80 को दशकमा देशभरिका गोर्खाहरूलाई जातित्वको भावना उत्पन्न गराउने प्रथम नेता सुवास घिसिङको निधनले अहिले घड़ी सम्पूर्ण दार्जीलिङ पहाड़ नै स्तब्ध बनेको छ। गोर्खाहरूका हित अनि अस्तित्वका निम्ति छुट्टै राज्यको बहस लिएर सुवास धिसिङले त्यसताक पहाड़का प्रत्येक गाँऊहरूको भ्रमण गरेका थिए। 22 जुन 1936 सालमा मिरिकको मञ्जु चियाबगानमा जन्म लिएरका सुवास घिसिङले आफ्नो तर्क राख्न एकलै जनसभा गर्थे। घिसिङले सम्पूर्ण गोर्खाहरूलाई एकै शुत्रमा बाँध्न "गोर्खाल्याण्ड" शब्दको जन्म गरेका थिए।

Siliguri, Aug. 8: The state government will stand by the residents of the hills and provide them with food, water and medicines if the Gorkha Janmukti Morcha strike continues for some more days, minister Gautam Deb said.
“The state government is not sitting idle and is aware of the problems like shortage of food and medicines faced by common residents of the hills because of the strike,” Deb said here today.
“Unlike some of the elected representatives of the GTA who have resorted to a sudden agitation and foregone their responsibilities, the government cannot shirk its constitutional obligation of providing food, medicines and drinking water to the common people in the hills,” the minister said.
Observers said Deb’s announcement is a strategy to prevent the Morcha leadership from intensifying its movement. “With each day, a considerable section of the people is feeling the crisis of food and medicines. Prices of groceries and vegetables have soared (in the hills). Under such circumstances, there is a chance that the Morcha might try to hold the state liable for the condition of the people and use their desperation to intensify the movement,” a government source said.
“If the strike that they have thrust on the common residents for political interests, continues for some more days, the state would supply food, water and medicines to people at appropriate time. The state would take stern steps if anybody tries to disrupt the supplies,” said the north Bengal development minister.
The Morcha leadership had said there will be a relaxation on August 15.
“Six more days are left before the Independence Day and we have to survive on the stocks left. The economically weak people are already facing stock shortage. It is tough for them to live for another six days,” a Tindharia resident said.
The government source said: “The state wants to play it safe by extending help to the affected people and pass on the message to the hills that they are suffering because of the movement launched by the Morcha. If supply of essentials is affected because of disruption in traffic, the liability would be attributed to the Morcha by the state,” he added.
Deb today said: “We are confident that common people in the hills would stand together and raise their voice against the indefinite strike and the state of uncertainty created by Morcha. They are already aggrieved over the sudden halt in development process and are not beleaguered with issues like food shortage. It is unlikely that they would sit silent and bear the consequences of some whimsical decisions taken by a political party.”
“Our government is keen in restoring normalcy in the hills. It is unfortunate that a section of employees, who have developed the habit of staying away from work during the past 25-30 years, has not changed. The administration has already made it clear that steps would be taken against them. We are sympathetic towards the people of Darjeeling but the state would not allow any dereliction of duty or attempts to separate Bengal,” Deb said.
The minister today criticised the Morcha for alleging that the state government was interfering in GTA’s work.
“The GTA is a newborn baby and needs to be nurtured so that it can develop as the ideal tool for development in hills. The Morcha leaders acted irresponsibly. We have transferred 37 departments to the GTA so far. The allegation of interference is completely baseless,” he said.
He also targeted the Congress today.
“The Congress-led central government, which is one of the signatories of the GTA agreements, has not made any firm assertion, instead the Centre is directly and indirectly inciting the Morcha for minor political interests. Congress leaders from north Bengal have remained mum on the impasse.”

