साहित्य अनि सर्जकलाई माया गर्ने घिसिङ

80 को दशकमा देशभरिका गोर्खाहरूलाई जातित्वको भावना उत्पन्न गराउने प्रथम नेता सुवास घिसिङको निधनले अहिले घड़ी सम्पूर्ण दार्जीलिङ पहाड़ नै स्तब्ध बनेको छ। गोर्खाहरूका हित अनि अस्तित्वका निम्ति छुट्टै राज्यको बहस लिएर सुवास धिसिङले त्यसताक पहाड़का प्रत्येक गाँऊहरूको भ्रमण गरेका थिए। 22 जुन 1936 सालमा मिरिकको मञ्जु चियाबगानमा जन्म लिएरका सुवास घिसिङले आफ्नो तर्क राख्न एकलै जनसभा गर्थे। घिसिङले सम्पूर्ण गोर्खाहरूलाई एकै शुत्रमा बाँध्न "गोर्खाल्याण्ड" शब्दको जन्म गरेका थिए।

Bimal Gurung hints at assuming GTA chief executive post again

GJM president Bimal Gurung has once again hinted at taking over the top post in the GTA.  Addressing a meeting today at Mahanadi in Kurseong, he said he had sacrificed the GTA chief’s chair for the sake of statehood and the Gorkha people.
“Considering the general public interest, I may sit on the chief executive’s chair again when the time approaches,” he said.
Notably, while addressing a meeting in Kalimpong a week ago, Gurung had expressed doubts on whether the sabhashads would be able to run the GTA without him saying he would again take the helm of the administrative body if needed.
The GJM chief also promised a number of development projects for Mahanadi including a Rs4-crore bridge connecting Jungpana tea estate with Mahanadi. He said a mini bus would be deployed on the Mahanadi route within a month to make transportation easier and also come up with an alternative road for the area’s residents as the existing routes have been damaged by landslides.
Gurung also inspected the landslide affected area at 14th Mile, where the NH55 has been out of operation since June 2010.

Golay meets SKM supporters in Soreng

Sikkim Krantikari Morcha leader Prem Singh Golay, who is presently campaigning in Soreng, West Sikkim, on Thursday met and interacted with a large number of party supporters.
He condemned the injustice being meted out on the people of Sikkim by the SDF-led government. The SKM stands to restore the lost rights of the people and to fight against social injustice, claimed the leader. Golay also welcomed several new members into the SKM during the occasion.

SDO appeals for reconsideration of block division decision

SDO Radhika Aiyer today appealed to GTA chief secretary and the district magistrate to reconsider their decision to divide Kalimpong Block as doing so would put Teesta under the Takdah block. A recent meeting between GTA sabhasads and the administration had finalised the issue of transferring Teesta and its surrounding Gram Panchayats from Kalimpong BDO to Takdah. But the decision was met with protests from both area residents and political parties. 
Residents of Teesta Bazaar and its surrounding areas have been demanding for the merger of the area’s six GPs into one and the formation of a Block Development Office in Teesta. The protestors have also formed a committee called the New Block Formation Committee to press on with their demands.

