पहाड़को प्रथमिक पाठशालाहरु एका एक बन्द हुनुमा सरकार पक्ष दोषी छ कि शिक्षक-शिक्षिकाहरुको लापारवाही? किन दार्जीलिङ पहाड़को शैक्षिक स्तर दिनोदिन खस्किन्दै गइरहेको छ? प्रथमिक शिक्षा बाल-बालिकाहरुको निम्ति महत्तवपूर्ण हुँदा-हुँदै पनि किन आजसम्म पहाड़को शिक्षा व्यवस्थामा सुधार आउन सकिरहेको छैन?

80 को दशकमा देशभरिका गोर्खाहरूलाई जातित्वको भावना उत्पन्न गराउने प्रथम नेता सुवास घिसिङको निधनले अहिले घड़ी सम्पूर्ण दार्जीलिङ पहाड़ नै स्तब्ध बनेको छ। गोर्खाहरूका हित अनि अस्तित्वका निम्ति छुट्टै राज्यको बहस लिएर सुवास धिसिङले त्यसताक पहाड़का प्रत्येक गाँऊहरूको भ्रमण गरेका थिए। 22 जुन 1936 सालमा मिरिकको मञ्जु चियाबगानमा जन्म लिएरका सुवास घिसिङले आफ्नो तर्क राख्न एकलै जनसभा गर्थे। घिसिङले सम्पूर्ण गोर्खाहरूलाई एकै शुत्रमा बाँध्न "गोर्खाल्याण्ड" शब्दको जन्म गरेका थिए।

Language cry in college - Morcha wants Nepali course, Parishad Hindi

Siliguri, June 21: Aspirations tied to identity have found expression in competing demands to teach Nepali and Hindi at the undergraduate level in Naxalbari College in Terai which has a substantial number of Gorkhas as well as Adivasis.

The Gorkha Janmukti Morcha has demanded that the college include Nepali as an undergraduate-level course for Gorkha students, while the Akhil Bharatiya Adivasi Vikas Parishad wants Hindi as a subject from this session.

Both sides have warned of agitation if the college, situated in an area from which the Naxalite movement got its name, refuses to accede to either demand.

College authorities spoke to the North Bengal University about the matter after which a varsity team visited the institution recently.

A college source said a proposal has been sent to the NBU to start courses in both the languages but “no final approval has reached to us.”

“We need more teachers. The new students opting for these two language courses, however, can be accommodated within the existing rooms,” a faculty member said.

But the source pointed out that less than a month remained for the new session to begin, expressing doubt whether two courses can be launched in such a short time. “The vice-chancellor is likely to table the proposal at the next executive council meeting in July,” Subrata Sanyal, the inspector of colleges in NBU, said. The college can start courses only after the executive council clears its proposal.

Some observers are sensing political undertones in the demands. The Morcha has been under pressure to pacify disgruntled supporters after the Justice Shyamal Sen committee kept most Terai mouzas out of the new hill set-up. Besides, the hill party has not been able to address the day-to-day problems of their supporters in the Terai.

On the other hand, the Adivasi parishad has been accused of focusing on the Dooars and remaining oblivious to issues in the Terai. The demand for the language course is being seen as part of its attempt to address Terai issues.

Naxalbari College, around 30km from Siliguri, is the only college for students in three blocks of the Terai. Students from Mirik also study there. There are only three full-time teachers, the rest are part-time and visiting faculty.

In all, 1,000 students read humanities in Naxalbari College. “The college is an important educational institution in the Terai as a substantial number of Gorkha students living in rural areas of Siliguri subdivision and some parts of the hills study here,” said Shankar Adhikari, the Terai committee president of the Morcha.

“We want the college and the North Bengal University to introduce Nepali as a course, both for pass and honours students, from current session. If Gorkha students are deprived of the option to study Nepali in the local college, we would be left with no other option but to launch a movement,” Adhikari said.

The Parishad wants Hindi to be taught to students who come from tribal families to Naxalbari College. Most tribals in the nearby blocks are tea garden workers.

“We have been demanding the introduction of Hindi in all Terai and Dooars colleges, the Naxalbari College being one of them. The Naxalbari block is dotted with over 25 tea estates where tribals work. The children from their families want to study Hindi in pass and honours courses,” said Rajesh Toppo, the organising secretary of the Parishad’s state committee.

“If the institution fails to introduce it by this session, we will launch a movement across Terai,” Toppo said. He added that Parishad members would meet governor M.K. Narayanan in Calcutta on July 5, where the issue of teaching Hindi in the college would be raised. “We will request him to advise the varsity to start the course in Naxalbari College.”(TT)

Tour agents to get tax lessons - Sikkim tourism sector seeks waiver till 2013

Gangtok, June 21: Central tax officials have decided to train the stakeholders in the tourism sector in Sikkim on maintenance of accounts on June 27, prompting associations of hotel owners and travel agents to declare that they are ready to pay service tax from the next year.

