनै कार्ययोजनाको नै घोषणा गरे। अहिले बङ्गालका मन्त्रीहरू दार्जीलिङमा पर्यटक बन्दै आउने क्रम जारी छ। अहिले राज्यपाल पनि पर्यटककोरूपमा दार्जीलिङमा छन्‌। पारिवारिक कारणमा आएका मन्त्रीहरूले तर आधिकारिकरूपले विकासको आश्वासन दिन छोडेका छैनन्‌।
यति विघ्न आश्वासनहरू दार्जीलिङले पाइरहेको छ कि सबै नै कार्यान्वयमा आउनु हो भने जीटीएको आवश्कता नै पर्दैन। सबैले अचम्म के मानेको छ भने दार्जीलिङको तीनवटा महकुमाको निम्ति जीटीए नाम गरेर छुट्टै प्रशासनशक्तिको स्थापना गरिएको छ तर विकासको प्याकेजहरू भने सोझै बह्गाल सरकारले गरिरहेको छ। बङ्गाल सरकारको विकास प्याकेजहरूलाई बङ्गालको कोषबाट नै पुरा गर्ने हो कि जीटीएको कोषबाट त्यो पनि अहिलेसम्म स्पष्ट नै छैन। किन भने अहिले बङ्गालको कोष रित्तो छ।
यस्तोमा मुख्यमन्त्री साथ नै लागेर बङ्गालका मन्त्रीहरूले पहाड आउँदै विभिन्न विकासको घोषणा कतै यहॉंबाट विकासको कुरा त्यागेर आन्दोलन गर्ने त होइन? भन्ने डरको परिणति त होइन? भन्ने कुरा उठाउनेहरू पनि धेरै छन्‌। यता मुख्यमन्त्री ममता व्यानर्जीले गोर्खा जनमुक्ति मोर्चासित विकासको निम्ति सम्झौता गरेमा आन्दोलन शिथिल गर्न सकिन्छ अनि विभिन्न विकास योजना र पैसामा आन्दोलनकारीहरूलाई भुल्याउन सकिन्छ भन्ने कुटनीति गरेको हुनसक्ने अनुमान गरिएको भए पनि अब त्यो कुटनीति असफल हुने लक्षण तेस्रो मोर्चा र तेस्रो आन्दोलनले दिएको छ। यता बह्गालले दिए जति विकास कोषबाट पहाडको विकास पनि हुँदैगर्छ उता छुट्टैराज्यको निम्ति केन्द्रलाई दवाब बनाउने सर्वभारतीय आन्दोलन हुने तेस्रो मोर्चाले बनाएको आन्दोलन योजनाले संकेत दिएको छ। फेरि पनि दार्जीलिङका जम्मै दलहरू एक बनेर आन्दोलन गरे अनि देशभरिका गोर्खाहरूले केन्द्रलाई चापमा पारे ममता व्यानर्जीको मुद्दा दबाउने काइदा काम नलाग्न सक्ने स्पष्ट नै भएको छ। अब हेर्नु छ तेस्रो मोर्चाको आन्दोलनले ममताको मुद्दा दबाउने काइदालाई कसरी असफल पार्ने हो।

निकोल कता?