Tripartite talks positive

With the Gorkha Janmukti Morcha’s relations with the state government back to warm terms, things ahead are looking bright more so as today’s tripartite meeting in Kolkata concluded on a cordial and positive note.
Further, during the bipartite talks on Wednesday, the state government assured to extend all support to the GTA and also not to interfere in its affairs. The process for the release of more than 2,000 GJM leaders and activists behind bars has also started.
After the meeting, GJM general secretary Roshan Giri informed over phone most of the demands placed before the state and central governments were met with positive responses.
“The meeting went off in a positive note where a number of issues related to the Darjeeling hills were placed and discussed in detail. Both the state and centre have given positive assurances on our demands,” he said.
According to the GJM general secretary, a team from the Union ministry of environment and forest and a fact finding committee will visit the hills shortly to review the demand for placing reserved forests under the Gorkhaland Territorial Administration and inclusion of mouzas of the Dooars.
“Central government representatives have said a team of the environment and forest ministry will be sent to the hills to look in to our demand for putting the reserved forest under the GTA. Further, a fact finding committee on the issue of inclusion of more mouzas in the GTA will conduct a field visit,” said Giri.
On the question of placing the Darjeeling hills in the North East Council (NEC), Giri said the government would explore the possibilities, while the process of according Gorkha communities tribal status, except the schedule caste, would be expedited.
“A lot of progress has been made in terms of giving tribal status to all Gorkha communities barring the SC. The central government has assured to explore the possibility of putting Darjeeling in the NEC, which indicates the positive attitude of both the state and central governments,” said the GJM general secretary.
The day’s meeting in Nabanna, the new state secretariat in Howrah, also saw a decision being taken on the Centre consulting the Attorney General for implementing the three-tier panchayat system in the hills, besides approving the backward region fund.
“The Union government has assured us of holding consultations with the AG and the rural development department on the issues of the three-tier panchayat system and backward region fund to Darjeeling. We have been promised the home minister will personally take up the issue,” accordint to Giri.
The GJM also placed its demands of creating an alternative national highway and establishing a central university and a National Institute of Technology (NIT) before the state and central government representatives.
“We have been asked to identify land for a CU and NIT, which we have already done, and will notify the authorities. As for the alternative national highway estimated at Rs193 crore, a detailed project report will be prepared,” said Giri.
Discussions were also held on issues such as allocation of Rs553 crore for a new GTA secretariat and housing and offices for sabhasads, jobs for Gorkha youths in the paramilitary forces, special waiver on taxes and incentives and subsidies, among others. The GTA has been asked to send a proposal seeking a raise in compensatory allowance allotted to the hills.

Leaders apathetic toward environment issues, says conservationist

Noted academician, environmentalist crusader and writer Ajay Singh Rawat has lamented the apathy of politicians in including environmental concerns in their political manifesto while citing rampant misuse of power in Uttarakhand.
Presently in town for the first Tenzing Norgay Memorial lectures on Himalayan issues organised by St. Paul’s School, Rawat said, “It is sad that in our country, environment issues have taken a back seat. Not a single political party has mention of environmental issues in its manifesto.”
He stressed on the need to preserve and conserve the environment, failing which it could create havoc in the near future. “Very soon, the third World War will be fought for water because of rampant deforestation of forest areas,” warned the environmentalist.
Delivering his key note address on the fragile Himalayan belt, Rawat pointed out its significance and importance. “Nearly 0.3 per cent of the world’s total plantation area is found in the Himalayan belt, but it harbours only 10 per cent of the world’s vegetation. In fact, the very concept of forest culture originated in the Himalayas. Deforestation is affecting global climate change and it is the Himalayan forests that are slowing the process,” he said.
Rawat was also of the view that a holistic approach should be adopted to preserve the Himalayas’ ecology. “Every plant found in the Himalayas has medicinal value and as such the region is a rich and abundant area to meet human needs. Therefore it becomes imperative we preserve the prized Himalayas,” the environmentalist told a gathering comprising students, teachers, and prominent dignitaries.
Rawat’s hour-long speech also touched on several incidents of environment violation in Uttarakhand by influence people and their legal implications, and he urged the residents of the Darjeeling hills to take recourse to Right to Information (RTI) and Public Interest Litigation (PIL).
“I took the help of RTI and filed many a PIL to stop illegal mining and haphazard construction of roads in Uttarakhand, which has eventually resulted to a decline in such activities,” informed Rawat. “Hills residents here can take preventive measures against such activities if there are any to stop destruction of the environment.”
St Paul’s principal Joy Haldar explained the necessity felt to hold the lecture on Himalayan issues. “The day’s lecture is not a one-off thing,” he said. “We will continue to have similar lectures going forward. The idea behind holding such lectures and activities is to make a meaningful impact to stakeholder across the country. Besides conducting lectures, we will also come up with newsletters to provide factual information to people.”
Responding to a question about the lecture being associated with Everester Tenzing Norgay, Haldar said, “We wanted the lecture to be conducted in the name of an icon from the hills. After a lot of brain storming we came to the conclusion that the legendary mountaineer was the ideal personality as his very name is synonymous with the Himalayas.”

