पहाड़को प्रथमिक पाठशालाहरु एका एक बन्द हुनुमा सरकार पक्ष दोषी छ कि शिक्षक-शिक्षिकाहरुको लापारवाही? किन दार्जीलिङ पहाड़को शैक्षिक स्तर दिनोदिन खस्किन्दै गइरहेको छ? प्रथमिक शिक्षा बाल-बालिकाहरुको निम्ति महत्तवपूर्ण हुँदा-हुँदै पनि किन आजसम्म पहाड़को शिक्षा व्यवस्थामा सुधार आउन सकिरहेको छैन?

मेरो अधिकारक्षेत्रभित्र पाँच बर्षको लागि जनताको हितको काम गर् भनेर मलाई भोट हालेको हो नि। मलाई थाहा छ यसले जनताको धेरै हित हुन्छ। यसले जनताको हितसँगै पार्टीको पनि हित हुन्छ, आन्दोलनलाई पनि सहयोग पुर्‍याउँछ भनेपछि एकदम निसंकोच भनेर अघि बढ्न सक्छु म। म त्यही काम गर्दैछु।

80 को दशकमा देशभरिका गोर्खाहरूलाई जातित्वको भावना उत्पन्न गराउने प्रथम नेता सुवास घिसिङको निधनले अहिले घड़ी सम्पूर्ण दार्जीलिङ पहाड़ नै स्तब्ध बनेको छ। गोर्खाहरूका हित अनि अस्तित्वका निम्ति छुट्टै राज्यको बहस लिएर सुवास धिसिङले त्यसताक पहाड़का प्रत्येक गाँऊहरूको भ्रमण गरेका थिए। 22 जुन 1936 सालमा मिरिकको मञ्जु चियाबगानमा जन्म लिएरका सुवास घिसिङले आफ्नो तर्क राख्न एकलै जनसभा गर्थे। घिसिङले सम्पूर्ण गोर्खाहरूलाई एकै शुत्रमा बाँध्न "गोर्खाल्याण्ड" शब्दको जन्म गरेका थिए।

Green Field Airport or Lake Filled Airport

So called the State-of-the-Art Greenfield Airport of Pakyong in East Sikkim is not a new for people due to regular updates of issues one after another in the media served by the affected residents due to anomalies in construction. Sometimes construction debris whips the connecting road so badly that there seems no any correction or even no sign of action from the concerned authority, with such harsh situation the residents are compelled to live in agony despite various big talks thrive in name of development as well as local safe guard.
The pathetic condition of airport construction carried by concerned construction company peels a bizarre scene of whole topography at Dikling above main market of Pakyong. The stashed water logged due to rain collected in the construction site becomes lake like which may be devastating in days to come for the low lying populated residential areas.The stagnated water if left uncared will also boost epedemic is unfolded by residents living there however the company is in no mood to rectify the problem. One educated youth told to this correspondent that if things goes like this then surely we have to say, 'Lake Filled' rather than 'Green Field'.

After the seven month also the east district collocterate office has neither started enquiry nor action against the fake COI holders in the state. Between various type of dispute and discussion shown regarding the fake COI holders Mr. ganga ram Rai of mamring south Sikkim has complained before the office of east district colloctarate regarding the fake COI and two state voter id complaints of one of the senior officer of forest department named Mr. Suresh kumar das ACF in the sericulture division of forest department and families .according to Mr. gangaram Rai he has received several documents from Sikkim and west Bengal side which clearly proved that he has make a fake documents for government service ,land purchase and several other work .he has placed the voter list of kalimpong and mamring south Sikkim with photo which clearly indicates that they has the voter id card of two states .according to Mr. rai he has received an information through rti from Sikkim that he has make the COI via fake process .he has written his address as sang pegyong but police and Panchayat verification id of deorali Tadong and again COI is issued in pegyong sang address .how it is possible he has raised a big questioned ?Panchayat seal is also under suspension in the seal it is clearly mentioned Sikkim gram Panchayat and Mr. Rai believes that there is no any type of Panchayat unit in the state .maximum documents proved that Mr. das has fake COI said Mr. ganga ram Rai .regarding the matter Mr. Rai has complained with the east district office in February month with all proof and documents but still seven month passed on any action or enquiry seen by him seen suspect in the work procedure of the administration .as when one fake residential certificate issue was came and at that time one senior officer from DC office was came AND FIR against that persons and also arrested the said youth as in compersation of COI there is no value of residential certificate .but for residential certificate one special authority was recruited and in COI case SILENT it is a big question and challenges fro the district administration said Mr. Rai .