The Joint Action Committee, an apex forum of associations of tourism stakeholders, however, today reiterated the demand that an exemption be granted to the Centre’s 2010 directive which said the service tax would be applicable to the Northeastern states also with retrospective effect from 2006.

“Our request to impart training in the maintenance of account books has been considered by the Union finance ministry. The office of the commissioner, central excise, customs and service tax headquarters, anti-evasion unit, Siliguri, will give the training to tour operators and hoteliers at Janta Bhavan in Gangtok on June 27. The training will help us maintain proper account books and pay service tax from 2013,” said Luckendra Rasaily, the president of the Travel Agents’ Association of Sikkim, a constituent of the committee.

The Sikkim Association of Adventure Tour Operators, and Sikkim Hotels and Restaurants Association are also members of the committee that was formed last year solely to address the issue of service tax payment.

The Lok Sabha and Rajya Sabha members from Sikkim had also written to the Union finance minister stating the negative consequences of the service tax in Sikkim where “tourism sector supports almost 60 per cent of the population”.

“The central directive says a hotel whose tariff exceeds Rs 1,000 per night for a room has to pay a service tax of 5.15 per cent on the gross annual income, while a travel agent with an yearly profit of Rs10 lakh will have to shell out 10.30 per cent of the amount as tax,” said a travel agent.

The committee today said it would not pay the service tax with retrospective effect from 2006. “As the tourism stakeholders haven’t kept proper books of accounts so far and are unaware of the source of tax deduction, we will not pay with retrospective effect from 2006,” said S.B. Subedi, the chairman of the committee.(TT)

Union clash at college counselling

Siliguri, June 21: Counselling of new students seeking admission to Siliguri College was stalled for an hour today after Chattra Parishad and Trinamul Chattra Parishad supporters clashed on the campus.

According to Chhatra Parishad supporters, the clash started at 11.30am when a group of Trinamul supporters from outside the college asked them to remove their helpdesks.

“We had installed three helpdesks on the campus to assist the students. Suddenly, around 10 Trinamul supporters, all outsiders, came and overturned the helpdesks and beat up our supporters, injuring two of them,” said Amit Talukdar, the district Chhatra Parishad president of Darjeeling.

The alleged Trinamul supporters countered the allegation, saying that the Chhatra Parishad supporters who came from outside had beaten up Prasenjit Mandal, the general secretary of their students’ union in the college and stopped the counselling proceedings.

“The Chhatra Parishad supporters manning the helpdesks were outsiders. When Prasenjit asked them to leave, they beat him up. They also stopped the counselling and demanded that they should be allowed to run the helpdesks,” said Uday Chakladar, the Trinamul students’ union in-charge of Siliguri College.

Seeing the groups clashing, college authorities called police who brought the situation under control. The counselling resumed at 1pm.

The clash left new students, who had come from Jalpaiguri and Kalimpong, disappointed. The college had started counselling for students to be admitted in first-year for honours courses, from yesterday.

“My name is on the merit list for history honours. I reached the college at 10am. It has been five hours and my turn is yet to come,” said a girl from Jalpaiguri. Some students from Kalimpong, who have their names in the merit list for political science honours, had to wait for another hour for the counselling.

The counselling session continued till 6.45pm.(TT)

एक तेंदुआ खुद ही मुसीबत में

जलपाईगुरी : सिलीगुरी महकमा के फांसीदेवा प्रखंड अंतर्गत हांसखोआ चाय बागान में बुधवार सुबह आ धमका एक तेंदुआ खुद ही मुसीबत में फंस गया। मगर, शुक्र है कि वन्य प्राणी विभाग के अधिकारियों ने मौके पर पहुंच कर उसे इस मुसीबत से छुटकारा दिलाया।

दरअसल, जंगल से निकल कर घूमते-घूमते एक तेंदुआ हांसखोआ चाय बागान इलाके में आ पहुंचा और वहां सिंचाई के लिए संगृहीत जल के हौज में जा गिरा। इस मुसीबत से निकलने के लिए वह खूब छटपटाया, क्योंकि वह हौज 16-17 फीट गहरा था और उसमें पांच फीट तक पानी था। ऐसे तेंदुए की दहाड़ सुनकर वहां आसपास के इलाके के लोगों की भीड़ उमड़ पड़ी। इधर इसकी सूचना पाते ही वन्य प्राणी विभाग के सुकना रेंज के रेंज ऑफिसर कंचन बनर्जी भी दल-बल के साथ मौके पर पहुंचे। उनके द्वारा वहां मजबूत लंबे जाल का एक सिरा हौज में फेंक दिया गया, जिसका दूसरा सिरा ऊपर जमीन पर एक पेड़ से बंधा हुआ था। जाल का सिरा हौज में पाते ही तेंदुआ बिल्ली की तरह जालियों में पंजे फंसा-फंसा कर चढ़ता हुआ ऊपर आया और कूद कर जंगल की ओर भाग गया।