राजनैतिक हत्या र छुट्टैराज्यको मुद्दा अहिले सम्पूरक नै बनेको छ। गोर्खालीग नेता मदन तामङका हत्याराहरू अहिलेसम्म पक्रा नपर्नु बङ्गालको गणतन्त्रको सबैभन्दा ठूलो नमूना रहेको गोर्खालीगको दाबी छ। यता पहाडमा गणतन्त्रको स्थापनाको निम्ति नै आन्दोलनलाई छोडेर विकासको प्रक्रिया ल्याइएको केन्द्र राज्य र मोर्चा समेतको दाबी पनि छ। पहाडमा गणतन्त्र स्थापना त भयो तर यसको कुनै पनि नमूना राज्य सरकारसित छैन। छुट्टै राज्यको आन्दोलन नहुनुलाई राज्य सरकार र मन्त्रीहरूले शान्ति बताइरहेको छ भने त्यसलाई मोर्चाले पनि मान्यता दिइरहेको छ। सही अर्थमा गणतन्त्रको स्थापना त्यसबेला हुन्छ जब राजनैतिक हत्याका दोषीहरूलाई राज्य सरकारले पक्राउ गरेर उनीहरूलाई दण्ड दिन्छ। आफ्नो नेता गुमाएका दल गोर्खालीगले मदन तामङको हत्याको मुद्दालाई अन्त गर्ने चाबी राज्य सरकारसित रहेको दाबी गरिरहेको छ। मदन तामङकी श्रीमती भारती तामङले सोही राज्य सरकारलाई हत्याराहरूलाई पक्राउ गर्ने अपील गरेकी भए पनि तिनको अपीललाई राज्य सरकारले पत्तो नदिएको आरोप छ। तामाङले भनेकी थिइन्‌, मुख्यमन्त्री ममता व्यानर्जीलाई भेट्‌नको निम्ति धेरै पत्र दिँदा पनि भेट्‌न मानिनन्‌। किन भने मुख्यमन्त्रीसित नै मदन तामाङ हत्याकाण्मा संलग्नहरूको फोन ट्यापिङको डिजिटल फाइल छ। यता लीग नेता प्रताप खातीको भनाई छ, मुख्यमन्त्रीसित त्यो डिजिटल फाइल भएकैले उनी लीग प्रतिनिधिहरूसित भेट्‌न चाहिरहेकी छैनन्‌। लीग अनुसार कित मुख्यमन्त्री मदन तामाङकी हत्याराहरूलाई बँचाएर हत्याराहरूसित गोर्खाल्याण्ड मुद्दासित सम्झौता गराउने पक्षमा छिन अनि त्यसै गरिरहेकी छ, कि त ममता व्यानर्जीले पहाडमा यसैको कारण अशान्ति होस्‌ भन्ने चहान्छिन्‌। प्रताप खातीले त सोझै भनेका छन्‌, हत्याराहरू जीटीएमा सम्झौता गर्ने गोर्खा जनमुक्ति मोर्चाका नेताहरू हुन्‌। उनीहरूको विरूद्ध प्राथमिकी दर्ता छ। हत्याराहरूसित राज्यका मुख्यमन्त्रीले कुराकानी गर्नु भनेको हत्या र हिंसा बङ्गालको गणतन्त्र हो भनेर प्रमाणित गर्नु हो। लीगले ममता व्यानर्जीलाई अपील गर्दै डीजीटल फाइल सीबीआईको हात पारिदिने अपील गरेको छ। लीगलाई विश्वास छ कि यसो गरेमा सीबीआईले हत्याराहरूलाई पक्राउ गर्न सक्छ। लीगले भारतको कानून व्यवस्थामा विश्वास गर्दै गरेको यो अपीललाई मुख्यमन्त्रीले कतिको गम्भीर लिने हो, त्यो स्पष्ट छैन। यता नयॉं सरकार बनेदेखि उता मदन तामङको हत्यासित संलग्न रहेको मानिएको गोर्खा जनमुक्ति मोर्चाका नेता निकोल तामङको अत्तोपत्तो छैन। सीबीआईले निकोल तामङ नेपालमा रहेको मात्र होइन नेपालबाट नै फोनमा परिवारसित कुराकानी भइरहेको समेत बताएको थियो। सीबीआईले निकोलको पोल खोलेपछि निकोलको परिवारले सीबीआईलाई सफा झुट बोलेको आरोप लगाएको थियो। त्यसबेला मीडियाले सीबीआई सॉंचो कि परिवार सॉंचो हो, यसको प्रमाण सीबीआईले निकोललाई नेपालबाट पक्राउ गरेपछि मात्र स्पष्ट हुने निचोड निकालेको थियो। तर अहिलेसम्म न त निकोल नेपालमा रहेको नै सीबीआईले पुष्टि गर्न सकेको छ न त निकोललाई पक्राउ नै गर्न सकेको छ। आखिर कहॉं छन्‌ त निकोल, पहाडको राजनीतिमा सबैभन्दा ठूलो रहस्य नै निकोल बनेको छ। वाम सरकारको बेला पिन्टेल भिलेजबाट सीआईडीको हातैबाट भागेको भनिएको निकोलको अहिलेसम्म सीबीआईसमेतले पत्तो लाउन नसक्नुमा पनि राजनीति नै घुसेको हुनसक्ने शंका पनि लीगले गरेको छापामा आइसकेको छ। पहाडको हुने राजनैतिक हत्याको सवालमा बङ्गालमा जुनै सरकार आए पनि कानै चिरेको हुने ममता व्यानर्जीको सरकारले पुष्टि गरेको अहिले पहाडका मानिसहरूले अनुभव गरिरहेका छन्‌।

कस्तो वाध्यता कालेबुङवासीको, पिउने पानीको लागि पनि जुलूस निकाल्नुपर्ने। 21 औं शताब्दीमा पनि पानीको निम्ति आन्दोलन गर्नुपर्ने। यो विडम्बना नभएर के हो? पानीको लागि विभागलाई बिन्तिभाव गर्दा नभएर सडकमा नै ओर्लनपर्ने। हो, यस्तै भयो कालेबुङमा।
पिउने पानीको निम्ति नगरमा जुलूस नै निकाल्नुपर्‍यो, महकुमा अधिकारी कार्यलय अधि घरणा नै दिनपर्‍यो। देश खाएर शेष भएका कालेबुङका वरिष्ट नागरिकहरूको जमात गोर्खा दुःख निवारक सम्मेलन अनि कालेबुङ संरक्षण समितिको संयुक्त आयोजनामा आज निकालिएको जुलूसमा कालेबुङका भुक्तभोगी नागरिक अनि विद्यार्थीहरूले पनि सहभागिता दिए। कालेबुङमा पानी नआउनुको कारण पैह्रो मात्र नभएर विभागीय हेचेक्राइँ पनि प्रमुख रहेको कुरो मुहानमा नै पुगेर आएका वरिष्ठ नागरिकहरूले पानीको निम्ति विविध पहल गर्न थालेका हुन्‌।
 उनीहरूको भनाइअनुसार मुहानमा पानीको अभाव छैन। जता ततै पाइपहरू फुटेको छ। पाइपमाभन्दा धेर पानी बाहिर बग्छ। पाइपहरू सही ढङ्गमा व्यवस्थित गर्नसके कालेबुङमा पानीको अलिकति पनि अभाव हुँदैन। तर विभागीय लापारवाहीले सिमा नाधेपछि नै आज वरिष्ट नागरिकहरू सडकमा ओर्लन वाध्य बने। जुलूसमा वरिष्ट नागरिकहरू मात्र नरहेर विभिन्न सङ्ग-संस्थाका प्रतिनिधिहरू,आम नागरिक लगायत कुमुदिनी विद्याश्रमका विद्यार्थीहरू पनि हो मा हैसे मिलाउन सडकमा आोर्लिए।
  जुलूस मौन रहेपनि पिउने पानीको मागमा सहभागी धेरैले हात-हातमा प्लाकार्डहरू बोकेका थिए। गोर्खा दुःख निवारक सम्मेलन भवनबाट 11 बजी निस्केको जुलूसले नगर परिक्रमा गरेर महकुमा कार्यलयअघि धर्ना प्रदर्शन पनि गरे। गोर्खा दुःख निवारक सम्मेलन अनि संरक्षण समितिका पदाधिकारीहरू उदय कुमाई, आरएल त्रिखत्री, सोनाम टी. भोटिया, महेन्द्र गुरुङ आदिको टोलीले पाइपहरू चाडै व्यवस्थित गरिनुपर्ने, दैनिक एक घण्टा पानी वितरण गर्नुपर्ने, पानीको स्थायी समाधान हुनुपर्ने आदि मागहरू लिएर महकुमा अधिकारीलाई एक ज्ञापन पनि चडाए। महकुमा अधिकारी कार्यलयअधि आएर धर्ना परिणत भएको जुलूसलाई सम्बोधन गर्दै गोदुनिसका सचिव आरएल त्रिखत्रीले पानीको समस्या कालेबुङवासी सबैको निम्ति भएको भएपनि धैरैले जुलूसमा सहभागिता नजनाएकोमा गुनासो पोखे। कालेबुङ संरक्षण समितिका सचिव सोनाम टी. भोटियाले यो जुलूस पानीको आन्दोलनको प्रथम चरण रहेको जनाउँदै यदि  प्रशासनले कानमा तेल हालेर बसे आन्दोलन अझ चर्किएर जाने बताए।