Teesta GP merger demand picks up pace

The demand for merging six Gram Panchayat areas to form a Block Development Office in Teesta by residents in and around the Teesta GP area has started picking up momentum. Several political and apolitical groups have started pressurising the government over the demand. Residents with the support of local political bodies have already formed a New Block Formation Committee to place their demand before the government.
The CPRM Highway Block 1 Zonal Committee leadership today sent a deputation through fax to the chief secretary of the Rural Development Department. The Committee has supported the demand for a block formation in the Teesta claiming the area fulfills all criteria required. The CPRM unit claimed the present BDO office in Kalimpong is easier to access for the people of the area. Zonal committee president Santosh Pradhan said, “We agree with the GTA’s decision to form new blocks for the people, but we do not support the change of the Block Development Office from Kalimpong to Takdah for Teesta and its surrounding Gram Panchayats.”
He added the unit has submitted deputations to the general secretaries of the Rural Development Department and Panchayat demanding the merger of six GPs and they will meet the GTA chief secretary and submit a deputation on the issue.

Civic society must for socio-political change: MP Lama

Noted academician Dr. Mahendra P Lama, who will contest the 2014 Lok Sabha polls as an independent candidate, says the hill society must step forward for political and social change. He said so today at an interactive programme in Shyamadevi Hall in Kalimpong organised by the Kalimpong chapter of his recently launched association, Darjeeling Dooars United Development Foundation.
The dais was also shared by Bharatia Gorkha Parisangh president Dr. Enos Das Pradhan. Interacting with the audience, Lama said instead of reaching Parliament via a political shortcut, he has chosen to work for social transformation in order. “The people of the hills are weak in many senses. This makes it easy for the government, administration and political parties to oppress them. Once civic society wakes up, any political and social change becomes possible. Our organisation is a representative of this society,” observed Lama.
He said owing to the absence of Gorkha representatives at the governmental, bureaucratic and administrative levels, the issues and demands of the community have not been able to see solutions.
Lama further said the DDUDF aims to generate sufficient human resources in the region in the long term. He said the demand for a separate state is the primary agenda of the foundation. “Our main aim is to raise the demand for a separate state at the correct places. Whatever the result of the polls, the foundation will keep fighting for the rights of the community.”

Teesta residents form NKVGS to pursue block demand

Political parties in Teesta town and its surroundings have joined hands demanding the formation of a Block Development Office in town. Residents, along with party workers, have formed a ‘Nav Khand Vikas Gathan Samiti’ to take their demand before the government. The Samiti comprises parties such as the GJM, TMC, GNLF, CPRM and apolitical organisations such as the Biswakarma Samaj, Fulbari Sahitya Samiti, Workers Union, Nav Yuva Sikhar Sangathan, Pragati Samaj, Believer Church, Celan Christian Society, Forest Village Organisation, Mangar Samaj and Janmukti Workers Union. Samiti convener Krishna Budathoki today submitted a deputation to the Kalimpong SDO and BDO.
A team consisting of Budathoki, Dilip Prasad, Fulbari Sahitya Samiti secretary Vishal Rai, CPRM leader Santosh Pradhan and others met SDO Radhika Aiyer in her office and submitted a deputation demanding recognition of Teesta as a Block Development Centre. They have further demanded a merger of the Teesta Gram Panchayat, Takling (1) and (2) Gram Panchayats, Rambi Gram Panchayat and Lamahatta Gram Panchayat. The delegation members argued their area has facilities such as a primary health centre, higher secondary school and police station making it eligible to have a Block Development Centre. They added that as Kalimpong is located near Teesta, the latter’s residents can access it easily during times of emergency.
The SDO has assured to place the demands before higher authorities for necessary action. At the same time, team member Dilip Prasad warned the Samiti will start an agitation if the administration fails to come up with a positive decision.

3-tier rural body tops Morcha list - Hill party to demand amendments to GTA Act during talks with Centre and state