Kurseong teacher

Siliguri, Aug.28: Father Joseph Murray Abraham, an educationist and philanthropist who had spent more than six decades working for the welfare of the people of Kurseong, died at Flame of Hope — a home for disabled — in Matigara today.

The 86-year-old Father was suffering cardiac and breathing problems. He had been the headmaster of St Alphonsus School in Kurseong for 22 years.

“This afternoon, just past 12, Father Abraham breathed his last. He died peacefully. He brought peace, joy and love to so many people in the Darjeeling hills. His funeral service will be held at 2.30pm tomorrow in Kurseong. He was currently the Chaplain at the Flame of Hope,” said Father Kinley Tshering of the Darjeeling Jesuits.

Nanda Kishore Thapa, the assistant headmaster of St Alphonsus who was a student of the institution, said Abraham was a “disciplinarian”, yet a “compassionate person”.

Govt push for tea garden panels - Demand for variable dearness allowance

Siliguri, Aug. 28: Signs of fresh troubles in the tea gardens of north Bengal have forced the state labour department to announce the re-constitution of committees which look after the welfare of around 3.5 lakh workers in terms of housing, health and power supply.

The committees, comprising representatives of trade unions, planters and government officials, have been defunct in all tea gardens since the new government was formed last year.

The decision to form the new panels was announced at a meeting of trade unions convened by the labour department here today.

The meeting was called in the wake of frequent rallies and “gate meetings” in tea gardens by the labourers to seek improvement in their living conditions and payment of variable dearness allowance because of price rise.

“The government will soon form new committees to check if the workers’ quarters are in proper condition and garden hospitals are working well. We will have to include the leaders of new trade unions (Progressive Tea Workers’ Union of the Akhil Bharatiya Adivasi Parishad and the Darjeeling Terai Dooars Planters Union of the Gorkha Janmukti Morcha), which were formed recently, in the panels,” Md Rizwan, the joint labour commissioner of Siliguri, said after the meeting.

The trade unions complained at the meeting that there was no mechanism in any tea garden to monitor the welfare of the labourers as the committees were defunct.

“The labour quarters are in a pathetic state and garden hospitals and clinics are not delivering proper services. The power supply has also become erratic after the committees turned defunct,” said a trade union leader.

The trade union leaders also demanded that a meeting be called with the planters soon to discuss variable dearness allowance for the workers. “The workers are finding it tough to run their families because of exorbitant prices of essential commodities. Till about 10-15 years back, it was a practice to pay the VDA, but the planters gradually stopped it,” said Aloke Chakraborty, north Bengal regional committee president of the Intuc.

Rizwan said a meeting might be convened in the middle of September to discuss the variable dearness allowance.

Tea industry sources said the launch of movements at garden levels in the form of gate meetings and rallies for the VDA and the improvement in living conditions had made the government to convene today’s meeting. “Only two-and-a-half months are left for the current season to end. It would be undesirable for both the planters and the government to invite the wrath of the workers at this time,” said an industry source.(TT)

Evict & beautify plan for Darjeeling

Darjeeling, Aug. 28: The Darjeeling municipality has decided to extend its eviction drive against hawkers to other parts of the town in an effort to beautify the town and decongest thoroughfares following its success in removing 182 hawkers from Nehru Road.

Amar Singh Rai, the chairman of the Darjeeling municipality, said: “Once the eviction of shops lined along Nehru Road is completed we will start the drive along Orient Line (NB Singh Road) and Paachpanhatta area in town.