चर्किएको भवन भत्किएन चर्कियो झमेला

सॉंढे दस माइलमा रहेको शिवनारायण प्रधानले उठाएको सात तले भवनले कालेबुङ नगरमा समस्या खडा गरेको छ। त्यही भवनको कारण आज कालेबुङका नागरिकहरूले एक घण्टा चक्काजामको समस्या भोग्न पर्‍यो किन भने शिवनारायण प्रधानको  भवन नगरपालिकाले नोटिश दिँदा पनि नभत्काएपछि गाउँलेहरूले भवन भत्काउनको निम्ति आज चक्काजाम गर्न पर्‍यो। भुइँचालोले शिवनारायण प्रधानको सात तले भवनलाई चर्काएको थियो। भवन चर्किएपछि नगरपालिकाले अवैद्धरूपले उठाएको चार तला भत्काउनु पर्ने नोटिश दुइपल्ट प्रधानलाई पठाएको थियो। नगरपालिकाले अग्लो उचाईंको कारण घर भत्काउने निर्देशलाई त प्रधानले पत्तो दिएनन्‌ नै गाउँलेहरूको विरोधलाई पनि टेरेनन्‌।
प्रधानले भवन हटाउने कुनै सुरसार नै नगरेपछि भवनको कारण असुरक्षित रहेका गाउँलेहरूले आज दुइ घण्टा भनेर गरेको चक्काजाम  एक घण्टा पनि नपुग्दै कालेबुङ पुलिस प्रशासनको हस्ताक्षेपमा रोकियो। गाउँलेहरूले सम्पूर्ण प्रशासनिक पक्ष, विभाग, वरिष्ट नागरिक अनि मीडियासमेतलाई हिजो नै भवन नतोडे चक्काजाम गर्ने सूचना जारी गरेका थिए। पुलिस प्रशासनले चक्काजाममाथि हस्तक्षेप गर्दै सम्बन्धित निकायसित शीघ्र नै कुरा गरेर समस्याको समाधान गर्ने  आश्वासन दिएपछि गाउँलेहरूले पथावरोधलाई फिर्ता लिए। गाउँलेपक्षमा डा. सामुएल राईले भवन ढल्किएको अनि नगरपालिकाले तीन तलाको निम्ति मात्र अनुमति दिएको तर शिवनारायण प्रधानले सात तले बनाएको बताउँदै घर जति नै अग्लो बनाउन्‌ उनीहरूलाई कुनै फरक नपर्ने तर भवन चर्किएकोले भवन वरिपरि असुरक्षित बनेपछि भवन हटाउनको निम्ति आन्दोलन गरिएको बताए। राईले भने, भवन ढलेमा वरिपरिका आठदेखि दसवटा घरलाई क्षति पुग्ने छ। यहीं एउटा स्कूल पनि छ। विद्यार्थीहरूको ओहोरदोहोर यहीँबाट हुन्छ। भवन ढल्किएको छ। यो ढलेमा को जिम्मेवार हुन्छ? यसकारण नगरपालिकाले यो घर तोड्‌नुपर्ने हाम्रो माग छ। यता शिवनारायण प्रधानले घर सुरक्षित रहेको अनि इञ्जिनियरलाई जँचाएको बताउँदैे ठीकै रहेको घर भत्काउन अनिवार्य नरहेको बताएका छन्‌।
यता गाउँलेहरूले भने घर सुरक्षित छ भने घरका मालिकहरू भवनमा बस्न पर्ने उल्टै बताएका छन्‌। उनीहरू अनुसार घर सुरक्षित नरहेकोले नै भाडामा रहेका मानिसहरू भवनबाट निस्किसकेका छन्‌।

Railways Take Measures to Prevent Misuse of ‘Tatkal’ Scheme
In order to prevent misuse of ‘Tatkal’ Scheme of reserving train
tickets, Indian Railways have taken following measures:-

Ø With a view to reduce the chances of misuse of e-ticketing facility
by IRCTC agent, Indian Railways has decided to stop Quick Book Option
and cash card booking between 8 AM to 9 AM. Further, individual users
are permitted to book only two tickets between 8 AM to 9 AM.

Ø Access to ‘Tatkal’ booking to the agents booking through internet
has been denied during the opening hours of reservation in the morning
between 8 AM to 9 AM.

Ø The provision of carrying one of the eight prescribed identity cards
by any one of the passengers booked on ‘Tatkal’ ticket, introduced
from 11th February 2011 to prevent transfer of ‘Tatkal’ tickets.