Nov. 19: The Gorkha Janmukti Morcha will demand a three-tier panchayat system in the GTA area during talks with the state tomorrow and tripartite discussions on November 21, party general secretary Roshan Giri said today.
The party would also seek 29 amendments to the GTA Act in the meeting with the state government tomorrow so that the autonomous body runs in a proper way.
Giri said the implementation of the three-tier panchayat system in the GTA area would be one of the important issues to feature in the talks.
“We will also raise other issues like the transfer of reserved forests to the GTA and granting of scheduled tribe status to all Gorkhas barring the scheduled caste at both the bipartite and tripartite meetings,” he said.
Giri, Kurseong MLA Rohit Sharma and GTA executive member R.B. Bhujel will represent the Morcha in the tripartite talks. Giri and Sharma will attend the bipartite meeting.
The Darjeeling hills had only two tiers of the rural administration system — gram panchayats and panchayat samitis — when the DGHC was in place. The Centre had amended Article 243M of the Constitution in 1992 to put in place the two-tier system.
However, elections were held only to the panchayats in 2000. Former hill affairs minister Asok Bhattacharya said that in 2000 there was a dispute between Subash Ghisingh and the state government on the jurisdiction and functions of the panchayat samitis in the hills.
“Therefore, it was decided that the polls to the panchayat samitis would be held later after the differences were sorted out. But, ultimately, neither the state nor Ghisingh took the initiative to hold the panchayat samiti polls,” said the former minister.
Since 2005, the elections haven’t been held either to the gram panchayats or the panchayat samitis as Ghisingh feared that the GNLF would not win because of his dwindling popularity. That was why he demanded the Sixth Schedule status for the hills so that he could show up something before the electorate.
The GTA area has 112 gram panchayats.
Experts said if the Centre agrees to implement the three-tier system in the GTA area, it would not happen in a hurry because it would require a constitutional amendment.
With regard to the demand for the transfer of the reserved forests to the GTA, the Morcha believes it should not be difficult for the Centre to do so since there is already a precedence of autonomous bodies in other parts of the country being handed over reserved forests.
“Reserved forests have been transferred to the Bodoland Territorial Council and Karbi Anglong Autonomous District Council in Assam and similar bodies elsewhere in the north eastern states,” said Giri.
The Morcha leader said the party would seek 29 amendments to the GTA Act to ensure complete autonomy of the hill body and its smooth functioning.
Among the important amendments sought by the Morcha are reservation of seats for SCs and STs in the GTA and quota for both the communities in GTA jobs.
“Our stress is on ensuring full autonomy of the GTA and non-interference by the state in its functioning,” said Giri.
The Morcha will also demand the withdrawal of cases registered against party activists by the state government between 2007 and 2011.
A Morcha source said demands for the regularisation of jobs of more than 6,000 ad hoc workers at the GTA and the formulation of rules of procedure and conduct of business of the hill body would also be taken up at the bipartite meeting.

Sitaram Yechury to attend CPM prog in Darjeeling next month

CPM politburo member Sitaram Yechury will participate in the 100th birth anniversary programme of former West Bengal chief minister Jyoti Basu to be organised in the Darjeeling hills on December 3 by the party’s Darjeeling district committee.
CPM leaders from the district were upbeat about the veteran leader’s visit.
“We have decided to hold a programme on December 3 to commemorate the 100th birth anniversary of our former comrade and chief minister. We took the decision at a meeting today in Darjeeling. Politburo member Yechury has also given his consent to attend the programme and speak on the political life of Basu and also about the present political scenario in the hills,” said CPM Darjeeling district committee acting secretary Jibesh Sarkar.
The day’s meeting, held at the CPM Darjeeling party office, was also attended by members of the district’s zonal and local committees of the Kalimpong unit.
“The programme will be held at the Gorkha Dukha Niwarak Sammelan hall and we will invite representatives of various political parties barring those of the Trinamool Congress and the BJP,” said Sarkar, stating the CPM’s ideologies with those of the two parties are entirely opposite.
Speaking at a press conference called after the meeting, Sarkar came down heavily on the TMC. “We do not support the dictatorial attitude of the TMC and condemn the use of police pressure on the people here. We believe any problem can be solved through dialogue and that is what they should do,” said the CPM leader, adding his party would raise its voice on the illegal and undemocratic arrests of Gorkhaland Territorial Administration members and rejections of bail pleas.
“They (sabhasads) are individuals elected with the consent of the state and central governments. The arrests show the TMC-led state government is only worried about its political gain and not the common people. If GTA members can be arrested at will and without valid reasons, what will happen to the common public?” questioned Sarkar.
Speaking about the Darjeeling hills, the CPI (M) district committee acting secretary said, “Our party has always wanted maximum regional autonomy for this place. Our leaders, including Yechury, have raised the issue in Parliament and also demanded the inclusion of Darjeeling into the North East Council (NEC) besides declaring the region a tax free zone. Our former chief minister had always worked for the development of the hills.”