GTA chief executive Bimal Gurung wants the municipality to ensure that all the drains in the town are free of encroachment.

Last evening, the Darjeeling municipality evicted 182 hawkers that sell items of tourist attraction from along the Nehru Road.

Although the municipality had yesterday said there were no plans to rehabilitate the hawkers immediately and that they would be given space only after a permanent two-storied construction comes up later, there was a change in plans today.

Gurung today visited Chowrastha and the chief executive along with Rai went to several spots to identify a suitable for immediate rehabilitation of the evicted hawkers.

“In the end it was decided that 60 shops would be accommodated along the stretch of road that connects Chowrastha and Chowrasta Road (near Alice Villa) while the rest can put up along C.R. Road that leads to Bhutia busty. These hawkers have been asked to start construction work from tomorrow,” Rai said.

The two places where the hawkers will be accommodated are not crowded by tourists as much as Nehru Road.

The Nehru Road is the major thoroughfare for tourists going to the Mall.

The chairman said the municipality had decided to beautify Nehru Road.

“We are thinking of keeping chairs along the road. We are also exploring the possibility of lighting up the road and perhaps have little garden lining the road,” said Rai.

The civic chief maintained that the decision to evict hawkers from Orient Line and Paachpan Haat was aimed at providing more space to pedestrians to walk through the streets of Darjeeling.

Residents have for a long time complained about the lack of walking space in the town.

Most of the walking spaces are either taken up by transport syndicates — there are around 53 such syndicates across town, or by hawkers who have slowly come up with permanent structures in many places.(TT)

Shops off path to Mall

Darjeeling, Aug. 27: The Darjeeling municipality has decided to remove 182 shops lining Nehru Road that connects the Mall with the rest of the town and is a tourist haunt.

The municipality had initially planned to move 42 shops along a stretch of the road as it had blocked the area where the Darjeeling Planters Club wanted to make a parking lot.

“We had planned to give them a temporary structure nearby but when our engineers went to the spot to dismantle the structures on Saturday, the shopkeepers refused to budge and hurled expletives,” said municipality chairman Amar Singh Rai.

A meeting between the civic authorities, hawkers and the district administration was convened at district magistrate Saumitra Mohan’s office today but though the hawkers agreed to dismantle the structures, their rehabilitation could not be worked out.

After the meeting with the district authorities, the hawkers, sources said, met Bimal Gurung, the chief executive of the Gorkhaland Territorial Administration. “After the meeting it was decided that not just the 42 shops, but all hawkers lining Nehru Road would be removed. They will not be rehabilitated immediately but when the GTA makes a permanent structure, they will be given space,” said Rai. Civic authorities are scouting for space near the Mall to construct a two-storied structure.

The shopkeepers who sell souvenirs for tourists started dismantling their shops late this evening.(TT)

Villagers’ nod to rail survey

Gangtok, Aug. 27: People of two villages in East Sikkim, through which a 3.5km stretch of the Sevoke-Rangpo railway lines have been planned, today gave their consent for a survey of the area.

The construction of the first rail line linking Sikkim to the rest of the country was stalled because of protests by the people of Khani Khola and Majitar against the survey.

The nod to the survey was given at a meeting attended by landowners, Central Pendam MLA Neeru Sewa, East District collector D. Ananadan and railway officials here today.

“There was confusion regarding the amount of land the railways would take for laying the tracks. The railway authorities explained to the people that a large stretch of the tracks would be laid on the government land, but the final area could be given only after a survey was conducted. So, the villagers agreed to the survey,” said the collector.

The landowners were represented at the meeting by the president of the Railway Affected Joint Action Committee, Kedar Pradhan, and other office-bearers. The committee was formed earlier this year by the landowners at Majitar and Khani Khola to voice their resentment against the acquisition of their plots by the railways.

Pradhan said a meeting by the villagers would be held on September 2 to know the opinion of all. With the committee agreeing to the survey, there is a little chance of people raising objections again. The railways said the survey would kick off on September 10.