Ø Facility of change of name is not permissible on ‘Tatkal’ tickets.

Ø Regular checks are conducted by senior officials at Reservation
Offices particularly during opening hours in the morning to check the
activities of touts and other unscrupulous elements.

Ø The load of IRCTC’s server has been augmented to ensure easy
accessibility to passengers booking tickets through internet.

Ø Refund rules have been made stringent to discourage frivolous and

वाहनको धक्काले वृद्धाको मृत्यु

कालेबुङ, 19 अक्टोबर।
स्थानीय बागधारामा भएको बाहन दुर्घटना आज एक वृद्धालेे ज्यान गुमाए। डब्ल्यू बी 744जी8856 नम्बर भएको बोलेरोलाई चालकले पछि गर्दा बाहनको धक्काले साधुधारा निवासी 79 वर्षीया दमियन्ती खड्‌काको मृत्यु भयो। बहानको पछिबाट धक्का खाएकी वृद्धालाई तुरन्त अस्पताल पुर्‍याइएपनि तिनी बॉंच्न सकिनन्‌। घरको निम्ति दूध लिन हिँडेकी वृद्धा घर फर्किन पाइनन्‌। दूध लिएर घर फर्किरहेको वृद्धाले वाहन पछि सरेको थाहै पाइनन्‌ अनि चालकले पनि आफ्नो वाहनको पछि वृद्धा रहेको पत्तै गरेनन्‌। फलस्वरूप आज विहानै बागधारामा भएको यस घटनाले दिनभरि नै क्षेत्र शोक मग्न रह्योे। घटनाको लगत्तैपछि पुलिसले चालक प्रकाश गुप्तालाई हिरासतमा लिएको छ भने वाहनलाई पनि थानामा नै लगेर राखिएको छ। चालकविरूद्ध आपीसी धारा 279 304 ए अन्तर्गत मुद्दादर्ता गरिने थानापक्षले बताएको छ। मृतक वृद्धाको शवलाई कालेबुङ महकुमा अस्पतालमा पोस्टमर्टम गरेपछि शव परिवरपक्षलाई सुम्पिएको छ।

आज प्रथमपल्ट कालेबुङमा पिउने पानीको निम्ति जुलूस निकालिने भएको छ। गोर्खा दुःख निवारक सम्मेलन अनि कालेबुङ संरक्षण समितिले संयुक्त रूपमा नगरमा जुलूस निकाल्ने भएको छ। जुलूसमा सहभागी भइदिन आज समितिका पदाधिकारीहरूले माइकिङ गर्दै नगरका जनसाधरणलाई अपिल गरे। समितिका अध्यक्ष उदय कुमाईले बताए अनुसार कालेबुङमा पिउने पानीको स्थायी समाधानको निम्ति नै समिति जुलूस निकाल्न बाध्य बनेको हो।
मुहानमा पानीको अभाव नरहेको तर नगरसम्म ल्याइने पानी पाइप व्यवस्थित हुननसकेको बताउँदै कुमाईले भने, हामी पानीको समस्या बुझ्न लाभा, अलगडा, लगायत थुकचुक र रेलीको मुहानसम्म पुग्यौं। मुहानमा पानीको कुनै अभाव छैन। तर पाइपहरू व्यवस्थित नभएकोले पानी जताततै बगेर गइरहेको। पाइपहरू व्यवस्थित गर्नसके थुकचुक र रेलीको पानी मात्रले पनि कालेबुङलाई पुग्छ।
केही दिनअघि कालेबुङमा पानीको महाहाकार मच्चिएपनि अहिले विभागले भत्किएको पाइपहरू अस्थायी रूपमा मरमती गरेर पानी वितरण गरिरहेको छ।

Mr. Pawan Chamling attended the 50th Anniversary and the Golden Jubilee Commemoration of the SA-NGOR Chotshog Centre (SNCC)

Gangtok 19^th October: The Chief Minister of Sikkim Mr. Pawan Chamling attended the 50^thAnniversary and the Golden Jubilee Commemoration of the SA-NGOR Chotshog Centre (SNCC) on 19^th October 2011 at  Ngor Gumpa. The Gumpa is also performing the “Zinsay” (Fire Puja) and other rituals for the victims September 18 earthquake.

The programme was started with the chanting of prayers by the young novices and the welcome speech by the H.E Thartse Khen Rinpoche. The Director of SNCC gave a brief report on SNCC.The representative of Central Tibetan Administration placed their report about the historical background. The programme also witnessed the blessings and address by H.H the Sakya Trizin and H.E Luding Dorje Chang and the.

Speaking on the occasion the Chief Minister, who was the Chief Guest of the function, expressed his happiness for receiving  blessings from HH Sakya Trizin and other highly incarnate Rinpohes on the occasion.

The Speaker and the area MLA , Mr. K.T Gyltsen said that it was a wonderful opportunity for the gathering to receive blessings from highly incarnate Rinpoches under one roof. He also mentioned  the purpose of holding the Pujas  for the victims of earthquake . He also appreciated and thanked  the Chief Minister for his  mobilization of the state administration and provide timely relief assistance.

In his address, H.H the Sakya Trizin appreciated the state government and the Chief Minister for good governance, maintaining the peace and harmony in the State as well as  for the  promotion of  spiritual tourism in the state.

Earlier, the Chief Minister and H.H Sakya Trizen jointly unveiled the plaque of the proposed SNCC, Khenchen Dorjichang who was the founder of SNCC.  H.H Sakya Trizin also released the Golden Jubilee Souvenir during the function. HH Sakya Trizin and His Eminence Luding Dorji Chang and Holy Sangha also performed a special prayer for the earthquake victims and Sarvamangalam.