कालेबुङ 8 अगस्त। यतिबेला ‘कागभन्दा कोइली चङ्खो’ भन्ने नेपाली उखान दार्जीलिङ पहाडको ताजा राजनैतिक परिस्थितिमा सान्दर्भिक बनेको छ। एकातिर जीटीए सम्झौता गर्दा अलग राज्यको मुद्दा ‘ड्रप’ नगरेको मोर्चाको सुगारटाइ अनि अर्कोतिर सम्झौतामा सहमत भएर पनि मोर्चा नेतृत्व र कार्यकर्त्ताहरूविरुद्ध लागेको आपराधिक मामिलाहरू फिर्ता लिन राज्य सरकारले देखाएको आलेटाले नीति। तेलङ्गना गठनको घोषणा पछि निर्माण भएको नयाँ परिस्थितिमा मोर्चाको निम्ति यी दुवै परिस्थिति घातक बनेको छ। राष्ट्रीय राजनीति मै नयाँ राज्यको पक्षमा वातावरण बनिए पछि जनदबाउका कारण अस्तित्त्वमा आएको बर्ष दिन पनि नभइ मोर्चा नेतृत्व जीटीए छोडेको घोषणा गरेर आन्दोलनमा होम्मिन बाध्य हुनु परेको छ तर अघिल्लो चरणको आन्दोलनकालका मामिलाहरू झिकेर मोर्चा नेता र कार्यकर्तालाई पक्राउ गरी आन्दोलनकारीहरूको मनोबल तोड्न सरकारलाई सहज भएको छ। ‘जीटीए सम्झौता गर्दा हामीले गोर्खाल्याण्डको माग यथावत रहनेछ भन्ने बूँदा थपेका छौं’ भनेर मोर्चाका बौद्धिक भनिएका नेतृत्वले आफूलाई मुद्दाप्रति इमानदार प्रमाणित गर्न खोजी रहे तर पछि गएर वास्तवमै अलग राज्यको निम्ति नयाँ चरणको कार्यक्रम गर्न परे कस्तो रणनीति हुनेछ भन्ने कुराबारे मोर्चा नेतृत्वले कुनै गृहकार्य गरेका थिएनन्। यतिबेला मोर्चाले फेरि एकचोटी आन्दोलनको घोषणा गरेर मुद्दाप्रति आफ्नो इमानदारी देखाउने प्रयास त गरेको छ तर राज्य सरकारको दमन नीतिको कसरी सामना गर्ने भन्ने कुरामा कुनै ठोस रणकौशल बनाएको छैन। जीटीए सम्झौता गर्दा पनि मोर्चाभन्दा राज्य सरकार चङ्खो थियो। राज्यको तृणमूल सरकारलाई थाहा थियो कि आउँदो लोकसभा चुनाउको अङ्कगणित मिलाएर केन्द्रको युपीए सरकारले ढिलोछिट्टो अलग तेलङ्गना राज्य गठनको घोषणा गर्ने नै छ। अनि यो नयाँ घटनाक्रमले मोर्चालाई फेरि एकपल्ट अलग राज्यको आन्दोलनको बाटो पहिल्याउन विवश बनाउनेछ। यतिबेला मोर्चाले यो माग नउठाएकै भए पनि अरु कुनै शक्तिले त उठाउने नै थियो। तर राज्य सरकार चहान्थ्यो, कालान्तरमा यो माग मोर्चाले नै उठाओस्। किनभने यतिबेला मोर्चालाई नियञ्त्रणमा राख्न राज्य सरकारसँग प्रशस्त आधार छ। मोर्चाले उठाउने अलग राज्यको आवाज दबाउन राज्य सरकार शुरुदेखि नै नियोजित तरिकाले तयार थियो। यसकारण जीटीए सम्झौतामा स्पष्ट उल्लेख हुँदा पनि मोर्चा नेतृत्व र कार्यकर्ताहरूविरुद्ध आन्दोलनकालमा लागेको मुद्दा-मामिलाहरू फिर्ता लिन सरकारले कहिले तत्परता देखाएन। मोर्चा नेतृत्वले लगातार रुपले मुद्दाफिर्तीको सवालमा राज्यलाई दबाउ दिएन कोसिस गरि रहे पनि सरकारले एउटा कानले सुनेर अर्को कानबाट उडाउन बाहेक अरु केही गरेन। आज निर्णायक आन्दोलन भनेर सडकमा ओर्लेको मोर्चा नेतृत्व र कार्यकर्ताहरूलाई ठण्डाराम पार्न यही पुराना मामिलाहरू राज्य सरकारको लागि प्रभावकारी हतियार भएको छ। मोर्चा नेताहरू रमेश लामा, अनित थापा, विद्यार्थी नेता अमृत योञ्जनलगायत सयौंको संख्यामा मोर्चा कार्यकर्ता र जीएलपीहरूको पक्राउ गरी आफ्नो नियतसमेत स्पष्ट पारेको छ। आगामी लोकसभा चुनाउ पछि बनिने गठबन्धन सरकारको समीकरणलाई हेरेर केन्द्रको कङ्ग्रेस सरकार पनि तृणमूल नेत्री ममता ब्यानर्जीलाई यतिबेला असहज परिस्थितिमा हाल्न चहाँदैन। अहिले दिल्लीमा डेरा हालेर बसेको मोर्चा टोलीले कङ्ग्रेसको हाइकमान तहका नेतृत्वसँग बैठकको समय नपाएको कुराले पनि यस कुरालाई पुष्टि गर्दछ। यस्तो परिस्थितिमा अब मोर्चाको आन्दोलनको दिशा र दशा के होला भन्ने विषयमा संशय बढेको छ। जीटीएको ग्रहणपछि जनाधार गुमाउँदै गएको मोर्चाले तेलङ्गना गठनको घटनाले अक्सिजन त पाएको छ तर अचानक जीटीए छोडेर आन्दोलनमा जानु पर्ने अवस्थामा दलको रणनीति कस्तो हुनुपर्ने भन्ने कुरामा कुनै पनि दिन गृहकार्य र चिन्तन नगरेको यस दलले आन्दोलनलाई ठोस प्रभावकासाथ नयाँ उचाइ प्रदान गर्न सकेको छैन। बन्द र प्रदर्शनको कार्यक्रममा अडिग रहने मोर्चाको निर्णयलाई केन्द्र गरी राज्य सरकारले आफ्नो मनोभाव दिनदिनै कठोर बनाउँदै लगिरहेको छ। मोर्चाको नयाँ चरणको आन्दोलनयता जिल्लाको नागरिक अनि पुलिस प्रशासनका उच्च अधिकारीहरूको अचानक फेरबदल गरी आन्दोलनलाई आफ्नो नियञ्त्रणमा राख्न राज्यले गृहकार्य शुरु गरिसकेको छ। दार्जीलिङका जिल्लापाल सौमित्र मोहनको स्थानान्तर गरी तिनको स्थानमा पुनित यादवले आजदेखि नयाँ जिलापालको दायित्व ग्रहण गरेका छन भने राज्य पुलिसका उच्च अधिकारी जावेद समीमलाई जलपाईगुडी रेञ्जको डीआइजीको रुपमा पदोन्नति गरी दार्जीलिङ अनि कालेबुङ महकुमाको प्रभार तिनलाई सुम्पिइएको छ। दार्जीलिङ रेञ्जकी डीआइजी दमयन्ती सेनले पहाडको तीनैवटा महकुमाहरूको प्रभार सम्हाली रहेको भए पनि अहिले तिनको हातबाट दार्जीलिङ र कालेबुङको प्रभार खोसेर नयाँ डीआइजी जावेद समिमलाई दिइएको छ। राज्य सरकारको यस प्रकारको निर्णय र रणनीतिले पनि मोर्चाको आन्दोलन बलपूर्वक दमन गर्न सरकार मानसिक रुपले तयार रहेको अनुमान लगाइँदैछ।