Customs all-clear sign for Nathu-la

Gangtok, June 20: Trade through Nathu-la will resume on Monday as the 29 per cent customs duty levied on five import items has been lifted.

The items on which the customs duty was charged were readymade garments, shoes, blankets, carpets and herbal medicines. These were added on May 7 to the list of 15 items that can be imported from the Tibetan Autonomous Region (TAR).

There was no official announcement that said customs duty would be charged on the new items to be imported.

The customs officials posted at the Sherathang trade mart started levying 29 per cent duty on the new items without an official announcement, traders in Sikkim said.

The traders opposed the duty and announced that they would boycott trade at Nathu-la until the items were allowed in, minus the duty.

According to the bilateral agreement of 2006, only traders from Sikkim and the TAR can trade at Nathu-la.

“Traders from the Indian side were unable to import these five items because of the high customs duty,” said commerce and industries secretary, B.K. Kharel.

“I told the traders to carry on with the border trade with full sincerity during a meeting with them here yesterday,” Kharel said.

“We are thankful to the state government and the commerce department for taking up the matter. The exemption means more active participation from the traders, which will eventually result in high imports,” a trader said.

The district collector (East), D. Anandan, said his office from where the trade permits are issued received more than 504 applications for the passes out of which 357 have been issued.

The remaining applications are under scrutiny. (TT)

Consensus on Morcha mind - Hill party signal to plains’ supporters

Darjeeling, June 20: The Gorkha Janmukti Morcha has decided to convene a joint meeting of the central committee, study forum and its leaders in the Dooars and Terai on June 24 to build a consensus on the party’s future course, including the GTA elections.

The decision has come at a time a section of the Morcha leadership wants the party to contest the GTA elections, the notification for which is likely to be issued by the state government soon.

The invitation to the plains leaders to the meeting suggests that the region is still on the Morcha’s priority list.

Today, senior Morcha leaders, including general secretary Roshan Giri, briefed Bimal Gurung on the meeting between the party’s delegation and chief minister Mamata Banerjee in Calcutta on Saturday.

After meeting Gurung in the party office at Singamari, Giri said: “We briefed our party president on the meeting with the chief minister. We have decided to hold a meeting of the members of the central committee, members of the study forum and our leaders from the Terai and Dooars at the Darjeeling Gymkhana Club on June 24.”

The Morcha leader said the party’s future course of action would be discussed at the meeting. “All announcements would be made after the meeting,” Giri said.

Asked about the Morcha’s stand on the GTA elections, he said: “We have not discussed the matter in the party.”

However, a number of senior Morcha leaders have privately expressed the desire to contest the GTA elections in the larger interest of the party.

“As the fact-finding committee (looking into the Justice Shyamal Sen’s report on the GTA’s territorial reach) will definitely take time to come up with its conclusion, it would do good to the party if we contest the polls. We can immediately start development work after four years of agitation and the party’s support base will also be strengthened,” said a Morcha leader.

Many believe that the Morcha will have no other option but to contest the GTA elections as other parties, especially the Trinamul Congress, are slowly tightening the noose around the hill party.

Observers believe the party has probably called the Terai and Dooars leaders to the meeting to assure them that party will not desert them at any cost.

“The Morcha will probably convey the message that the party will continue to push for the inclusion of the Terai and Dooars in the GTA and pursue its supporters’ issues in the plains. The party doesn’t want to create an impression that it has dumped the supporters in the plains,” said an observer.

Giri also said the Morcha was not worried about GNLF president Subash Ghisingh’s objection to the formation of the GTA without amending the Constitution.

“The issue is related to panchayats. The DGHC had a two-tier panchayat system while the GTA will have a three-tier system. This means that when the time comes for panchayat elections, the Constitution will definitely have to be amended. In fact, the issue had been discussed during the GTA review held in Delhi earlier.”

ABGL fast deferred

The ABGL has decided to postpone its relay hunger strike scheduled to start in Darjeeling tomorrow.