The function was also attended by the Cabinet Ministers, MLAs, Advisors, Secretaries from various departments including Ecclesiastical Affairs Department, officials from various Departments, Rinpoches and Monks from different parts of the country and abroad.

As a distinct State with an independent Department of Ecclesiastical to look after the interest of all sentient being, Sikkim is a meeting point of all religious practices, of different faiths, culture and tradition. With large number of religious institutions belonging to different ethnic communities, Sikkim forms premiere seat of Buddhist studies in the Country. The State Government is extending wide range of incentives including grant of scholarship, free uniforms, books and annual subsidy to children in Monastic Schools and Sanckrit Pathshalas across the State.

As part of long term incentive at promotion of religious sanctity, the government has declared state holidays on the occasion of various ethnic cultural festivals like Licha, Tendong-Lho-Rum-Faat, Guru Padmashambhava’s birthday, Siri Jungs’s birthday etc. The government is trying to include a number of cultural and natural heritage of Sikkim in the national and world heritage list. Cultural centres and community bhawans for all ethnic communities are being constructed all over the State to promote community activities on a regular basis. 

This Centre is regularly supported by the State Government by providing assistance to monastic schools, annual contingent grant and mid-day meal etc. The efforts of the Sa-Ngor Chotshog in setting up this Centre has its significance to educate the ignorant masses and has great role to play for the overall well being of all propel. This will ultimately contribute to the creation of universal peace and harmony amongst the people of different nations.

You are all aware that recently a powerful earthquake measuring 6.9 in Richter Scale rattled Sikkim causing huge loss to human life and public properties. In the devastated earthquake, many of our religious institutions including many ancient monasteries, temples, churches have been severely damaged. However, I firmly believe that Sikkim and our god-fearing citizens have been rescued by the Almighty from being thoroughly devastated, causing relatively minor casualties by the potentially powerful earthquake.

With a firm belief in gods and goddesses and the blessings being showered upon us, we are moving ahead with our huge responsibility to rebuild and reconstruct all our properties and our heritage buildings. The State Government has already made commitment to rebuild all the damaged monasteries and other religious institutions in Sikkim to their original forms. In this tasks, I beseech the blessings of His Holiness and his prayer so that we are blessed and empowered further to fulfill the task of rebuilding Sikkim to its position of pre-eminence as the most progressive State in India. Lord Buddha himself educated us as being the “travelers on a cosmic journey dancing in the whirlpool of infinity”. With a firm belief in the teaching of Lord Buddha and finding true salvation following his path, I am confident of bringing back and further strengthening the glory of Sikkim as the most prosperous land of divinity and the Sikkimese people as ever god-fearing, following the path of  dharma to live their lives in perfect harmony with divine injunction.

Praying for support of His Holiness and Mass support from all of you, I once again thank the management, the members of Sangha, including monks, staff and all other associated devotees and volunteers of Sa-Ngor Gonpa of rtheir dedication and effort to maintain the rich legacy of Buddhist teaching in the interest of all the sentient being –living in Sikkim, in the Country and the world over.

FM to Inaugurate Economic Editors’ Conference Tomorrow

Press Information Bureau is organizing its two-day Annual Economic Editors’ Conference in the National Media Centre, Shastri Bhawan, New Delhi which will be inaugurated by the Finance Minister Shri Pranab Mukherjee tomorrow.

There will be separate sessions with the Ministers and senior officers of the key economic and infrastructure ministries participating in the Conference. The Conference will enable economic editors and journalists, invited from all over the country to interact with them and get a detailed background of the government’s policies and programmes. The media persons will get a comprehensive view of the overall economic scenario in the country and the latest initiatives and thrust areas of the Government. The Conference will also provide an opportunity to the Government to get feedback from the economic editors.

Press Release - Earthquake update

The earthquake which hit the state on 18^th September 2011 has severely damaged the infrastructures of the state.

Total numbers of 53172 houses have been damaged in the state.

Total numbers of 642 schools of the state have been damaged. The figure includes major damage, minor damage and totally collapsed schools. Temporary sheds have already already been constructed in 30% of the schools and the HRDD is constructing additional temporary sheds in the schools where ever it is required. The schools of the state are running as usual.

Total number of 53 relief Camps have been established in the state in which there are1154 inmates. The relief Camps will be for a maximum period of 60 days from the date of earthquake and time extension will be done on monthly basis for the relief camps set up in the worst affected areas of disaster.

Evacuation Notices have been issued to 57 houses by the government.

Demolition Orders have been issued to 12 buildings by the Government.

The State Government has requisitioned for 510 prefabricated houses from the Ministry of Home Affairs, Government of India. Out of these 510 houses 250 are for Chungthang, 200 for Mangan, 10 for Ravangla and 50 houses for West Sikkim. Shri Salman Khursid Chairs the first meeting of the Advisory Council of the National Mission for Justice Delivery and Legal Reforms

Shri Salman Khurshid, Minister of Law and Justice, here today chaired the first meeting of the Advisory Council meeting of the National Mission for Justice Delivery and Legal Reforms. Shri Mullappally Ramachandran, Minister of State for Home Affairs; Shri Ali Mohd. Sagar, Minister of Law, Justice & Parliamentary Affairs, Jammu & Kashmir; Shri G. E. Vahanvati, Attorney General of India and most of the other members of the 15- member Council were present in the meeting.

Addressing the Council, Shri Khurshid said that the National Mission will ensure a well coordinated response of the Executive and the Judiciary for speeding up delivery of justice in the Country and to reduce the delay in the disposal of cases by the courts. “ This”, he said “ would reinforce faith of the people in the rule of law and secure a social order in which the legal system of the nation promotes justice and ensures that opportunity for securing justice is not denied to any citizen by reason of economic or other disabilities.” The Mission, spanning 5 years from 2011 to 2016, will focus on two major goals as envisaged in the Vision Document, namely:

i) Increasing access to justice by reducing delays and arrears in the system; and

ii) Enhancing accountability through structural changes and by setting performance standards and capacities.