IRCON International under the ministry of railways which is laying the tracks had requested the Sikkim government earlier this year to complete the land acquisition speedily.

“We can say how much land is needed for the tracks only after a survey is conducted. We will make everything clear if the villagers let us measure the land in the two villages and find out the likely alignment of the tracks,” the general manager of IRCON, K.K. Gupta, told The Telegraph.

He said it might take more than two days to conduct the survey. The 45km tracks between Sevoke and Rangpo will cut across the foothills of the Kanchenjungha range and the Teesta river valley. More than 30km of the line will pass through tunnels.(TT)

Kalimpong teacher finds home for destitutes - Om Bahadur starts school for poor kids and offers shelter to 54 of them

Kalimpong, Aug. 27: A Kalimpong primary teacher with his government pay, and a bit of charity from the church and his family runs a school for 121 poor children and shelter for destitute kids.

Om Bahadur Rai cannot buy cooking gas to feed the 54 destitutes who stay in his shelter, the Ashadip Charitable Trust. So he moved his shelter to a place where firewood is easily available.

“I started the home in January 2010 and the school a month later. By the end of the year, there were 46 children in the home,” said the 38-year-old assistant teacher of Upper Dalapchand Primary School in Pedong, 20km from Kalimpong.

He said 75 per cent of the students do not pay fees. Fifty-four of the 121 students stay in the shelter. The rest, who come from their own homes, pay a nominal amount.

“Education, health (facilities), clothes and food are accessible only to those who can afford them. I wanted to provide all these to as many poor children I possibly could,” said Om, who has four daughters. One of them, 15-year-old Vijeta, is adopted.

Rai started the shelter and the school from two buildings at Pedong Bazar that he inherited from his grandfather.

“As the number of children in the school and the home grew, I had to sell the land which also I had inherited,” he said. “I sold the plot for about Rs 12 lakh to meet the initial cost of the two establishments,” he said.

The shelter was later shifted to Pedong from Pedong Bazar, 2km away.

“The main problem was water. Water scarcity becomes a big problem in the dry season. The other reason (to shift the shelter to Pedong) was that I couldn’t afford to buy cooking gas to prepare food for so many children. At Pedong, there is no problem of water and firewood is easily available,” he said.A part of the money comes from the church and two of his sisters. “The local church gives me Rs 5,000-6,000 every month and two of my sisters give me Rs 1,000 and Rs 500 every month,” he said.

Whatever extra cash he needs, he has to take from his salary. Wife Tripti, 34, also contributes from what she earns by running a paying guest accommodation.

Rai said, of late, local people had helped him a bit. “I am grateful to the people who have come forward to help me. It is getting increasingly difficult to run the two places, but I will persevere,” he said.

His school Little Angels has classes from nursery to VI. There are 11 teachers and one non-teaching member in the staff. Their salaries add up to Rs 25,000 a month, which is nearly Rs 6,000 more than his government pay.

The shelter is a wood and bamboo house where children either sleep in bunk beds or share space in the larger ones — two-three in one bed.

They get three meals and clothes and seemed a happy lot.

“I feel good here. I can play, go to school and study,” said 12-year-old Pravin Bhujel, a student of Class V from Upper Fagu, bordering Dooars.(TT)

Student dues

Gangtok, Aug. 26: The state human resource development department has promised to immediately clear outstanding scholarships of Rs 3.8 crore accumulated over two academic years for school and colleges students.

Students eligible for meritorious and general scholarships haven’t been receiving the scholarships since 2009 because of the diversion of funds by the HRD department.

HRD secretary C.S. Rao said today that the state government had already released Rs 1 crore for the scholarships. ‘The government has agreed to sanction the rest of the amount (Rs 2.8 crore) at the earliest. The entire amount will be used to clear the dues of 2009-10 and 2010-11.”

Rao said scholarships for 2011-12 would be disbursed next year, as the HRD department would be receiving applications for the amounts from the students till the end of this year.