Laxman Pradhan, the vice-president of the party said: “We have decided to start the relay hunger strike after a few days as they (Morcha) are currently holding a relay fast at Chowrastha.”(TT)

Sikkim’s oldest monastery wants out of ASI - Monks fed up with seeking permission from Calcutta to perform regular rituals

Gangtok, June 19: The monks of Sikkim’s oldest monastery have written to the National Minority Commission seeking its de-affiliation from the Archaeological Survey of India because its regulations allegedly come in the way of worship.

The monks at Dubdi monastery, built in 1701, said they need permission from the ASI for every ritual or repair work within 300m of the monastery area.

“Even the regular ceremonies in the monastery are hampered because a letter seeking permission for puja has to be written to the ASI office in Calcutta. No puja can be performed until the ASI gives permission. It is a time-consuming and tedious process,” said Tsewang Bhutia, the vice-president of Dubdi Norbugang Kathog Sungkyob Committee.

The committee submitted the memorandum to K.K. Daruwal, a member of the minority commission on June 15.

Bhutia said the monastery had not been able to organise the Gutor Cham (a traditional dance) during the Buddhist festival of Loosong as the ASI had not given the permission.

Dubdi is spread over five acres. The monastery and the Norbugang Chodten, a stupa close to the monastery — both in West Sikkim — were brought under the ASI’s administration in 1984. The monks want the stupa also to be de-affiliated.

Norbugang Chodten is 2km from Dubdi and is significant because the first king of Sikkim, Phuntshog Namgyal, was crowned here.

“Earlier, the area under the ASI control was limited to a 100m radius around the monastery. Now it has been extended to 300m, even the local settlements and the private holdings are under the ASI’s jurisdiction,” Bhutia said.

The renovation of the two structures — the monastery and the stupa — two months after the September 18, 2011, earthquake also earned criticism from the monks. They said the ASI had been carrying out renovation without keeping the traditional Sikkimese architecture.

‘The ASI officials are replacing the traditional paintings without keeping in mind their original form. The monastery is a sacred place but the officials work while listening to music on their mobile phones, which goes against the sanctity of the place,” said a monk.

The monastery committee has also decided to take up the matter with Sikkim chief minister Pawan Chamling on the matter. An official at ASI in Calcutta said during the visit of the director-general of the ASI to West Sikkim in January, a meeting was held that was attended by the chief secretary and the district collectorate.

“During the meeting there was a public demand of de-affiliation. The letter should come from the Sikkim government. The matter will then be referred to the committee headed by director-general of the ASI and the final approval would be given by the ministry of culture. It is a time-taking process, ” said superintending archaeologist Tapan Jyoti Baidya from Calcutta.(TT)

Calcutta, June 19: Calcutta High Court today admitted the case moved by Gorkha National Liberation Front (GNLF) leader Subash Ghisingh who has challenged the legality of the government’s move to set up the Gorkhaland Territorial Administration (GTA).

Justice Dipankar Dutta told the three signatories to the GTA agreement — the Centre, the state government and the Gorkha Janmukti Morcha — to file affidavits stating their stand on Ghisingh’s contention.

“All three parties would have to file affidavits in two weeks’ time,” Justice Dutta said. “After that, the petitioner (Ghisingh) would reply to their affidavits in another week’s time. After that, the hearing will resume on July 20.”

Ghisingh’s counsel Arunava Ghosh said his client’s contention was that after the DGHC Act was passed in 1988, the Constitution was amended in order to make the panchayat structure two-tiered in the DGHC areas of Darjeeling district.

This was done to remove the zilla parishad, the highest tier in the panchayat structure, so that its authority did not clash with the DGHC. This amendment was carried out in 1993, the counsel said.

However, the GTA Act passed last year made the panchayat structure a three-tier one. But no constitutional amendment was brought on this, he said.

Ghosh argument that the Darjeeling hills would continue to have a two-tiered panchayat structure while the GTA Act in the absence of an amendment, even though the GTA states that once the new hill body comes into existence, the panchayat structure will become three-tier.

“Since a state act cannot supersede or override the Constitution, so the Constitutional amendment made in 1993 continues to prevail till such time as another amendment is brought,” Ghosh said.

“This is why our stand is that the new GTA Act is unconstitutional and therefore invalid.”

Ghosh prayed today that the GTA Act should be set aside the and that till the disposal of Ghisingh’s case, the court should pass an interim order restraining the government from giving effect to the act.

Ghisingh’s counsel also pleaded that till the case is not , the court should order that the DGHC be allowed to continue.

As soon as the court began its hearing today, government pleader Ashok Banerjee requested the court not to hear the case today as it was “unprepared” and needed more time to study the petition. However, Justice Dutta said that it was giving the government two weeks’ time to submit its affidavit.