असीमित सपनाहरू लिएर झण्डै एक दशक अघि सिन्कोना कमानबाट कालेबुङ छिरेका यी दुइ युवकहरूको पहिलो कृति थियो घाउका रङहरू। त्योबेला युवाकविका रुपमा भर्खरै चर्चामा आउन थालेका मनोज बोगटीको पहिलो पुस्तकाकार कृति थियो यो अनि प्रकाशकका रुपमा पनि उपमा प्रकाशनका संस्थापक उमेश थापाको पहिलो भेँट यही थियो। आज आफ्ना सीमित शुभचिन्तक र पत्रकार साथीहरूलाई भेला पारेर अति सामान्य तरिकाले यो कृतिको लोकार्पण गरिरहँदा कवि र प्रकाशक दुवैको अनुहारमा छः बर्ष अघिको त्यही पुरानो खुशी दोहोरिरहेको थियो।छोटोछरितो अनौपचारिक किसिमको कार्यक्रममा कथाकार सञ्जय विष्टसहितका शुभचिन्तकहरूले यसको लोकार्पण गरेका थिए। छरितो आकार र आकर्षक कलेवरमा निकालिएको यो कृतिको दोस्रो संस्करण प्रकाशमा आएको कुरालाई कथाकार सञ्जय विष्टले ठूलै घटना माने। “भारतमा नेपाली कविताकृतिको दोस्रो संस्करण निस्किनु भनेको ठूलो कुरा हो। सर्जक र प्रकाशक दुवैलाई मेरो बधाई” लोकर्पणको औपचारिकता निर्वाह गर्दै कथाकार विष्टले भने। पहिलो चोटी 2008 मा प्रकाशित यो कविताकृतिले 2012को युवा अकादमी पुरस्कार जितेपछि यसको चर्चा र माग झनै बढेको छ। पहिलो संस्करण ठामठिम भएपछि किताबको माग गर्ने आफ्ना पाठक र शुभचिन्तकहरूसँग पन्सिँदै हिँडिरहेका थिए कवि मनोज बोगटी। “यसले पुरस्कार पाएपछि किताब सोध्नेहरूले मलाई हैरान पारेका थिए। किताब थिएन, यसकारण उनीहरूलाई सन्तोष गर्ने उत्तर थिएन। दोस्रो संस्करण ती पाठकहरूको निम्ति उत्तर हो मेरो” कवि बोगटीले दोस्रो संस्करण निकाल्ने अभिप्राय खुलाउँदै भने। पत्रकारितालाई पेशा बनाएर कालेबुङमा जीवन धानिरहेका यी युवाकविले लोकार्पणको कार्यक्रमलाई अवसर पारेर आफ्नो पुरानो दिनहरूको सम्झना पनि साझा गरेका थिए। “शुरुमा गाउँबाट कालेबुङ आउँदा मलाई व्यवस्थित पार्ने उमेश उपमा नै थिए। हामी दुवै सिन्कोनाबारीबाट आएका थियो। त्योबेला उनी जानकारी डटकम भन्ने पत्रिका चलाउथे। पछि उनी प्रकाशन संस्थानतिर लागे, म पत्रकारिता र कवितालेखनतिर। 2008-मा घाउक रंगहरू उमेशले नै छापे। यही कृतिले युवा अकादमी पुरस्कार पाउँदा मभन्दा धेर खुशी हुने उमेश नै थिए” बोगटीले भने। कार्यक्रममा पत्रकार अनिल तेलैजा, प्रदीप लोहागुण, मणि तामाङ, छेवाङ योञ्जन, ताइक्वाण्डो खेलाडी सुसन थापा आदि सहभागी थिए। कवि बोगटीले आफ्ना अन्य कृतिहरूमध्ये यसैले पुरस्कार पाउएको घटनालाई संयोग मात्र बताएका छन। आफ्नो मान्यता खुलाउँदै तिनले भने, ‘यो किताब विचार र जीवनलाई जोड्ने क्रममा स्वतस्फूर्त लेखिएको थियो। जुन केन्द्रिय मुद्दालाई कविताका हरफहरूले सम्बोधन गरेका छन्, यसले मान्यताप्राप्त साहित्यिक मठ साहित्य अकादमीसित संवाद गर्नु नै यस कृतिको सफलता हो। घाउका रङहरूबाहेक तिनको बिम्बगोष्टी, गीतको रिस, पसिनाको छाला अनि आँखा बाहिर कविताकृतिहरू प्रकाशमा आइसकेका छन।