Calcutta, Aug. 7: Police have apparently begun the procedure to impound Gorkha Janmukti Morcha leader Roshan Giri’s passport and are considering a similar action against Bimal Gurung, in a move that is being seen as the government’s efforts to pile pressure on the party.
Gurung and Giri, who are leading the statehood agitation, had procured their passports last year under the Tatkal scheme. Sources in the home department said Darjeeling police had sent an adverse report on Giri’s passport to the regional passport office in Calcutta.
The police, according to the sources, are considering an adverse report on Gurung’s passport too. “The process to impound the passport of Giri, Gurung’s trusted aide, has started. A decision on Gurung’s passport is expected to be taken in the near future,” a home department source said.
According to the Passports Act, 1967, a Tatkal passport is issued on an emergency basis without the police’s clearance. The police verification report, including checking of the receiver’s background and address by the local police, can be done later.
The police verification report of both Gurung and Giri are awaited. The adverse report on Giri’s passport mentions a host of criminal cases pending against him.
State intelligence branch officers said Gurung and Giri had cases of rioting, arson and damage of government property against them.
Sources in the external affairs ministry said the primary reason for impounding a passport was the mention of criminal cases in the police’s verification report.
“In case of an adverse report on a passport obtained under the Tatkal scheme, the holder is given the chance to provide an explanation to senior officials of the regional passport office. If it is found to be satisfactory, the passport is not impounded,” a foreign ministry official said.
Sources in the state home department said Giri recently deposed in the regional passport office that the state government had promised to withdraw all cases against him during the signing of the GTA treaty. “The passport office has resent Giri’s case to Darjeeling police for re-consideration. If the police send another adverse report, Giri’s passport could be impounded,” said a source.
According to rules, a person whose passport has been revoked by the regional passport office can appeal to the chief passport office under the external affairs ministry against the decision. A senior state government official said: “Impounding a passport may be a temporary issue but it is clearly an indication of how strongly the government is dealing with the statehood agitation and the people at its forefront. Otherwise, why would Darjeeling police withhold Gurung’s verification report for so long? The police are apparently waiting for a signal from their political bosses.”