“I am not going to listen to your submission today. So you have enough time to prepare yourself,” the judge said.

Advocate Sanjay Bakshi appeared on behalf of the Gorkha Janmukti Morcha and said that his client had received a copy of the petition only last night. “It is not possible for us to make our submission overnight,” Bakshi told the court. “Please give us more time.”

Justice Dutta repeated what he had told the state government and said that they had two weeks to file their affidavit.

There was no lawyer in court to represent the Centre. Justice Dutta told the court officials to communicate to the central government that they, too, would have to submit their affidavit in two weeks’ time. The state government hopes to conduct the elections to the GTA in July.(TT)

Word on safe hill return for rivals

Darjeeling, June 19: The Darjeeling district administration today said it would facilitate the return of Opposition leaders and activists who were hounded out of the hills by the Gorkha Janmukti Morcha in the last four years if they write to the authorities.

“We are duty bound to facilitate the return of anybody who wants to come back to the hills. They should make a written submission stating their desire to return,” said Darjeeling district magistrate Saumitra Mohan.

He gave the assurance in response to a memorandum submitted by the CPM earlier in the day. The CPM said even though it had welcomed the state government’s decision to conduct elections in the hills, the party wanted the administration to ensure the homecoming of those who had been forced to flee their homes.

“You are aware that under pressure and threat of GJM many residents and voters of Darjeeling Hills are being compelled to stay outside of their residence. These residents should be allowed to come back and stay at their own residences. For that administration should carry out the responsible tasks,” reads the memorandum signed by Jibesh Sarkar, the district secretary of the CPM.

More than 40 prominent GNLF leaders were forced to leave the hills since the Morcha started the statehood agitation in October 2007. Many CPM lower rung leaders, too, have left the hills and are staying in Siliguri fearing attacks from Morcha supporters.

“We demand that the GTA elections be conduced in a free and fair way and the administration should ensure that a democratic atmosphere prevails in the hills so that all political parties can function without being intimidated,” said Saman Pathak, a former CPM MP who led the delegation.

Houses of several GNLF leaders were either burnt down or vandalised after a Morcha activist Pramila Sharma had been killed by a bullet fired form the house of then Darjeeling GNLF branch committee president Deepak Gurung in July 25, 2008.

A lot of GNLF leaders, including chief Subash Ghisingh, left the hills in the wave of attacks carried out by the Morcha members.

Morcha general secretary Roshan Giri refused to comment on the DM’s statement.(TT)

Price tag for police vigil - Private event managers in Sikkim have to pay for security

Gangtok, June 18: Police protection at private events in Sikkim will come at a price from now.

Event management companies wanting security at the programmes will have to hire policemen.

The police department has also fixed the rate for deploying the men in uniform and home guards.

“Now organisers will have to pay charges that have been fixed for hiring each guard or officer. There are many states which charge for the deployment of police personnel for any kind of programme,” a senior police officer told The Telegraph.

A notification issued by the state government earlier this month said private event management firms had to pay Rs 1,800 for hiring a sub-inspector, Rs 1,200 for an assistant sub-inspector, Rs 1,100 for a head constable, Rs 1,000 for a lance naik and Rs 250 for a home guard.

The charges are for 12 hours of vigil.

“This is applicable only for events that are commercial and profit-making. No charges would be taken for any kind of government event or those organised by students or charity organisations,” said S.D. Negi, the additional director general of police (law and order).

“Event organisers have to write to the office of the superintendent of police of the district concerned where the event is going to be held and the payment has to be made in advance to the State Bank of Sikkim in favour of the revenue head of the police department,” said an officer at the police headquarters in Gangtok.

The notification has got the event management firms worried as this would mean more expenses to hold live shows.

“We have to pay 25 per cent of the total ticket costs as entertainment tax to the urban development and housing department. Paying police personnel would add to our expenditure. But we have to abide by the government notification and the best way is to lessen the deployment of policemen,” said Amit Gurung, the managing director of Gangtok-based Alpine Altitude Event Management Company.

A source in the Sikkim law department said there were around five-six event management companies in Gangtok that organise programmes on a regular basis.

“I think that there should be a complete package of the deployment fee rather than individual break ups. It is hard to find sponsorship in Sikkim and the deployment fee will add to our problems,” said Rakesh Somani, the managing director of SK Audio-Vision based in Gangtok.

Police sources said no event management company approached the police with a requisition after the notification had been issued.

“Sometimes policemen have to go out of the state to arrest accused persons in civil cases. In such circumstances, the party that has complained has to bear the cost, including food, lodging and transportation of the personnel,” said a senior police officer.