Secretary, Department of Justice, Smt. Neela Gangadharan, who is the Convenor and the Mission Leader, gave an overview presentation on the National Mission to Council.

The National Mission for Justice Delivery and Legal Reforms was approved by the Union Cabinet on 23rd June this year. The broad areas covered by the National Mission are policy and legislative changes, re-engineering of procedures, human resource development, leveraging ICT and improve physical infrastructure of subordinate courts. Infrastructure development for the subordinate judiciary is the major thrust area of the National Mission. Inadequacy of infrastructure facilities in District and Subordinate courts has remained a major bottleneck in the judicial system largely contributing to the accumulation of arrears. In order to augment the resources of the State Governments for development of infrastructure facilities for the judiciary the Central Government outflow would be around Rs. 5,500 crore over five years of the National Mission. पहाडमा प्रतिभावान खेलाडीहरूको कुनै कमि छैन। सही मञ्च, मार्गदर्शन अनि तालिम पाए अन्तराष्ट्रिय स्तरसम्म नै उत्कृष्ट खेल प्रदर्शन गर्न सक्षम छन्‌ पहाडका खेलाडीहरू। यस्तै एक प्रतिभावान ताइकाण्डो खेलाडी हुन्‌ कालेबुङ 12 माइल निवासी त्रिलोक सुब्बा। जसले भर्खरै 8 सितम्बरमा स्कटल्‌याण्डमा सम्पन्न थर्ड स्कटिस ओपन ताइक्वाण्डो प्रोमसी च्याम्पियनसीपबाट ताइक्वाण्डोे फेडेरेशन अफ इण्डियालाई प्रतिनिधित्व गर्दै गएर दुइवटा स्वर्ण अनि एक रजत पदक हत्याएर कालेबुङ फर्किआएका छन्‌। 20 वटा देशहरूले अंशग्रहण गरेको उक्त खेलमा तिनले एकल प्रतियोगितामा एक कास्य, पिओर क्याटागोरीमा एक स्वर्ण अनि टिम क्याटागोरीमा पनि एक स्वर्ण हत्याउने पहिलो भारतीय बनेका छन्‌। तिनले उक्त प्रतियोगिताको सर्वोत्कृट खेलाडीको खिताब पनि हत्याएका छन्‌। तिनले अघिबाटै कमनवेल्थ खेलमा एक कास्य हत्याइसकेका छन्‌ भने राष्ट्रिय अनि अन्तराष्ट्रिय स्तरसम्ममा उत्कृष्ट खेलहरू प्रदर्शन गरेर धेरै पदहरू हात पारीसकेका छन्‌। तिनी एक अन्तराष्ट्रिय ताइक्वाण्डो रेफरी पनि हुन्‌। तिनी कालेबुङमा जन्मेपनि सिक्किम राज्यलाई प्रतिनिधित्व गरेर राष्ट्रिय स्तरको खेलहरू खेल्ने गर्छन्‌। तिनी बङ्गालको निम्ति खेल्दैनन्‌। 86 सालसम्म बङ्गाललाई प्रतिनिधित्व गरेर खेल्ने त्रिलोक सुब्बा बङ्गालमा पहाडका खेलाडीहरूलाई थिचोमिचो रहेकै कारण बङ्गालबाट नखेलेकोे बताउँछन्‌। 'बङ्गालमा पहाडका खेलाडीहरू खुलेर खेल्न सक्तैनन्‌। बङ्गालमा खेलमा पनि राजनीति हुन्छ। पहाडका खेलाडीहरूलाई माथि उठ्‌न दिँदैन यसैले म सिक्किमबाट खेल्ने गरेको हुँ' तिनले भने।

