The State Government has constituted a Committee to examine and address grievances of the students in the State of Sikkim vide a Government Gazette Notification dated 19th October 2011.


The State Government has constituted a Committee to examine and address grievances of the students in the State of Sikkim vide a Government Gazette Notification dated 19th October 2011. The committee will be chaired by the Commissioner cum Secretary, Commerce and Industries Department and the Director of Human Resource Development Department shall be the Member Secretary of the Committee. The Secretary, Social Justice, Empowerment and Welfare Department; Secretary, Human Resource Development Department; Secretary, Sports and Youth Affairs Department and Secretary, Law and Parliamentary Affairs Department will be the Members of the said committee.
The Committee will look into the complaints received and effectively liaison and coordinate with the line departments to ensure that the complaints of the students are addressed and will work out a mechanism for guidance and evolve a methodology to redress the problems of the students. The Committee will also take into account all the relevant rules and regulations implemented in the state to address such complaints. While acting as a bridge in interpreting the views of the administration to the staffs/students and vice versa the Committee will make such recommendations to the Government, if necessary for the benefit of the students and will also provide a forum for students to ventilate their grievances relating to school matters.
 
 
Inorder to bring transparency in the implementation of the various public oriented Schemes and to make the public aware about the various schemes being implemented by the government and the benefits accruing from such schemes to the people at large the State Government has through a Government Gazette Notification dated 19th October 2011 made mandatory that prior to implementation of any sanctioned scheme, a public hearing should be given at the Gram Sabha Level in the Panchayat Raj Institution and also at the Area Sabha level within the Urban Local Bodies in order to sensitize and bring awareness to the public at large of the objectives and benefits of the Schemes.
According to the Notification, before the implementation of any Scheme the implementing Government Department should ensure that the details of the estimate along with the name of the project/location/area etc. is made public through a Gram Sabha or Area Sabha. The financial implication and source of funding of the scheme along with the scope of the project/scheme proposed to be implemented and the time schedule fixed for the completion of the scheme should also be clearly indicated to the public. While directing the implementing departments to follow the notification in letter and spirit it has further been notified to share any other information that is deemed essential so as to ensure proper quality and transparency in the implementation of the scheme.