Sales tax window for hill traders - Businesses allowed to clear taxes for three quarters manually to get way bills

Darjeeling, June 18: The state government has allowed traders here to file sales tax returns manually for July 1, 2011-March 31, 2012, to bypass the problem of uncleared bills from 2008-2011 when businessmen did not pay taxes following a Morcha diktat.

After the Gorkha Janmukti Morcha’s non-co-operation movement call against the state government in April 2008, hill people had stopped paying all taxes. They agreed to start paying taxes in July 2011 after the GTA agreement was signed.

Across Bengal, traders have to electronically file in their sales tax returns every quarter. If any trader needs a way bill, the software tracks down whether he has outstanding dues. If there are such dues, the software does not generate the way bill.

Traders in the hills were unable to source their goods from outside Bengal as they could not obtain the way bill because their sales taxes from April 2008 were unpaid.

The traders need the way bills as these have to be sent to outstation businessmen who then send the goods along with the way bill. Products which do not have the corresponding way bills can be seized by tax officials at various checkpoints.

The government’s move to relax rules for the convenience of the business community in Darjeeling, Kalimpong and Kurseong is indicative of its effort to reach out to the hill people.

The commissioner of commercial taxes has asked the business community here to file sales tax returns between July 1, 2011, and March 31, 2012 manually before switching over to electronic filing of returns from April 2012 onwards.

A source in the sales tax office in Darjeeling said: “We have asked hill traders to submit the sales tax returns of three quarters manually and to again file in their returns for the quarter April-June 2012 electronically.”

When the hill traders file their returns electronically — the April-May-June 2012 returns have to be filed within July 31 — the way bills will be generated.

There is no clarity yet on what will happen to the dues that have accumulated between April 2008 and June 2011.

District officials said they have not yet received any circular instructing them on how the dues accumulated between April 2008 and June 2011 would be collected.

A district official said the sales tax dues during that period are around Rs 25 crore.

A trader who sells products worth over Rs 10,000 a month but does not file his returns will have to pay a fine of Rs 2,000 for the first month followed by Rs 500 every month after that. Those traders whose transaction are less than Rs 10,000 each month will have to pay a fine of Rs 500 for the first month followed by Rs 200 for every months delay.

The sales tax percentage differs according to the goods. “If it is a gold item, the sales tax is levied at 1 per cent and if it is garment it is 4 per cent of the goods’ value. There is a list for all items,” said an official.

“Since we have not heard anything from the government (about the 2008-11 dues) we are adding up this fine which works to more than Rs 70,000 per trader on an average till date,” said an official.

A trader said apart from the Rs 70,000 fine, they were also being levied an interest at the rate of around 10 per cent a month on the dues not yet cleared. “In my case, this interest has now touched Rs 4 lakh, apart from the fine and the amount that I need to clear,” he said.

“We are also worried that if the government forces us to pay the outstanding amount, it will be difficult to clear all the dues at one go. Even middle-level traders have outstanding dues amounting to around Rs 2-3 lakh each. Despite the recent arrangement, we are still hoping the state government will issue a circular completely waiving the previous dues as announced by the chief minister recently,” a trader said.(TT)

Notification on hill seats

Calcutta, June 18: The state government has issued the notification for delimitation of hill constituencies for the Gorkhaland Territorial Administration (GTA) elections scheduled to be held in July.

According to the notification, 45 constituencies have been carved out of the current Darjeeling Gorkha Hill Council area, which till now had 28 constituencies.

The five mouzas recommended by the Justice Shyamal Sen committee report for inclusion will not hold elections now.

The state government hopes to complete the election process by the end of July.

The DGHC comprised 14 constituencies in Darjeeling, eight in Kurseong and six constituencies in Kalimpong.

The proposed GTA would comprise 22 constituencies in subdivisions of Darjeeling, 10 in Kurseong and 13 in Kalimpong.

According to home department sources, once formed, the GTA will be able to nominate five additional members from newly included territories.

“With the delimitation notification, we are through with one key step of the election process. We expect to be able to notify the poll schedule by next week, which would enable us to complete the entire process by the end of next month,” said a Writers’ Buildings source this evening. (TT)

Plains parties in GTA election fray

Siliguri, June 18: Representatives of the Terai Dooars Joint Action Committee today said they would field candidates in the GTA polls scheduled for July this year.

Aloke Chakraborty, the chairman of the north Bengal regional committee of the Intuc and a frontline leader of the committee, today said they have started negotiations with parties such as the CPRM and the ABGL at an informal level and have decided to field candidates in all 45 seats of the GTA.

The Terai Dooars Joint Action Committee is a forum of organisations protesting the inclusion of plains territories under the GTA.