शीतकालीन संसद सत्रले खोल्न सक्छ गोर्खाल्याण्ड आन्दोलनको बाटो

अब आउने शीतकालीन संसद सत्र सबैपक्षबाट महत्वपूर्ण देखिएको छ। किन भने यही सत्रमा अन्ना हजारेको जनलोकपाल बीलको पनि छिनाफाना हुने वाला छ अनि तेलङ्गना राज्यको सवाललाई पनि यसै सत्रले कि आर कि पार गर्ने छ। दिसम्बरसम्म यता गोर्खाल्याण्ड टेरिटोरियल एड्‌मिनिष्ट्रेशनको निम्ति गठन गरिएको हाइपावर कमिटीले पनि तराई र डुवर्सको कति क्षेत्र जीटीएमा सामेल हुने सम्बन्धमा रिपोर्ट बझाउने छ। यही समय तेलङ्गना राज्यको गठनलाई स्वीकृति मिल्यो भने गोर्खाल्याण्डको आन्दोलन तेस्रो चरणमा चर्किने सम्भावना छ। यही समय नै जीटीएको तराई-डुवर्सको सीमाङ्‌कनले पनि विवाद निम्त्याउने प्रशस्त सम्भावना रहेको छ।
अहिले राष्ट्रिय सङ्गठन भारतीय गोर्खा परिसङ्घले शीतकालीन सत्रले बनाउने विभिन्न परिस्थितिलाई ध्यानमा राख्दै छुट्टैराज्यको निम्ति क्षेत्रमा दलीय सहमति जुटाउने कार्य गरिरहेको छ। भागोपले सबै दलहरूको मात्र होइन विभिन्न गैरसरकारी सङ्गठन अनि मुद्दा सचेतकहरूको सहमतिमा राष्ट्रियव्यापी आन्दोलनको रुपरेखा तयार पार्ने लक्षण देखापरेको छ। यता गोर्खा जनमुक्ति मोर्चाले गोर्खाल्याण्डको नाममा जिल्ला विकासको निम्ति जीटीए थाप्दा धोका भयो भन्ने विपक्षमा राजनैतिक एकरुपता देखापरिसकेको छ। धेरैवटा सङ्गठनहरू आन्तरिकरुपले दीर्घमियादी कार्यरुप तयार पार्नमा जुटेको अनुमान लगाइएको छ। यसबेला छत्र सुब्बाले के गर्ने हो भनेर पर्खिएर बस्नेहरू पनि छन्‌। छत्र सुब्बाले स्पष्ट पारेका थिए कि कुनै पनि दलले क्षेत्रीय कुनै पनि व्यवस्थामा सम्झौता गर्छ अनि हस्ताक्षर गर्छ भने उसले कुनै पनि परिस्थितिमा छुट्टैराज्यको आन्दोलन गर्न सक्दैन। जुन बङ्गल सरकारसित आन्दोलन गरेर छुट्टैराज्यको दाबी गर्नुपर्छ उसैसित जिल्लाको विकास एजेन्सीमा सम्झौता गरिसकेपछि सम्झौतावादीहरूले आन्दोलन गर्नै सक्दैन। छत्र सुब्बाको कुरालाई नै मान्नु हो भने अब गोर्खा जनमुक्ति मोर्चासित आन्दोलनको आशा नगरे भयो। त्यसको अर्थ अब आन्दोलन गर्नको निम्ति तेस्रो मोर्चा अनिवार्य रहन्छ।
यता भागोपले प्रस्तावित क्षेत्रका राजनैतिक अनि अराजनैतिक सङ्गठनहरूलाई एकत्रित गरेर तेस्रो मोर्चा गठन गर्ने संकेत दिएको छ।
सबै परिस्थितिले छुट्टैराज्यको निम्ति आन्दोलन गर्न एउटा राष्ट्रिय शक्तिको अनुभव गराईरहेको बेला भागोपले गर्ने पहलले त्यो आवश्यकता पुरा गर्ने हो कि भन्ने पक्ष निस्किएको छ। यता छत्र सुब्बा पनि मौन बस्न सक्ने कतैबाट पनि छॉंटकॉंट देखिएको छैन। कि त भागोपले दिएको संकेतको तेस्रो मोर्चामा छत्र सुब्बाको पनि संलग्नता हुने कि त छत्र सुब्बाले एकल शक्तिबाट नै आन्दोलन गर्ने यो दुइवटा शंका सबैलाई रहेको छ। यता ठीक परिस्थिति बन्ने कुरा शीतकालीन संसद सत्रले दिने हो कि भन्ने अनुमान पनि गरिएको छ। किन भने मोर्चाले हस्ताक्षर गरेको जीटीएमा  तराई र डुवर्सको भूभाग पस्न सक्ने छनक कम छ। तराई र डुवर्स जम्मै पस्ने कुरा त होइन मोर्चाले दाबी गरेको सबै मौजा समेत पस्न नसक्ने शंका गरिएको छ। किन भने जीटीएको सम्झौताको बेला कति क्षेत्र पस्ने भन्ने कुरामा अघिबाट नै तय गरिसकिएको अनि हाइपावर कमिटी देखाउने दॉंत मात्र रहेको शंका गर्नेहरू पनि छन्‌। राज्य सरकारले त अघिबाट नै 18 वटा मौजा मात्र जीटीएमा सामेल हुने भनेर घोषणा नै गरिसकेको थियो।
 त्यसलाई मोर्चाले मान्य गरेको थिएन यसकारण नै मोर्चाले आफ्नो मौजाको सूची पठाएको थियो। यदि सीमाङ्‌कनको कुरामा सहमतिपूर्ण निर्णय अघि आएन भने मोर्चालाई धेरै गाह्रो पर्न सक्ने  अनुमानहरू पनि गरिएको छ। तराई र डुवर्समा गोर्खाहरूलाई जुन राजनैतिक असुरक्षा छ त्यसलाई सीमाङ्‌कनले साम्य पार्नु पर्‍यो। यदि उचित सीमाङ्‌कन भएन भने तराई र डुवर्सका गोर्खाहरूले कहिल्यै पनि छुट्टैराज्यको आन्दोलनलाई समथर्र्न गर्न नसक्ने स्थिति उत्पन्न हुन सक्छ। यता मुख्यमन्त्री ममता व्यानर्जीले दुइधारे आश्वासन दिएकोले पनि सीमाङ्‌कनको कुरा असुविधामा परेको छ। व्यानर्जीले डुवर्सलाई पनि अन्याय नगर्ने अनि पहाडलाई पनि नोक्सान नगर्ने भनिसकेका छन्‌। यता आदिवासी विकास परिषद्ले आदिवासी टेरिटोरियल एड्‌मिनिष्ट्रेशनको दाबी पनि गरिसकेको छ। यदि आदिवासी विकास परिषदको यो दाबीलाई ईमान्दाररुपले उठान गर्ने हो भने त्यहॉंका गोर्खाहरूको निम्ति  एटीए नै उपयुक्त हुनेछ। यसकारण जीटीएको सीमाङ्‌कनको सवालमा विभिन्न असुविधाहरूको उपार्जन ममता व्यानर्जीले गरिसकेकी छन्‌। अन्तमा गएर जीटीएको गठनमा धेरै असुविधाहरू उपार्जन गरेर मोर्चालाई दागोपापमा सीमित गराउने अनि पहाडको तीनवटा महकुमा नै सीमित गराउने षडयन्त्र चलिरहेको राजनैतिक सचेतहरूले शंका गरिरहेको छ। शीतकालीन सत्रमा तेलङ्गना मुद्दाले पार पाएमा अनि यता जीटीए गठनमा पनि असुविधाहरू उत्पन्न भएमा राजनैतिक दल अनि जनतासित तेस्रो मोर्चाले उठान गरेको छुट्टैराज्यको मागलाई समर्थन गर्ने राम्रो अवसर निर्माण हुने अनुमान गरिएको छ।