UK warning on travel to hills

Siliguri, Aug. 7: The British government has warned its nationals of risks associated with travel to the Darjeeling hills and Sikkim because of the indefinite strike enforced by the Gorkha Janmukti Morcha.
An advisory, issued on August 6 by the Foreign and Commonwealth Office of the Government of UK, reads: “Gorkha Janmukti Morcha (GJM) ..... has called for an indefinite strike in the Darjeeling hills from Saturday 3 August. The GJM has asked tourists and students to leave the hills by Friday 2 August. If you choose to remain in this area, there is a risk of being stranded and becoming caught up in any subsequent incidents. Although the route to Sikkim is currently open, disruption in Darjeeling may also affect visitors to Sikkim....”
Two attacked
The driver and cleaner of a truck, purported to be supporters of the Akhil Bharatiya Adivasi Vikas Parishad, were attacked allegedly by sympathisers of the Morcha at Turibari near Bagrakote in the Dooars on Wednesday. The Morcha was also accused of damaging the truck that was parked on the dry bed of the Ghish river for loading stones and pebbles.
The driver, Sunil Lohar, said the Morcha activists had asked him and the cleaner to stop loading the stones as a bandh was going on in the hills. Lohar said the attack happened when they refused to heed the Morcha’s order.

Medicine production & supply hit

Gangtok, Aug. 7: The manufacture of several medicines in Sikkim, including those to treat heart ailments and diabetes, and their transportation to the rest of the country have been affected because of the indefinite strike, officials of pharma units said.
Sikkim has over 14 pharmaceutical units, which also manufacture antibiotics prescribed during pregnancy.
But because of the strike, trucks that carry raw materials to the factories and transport the drugs to Siliguri have not been plying on the arterial NH31A, which connects Sikkim to the rest of the country, since August 3.
Traffic between Rangpo, a town on the Bengal-Sikkim border where most of the pharma units are located, and Sevoke, has been affected because of the strike.
Only Sikkim government-owned buses have been plying on the highway stretch with police escorts for the past few days, administrative officials said.
On an average, 20 trucks travel between Siliguri and Sikkim daily with raw material and packed medicines.
The firms procure raw materials mostly from Mumbai and Ahmedabad.
The raw materials are transported to the medicine factories from Siliguri through NH31A.
Officials of several medicine factories in Sikkim, where many such units have come up because of tax sops, said they were suffering losses because of the strike.
“We have an acute shortage of inputs and packaging materials. We are not being able to dispatch the medicines because of the strike. The storerooms are over-stocked. We will have to shut down the production units in a week’s time as our stock of raw materials will get exhausted,” said Ravindra Chakila, the plant head of Alkem in Sikkim.
Yesterday, representatives of all 14 pharmaceutical companies submitted a memorandum to the Sikkim minister of state for commerce and industries, Neeru Sewa, requesting him to provide police protection to trucks that bring raw materials to the factories and transport the medicines to Siliguri for distribution elsewhere.
Binod Nigam, the plant head of Indchemie Health Specialities Pvt Ltd, said: “We have information from our distributors that the drugs used to treat diabetes, cardiovascular diseases and pregnancy-related drugs, including antibiotics, are running out of stock.”
According to sources, some of the bigger units in Sikkim manufacture drugs worth over Rs 30 crore a month while the smaller ones produce medicines worth around Rs 8 crore.
“Medicine flow will be hit if the matter is not taken up seriously. The pharma units are likely incur heavy loses once production is stopped,” a pharma unit head said.
Minister Sewa said the letter from the medicine factory representatives had been forwarded to the chief secretary.
“The state police department will be requested to provide additional protection (to the trucks). Arrangements can also be made for the trucks to ply along with the government buses,” a senior government official said.