“We intend to contest the GTA polls and put candidates against the Gorkha Janmukti Morcha in all 45 seats. Our attempt is to get the support of other political parties of the hills and prove that Morcha does not have the majority support in the three hill subdivisions as it claims all the time,” he said.

“Although our activities have remained confined to the Dooars and the Terai so far, we have started contacting representatives of other communities such as the Lepchas, Boro and Mech tribals in the hills, seeking their support in favour of the GTA.”

According to sources, non-Gorkhas comprise around 30 per cent of the population in the hills. “Our plan is to take parties such as the ABGL and the CPRM into confidence and strive together for seats in the GTA. We are well aware that Trinamul is expanding its base and plans to contest the polls. We will in due course also approach the party, requesting leaders to join hands and ensure that one common candidate is fielded against the Morcha,” Chakraborty added.

Asked about their support base in the hills, Chakraborty said: “Gorkhas are definitely the majority in the hills but the presence of other communities cannot be undermined. Even among the Gorkhas, there are thousands who are against the Morcha for its whimsical and irrational decisions, which ultimately is affecting the economy and peace in the hills and the plains.”

He added: “These will be on our agenda and as a part of the exercise, we want other hill parties to join hands with us… at the earliest and initiate development work in the hills. There might be differences among us over the Gorkhaland issue but we all want consensus on early formation of the GTA and combined representation through common candidates.”

The joint action committee today said its leaders would meet Manoj Agarwal, the principal secretary of the north Bengal development department, who is heading the three-member fact-finding committee formed by the state government.

“We have called a meeting here on June 25 where representatives of all 26 constituent organisations of our committee will be present. The future course of action on the territory issue, negotiations and plans on the GTA polls would be discussed at the meeting,” Rajesh Lakra, the joint convener of the committee and general secretary of the Terai Dooars regional unit of Akhil Bharatiya Adivasi Vikas Parishad, said. Poll support buzz before Morcha parleys - Final call after Gurung meets team

Darjeeling, June 17: A section of Gorkha Janmukti Morcha leaders wants the party to contest the Gorkhaland Territorial Administration (GTA) elections as it is now clear that any decision on the inclusion of additional plains territory in the proposed autonomous set-up will take time.

Even though the Morcha is likely to take a final call on the issue only after the 21-member party delegation briefs chief Bimal Gurung about the meeting held yesterday with the state government at Writers’ Buildings, many leaders told The Telegraph that it was about time to contest the elections.

All the delegation members are expected to reach Darjeeling tomorrow.

“Personally, I think that it is time to contest the elections. Once we get the mandate, we can pursue the territory issue with the state government in a strong manner. I think the people from the Dooars and Terai will understand this aspect,” said a senior Morcha leader.

Officially, the Morcha has maintained that at the moment the prime issue is about inclusion of territory and not elections. Morcha president Bimal Gurung said yesterday: “The issue at the moment is territory, not elections. If the state government wants to go in for elections it is their choice, but at the moment we will oppose elections.”

The state government is, however, expected to issue a notification on the delimitation of the GTA constituencies later this month followed by a notification on elections.

After the meeting in Calcutta yesterday, the state government said a three-member fact-finding committee headed by Manoj Agarawal, secretary of the North Bengal development department, would look into the report of the Justice Shyamal Sen committee.

The committee is expected to place its report before the government after six months.

The Morcha was peeved that only five of the 396 mouzas demanded by the hill party from the Dooars and Terai were recommended for inclusion in the GTA. It said the report was “unfair and humiliating”.

Those in favour of contesting the elections are likely to argue before the party’s leadership that delaying the elections now would be detrimental for Morcha’s support base.

“Once we have the mandate, the party’s support base will get consolidated. Once this is taken care of, we can pursue the territory issue strongly. Even if the statehood agitation is launched immediately, not much headway can be made unless the adivasi people in the plains are brought into our fold,” said another leader.

“I personally believe that instead of renewing the statehood agitation with largely hill-centric programmes, we should first try and get the adivasi people on our side,” the leader added.

The state government, too, tried to convince the Morcha delegation that it should agree to contest the elections in the areas in the hills.

“They did try to raise the issue of elections but we told them that we only had the mandate for our party president to speak on the territory issue and not the elections. We told the government that the election was something our party president and the central committee would decide,” said Harka Bahadur Chhetri, the Kalimpong MLA and Morcha’s spokesperson. (TT)

Trinamul poll plan

Siliguri, June 17: Trinamul Congress leaders in the hills today said they wanted to set up a separate central committee for the GTA area and start preparing for the polls scheduled in July.