गोर्खाल्याण्डको आन्दोलन अघि बडाउन भागोपले साझा मञ्चको गठन गर्ने-भागोपले नै पार लगाउँनेछ भन्ने दाबी छैन

कालेबुङ १८ अक्टोबर: डी के वाइबा : छुट्टै राज्य गोर्खाल्याणड प्राप्तीको निम्ति भारतीय गोर्खा परिसंघ (भागोप)ले क्षेत्रीय स्तरका राष्ट्रीय अनि क्षेत्रीय राजनैतिक पार्टीहरुलाई समेटेर एउटा साझा मञ्च तयार गर्न आफ्नो पहल शुरु गरेको छ। भारतमा गोर्खाहरुको जातिय अस्तित्व र राष्ट्रीय चिन्हारी केवल छुट्टै राज्यले मात्र बोक्ने भएको कारण छुट्टै राज्य प्राप्ती केवल सामुहिक आन्दोलनले ल्याउन सकिन्छ भनेर भागोपले यो पहल अघि बडाउने कार्य शुरु गरेको हो। दलिय एकता कायम गरेर केन्द्रमा दबाव बनाउँन सकिन्छ भनेर यसअघि पनि भागोपले दलीय एकता जुटाउने पहल गरेता पनि सो पूर्ण हुन सकेको थिएन । तथापी यसपल्ट दार्जीलिङ पहाडको राजनैतिक स्थिति राम्रो भएको कारण भागोपले यस कार्यलाई पुन: अघि बडाउने कार्य गरेको भागोपका केन्द्रीय कार्यकारी अध्यक्ष रेभरेन डा एनोस दास प्रधानले बताए। भागोपले उठान गरेको मुद्दाहरुमा पहिलो छुट्टै राज्यको मुद्दा रहेको बताउँदै यस समस्यालाई दिर्घ मियादी समाधान गर्न दलीय एकता अनिवार्य रहेको पनि बताए। यस अघि चुनावको समयमा छुट्टै राज्यको मुद्दालाई पार लगाउँन साझा उम्मेद्वार बनाउँनुको निम्ति भागोपले पहल गरेको तर यहाँका राजनैतिक पार्टीहरुको सहमति कायम हुन नसके पछि उक्त कार्य बिफल भएको बताउवदै यसपल्ट चुनावको मुद्दा नभएर जातिय अस्तित्व र राष्ट्रीय चिन्हारीको मुद्दाको निम्ति राजनैतिक दलहरुको सहमति हुनसक्ने कुरामा भागोप आशावादी रहेको पनि तिनले जनाए। छुट्टै राज्यको मुद्दमा दलीय एकता कायम गर्न आगामी २३ अक्टोबरको भागोले सिलगडीको भानुभक्त समिति भवनमा सर्बदलीय सभा समेत डाकेको अनि हाल पत्रचारको कार्य सम्पन्न भइरहेको पनि तिनले जनाए।


भागोपले नै पार लगाउँनेछ भन्ने दाबी छैन 


छुट्टै राज्य प्राप्तीको निम्ति भागोप एक्लै कहिले पनि कुद्न नचाहेको तर सबै दलहरुलाई समेटेर अघि बडौं भन्ने चाहना भएको पनि एनोस दास प्रधानले जनाए। तिनले दलीय एकताको पहल संगै अधि बडौं भन्ने सोंच लिएर शुरू गरेको पनि बताए। छुट्टै राज्य गोर्खाल्याण्ड माग्ने हामी नफुटौं तर सरकारलाई सामुहिक रुपमा दबाव सृजना गरेर गोर्खाहरोको सपना पुरा गरौं भन्ने भागोपको आह्वान हो भनि बताउँदै भागोपले नै मुद्दालाई पार लगाउनेछ भन्ने दाबी नरहेको पनि बताए। यसपल्ट हुने आन्दोलन क्षेत्रीय स्तरमा भन्दा बडी राष्ट्रीय स्तरमा हुने पनि तिनले जनाउँदै क्षेत्रीय स्तरमा रहेका राष्ट्रीय पार्टीहरु पनि यदि साझा मञ्चमा आए राम्रो हुने पनि तिनले बताए। यदि राष्ट्रीय दलहरु साझा मञ्चमा आएर गोर्खाल्याणडको निम्ति आवाज उठाए त्यसले केन्द्रमा दबाव हुने पनि प्रधानले बताए। किन कि गोर्खाल्याण्डको निम्ति सबैले सामुहिक रुपले आवाज उठाए उनीहरुले केन्द्रको नेताहरुमा दबाव दिने कार्य गर्नु कर्तब्य रहेको अनि यस्तो रणनीति भए केन्द्रमा दबाव हुने पनि तिनले दाबी गरे। बिगतका दिनहरुमा भएको आन्दोलनमा जस्तो यसपल्ट आम मानिसहरुलाई क्षेत्रीय स्तरमा हुने कष्टप्रद आन्दोलन पनि साझा मञ्चले नगर्ने उदेश्य राखेको बताउँदै भारतमा गोर्खाहरुको त्याग र बलिदानको आजसम्म कदर सरकारले नगरको पनि प्रधानले आरोप लगाए। साझा मञ्चको निम्ति दलीय सहमती बनिएपछि कार्यक्रमको रणनीति र रोडम्याप तयार पार्ने पनि भागोप राष्ट्रीय कार्यकारी अध्यक्ष रेभरेन एनोसदास प्रधानले बताए।