The HRD department has instituted different scholarships for students studying at primary (till Class V), elementary (Class VI to VIII) and secondary (IX to XII) levels. “For school students, the scholarships range from Rs 700 to Rs 1,200 per month. The money will be given to meritorious children as well as those students whose parents don’t have a combined monthly income of at least Rs 10,000,” said HRD joint director I.K. Chettri.

The scholarships for degree and post-graduate students vary from Rs 800 to Rs 2,000 per month depending on the course. “The merit scholarships at degree and post graduate levels are given to only those who secure above 70 per cent marks. The students whose parents’ income does not exceed Rs 10,000 a month will also receive the money,” said Chettri.

Darjeeling, Aug. 26: The Darjeeling tea industry today said it wouldn’t be able to pay workers the Puja bonus at last year’s rate of 20 per cent of the annual pay as production had come down and absenteeism was still high.

The predominant union of tea garden workers in the hills, the Gorkha Janmukti Morcha-affiliated Darjeeling Terai Dooars Plantation Labour Union, has said it would not accept any amount less than the rate fixed in 2011.

The Darjeeling Tea Association is scheduled to hold a meeting with all unions in the hills on September 12 to discuss the annual bonus for 55,000 workers.

Sandeep Mukherjee, the principal adviser to the DTA, today said: “Production has come down from 9.5 million kg of ready tea in 2010-11 to 8.9 million kg in 2011-12. This is largely because of the drought-like situation and lack of improvement in work culture. Absenteeism is still high among garden workers. So, we are not in a position to match last year’s figures.”

The Darjeeling tea industry had last year agreed to pay bonus at 20 per cent — highest rate fixed under the Plantation Labour Act, 1951, — irrespective of the grades of the estates. The hill gardens are categorised as Grade A, B, C and D, depending on production and other yardsticks.

Bonus percentage is calculated on the total annual earnings of a worker. Twenty per cent is the highest bonus rate fixed under the act and the planters cannot pay less than 8.33 per cent.

Mukherjee said, apart from the vagaries of weather and absenteeism, the industry had also been affected by the economic slowdown in Europe, a big market for Darjeeling tea, and inflation at home.

Almost 60 per cent of Darjeeling tea is exported, without being auctioned. The prices it fetches in the international market are never revealed by tea companies.

The DTA officials had earlier said while the production cost of Darjeeling tea hovered around Rs 350-370 per kg of organic tea, the commodity could be sold only around Rs 400 per kg. The figures could not be verified independently.

Mukherjee said absenteeism among workers was as high as 30 per cent.

“Even if the labourers turn up, they don’t complete the specified work in a day,” he added.

Planters say one of the reasons for absenteeism in the gardens is the Centre’s 100 days’ rural job scheme for which workers get a higher wage.

A worker is paid Rs 130 daily under the central scheme, compared to Rs 90 given in the gardens.

Garden owners argue that if benefits such as bonus, rations, provident fund and medical and housing allowances are also taken into account, an estate worker’s total daily earning would be higher than the wage provided under the central scheme.

Trade unions are unconvinced by the reasons cited by the DTA for a lesser rate for bonus. “This is a drama being staged by the management. We will not accept anything less than last year’s amount,” said Suraj Subba, general secretary of the Darjeeling Terai Dooars Plantation Labour Union.

In the Dooars, the Akhil Bharatiya Adivasi Vikas Parishad and the Progressive Tea Workers’ Union —its trade union — have raised the same demand as in the hills.

They have threatened to launch a movement if their demand for the bonus and paid leave for Karam Puja — a tribal festival — are not met by the government and planters.

“Tea companies must pay bonus ahead of Durga Puja, at the rate of 20 per cent to all workers in all the gardens. We also want to reiterate our demand for a one-day paid leave for Karam Puja on September 26,” Rajesh Lakra, the Dooars Terai unit president of the Parishad, said.“An undercurrent of grievances is running deep among people as the new state government has, so far, not taken any initiative to address our problems unlike the hills, excepting the wage revision done last year. If these demands are not met by the government and tea planters, there will be a spontaneous agitation by common workers.”(TT)