“We have joined Trinamul but are yet to get any formal responsibilities and official posts in the party. Our workers and leaders are waiting for decisions from Calcutta and want that a separate committee in the GTA area (in the hills) should be formed to take care of party activities,” said Rajen Mukhia, a former GNLF leader who joined Trinamul a week ago.

Mukhia is one of the first few leaders to have joined Trinamul at an event held at Panighata in Kurseong last Monday that was attended by, Gautam Deb, the north Bengal development minister and north Bengal core committee chairperson of Trinamul.

“Discussions were held with Deb who is also the Darjeeling district president of Trinamul. He has insisted on the formation of committees, right from the subdivisional level to local levels in all three hill subdivisions — Kurseong, Kalimpong and Darjeeling,” Mukhia said.

“We, however, want a central committee for the GTA area to monitor the three subdivisional committees and other lower-tier committees. The central committee, in turn, will be under the district committee of Darjeeling,” he said.

Mukhia, asked on Trinamul’s campaign in the hills, said initially, they would try to create a support base and launch committees in all 45 constituencies of the GTA, as was announced by the state government on May 26 in Darjeeling.

“We are waiting for a formal hand-over of responsibilities by the party to us. Once it is complete, a substantial portion of people across the hills, including leaders and workers of the Gorkha Janmukti Morcha, will join Trinamul,” the former GNLF leader said.

“After these people come under our party flag, we will open units in each of the 45 constituencies of the GTA and launch our campaign, mentioning the development projects taken up by the Trinamul-led state government in the hills, the state’s sincerity in forming the GTA and the need to join a national party and desert regional ones, which have so far, failed to meet people’s aspirations,” he said. Hills & plains slam new panel

June 17: Darjeeling-based organisations opposed to the formation of the Gorkhaland Territorial Administration today termed the formation of the fact-finding committee to look into the Justice Shyamal Sen report an eyewash to misguide people.

Outfits in the plains that are fighting against the Gorkha Janmukti Morcha’s demand to include the Dooars and the Terai in the GTA said the government had constituted the committee to appease Bimal Gurung.

The Gorkhaland Task Force, an agglomeration of parties such as the CPRM, ABGL and the GNLF(C), urged the Morcha to reject the GTA agreement and embark on a united movement for statehood.

“Before setting off for Calcutta, the Morcha leaders had shouted at the top of their voices that they were rejecting the Justice Sen report. But once in Calcutta, they could not utter a word before the chief minister…. The new committee is a way of giving the people a sense of false hope,” said Govind Chhetri, a spokesperson for the CPRM.

R. Moktan, the national co-ordinator of the GTF, said in Kalimpong, that the Morcha should respect the aspirations of the people in the hills.

“The Morcha should reject the GTA agreement and come forward for a united movement for statehood,” he said.

The Terai Dooars Joint Action Committee said the formation of the new panel was part of Mamata Banerjee’s appeasement of the Morcha.

“The chief minister should stop appeasing Bimal Gurung and his party by announcing the formation of one committee after another to settle the territory issue. The adivasis in the foothills are aggrieved because of such acts of the chief minister. The formation of the fact-finding committee is a bid to divert the attention of the people in both the hills and plains,” said Rajesh Lakra, the convener of the Joint Action Committee.

Lakra said the Parishad would wait for one more week for the government to come out with its final decision on the GTA’s territorial reach, after which they would launch a movement. (TT)

Plea to revise nursing rules

Gangtok, June 17: The Sikkim government will request the West Bengal Nursing Council to revise their admission rules so that students who have opted for health care science in Class XII can apply for general nursing course.

Officials of the state human resource department will meet the chairperson of the Indian Nursing Council and the director of the Bengal council in Kalimpong tomorrow to discuss the issue.

Around 200 students who opted for health care science at the Plus II-level cannot apply for the general nursing and mid-wifery course because the Bengal council rules state that admissions would be given only to those who studied physics and chemistry in Class XII.

The SNT Nursing Training Centre, the only college that offers the course in Sikkim, is accredited to the West Bengal Nursing Council. The institution has 20 seats for the GNM course.

Although the Indian Nursing Council, the governing body of nursing councils in all states, has recently revised the admission rules for the general nursing and mid-wifery course saying students who did not take up physics and chemistry could also apply for the programme, the Bengal council has not made respective changes in their rules.

Officials said the HRD department had written to the Central Board of Secondary Education (CBSE), which had introduced health care sciences two years ago, asking them to seek the Indian Nursing Council’s intervention. “We had written to the CBSE regarding the confusion over the admission criteria and the board has taken up the matter with the Indian Nursing Council secretary,” said an HRD official.

“We are hopeful that the matter will be resolved soon,” said a student.(TT)
